Major Changes to PAYE from 6th
April 2013
You may have seen references in the press and elsewhere to RTI – real time information. This is a major change in the way HM Revenue & Customs deal with Pay as You Earn. We spoke to Bob Berry, Managing Director of Axholme Payroll Services, who said: “This is probably the biggest change I have seen in 46 years of dealing with payroll. I go back to the days when all payroll records were hand written and we used to physically lick and stick stamps onto National Insurance Cards. Over the years mechanisation and then computers have transformed things and in the past ten years or so the development of internet filing has been quite dramatic, but this latest change is a whole new ball game.”
From the employees perspective, nothing much will change – it will all happen behind the scenes – but from an employers perspective, and particularly the very small employer with perhaps only one or two employees, or the one-man limited companies, this may well cause them significant problems. ALL payrolls must now be done by computer, connected to the internet, and information is passed to HMRC relating to the payroll EVERY TIME any employee is paid, rather than just at the end of each tax year as at present. This means it is vital that correct details are obtained from all new employees, including full name, Home Address, Date of Birth, National Insurance Number and, if a non-UK citizen, details of work permit numbers, passport numbers etc. In the absence of these details it will no longer be possible to process any payroll payments to these employees. This is a major headache for small employers who use occasional, seasonal, temporary or casual workers. In future it will no longer be possible to retrospectively adjust payroll records for any errors or omissions, and this could potentially mean employers and employers incurring additional NI costs if pay is omitted and then ‘doubled up’ in a subsequent week – a further point to reinforce the importance of getting full details promptly from new employees. There is free software available on HMRC website which small employers can use and so avoid the cost of commercial payroll software, but that does not address the problem for many small employers, particularly older employers who may not be computer literate or confident using the internet. Axholme Payroll Services (AxPay) specialises in payroll processing for companies with less than 100 employees, but have set up a service specifically aimed at these very small employers. The service starts at just £130 per annum (plus VAT), which is less than most of the commercial software packages cost in annual licence fees, let alone any stationery costs etc., and above all the employer frees himself/ herself from the hassle of payroll processing and keeping up to date with changes. Editors Letter…
The first day of the month, May Day, it’s a
time of warmer weather (supposedly) and
when flowers and trees start to blossom.
People celebrate the coming of summer with lots
of different customs. Traditional English May Day
celebrations include Morris dancing, crowning a
May Queen and dancing around a May pole. If
anyone still celebrates in the traditional way it
would be great if you could send some photos for
the next issue of the Arrow.

The project in question was the complete
refurbishment of the Old Rectory’s museum shop,
which had contained and old counter, a donated
shop unit, some shelving and other odd pieces of
furniture.
In January this year some excellent, quality shop
fitting were offered to the Old Rectory by the
Museum of Methodism in London, which was being
completely renewed.
Following a visit to London it was realised that the
shop fittings on offer would be ideal for the shop at
the Old Rectory – which is also an accredited
museum - and a sustainability grant was applied for
and granted by the Association of Independent
Museums (AIM), a charitable institution based at
Ludlow in Shropshire
The grant was to enable the shop fittings from
London to be transported to Epworth and erected
to give their maximum impact, along with a new
cash register and displays to improve the image of
the gift shop.
The whole project cost more than £2,400 and was
completed in time for the start of the Old
Rectory’s 2013 season this month.
Rev Claire Potter, curator at the Old Rectory, said:
“This complete redesign of the shop has been of
great benefit. Without the commitment and many
hours of work by a team of volunteers it wouldn’t
have been possible.
“Likewise, without the AIM sustainability grant we
wouldn’t have been able to make it happen. We’re
very grateful,” she added.
Plans are currently in hand to completely restore
the Old Rectory, a Grade 1 listed building, to the
way it would have looked when occupied by the
Wesleys in the early 18th century.
The Garden Club at Epworth will
be holding their next monthly
Club meeting on Tuesday 14th
May. There will be a demonstration by Peter
Barnard of Epworth, Fruit Processing and Fruit
Tree Pruning. The competition for the evening is
“A bunch of flowering weeds in a vase”.
All events start at 7.30pm at the Imperial Hall,
Epworth. Doors open from 6.45pm. If you are

A year of progress was reported
when Epworth’s Imperial Hall
Committee held its AGM in March. Chair, Denise Miemczyk, highlighted some of the
achievements made during the previous 12 months
and these included the redecoration and refurbish-
ment of the small hall and work on the backstage
area of the large hall.
Referring to the redecoration of the small hall, Mrs
Miemczyk said: “The work has resulted in a much
lighter, brighter and more versatile space, which has
been well received by local groups.”
She went on to stress that she was particularly
proud of the Imperial Hall’s new and up-to-date
safeguarding policy - incorporating both child pro-
tection and that of vulnerable adults.
Mrs Miemczyk concluded by saying, of the Imperial
Hall: “that we now have not just a professional team
but a formidable one responsible for running a pro-
fessional service for the community we serve.”
The audited accounts were presented by treasured
Martin Whittaker and showed that for the year
ending up until December, 2012, the local facility
had ended up in the black to the tune of more that
£220.
The Imperial Hall is a registered charity and is run
by a small committee of eight people, plus two rep-
resentatives from Epworth Town Council.
It hosts numerous events including yoga, a stop-
smoking group, birthday parties, bingo sessions and
the monthly meetings of Epworth Town Council.

The AGM was held on Tuesday March 26 and Mrs
Miemczyk said it was regrettable that not a single
person from the general public had attended the
event, despite the local media having publicised the
event .
A small, but significant step, in a
move to completely revamp one of
North Lincolnshire’s popular tour-
ist attractions has been completed. The work has been taking place at Epworth’s Old
Rectory – the childhood home of John and Charles
Wesley, who formed a movement that went on to
become the world-wide Methodist Church.

St Andrew's Church Epworth
Spring Fair-The spring fair which was
cancelled due to inclement weather has now been
rearranged by St Andrew's Events Committee and
is now to take place on Saturday 11th May. It will
take place in the Ivy Andrew Hall between 10 am
and Noon and there will be a variety of stalls
including a cake stall. In addition there will be a
raffle, tombola and refreshments.

A year of successful meetings was
reported by retiring chairman,
Barry Briggs, at the AGM of the
Epworth Men’s Society at
Crowle’s Seven Lakes on Monday
(April 8) night. He said the organisation had six speakers, plus
quiz and games nights as well as a brewery trip
during the previous 12 months and had also
continued to attract more new members.
Some 30 members attended the AGM, at which
the trophies from a games night in February were
presented, with the darts trophy going to Colin
Scrafield, that for dominoes being awarded to Rob
Haley and Dick Halkon taking the whist award as
well as the overall Championship Cup. Recipient
of the Chester Cup for winning the president’s
night quiz went to Charles Moore.
Treasurer Mick Ford said that the Society was in
the black to more than £150 for the `12 months
to the end of March and had an overall balance in
hand of some£1,200.
Officers elected for the coming year were:
chairman and press officer Eddie Mardell, vice
chairman Mick Applequist, treasurer Mick Ford,
minutes secretary Stuart Taylor, speakers’
secretary Ken Bickerstaff and games secretary

which has been made possible by the award of a
grant from the Heritage Lottery Fund. The public
can either walk or drive to the various sites around
the village which are of historical interest, pictures
and descriptions of which are shown within the
guide. The occasion will be marked by a return visit
of Mr. Don Barker, Master Blacksmith, who will be
working on the forge. The event commences at
2pm and all are very welcome.
One of the hottest events taking place
during the Epworth Arts Festival in May will be an
evening of entertainment by The Hut People at the
town’s Thurlow Pavilion on Station Road.
They will be performing at the Thurlow Pavilion on
Friday, May 24, and tickets - priced at £8 - are
already on sale.

I quote from a newspaper cutting of Friday March 27 1959. “The Epworth Mowbray Players
on Saturday night ended a four-night run of the domestic three-act comedy, ‘Sailor Beware,’ in the Imperial Hall, Epworth. Large audiences have filled the hall each night and the general opinion is that the play is one of the most entertaining and lively productions ever staged by the society…… Marjorie Trimingham, as Emma Hornett was outstanding in a long and difficult part as a masterful housewife whose sharp tongue
dominates the whole household. Her hen-pecked husband, Henry (George H. Archer), is quite the opposite preferring a quiet life and whose sole interest lies in his ferrets. He was
excellent in a scene after he had visited the ‘White Hart’. The two sailors Albert Tufnell (Bob Robinson) and Carnoustie Bligh (Ronald Fairhurst) were a contrast in style… Newcomers to the Epworth stage, Pat Rimington and Shirley Mellors, both played
their parts with credit. As Shirley Hornet (the bride) an attractive girl with a glamorous smile Pat Rimington gave a praiseworthy performance”
That year 1959, I sailed off to Malaya and Singapore for three years serving in H.M. Forces, I had never heard of Epworth, yet some 52 years later writing and talking about people
I know and have met in this still small community.

This month & every month see Epworth in bygone days and compare to today's images !
An astonishingly pretty picture postcard Edwardian scene of Queen Street Epworth towards the Market Place circa 1910-20. The contrast of trees, stylish brick walls, grand residences coupled with small cottages opposite left, give such a balanced composition on the eye. Sympathetic tree planting close to the centres of village's and towns soften the environment providing the scenes that tourists and photographers crave for, exactly like Epworth had in Edwardian days highlighted by the plethora of Epworth postcards published. Sensible planning of both large and small varied shops in the different locations increase house prices, bring in shoppers, tourists and their money that boost the local economy. A comprehensive selection of shops including food and other markets creates vibrancy, encourages visitors and encourages residents to shop locally like Epworth people used to do at over sixty shops in and around our High Street. The spending per capita was considerable. We see no cars in the above photograph. Many of Britain's most successful tourist and market towns and villages have reversed the trend of dense parking on their narrow streets to boost their economy with safe and relaxing passage for pedestrians. The picture below was taken from the position where the Rio Cinema used to stand on 4 March 2013.

The Sunniest Town in the UK
Do you know which town is reputed to
have the most sunshine per year? You
might think of Bournemouth or Brighton or
St Austell’s near ‘The Eden Project’ in
Cornwall. I am told, on very good
authority, that the correct answer is
Bognor Regis in West Sussex. My wife and I
didn’t know that when we decided to move
there for our retirement.
The word ‘sun’ could also be spelt ‘son’.
On Easter Day I attended a ‘Sonrise
Service’ to celebrate the resurrection of
Jesus – the Son of God. Were I to ask the
question “Which is the Sonniest town in
the UK?” I could not give an answer.
Jesus said, “Where two or three come
together in My name, there am I with
them” – Matthew 18:20. Surely wherever
worship takes place becomes the ‘Sonniest’
place in the UK and that is the village
where you live!

Hearth Project Gets underway
At Old Rectory
A £20,000 project, to help restore one of North
Lincolnshire’s popular tourist attractions to how it
would have looked more than 300 years ago, is
about to get underway.
The work is taking place inside Epworth’s Old
Rectory – an accredited museum – where addition-
al conservation work also starts in the last week of
April.
The internal project has been dubbed ‘Putting the
Hearth Back into the Home’ and involves restoring
the main chimney stack and opening up the fireplac-
es in the main entrance hall and the fore-kitchen to
how they would have looked when the Old Recto-
ry was occupied by the Wesley family. Fireside
cupboards, which have been sealed for many years,
will also be opened and restored.
The house was the childhood home of John and
Charles Wesley, who founded a movement that
went on to become the world-wide Methodist
Church.
The museum’s curator, Rev Claire Potter, said:
“The restoration of the fireplaces is the first step in
a move to return the Old Rectory to how it would
have looked in the early 1700’s. Open fires in au-
thentic fireplaces in two of the most important
rooms in the house will greatly enhance the atmos-
phere for the numerous visitors attracted here
every year.”
Before any of the work could commence, Listed
Building Consent had to be sought from the local
planning authority – North Lincolnshire Council
(NLC). The application included a planning permis-
sion application for the front garden to be ramped,
in order to afford better access for all.
Funding for the project came from a number of
sources, including more than £9,000 from NLC’s
LEADER programme (European Union funds ad-
ministered locally by the council) an endowment
fund which had been collected in America for the
Old Rectory and donations from Friends of Ep-
worth Old Rectory.
“After years of planning, those of us associated
with the Old Rectory now feel we are actually
getting somewhere. However, we’ve still got a long
way to go,” added Rev Potter.

Healthy Memory Club launched
in North Lincolnshire
A new support group for people with
dementia is being launched by Alzheimer’s Society in Belton.
The Memory Health Club will provide an opportunity for people worried about
their memory and those who want to improve and maintain their memory to join
in activity sessions on healthy life choices. They also aim to give people more
confidence in their memory health.
The Belton Memory Health Club will run on Wednesday 17th April 2013 1.30pm
to 3.30pm and continue monthly on the 15th May and 19th June at Belton Park
Pavilion, Belton Playing Fields, High Street, DN9 1LR
The sessions are free but those attending are asked to contribute towards the
cost of refreshments.
There are 2,171 living with dementia in North Lincolnshire and this will rise to
2,913 in 2021, but with the right support people can live well with the condition
for a number of years.
As well as the Memory Health Club, Alzheimer’s Society in North Lincolnshire
runs a number of services including Memory Café’s, a Dementia Advisor service

DRAMADOC
During the last few days I have heard this word used. I think it is in one
sense a ‘portmanteau word’ –that is one that combines two meanings. In-
variably it has been used specifically to draw the distinction between the
facts of Mrs Thatcher’s life and her political achievements or failings, as
against those dramas that have been written about her, The use of the
word ‘dramadoc’ is meant to emphasise the facts of our life themselves
can create a drama- that they are not contradictory.
Hans Christian Anderson, the Danish writer wrote “That everyman’s life is
a fairy story written by the finger of God,” and we often hear the expression
‘fact is stranger than fiction’ or even of something that has been experienced, “if this were written in a
book people would not believe it.”
We are thankful for those fact s of our lives, where we are born, where we have lived, the people we
have shared our life and love with. But thankful too for the drama they has been created, by way of high-
light, be it comedy, farce or another type of drama.

Amateur Radio has a long and interesting history. Some of the earliest
work in its development started way back in the latter years of Queen Victoria's reign, the late 1800’s.
We could present a logical argument in support of the view that it was the starting point for the
development of radio, radar, television, microwave applications, satellite communication, radio astronomy,
much of military communication, navigational aids, emergency support, medical research and intervention,
remote switching and even elements of computer developments. Phew!! And we call ourselves
’amateurs’!
Today, amateurs communicate with one another locally and around the world using morse keys (still),
keyboards and microphones to meet amateurs wherever they may be. We bounce signals off the moon
and passing meteorite showers; uplink our messages to dedicated amateur satellites; use amateur financed
and supported repeater stations strategically placed to facilitate message transfer; we talk to astronauts at
times as they circle the Earth; we sue the Internet to create links accessed by radio equipment operated
by amateurs, and more. Language does not present a barrier in most cases since the world language of
amateur radio is English. Fortunately!
We talk to pop stars, kings, show business and sporting personalities, amongst others, who share our
hobby.
In times of local or national emergency, our licence allows us to support the appropriate national forces in
their work. These include the armed forces, ambulance, police, fire stations, flood protection services,
coastguards and others. Members of our club are part of the local Emergency Planning Committee. We
provide safety support to many charity fund raising events and draw attention to events marking local or
national historic occasions.
We visit clubs, societies, schools and colleges to demonstrate and explain amateur radio. We offer and
deliver training to those who wish to become licenced. Yes, we are licensed and if you glance back at the
words above, it should be apparent that we need to have some knowledge of all the other people with
who we share the airwaves. Licenced radio amateurs have access and permission to use quite large parts
of the radio spectrum and some are shared with very sensitive users like hospitals and their operating
theatres and monitoring equipment in high level care areas; with air traffic control and navigational aids.
To get your licence you need to pass a fairly simple exam, largely to demonstrate your awareness of safety
issues and the need to avoid interfering
with sensitive other users. Once y0u
have passed this exam and received your
licence you will be allocated your own
unique callsign.
If you read between the lines of what I
have written above, you will realise that
what we are talking about is one thing-
COMMUNICATION. Yes, you can
communicate via your home or mobile
phone or the internet and most radio
amateurs have these too. But how else
can you so easily cross the boundaries of
language, nationality, age, ability/disability
AND gain new skills and friends?

On 8th April, the Epworth and District
Flower Club were visited by Heather Shaw and her
husband, from Boston, Lincs. Heather began by telling us she
started flower arranging at the tender age of four years old, and
53 years later she had progressed from making buttonholes in a
fruit and veg. shop, to running shops, flower arranging and
teaching having worked with 'flower arranging royalty' in the
form of the late Lady Seton, Julia Clements VMH, OBE.
She confessed to 'like playing with colour'; and her creations
reflected this, challenging the more reserved amongst us to be
more adventurous with the 'colour wheel', e.g. choose colours
opposite each other like orange and blue, toned with yellow
which is complementary to orange.
Every demonstrator brings something different to the club in the way of design or merry banter, and the theme
for Heather's arrangements was 'With a European Touch' which related to 'European Design' that Heather
taught in New York, (in her holidays from De Montfort College, Lincoln!) When she asked her students to
meet her at 6.30 outside a well known burger bar before going to the flower market for a lesson on 'Care and
conditioning', she was asked "Is that a.m.?" They were to learn that by 9.30 a.m. all the best stock had gone and
they were clearing up. She also taught in the botanical gardens in The Bronx; ran courses in Ireland (where she
learnt they have their own sense of time!); and arranged flowers at a party in the orangery of an Italian villa
celebrating 150 years of Louis Vuitton.
While she chatted we were treated to a kaleidoscope of designs: from Holland a 'Continental' arrangement in a
trough in reds, pinks, and silver which included 'Hedera Helix Erecta' or 'Stricta' (a perpendicular ivy, rarely
seen); to reflect her visits to Austria skiing, a 'forward cascade' in shades of white, cream and yellow with
'overlays' (a european design element) of cotton wool balls threaded together, (beads or twigs could also be
used); from Madeira, a pair of 'birds of paradise' in claret, and orange with clipped fatsia leaf 'wings' and Strelitzia
heads for 'head and beak of adults and chicks in a nest' of manipulated willow (see pictures); a Golden Cut or
Golden Ratio influenced design in orange, blue and yellow, where the proportions of the two smaller
arrangements are equal to the larger one e.g. 2:1, 5:3, 5:8. This principle is echoed by Phideas and Fibbonacci in
architecture and nature to create something aesthetically pleasing. Inspired by working on nine foot pillars at
the Boston Stump Church Festival, Heather created a design suspended on a frame using pink ribbon threaded
through aspidistera leaves with other flowers in purple/white, pink/white, and pink/purple; the final piece had a
real wow factor in the form a 'Constance Spry', 'front-facing pedestal' creation in pinks and purples with sprays
of 'Pink Flash' roses and purple Dendrobium orchids.
We were delighted to have two new visitors, one of whom was lucky to win one of the many raffled
arrangements, organised by Jill Towns, and Ellen Cooper. Our hostesses Sandra Thorpe and Margaret Jones
provided refreshments and the vote of thanks for a wonderful evening.
Later this month on 22nd April members will meet for a belated
New Years meal at Hattie's. The next meeting will be held in our
usual venue The Stephen Jones Community Hall, behind the
Methodist Chapel in Low St., Haxey on 13th May at 7.30
p.m. Alison Walling will be giving a talk, demonstration, and
workshop on willow weaving, as the creator behind 'the
menagerie' at the Christmas display in Doddington Hall, which
members enjoyed last year. Visitors are always welcome: £5.00 to
include refreshments; annual membership is £25.00. The July
meeting will be a trip to Winthrop Park, Wickersley, Rotherham,
to include a light tea. Members are to make their own way there
for 7 p.m. Names of those wishing to attend and the cost of the
tea at £8.50 each, are required by the June meeting.

" just online” is a new music video by local indie band The Torn. It was entirely created, filmed and produced by the band, final editing by the bands lead guitarist
Nick Berry. It showcases the bands new song " A Thousand Leeches", which was created by Nick & bass
guitarist TJ Taylor, and is loosely based on the Dragons Den TV series. Filmed @ The Old Willow Works
near Beckingham over a 5 day period…..32 hours of filming later, which produced 4 hours which was used
to create the 3minute video. This is the bands 2nd video, the first filmed at Robin Hood Airport earlier in
2012.
In 2013 2 more videos are planned, one of which will be directed by actress Sheridan Smith,
whose brother Damian Dalton-Smith is the bands vocalist/rhythm guitarist.
The Torn are busy scheduling the rest of the year, including gigs at The Sands Venue, Blackpool, Manches-
ter, London, South-West and several local music festivals.

Eco-Driving tips Dear readers,
Keep your vehicle moving as long as you can, even in traffic queues. Driving at a constant speed is more
fuel-efficient than accelerating and braking.
Plan ahead to avoid the need for heavy braking.
Check your vehicle regularly to ensure it operates efficiently. In particular check the condition of and
pressure of your tyres. Wrongly inflated tyres can have a big impact
on fuel economy.
Remove unnecessary weight, including roof racks, car clutter, and heavy items in the boot.
Use air conditioning or climate control sparingly as it can increase fuel consumption. Clear ice from the
windscreen before starting the engine and keep the inside of the front and rear windscreen clean so
they’re less likely to mist up. However, keep your windows closed when you’re driving at high speed to
maintain the aerodynamics of the car.
Change up through the gears as soon as possible – aim to keep petrol engines at 2000rpm
and diesel engines at 1.500rpm (though consult your vehicle’s handbook for advice on how this may
effect your diesel particulate filter).
Reverse into parking bays so you do all
manoeuvring with a warm engine.
Consider walking, cycling or using public
transport for short trips that would other wise
be done using a cold engine.
Aim to keep a constant medium to low speed in
areas with speed bumps rather than accelerating
after and braking before each bump.
Drivers, who exceed motorway speed limits,
could reduce their speed from over 80mph to
70mph will save nearly half a litre of petrol every
10 miles.
