ERA-LEARN
ERA-LEARN is a systematic investigation of trans-national coordination experiences and acquired know-how with the perspective to identify good examples and to develop a set of recommended procedures.
This includes the examination of complementarities and synergies of the ERA-NET instrument with the other existing schemes and programmes at all levels (regional, national, trans-national, international).
Based on a comprehensive analysis of existing and already validated procedures ERA-LEARN facilitates the identification of tools that are suitable for a broad use.

Transparency and clear description on the design of each instrument and the experience of the member states is necessary in order to have guidance to the choice of instrument when participating in joint programme activities.
The ERA-LEARN consortium therefore gives an overview on the emerging trends in the coordination and mutual opening of national and regional research programmes with a view to the reasoning behind the choice of the respective instrument which includes an analysis of the
complementarities between the ERA-NET Scheme and the Joint Technology Initiatives, Technology Platforms, Article 185 Initiatives, EUREKA and other relevant instruments and supports the stakeholders when opting for one of the instruments.
In the recent years there has been a rapid development and changes in the coordination of national and regional research programmes. These include the shift from a bottom up ERA-NET approach to a more strategic application of multiple instruments and the advent of joint programmes.

THE PLATFORM FOR KNOWLEDgE BASED BIO-ECONOMy RELEVANT ERA-NETS
The FP7 project PLATFORM brings together the ERA-NETs and JPIs in the area of the knowledge based bio-economy with the aim to enhance exchange and cooperation between ERA actors and to strengthen the impact of ERA-NETs in the European bioeconomy. The work of PLATFORM includes mutual learning and networking, outreach and interlinkage, and establishing a forum for overarching strategic discussion. An annual workshop and other project meetings are key facilitating events towards these aims and include brainstorm and discussion sessions towards a common vision and roadmap.
The project consortium with 13 partners is coordinated by the Netherlands. The executive team consists of experienced ERA-NET coordinators and managers committed to form an active and open network. The activities bring together a wide range of actors, including the ERA-NETs funded by FP7-KBBE calls as well as some neighbouring ERA-NETs, self-sustained networks in the bio-economy, three JPIs, and SCAR Collaborative Working groups.
PLATFORM aims to work together with other initiatives such as the ERA-NET broad learning initiative ERA-LEARN, the information and analysis source NETWATCH, and JPIs TO CO-WORK - the JPI mutual learning project focussing on Framework Conditions.

JPIS TO CO WORK
Framework Conditions were defined by groupe de Programmation Conjointe as essential functions to be addressed by JPIs. They are Peer review, Foresight, Evaluation, Funding of cross-border research, Optimum dissemination and use of research findings, and Protection, management and sharing of intellectual property rights.
We are organizing a series of workshops to distribute existing materials, exchange experiences and have well organized discussions on Framework Conditions and on some other closely related issues. We already held a workshop on Foresight and Ex-ante Evaluation, and the second one discussing governance and Evaluation will take place on December 2012.
Since JPI’s involve different institutions from different countries, with different procedures, there is a need to provide advice and the opportunity to learn from each other. JPIs To Co Work will contribute to choose the best approaches to FCs and to build a common language to make things easier for researchers, science policy makers and stakeholders.
JPIs To Co Work (http://www.jpis2cowork.eu/) is a project funded by FP7. The objective of this project is to provide a forum for discussion, exchange of experiences and best practices, and implement a process of mutual learning amongst on-going and future Joint Programming Initiatives (JPIs) around the so-called Framework Conditions and the best contribution of JPIs to the European Research Area within the strategy Europe 2020.

NETWATCH
Through the NETWATCH platform information was initially collected on the FP6 and FP7 ERA-NET instrument in order to undertake analysis of the rationale, development paths and successes of such instruments. However, the scope of the analysis has been broadened for NETWATCH to include the ERA-NET Plus scheme, Article 185s and, progressively, the Joint Programming Initiatives (JPI).
The information collected includes that related to network themes, joint activities, participation in networks and joint calls, and joint call budgets and mechanisms for implementation. This information is used to map the landscape and to monitor its evolution over time, and subsequently to assess the impact of transnational research programme collaboration. In addition to regular exchanges with network coordinators, direct interaction with Member State representatives is achieved through the NETWATCH Advisory Board, which comprises senior policy makers and advisers from national authorities.
This work contributes to the development and ongoing implementation of Joint Programming in the EU, particularly in the light of the added impetus given to the European Research Area in the context of the Innovation Union. The ongoing development of NETWATCH has further strengthened its coherence with related information platforms particularly the Innovation Union Information and Intelligence system (I3S), ERAWATCH and TrendChart. NETWATCH also hosts the Learning Platform which contains the outputs of ERALEARN.

It offers evidence of and insights into the European research, education and innovation landscape.
