Objetives: Economic crisis has slipped down climate change from the political agenda. Nevertheless, the last IPPC report underscored again the urgency of action on climate change. While there is only one year left to Paris (OMNR), where the aim is to reach an international binding agreement to limit CO 2 emissions that substitutes the Kyoto Protocol, the situation in Europe is divergent. Germany has resigned to the use of nuclear power and it is in the process to shut down all its nuclear plants. Moreover, it has initiated the process of “energy transition” (“Energiewende”) to reach UM% of renewable energy in OMRM. Meanwhile, in Spain, the government has taken restrictive measures for the development of renewable energy. Also, dysfunctions of the price fixation system of its energy market have arisen. However, “energy transition” is considered as one of the most fundamental policies to advance in the European Union integration. In other countries such as France it is already subject of national debate. At the same time, the possibility to reach new sources of hydrocarbons such as “shale gas” through the controversial “fracking”, the cost of renewable energy and its participation in the energy mix, are also matter of social debate. This course will analyze the above mentioned issues in the framework of the new EU Strategy, to fight Climate Change under the new HOMPM package, and the perspectives of a global governance system for controlling the CO 2 emissions that takes into account the common but differentiated responsibilities of different countries.
