In Myanmar, formal education, non-formal education and informal education areunder way to enable the people, regardless ofage and educational qualification, to study atany time. As a result, the youth now have aneasy access to international level subjectsthrough modern communicationtechnologies.

Simultaneously, more and more self-reliant libraries are being opened in thevillages of rural areas to expand the horizonsof the locals. So far, the number of rural self-reliant libraries has touched 55,755.

Libraries in rural areas improve the studyskills of rural people. So, all need to worktogether in order to achieve greater success inpost-literacy campaigns for those who enjoyreading and literate adults and ensure theirconstant learning.

It is also required to exert continued effortsto achieve sustainable progress of the villageself-reliant libraries. In that regard, theprocesses include keeping the publications ofthe libraries systematically, setting up trustfunds to increase the number of the books,providing buildings plus furniture to thevillages that have not got a library yet, andproducing skilled librarians.

The onus is thus on local organizations,social organizations, well-wishers and servicepersonnel to pursue a common goal ofensuring sustainable development of self-reliant libraries in rural villages becauseextended opening of libraries helps enhancethe intellectual power and knowledge of ruralresidents.

Hydrology and Meteorology today issued a floodbulletin that the water levels of Chindwin river atHomalin, Mawlaik, Kalewa and Monywa are fallinggradually at present.

The water levels are forecast to fallbelow the danger levels of Homalin (2900) cm duringthe next (2) days of Mawlaik (1230) cm of Kalewa(1550) cm during next (4) days and of Monywa (1000)cm during the next (5) days.

The water levels of Ayeyarwaddy river atNyaungU is rising slowly at the rate of 1 cm/hr and itis forecast to reach its danger level (2120) cm duringthe next (36) hrs. However the water level may fallagain after just reaching the danger level.

The water level of Sittoung river at Madaukhas exceeded (24) cm (0.8 ft) above its danger level andmay remain above its danger level during the next (5)days.—MNA

A latest poll released byCNN on Friday showedthat Democratic pre-sidential candidate BarackObama had widened hislead over his Republicanrival, John McCain.

The poll combiningresults of recent polls found

Obama, the IllinoisSenator, held an eight-percentage lead overMcCain, the ArizonaSenator, at 49 percent to41 percent, with 10 percentof those surveyed stillundecided.

Oil prices settle above $145 after hitting new high

Official says US-ledCoalition airstrike kills

47 Afghan civiliansKABUL, 12 July—The US-led Coalition force killed

at least 47 civilians in the airstrike on 6 July in theeastern Afghan province Nangahar, said an Afghanofficial on Friday.

Burhanuallah Shinwari, head of an investigationcommission appointed by Afghan President HamidKarzai, told media that they found at least 47civilians, most of them women and children, werekilled by the Coalition airstrike when they wereattending a wedding party in the Khashmina districtof Nangahar province.

“Nine others, also civilians, were wounded in theDeh Bala district of Nangahar by the bombard,” Shiwarisaid.

However the Coalition forces had rejectedimmediately the reported civilian casualties soon afterthe airstrike, saying all slain were militants.

According to media reports, the Coalition forceskilled near 64civilians in two separate strikes on 4 Julyand 6 July in Nuristan and Nangahar province borderingPakistan.

A high-level commission was appointed by PresidentKarzai to look into the claims.

The International Committee of the Red Cross (ICRC)revealed in a statement released in Kabul on Wednesdaythat over 250 civilians have been killed or injured invarious incidents in Afghanistan since 4 July.

A total of 70,000 multi-national troops are deployedacross Afghanistan under the flags of the NATO-ledISAF and the US-led Coalition forces respectively tomaintain stability and help in reconstruction.

SEOUL, 12 July—Samsung Heavy Indu-stries Co of South Korea,the world’s second-largestshipyard, said Friday it hascompleted building theworld’s largest liquefiednatural gas (LNG) tanker.

Mozah, the name of the266,000-cubic-metretanker, will be transferredto Qatar in August, andsupply gas to the UnitedStates and Europe, saidSamsung.

My knowledge of democracy

I got up earlier that day than yesterday because I

had to do something in my office. Just after I washed

my face, offered alms food, drinking water and flowers

and paid reverence to the Lord Buddha, I read the

newspaper, listening to the VOA news that came

from the house next to mine. I heard the voices of the

lackeys of the West bloc whose dreams would be

diminished due to the approval of the State

Constitution. At that time, the storm ‘Nargis’ was

raging. So, the voices of the saboteurs were like the

sounds that appear when some drops of water get into

the pot with boiling edible oil in it. However much

they were shouting, the scores of the competition

between constructive forces and destructive elements

became clear. Then, I concentrated on the newspaper.

Reading the newspaper prompted the memories of

my childhood days. At that time, we family members

read the overdue newspaper. My father was crazy

about newspaper. So, I had to go to the delivery

point. Very often, I returned home with empty hands

from the point after hearing the excuses of train

delays or engine problems of buses. I also

remembered that my father got upset when he heard

my experiences. Unlike in the past, such cases are no

more now, and we can read the newspaper on the

same day. If he is still alive, I think he will like the

layouts of the newspaper.

Hearing destructive elements’ voices of demands

for democracy in the radio programmes, I was

overloaded with worries and anxieties. Whenever I

watch western films that feature democracy practice,

I was worried about my sons and daughters. When

freedom of individuals is amplified many times with

the heading of democracy rights and is put in the fore,

that provokes an impact on democracy rights of the

human society. I think words about democracy would

be spoken repeatedly so long as freedom of individuals

is not limited. Even democracy pioneers have not been

able to identify democracy rights of an individual and

that of a related person, and there are many cases on

democracy rights at the courts there. So, the terms

‘discipline’, ‘dignity’ and ‘code of conduct’ have

come to serve as the frames of democracy.

So to say, under the democracy rights, the person

living on the first floor washes the floor of his apartment,

and in consequence, the person living on the ground

floor has his democracy rights harmed when the water

flows down to the floor of his apartment. And the

person living on the ground floor fries dry chilli, and

then the person on the first floor has his democracy

rights harmed when he smells acrid. If so, who do you

think is right? If discipline is not taken into

consideration, they are both right. In such a situation,

there might be a conflict between them. That is a

simple example in order that certain foreign radio

stations can understand the point. Discipline is the

most effective tool to restrict the activities of those

who want to have their covetousness fulfilled or to

commit anarchic acts under the pretext of democracy

rights.

When I read news stories that in consequence of

too much democracy freedom, cases of shooting spree

took place in schools and many children lost their lives

in the events, the news about rapacious George Soroz,

the demand of International Republican Institute (IRI)

for freedom of abuse of narcotic drugs, news stories

that children shot their parents, when I watch western

films in which students talk back to their teachers,

putting their legs on the desks, schoolgirls and

schoolboys applaud while a female teacher and a male

teacher are kissing each other in their presence, I feel

that as for our country with fine cultural traditions,

such democracy is like a gift of chicken that is given

when bird flu is spreading. If so, we may be glad for

the food, but on the other hand, the chicken is specious

of bird flu. However, there are ways and means to

exercise democracy correctly. And for our country,

democracy will be perfect if it is practised with shame

and fear to commit sins, discipline, and the spirit of

serving the national interest.

Some may say that I am exaggerating. However,

I have some experiences to prove my opinions. Last

year, while I was waiting for my train at a railway

station, another train started to leave the station. At

that time, a man rushed into the railway station and

tried to open the door of the steel fence. In desperation,

he tried to climb over the fence. Here some may give

an excuse that he just enjoyed democracy rights to

catch his train. So, responsible persons persuaded and

helped him calm down. Then, he sat on the bench

beside me, and smoking a cigarette in a smart way, he

said, “That’s why I don’t want to live in this country.

Disciplines are enforced unnecessarily. But, they

failed to help me. The railway station is just a poor

facility if compared with that of other countries I have

been to. I wish you would see how developed those

countries are.” Avoiding the smokes, I said, “You’re

right as for you, but I think the door was locked in case

there might be accidents if people were near the train

when it started to leave.” He wore fine clothes neatly,

so it was believable that he had ever gone abroad.

However, I did not think very highly of him because

I witnessed that he tried to climb over the fence. He

continued to speak of complaints for about a quarter

of an hour. Then, he threw away the burning butt

without putting it out. I did not know which foreign

country he had been to. However, I was sure that he

did not abide by discipline at all.

Watching his undisciplined behaviour, I

remembered the words of a woman who thought

highly of the West, “The term ‘democracy’ carries

some principles such as justice and freedom. So, I

don’t think we should say discipline-flourishing

democracy.” That is why Myanmar people are worried

about her words. We want to avoid copying democracy

directly.

It is said that democracy originated in Rome,

Spartacus and Athens city states over 2600 years ago.

Nonetheless, about 100,000 slaves and about 50,000

foreigners did not enjoy democracy. I would say it

was the practice of democracy, anyhow.

I don’t think it was that bad at the time. Later,

democracy fell into ruin because of some powerful

nations, which thought that what they all did was

right.

Some with one-sided view say only the right

of the people to express their wishes freely is

democracy. Actually, democracy is a very noble

system in which the people are responsible for serving

the public interest. It is also a system that has many

disciplines to be followed. Those who want to dry

tobacco on the road deserve no democracy. If

democracy was given for the sake of giving, any

fruitful results would not emerge. Only with the

efforts of the well-disciplined citizens, can a peaceful,

modern and discipline-flourishing democratic nation

be shaped. The citizens need to be well-disciplined.

Do they deserve democracy just because they can

express words criticizing the government? Can one

be a democracy hero just because one can exaggerate

the weak points of the government? Our people

should take into account those facts. A dress maker

alone is not responsible for making someone look

pretty with his or her dress. One who wears the dress

must have a nice figure. Let me give you an example.

Once, the staff of Development Affairs Department

came to arrest street hawkers selling their wares for

violating the existing rules and regulations. Running

away to escape, the hawkers said, “They are very

bad; we’d better live under democratic rule”. But the

street hawkers did not take into consideration the

democratic rights of the pedestrians, who fell down

due to the push of the latter trying to run away. I

wonder why there are still such people. I feel worried.

The government, the people and the

Tatmadaw had to take a long time to reach such a

developing situation of the State. Despite a long

time, the present situation with fruitful results needs

to be maintained by the people. To do so, the people

are required to be good citizens. A country that is

trying to initiate a genuine discipline-flourishing

democratic system, like ours, has to do everthing

systematically. The people are to unitedly follow

the good leadership.

In retrospect, there were some tragic incidents

in the history of our country. Anarchy usually reigned

as soon as the administrative machinery was about to

waver. When the First Myanmar Empire established

by King Anawrahta became weak in the time of King

Narapati, there emerged small breakaway groups

exerting no efforts to reunite the nation. Likewise,

when the Second Myanmar Empire established by

King Bayintnaung was weak, uprisings erupted. There

were also disagreements during the independence

struggles after the fall of the Third Myanmar Empire.

In the post-independence period also, the so-called

democratic AFPFL government split into different

groups.

We should take lessons from the past. One can

be called a psycho when he thinks he can perform

tremendous national duties only with his little strength.

If so, he seems to be big-headed. Some people became

notorious among the public for their trying to make

political profits without their willingness to strive for

the national development. Only when they kick the

habit of being bad citizens, will they see a genuine

discipline-flourishing democratic nation with full

democratic rights available. Democracy is a man-

made thing. It is not an imaginary thing to be achieved

by way of asking only. For a man, there are not many

big necessities for him. It is the most important for him

to have a way of seeking such necessities. By serving

both one’s own and others’ interests fairly and equally,

the human society will become colourful.

Anyway, it is not appropriate to copy democracy

of other countries. Our country with its historically

fine traditions and cultures does not accept violation of

social ethics in the name of democracy. It must be

within the framework of law. Only through the effort

of the people who have been brought up in our country,

can a genuine democracy be built. Otherwise, the

people will have to face a democratic act of gross

indecency. Our people who value and cherish their

country cannot accept this. We do not want to act like

the ones who don’t care at all as their relatives are all

abroad.

Character and morale are important to fully

exercise democracy. Those of the human society

have to try to promote such things. It is impossible to

get clean water as soon as a well has been dug.

Achieving the goal hurriedly may cause evil

consequences. In reality, democracy will come into

shape when the time is ripe.

Suddenly, the honking of a car drove me out of

my deep thought. While I was walking to the bus

terminal with a briefcase for work, two girls with a

peculiar look chewing gum asked me what time it

was. I told them the time and continued to walk.

Then, a small plastic bag with spit of betel quid came

down from a bus passing me. As I tried to avoid it, the

bus conductor gave me some abusive words. Actually,

I was a bit distant from the motorway. I cannot find

my way to look for genuine democracy amid such

democratic acts of gross indecency. I am very

disappointed by the people ignoring others’ rights in

order to seek their self-interest.

I conclude this article wishing the people to

have a bright future by shaping a genuine discipline-

flourishing democracy in accord with the Myanmar’s

traditions and cultures and by avoiding the democracy

copied from others.

new Sittoung Bridge(Moppalin) was con-structed in accord withthe guidance of the Headof State in order to re-place the old bridge thatwas no longer suitablefor use. Gholamhossein Nozari said on Thursday Iran wouldgo ahead with a gas field development with or withoutTotal after the French firm said it would not investbecause of political risks.

The United Nations and Western countries haveratcheted up sanctions on the Islamic Republic over itsdisputed nuclear plans, which analysts say is deterringforeign investors particularly from the West.

“This is our message. We will proceed withdevelopment with or without them,” Nozari toldreporters when asked about a Financial Times reportthat Total was withdrawing from Iran’s South Parsproject. Total has a memorandum of understandingwith state-owned National Iranian Oil Company todevelop Phase 11 of the South Pars field. The firmpreviously said it had a long-term interest in the projectbut saw short-term difficulties reaching a deal.

Number of salmonella-infected risesto over 1,000 in US

LOS ANGELES, 12 July—Salmonella continued itsspread across the United States, with more than 1,000people infected so far, the Centre for Disease Controland Prevention (CDC) announced on Wednesday.

The CDC urged people to remain on high alertagainst the worst foodborne outbreak in at least adecade. It listed raw jalapeno and serrano peppers assuspected source that caused the disease initiallylinked to raw tomatoes.

But certain raw tomatoes - red round, plum and Roma- remain a chief suspect, the CDC said, stressing againthat all consumers should avoid them unless they wereharvested in areas cleared of suspicion. MEXICO CITY,12 July — An armed group killed 16

people, including a police chief, in shootouts across

Mexico, officials said Thursday.

The victims were killed in drugrelated violence.

In the northwestern city of Culiacan, three vic-

tims were killed on the street and six others inside an

auto repair shop, local police said.

In another attack at almost the same time in

Culiacan, a police officer was gunned down outside

the local police station, and another policeman was

killed when chasing the gunmen.

“There were two different incidents but they

happened within three minutes of each other,” a police

spokeswoman said.

In the northern state of Chihuahua, a state police

chief was killed by gunmen, local attorney general’s

office said. Four more men were shot dead in Guadalupe,

Calvo and Juarez, the Chihuahua state officials said.
