Definitions of ERCOT

• Regional Reliability Council within NERC• Independent System Operator (grid operator) with multiple roles:

–Responsible for grid operations and reliability–Administrator of the wholesale power market (deregulated 1996)–Administrator of the retail electric market (restructured 2002)–Supervising entity for transmission planning–Administrator of the Renewable Energy Credit program for the State of Texas (2002)

• The transition to the nodal market will require significant changes to processes and systems. (5 Congestion Management Zones (CMZs) defined by Commercially Significant Constraints (CSCs) changing to a nodal design satisfying the PUCT order to directlyassign local congestion.) The nodal market grid will consist of more than 4,000 nodes, replacing today’s CMZs. The major components that will impact ERCOT’s current business model include the following:– Day-ahead market (DAM) – Reliability unit commitment (RUC) – Real-time or security constrained economic dispatch (SCED) – Congestion revenue rights (CRRs)

ALL have heavy dependence on an accurate model!

The current State Estimator will meet the necessary criteria

TDSPs will be trained on new NMMS and there will dual entry of models – into the new NMMS and into GENESYS. ERCOT will have enough staff to handle this work
