Case Study: Nelson Town Centre regeneration

Our role was to design all elements of the new town centre, complete with a road to bring back slow moving traffic through the heart of the town, with accessibility and visual attractiveness borne in mind.

Project summary

To halt the spiral of decline of Nelson over a number of years, Pendle Council decided to recreate the high street through the town centre. The aim was to improve the shopping experience and make the most of the area at the heart of the town.

What we did

• We created a clear logical route through the town using an attractive tree lined boulevard. This was supported by a hierarchy of spaces from intimate seating areas softened with planting to the central space. We were also responsible for the highway design and management including the rationalisation of existing car parking and the introduction of new parking spaces.

• Traffic was re-introduced into the town centre that had been pedestrianised for the previous 20 years. This was a challenge to put cars back into the town centre but for the pedestrians to still have priority. • The engineering design used mainly locally sourced natural materials in a full rigid and sympathetically coloured asphalt to compliment the natural material colours. • Taking into consideration significant visual links and pedestrian flows, we introduced public art at key locations to act as town centre focal points. The most notable of these is from Memorial Square and its War Memorial to the stunning Shuttle sculpture.

• We designed the central space of an attractive ellipse-shaped amphitheatre with the 12 metre high Shuttle sculpture which acts as a focal point drawing users into the centre of the town. This aspect of the project included master planning and costings. We worked collaboratively with the stone provider and steel fabricator to work up detailed designs. A member of our team sat on the Working Group to enable approval following presentations to the Area Committee and Town Council.

• The shopping experience has been improved by providing an uncluttered street layout. We selected a simple palette of furniture and lighting to ensure continuity through the phased work that doesn’t become visually overpowering or uncoordinated. This included collaborating with the steel fabricator to develop a bespoke tree pit and guard detail to improve the long term success of trees.

• We created a lighting scheme including street lighting columns, festoon lighting to trees, and uplighters buried in the ground around features and buildings chosen for their architectural importance. • We introduced soft landscaping through a boulevard of mature trees and raised planters. This included detail and layout design of granite and gabion planters, planting appropriate species for the location, and developing an ongoing maintenance plan, complete with costings, for handover. • We led both weekly Client Meetings and Contractor Meetings to ensure good project management practice. • We helped the client to explore potential further funding such as ‘sponsor a stone seating cube’ and investment in urban play. We also involved the local community and developed the uniqueness of the whole scheme by introducing local dialect phrases and lyrics.

What we achieved

• A radically redesigned town centre with the potential to attract new businesses to the town centre.

Case Study: Victoria Park Bridge

Our brief was to design a functional and aesthetically pleasing replacement bridge over the main river within Victoria Park.

Project summary

The existing bridge had degraded to an extent where it had become dangerous and was beyond repair. The aim was to create a bridge that made a visual statement as well as being functional. The bridge forms a visual focus and an essential link between both sides of the park which is split by the main river.

What we did

Case Study: Elevate Greenspaces

We were tasked with creating new community parks and improving a network of grot spots over a two year period, to support the regeneration works in the Elevate neighbourhoods.

Project summary

The Housing Market Renewal initiative shaped a vision for Nelson, Colne and Brierfield through Area Development Framework, regeneration plans over a 10 to 15 year period. The aim was to restore confidence in neighbourhoods of these towns by improving existing housing, assemble sites for new housing and greenspaces also carrying out a large range of environmental improvements.

Commisioned to improve a number of grot spots and gateways including the creation of community parks to realise a cohesive and well designed public realm.

What we did

• We analysed how the spaces could be used by the existing and potential local community to support the regeneration works.

• We used a range of consultation tools, including walkabouts, ward based workshops, ‘drop ins’ and public meetings, to engage with local residents.

• We worked with others, such as architects and regeneration professionals to link into housing proposals and create masterplans.

• We liaised with the Environment Agency around culvert improvements. This resulted in extra investment in the area.

• We managed designs from inception to completion, including the survey, detailed design and contract management. • We managed the financial programme for the grot spot initiative of around £250,000 per year.

What we achieved

• We created high quality landscaped areas as part of teh grot spot and gateway improvement project including new community parks, play areas, sports walls, adventure play equipment supported by footpath networks, quiet areas and tree planting.
