Transcript of Escuela 'Transición Energética y el Cambio Climático en Sevilla'
Objetives:
Economic crisis has slipped down climate change fromthe political agenda. Nevertheless, the last IPPC reportunderscored again the urgency of action on climatechange. While there is only one year left to Paris (OMNR),where the aim is to reach an international bindingagreement to limit CO2 emissions that substitutes theKyoto Protocol, the situation in Europe is divergent.
Germany has resigned to the use of nuclear power andit is in the process to shut down all its nuclear plants. Moreover, it has initiated the process of “energytransition” (“Energiewende”) to reach UM% of renewableenergy in OMRM. Meanwhile, in Spain, the governmenthas taken restrictive measures for the development ofrenewable energy. Also, dysfunctions of the pricefixation system of its energy market have arisen. However, “energy transition” is considered as one of themost fundamental policies to advance in the EuropeanUnion integration. In other countries such as France itis already subject of national debate.
At the same time, the possibility to reach new sourcesof hydrocarbons such as “shale gas” through thecontroversial “fracking”, the cost of renewable energyand its participation in the energy mix, are also matter ofsocial debate.
This course will analyze the above mentioned issues inthe framework of the new EU Strategy, to fight ClimateChange under the new HOMPM package, and theperspectives of a global governance system for controllingthe CO2 emissions that takes into account the commonbut differentiated responsibilities of different countries.
