The European People’s Party (EPP) is the political family of the cen-tre-right, whose roots run deep in the history and civilisation of the European continent. It has pioneered the European project since its inception. Tracing its roots back to Europe’s Founding Fathers – Robert SCHUMAN, Alcide DE GASPERI, and Konrad ADENAUER – the EPP is committed to a strong Europe, based on a federal model that relies on the principle of subsidiarity.

Founded in 1976, the EPP strives for a democratic, transparent and efficient Europe that is close to its citizens. The EPP wants to ensure a pros-perous Europe through the promotion of a free market economy with a so-cial conscience. The EPP is the largest political organisation in Europe with 72 member parties from 39 countries, 19 Heads of State and Government (13 EU and 6 non-EU), 13 European Commissioners, and the largest Group in the European Parliament with 265 members.

The EPP is governed under the 2003 “EU Regulation on political par-ties at European level and the rules regarding their funding.” In late 2007, this Regulation was revised in order to allow all European level political parties to campaign for the European Parliament elections. As a result of this mandate, the EPP conducted – in close cooperation with its national member parties - its first European-wide campaign for the June 2009 elections, which rein-forced its leading position in the European Parliament.

As a central part of its 2009 campaign, the EPP formally endorsed José Manuel BARROSO for a second term as President of the European Commission, resulting in his re-appointment by the Council in June 2009 and his re-election by the European Parliament in September 2009. Moreo-ver, following the ratification of the Lisbon Treaty by all 27 Member States, the EPP triumphed when its candidate, Belgian Prime Minister Herman VAN ROMPUY, was nominated as the first permanent President of the European Council. The EPP Group in the European Parliament succeeded in electing Jerzy BUZEK, former Prime Minister of Poland, as President of the Chamber. This was the first time a politician from a former communist country was appointed as President. As a result, the EPP now leads all three of the main EU institutions: the Commission, the Council and the Parliament.

At the Summits, the EPP Heads of State and Government, party leaders in coalition governments and in opposition, the EPP Presidency and the EPP Presidents of the Council, the Commission and the Parliament, meet prior to the European Council Summits. These important sessions offer EPP leaders an informal and confidential setting to air their differences and seek consensus within the EPP family in an effort to develop common positions at the European Council.

In 2009, four summit meetings were held while the EPP was at the helm of the European Union with José Manuel BARROSO as President of the European Commission; Hans-Gert POETTERING, and from 1 September Jerzy BUZEK, as President of the European Parliament; and Fredrik REINFELDT as Prime Minister of Sweden chairing the EU presidency during the second half of the year, while Herman VAN ROMPUY was nominated in December as the first permanent President of the Eurpean Council.

Moreover, in 2009 the discussions intensified on the global economic crisis, the safeguarding of our energy supply, the climate change challenge and the ratification of the Lisbon Treaty.

Congratulations went to the newly appointed Prime Ministers Valdis DOMBROVSKIS from Latvia, Emil BOC from Ro-mania, and Herman VAN ROMPUY from Belgium. Following po-licy debates ahead of the European Council meeting with reports from President Barroso and Deputy Prime Minister and Minister of Finance Jyrki KATAINEN, the leaders unanimously endorsed the candidature of José Manuel BARROSO for a second man-date as President of the European Commission. Prime Minister Ivo SANADER and Opposition leaders Janez JANŠA and Alojz PETERLE reported on the status of the border issues between Croatia and Slovenia, while opposition leader Sulejman TIHIC , Prime Minister Yulia TYMOSHENKO and President Mikheil SAAKASHVILI reported on the situation in their respective countries Bosnia & Herzegovina, Ukraine and Georgia.

Extraordinary Statutory Summit Brussels, 19 March 2009

Prior to a debate on the agenda of the European Council meeting focused on climate change, the gathering ce-lebrated the EPP’s victory in the European elections. It pledged support to opposition leader Enda KENNY in the forthcoming referendum on the Lisbon Treaty in Ireland, and congratulated Lene ESPERSEN, as the newly elected Deputy Prime Minister of Denmark, Prime Minister Jean-Claude JUNCKER for both his personal and the party’s victory in the Luxembourg elections, and Prime Minister Silvio BERLUSCONI for the successful suc-cession from Forza Italia to Il Popolo della Libertà and its sub-sequent victory in the Italian elections.

Congratulations went to newly elected José Manuel BARROSO (President, European Commission) and Jerzy BUZEK (President, European Parliament), to Angela MERKEL for her per-sonal and CDU’s victory in the German elections on 27 Septem-ber, to Enda KENNY for his personal and Fine Gael’s campaign to-wards a successful referendum on the Lisbon Treaty in Ireland on 2 October, to Prime Minister Boyko BORISOV for GERB’s landsli-de victory in the July elections in Bulgaria, to Prime Minister Sali BERISHA for his party’s victory in the parliamentary elections in Albania on 28 June, and to the new Prime Minister of Croatia Ja-dranka KOSOR. After reports and policy debates on the agenda points of the European Council, special guest Connie HEDEGAARD, Denmark's Enviroment Minister, offered a report on the preparations for COP15. Ahead of the EPP Congress in Bonn on 9 and 10 Decem-ber, its manifesto on the Social Market Economy, with resolutions on climate change and the financial markets, was endorsed.

Following the successful EPP Congress in Bonn on 9 and 10 December, the leaders thanked Prime Minister Fredrik REINFELDT for his efficient leadership during the EU’s Swedish Presidency. The gathering welcomed the newly elected EPP Presidency; President-designate of the European Council Herman VAN ROMPUY; spe-cial guest and host of the EPP Bonn Congress, Jürgen RÜTTGERS, Minister-President of North Rhine-Westphalia; the newly re-elected President of Romania Traian BĂSESCU; the new Prime Minister of Belgium Yves LETERME; and President of Nea Demokratia Antonis SAMARAS. The leaders expressed their support for the active par-ticipation of the Commissioners in the EPP as well as the implemen-tation of the EPP’s policies through the EPP Ministerial meetings.

Herman van rompuythe first permanent President of the European Council

Mr Van Rompuy was elected for a renewable term of two and a half years and entered into office on 1 January 2010.

Under the Treaty of Lisbon, the President of the European Council

He also, at his level and in that capacity, ensures the external representation of the Union on issues concerning its common foreign and security policy, without prejudice to the powers of the High Representative of the Union for Foreign Affairs and Security Policy.

As a former Director of the Christian Democrat Think Thank "Centre for Political and Eco-nomic Studies", Chairman of the Flemish Christian Democrats, Deputy Prime Minister and Minister of Budget and finally Prime Minister of Belgium, Herman Van Rompuy has a long-standing commitment within the EPP and has actively participated in a wide range of EPP Meetings, including Congresses and EPP Summits.

President Van Rompuy is an "ex officio" member of the EPP Presidency.

At their meeting in Brussels on 19 November 2009, ahead of the entry into force of the Treaty of Lisbon on 1 December, EU Heads of State and Government elected Belgian Christian Democrat Prime Minister Herman VAN ROMPUY to be the first President of the European Council, a new function created by the Lisbon Treaty.

In 2007, the EPP inaugurated a new poli-tical process with the its first EPP Foreign Affairs Ministers’ meeting. These meetings continued in 2008 and 2009 under the leadership of Italian Minister of Foreign Affairs, Franco FRATTINI and German MEP, Elmar BROK. The purpose of this meeting was - and still is - to discuss, in a private and informal setting, the wide-range of foreign policy priorities on the EU Ministers’ agenda, such as the Western Balkans, the Middle East peace process, the enlargement process and many other crisis situations world-wide.

Following these particularly successful meetings, and on the eve of the financial and economic crisis which hit the United States and subsequently the EU, the EPP decided to launch informal meetings with the EPP ECOFIN Minis-ters in February 2008 under the Chairmanship of EPP Vice President Jyrki KATAINEN. This poli-tical initiative by the EPP quickly became a very valuable coordination mechanism for its Minis-ters especially in the midst of the financial crisis. The topics for discussion included the reform of the international financial architecture, the bai-ling out of European banks and ultimately the reform of the European banking system.

In 2010, the EPP plans to further enlar-ge these types of Ministerial meetings, which

clearly provide a useful coordination platform for the EPP’s political family in view of the different Council meetings. Other Ministerial meetings have already been set up for both the Transport and Energy Ministers. The Trans-port Ministers meetings will be co-chaired by EPP Vice President and Euro-pean Commission Vice President, Antonio TAJANI, and by Dutch Transport Minister, Camiel EURLINGS, while the Energy Ministers meeting will be chaired by EPP Vice President Jacek SARYUSZ-WOLSKI. Moreover EPP Vice President Enda KENNY and Italian Labour Minister Maurizio SACCONI will chair the Employment Ministers Meeting. Here is the complete list of EPP Ministerial Meetings:

right party GERB won the July 2009 Parlia-mentary elections in a landslide victory and elected Boyko BORISOV as the new Prime Minister of Bulgaria. In Croatia, a change in government brought Jadranka KOSOR to power as the new Prime Minister substitu-ting Ivo SANADER. Finally, we should not forget the important victory in Ireland's Referendum on the Lisbon Treaty. In October 2009, the Irish people overruled their previous vote by a majority of "YES" votes in favour of the ratification of the Lisbon Treaty in Ireland, thereby unblocking a difficult constitutional deadlock which had held the whole of Eu-rope at bay for many months. The leader of the opposition party Fine Gael and EPP Vice President, Enda KENNY, campaigned stron-gly in favour of the adoption of the Treaty. The Presidents of the EU institu-tions and the EPP Heads of State and Go-vernment played a key role in all of the de-cisions taken at EU level in 2009, especially as far as the adoption of the Lisbon Treaty and the resolution of the global financial and economic crisis were concerned.

In 2009, the European elections were the most important event for a pan-European party such as the EPP. Once again - and for the third consecutive term - the centre-right forces of Europe gained the full trust of European citizens winning in most EU Member States, and thereby becoming the biggest and strongest group in the European Parliament.

Worthy of particular mention were the EPP election victories in Germany, Ro-mania, Bulgaria, Croatia and Luxembourg.

In September 2009, Angela MER-KEL was once again elected as Chancellor of Germany and now governs in a strong coalition with the CSU and the liberals of the FDP. In Romania, the Presidential elections in November (1st round) and December (2nd round) guaranteed Traian BĂSESCU a second term as President of Romania.

The EPP saw yet another election victory with the confirmation of Jean-Claude JUNCKER as Luxembourg's Prime Minister during the June 2009 Parliamen-tary elections, while the Bulgarian centre-

With a total of 13 EPP Commissioners, the European People's Party is playing its strongest role yet inside one of the main pil-lars of the European Union – the European Commission. With José Manu-el BARROSO, a former EPP Prime Minister at the helm, the Commission plays a key role in initiating and implementing crucial EU policies and setting clear priorities in the coming years for a European Union which is capable of responding to the challenges ahead.

The Barroso II Commission 2010-2014 is the first Commission composed under the Treaty of Lisbon and includes the newly created position of a High Representative for Foreign Affairs and Security Policy.

The EPP Group has been the largest political group in the European Parliament since July 1999. 265 Members of the European Parliament (MEPs) elected from the lists of EPP member parties, comprise the EPP Group which represents some 36% of the total seats. The Group strives to resist the political priorities of the left in Europe and to advance the goal of a more competitive and democratic Europe, closer to its citizens.

Originally founded in June 1953 as the Christian Democrat Group in the embryo-nic Common Assembly of the European Coal and Steel Community (comprised of nominated members of national parliaments), the Group has been centrally involved at every stage in the history of the European Union, from its earliest beginnings to date.

As the largest political group in a Parliament, the EPP Group is in a stronger position than any other to set that body‘s political agenda and to win its most critical votes. In seeking to maximise its influence, the EPP Group has been able to draw on the fact that the European Parliament has become increasingly influential within the European Union. The Group is led by French politician Joseph DAUL. On 14 July 2009, the European Parliament overwhelming

elected the EPP candidate, the former Polish Prime Minister Jerzy BUZEK, as its President.

The fight for human and civil rights has always been at the heart of my activity. Between 1997 and 2001 I was the Prime Minister of Poland. For four years we negotia-ted Poland’s membership of the structures of the Eu-ropean Union. Since 2004, I have been a Member of the European Parliament. I have been involved with research, innovation and new technologies, energy security, climate change and how to address the lat-ter, and the Eastern Partnership. The Committee of the Regions (CoR), presided by the EPP‘s Luc VAN DEN BRANDE , is the political assembly that provides local and regional authorities with a voice at the heart of the European Union. The EPP Group led by Chairman Isidoro GOTTARDO is a major politi-cal pillar in the CoR, making it the driving force for strengthening and increasing the role and influence of local and regional authorities in the EU decision-making process. The Committee of the Regions is the "meeting point" for cities and regions to dialogue with the European Institutions.

Luc Van den Brande took over the Presidency of the CoR in February 2008 under the motto "Building Europe in partnership". With this thread running throughout his Presi-dency, he promoted the idea of multilevel governance whereby European, national, local and regional authorities all work together for the good of their citizens. He initiated meetings with the rotating EU Presidencies and drew up co-operation agreements with the European Commission, European Parliament and several national Parliaments.

The Presidency is made up of the Pre-sident and Vice Presidents and is responible for the implementation of the duties designated by the Group Bureau. It represents the Group inside and outside the CoR, supports the President on Group matters, and in the event of an emergency, is responsible for taking decisions on behalf of the competent bodies. The Group is characterized by a very rich tradition and cultural diversity and its members come from diverse economic, social and territorial backgrounds. In recent years, the EPP has become particularly active in the OSCE-PA (Organisation for Security and Co-operation in Europe – Parlia-mentary Assembly) Parliamentary Assembly and has continued its work as the largest political group in the organisation. The group is composed of EPP and likeminded parliamentari-ans from 56 Member States from Van-couver to Vladivostok. Since 2008 the group has been chaired by Walburga HABSBURG DOUGLAS (Sweden).

The OSCE is particularly active in promoting the resolution of conflicts, consolidating demo-cracies and monitoring the elec-tions. Parliamentarians from the EPP’s political group ensured clean, free and democratic elections in F.Y.R.O.M. with Pia CHRISTMAS-MØLLER (Denmark) as head of Delegation; in Montenegro, Mol-dova, and Albania with Wolfgang GROSSRUCK (Austria) as head of Delegation; in Kyrgyzstan with Consiglio DI NINO (Canada) as head of Delegation; and in Ukraine.

During the Annual Session in Vilnius (Lithuania), the EPP maintai-ned its leading functions with three Vice Presidents Jean Charles Gardetto (Mo-naco), Pia Christmas-Møller (Denmark)

and Wolfgang Grossruck (Austria). The EPP is also strongly represented in the General Committee on Political Affairs and Security with Consiglio Di Nino (Canada) as Chair, Canan Kalsin (Turkey) as Vice Chair and Riccardo Migliori (Italy) as Rapporteur; on economic Affairs, Science, Technology and Environment with Roland Blum (France) as Chair, Ivor Calleley (Ireland) as Vice Chair and Serhiy Shevchuk (Ukraine) as Rappor-teur; on Democracy, Human Rights and humanitarian Questions Walburga Habs-burg Douglas (Sweden) as Chair and Robert Alderholt (United States) as Vice Chair. The Council of Europe, the continent’s oldest political organisation, has just celebrated its 60th anniversary. The Council of Europe is distinct from the 27 members of the European Union, but no country has ever joined the Eu-ropean Union without belonging to the Council of Europe.

The Parliamentary Assembly in the Council of Europe (PACE) groups together 363 National Parliamentarians from 47 Member States and is divided into six political groups, including the European People’s Party – Christian De-mocrats. Created in 1964, it now has more than 200 members and is the largest political group. Chaired by Luc VAN DEN BRANDE, the Group is com-mitted to defending, consolidating and establishing freedom, democracy, human rights, peace, prosperity, soli-darity and social cohesion throughout Europe and the world.

EPP Working Groupsand Conferences

On 29 April 2009, within the fra-mework of the EPP Congress in Warsaw, the EPP member parties, guests of the Congress, experts and journalists were invited to partici-pate in the conference: “The Democratisation of Belarus: Myth or Reality?”, jointly ogranised by the EPP and the Centre for European Stu-dies. Leaders of the Belarusian opposition, to-gether with leading European politicians and experts, initiated an open debate and tried to answer the important questions: “Is the policy of the European Union efficient and strong in defending democratic values? Can our politi-cal partners from Belarus exercise their rights and freedoms? And finally what else can we do in order to help this country?”

Under the framework of the Elec-tion Manifesto “Strong for the People”, the EPP continued to organise a series of high-level policy debates in 2009, connected to the main themes of its campaign. The first debate took place on 4 May and discussed the challenges of the financial crisis: “Europe in the Economic and Financial Crisis: How to

Bring Back Prosperity for Everyone”. The key note speaker in this high-level panel debate was Lucas PAPADEMOS, Vice President of the European Central Bank (ECB), while the main panelists included Polish Finance Minister, Jan-Vincent ROSTOWSKI, the Finnish Depu-ty Prime Minister and Finance Minister, Jyrki KATAINEN, and Director of the Brussels-based think-tank Brueghel, Jean PISANI-FERRY.

“Making Europe a Safer Place”, the second debate in the European election se-ries, took place on 12 May 2009 in Brussels. Amongst others, the panel included famous politicians and experts in the fields of security and justice, such as Jacques BARROT, Vice Pre-sident of the European Commission, Stephan DE CLERCK, Minister of Justice in Belgium, and Peter ALTMAIER, Parliamentary State Secretary at the Federal Ministry of the Inte-rior in Germany. The debate underlined that no single country could tackle today’s com-plex problems on its own: global efforts and global cooperation are needed. There are no easy and reliable answers to the questions on

how to overcome the threat of terrorism and organised crime, how to address illegal immi-gration and provide food safety and security to Europe’s citizens. Therefore, the European People’s Party developed a policy in order to protect European citizens and to make Euro-pe a safer place to live.

The third debate “Uniting Europe on the World Stage” took place on 27 May in Brussels. Wilfried MARTENS, EPP President; John BRUTON, Head of the Delegation of the European Commission to the United States; Jamie SHEA, Head of the Policy Planning Di-vision in the NATO Secretary General office; Elmar BROK, MEP and Coordinator of the EPP Foreign Ministers’ Meeting, and others, dis-cussed the role of Europe in the international arena. “Uniting Europe on the World Stage is a key issue for the European People’s Party. Only if Europe speaks with a single voice will it be able to defend the interests of its citizens in this ever-changing world. If we do not ma-nage to act together, others will define the rules for us,” stressed Wilfried Martens.

During the first half of 2009, and under the leadership of EPP President Wilfried MARTENS and EPP Vice President Peter HINTZE, Working Group 1 (WG1) undertook the difficult task of providing EPP member parties with a coherent and comprehensive electoral Manifesto for the European Elections 2009. The document, “Strong for the People”, outlined the EPP family’s key priorities in areas such as economic and social policy, climate change and the environment, demographic change, immigration and food security,

After the European elections, the “European Poli-cy” Working Group focused on the final preparation of the document“ The So-cial Market Econo-my in a Globalised World” for the EPP December Congress in Bonn, Germany.

Working Group 3 (WG3) promotes, facilitates and incorporates new parties which request to become either full members, associate members or observer members of the EPP. Following a thorough review of the candidate party, which is often preceded by a fact-finding mission, WG3 members maintain the right to recommend the party to the EPP Political Assembly, which, in turn, takes the final decision on all mem-bership requests. Once a member of the EPP, elected represen-tatives from the accepted party automatically join the EPP Group in the European Parliament, and/or all other EPP Groups in the EU and other international organisations.

EPP Vice President Corien WORTMANN-KOOL suc-cessfully led this Working Group throughout 2009, focusing on Eastern and South Eastern Europe and membership issues. In particular, WG3 discussed the PdL application, which was later accepted by the Political Assembly. On 5 November 2009 WG3 organised a workshop on the Balkans, which discussed the development of the centre-right parties in the region.

In January 2009, a fact-finding mission to Monte-negro was organised to assess the application of the party “Movement for Changes” (PzP). WG3 decided that it was too early to make a decision on the party’s observer membership and proposed to reassess its application in 2010. In the me-antime, the EPP has supported the Movement for Changes with training courses and assistance to build up the party’s structure and political programme.

EPP Presidency and Political ASSEMBLY

The EPP has three levels of decision-making: Presidency, Political Assembly and Congress. The EPP Heads of Government can give policy recommendations at the level of the EPP Summit, whereas the EPP Working Groups perform the preparatory political work.

EPP STRUCTURE

The Presidency decides on the general political guidelines and presides over the Political Assembly. The Presidency is composed of the President, 10 Vice Presidents, the Secretary General and the Tre-asurer. The Presidents of the Commission, Council and Parliament and the Chairman of the EPP Group in the EP are also an "ex officio" Vice Presidents of the EPP Presidency.

The Congress is the highest decision-making body of the Party. It is composed of delegates from EPP member and associated member parties, member associations and groups. The EPP Congress meets once every three years. It elects the EPP Presidency and decides on the main policy documents and electoral programmes, and provi-des a platform for the EPP Heads of Government and Party Leaders.

The Political Assembly defines the political positions of the Party between each Congress, deciding on membership applications and final political guidelines. The Political Assembly also decides on the budget and safeguards the political presence of the EPP between Congress meetings. The Political Assembly is composed of designated delegates from EPP member and as-sociated member parties, member associations and groups. The number of delegates for each party is linked to the election re-sult in the last European election so that parties are weighted according to their strength. This allows taking decisions by ma-jority. The Political Assembly meets three to five times a year.

The Political Assembly defines the mandate of the Working Groups which prepare the Party’s policy documents and recommendations. All EPP member and associated member parties, member associations and groups, as well as members of the EPP Group in the European Parliament, have the possibility to participate in the Working Groups.

12 June 2009 – Brussels

The meeting celebrated the EPP’s outstanding victory in the June European elections.

The Italian party Popolo della Libertà (PdL) was accepted as the successor member party to Forza Italia.

Changes of competences in the EPP Secretariat were announced in order to promote the EPP’s press and communication efforts. Kostas SASMATZOGLOU was appointed as the Party’s Spokesman and Nicolas BRIEC as Secretary of External Relations "ad interim".

10 & 11 September 2009 – Brussels

The EPP approved its draft Congress Document on the history and future of the Social Market Economy, to be adopted by the EPP Statutory Congress (9-10 De-cember) in Bonn. A Congress resolution would also be drafted on the financial crisis according to the outcome of the G20 Pittsburgh Meeting in September.

The membership of the Hungarian party MDF was suspen-ded following its decision to join the ECR Group in the Eu-ropean Parliament after the European elections.

The Political Assembly welcomed the election of Jerzy BUZEK as President of the European Parliament and ho-ped for a massive vote on 16 September in favour of the re-election of José Manuel BARROSO as President of the European Commission.

The members took note of the invitation from EPP member party TS-LKD to hold an EPP Political Assem-bly in Vilnius in 2010, in celebration of Lithuania’s 20 years of independence.

9 December 2009 – Bonn

The meeting was organised in preparation of the EPP Statutory Congress to be held on 9-10 December in the World Conference Center Bonn, the former Ger-man Federal Parliament.

The Political Assembly took place in the 19th century Wasserwerk building, which served as the provisional Plenary Hall for the German Bundestag between 1986 and 1992. The members approved the proposals for modifications to the EPP Statutes and Internal Regulations, including the proposal to change the name of the “Political Bureau” to “Political Assembly”.

29 & 30 January 2009 – Brussels

The EPP approved its draft Manifesto “Strong for the People” for the June 2009 European elections. This paper focused on five main topics: “Creating Pro-sperity for Everyone”, “Making Europe a Safer Place”, “Combating Climate Change”, “Tackling the Demo-graphic Challenge” and “Uniting Europe on the World Stage”.

The Political Assembly welcomed the creation of the EPP’s own web TV channel “DialogueTV”, designed to engage in dialogue with the citizens ahead of the Euro-pean elections.

The paper on “The Future Role of EU Development Aid” prepared by EPP Working Group 2 “Economic and Social Policy” was unanimously adopted.

It was reiterated that the EPP would work with the new US Obama administration while continuing the close cooperation with the Republican Party and the Inter-national Republican Institute (IRI).

16 & 17 M arch 2009 – Brussels

It was decided to organise the next Statutory Congress in Bonn on 9-10 December 2009 in order to celebrate the 20th anniversary of the fall of the Berlin wall and the Iron Curtain.

The members were informed of the interesting results of a European-wide opinion poll conducted by Gallup on the “EU Voters’ Views on the EPP’s Topics and Priorities for the European Elections 2009”.

The EPP adopted a resolution on the parliamentary elections in Moldova, in support of the PPCD led by President Iurie ROSCA .

The meeting took note of the British Conservatives’ decision to leave the EPP Group in the European Par-liament after the European elections in June 2009.

29 April 2009 – Warsaw

The Political Assembly was held in the symbolic building of the Palace of Culture and Science in Warsaw in preparation of the EPP’s Election Congress hosted by the member parties PO and PSL.

The application of the Portuguese party CDS-PP to re-turn to the EPP as a full member party was unanimously approved.

The Elections to the European Parliament were held in the 27 Member States between 4 and 7 June 2009. A total of 736 Members of the European Parliament (MEP) were elected to represent some 500 million Europeans, ma-king these the biggest trans-national elections in history. The voter turnout stabilised at 43%.

For the third time in a row, European citizens placed their trust in the European People’s Party and its member par-ties to make their parliamentary representatives the most influential European parliamentary Group for the 2009-2014 parliamentary term.

The EPP member parties won resounding victories in, inter alia, Hungary, Bulgaria, France, Italy, Romania and Poland. With 265 out of 736 seats the EPP is by far the largest political Group in the European Parliament. The message

that European citizens sent to their politicians was crystal clear: to put ambition and political will back at the heart of European action, to meet the daily concerns of the citizens and to ensure Europe’s place in the world. The EPP political family has demonstrated that this is exactly what they stand for, certainly in times of an economic crisis.

Under the new rules governing European politi-cal parties, the EPP was given the mandate to campaign horizontally across Europe and to play a very active role in the campaigns of member parties in the Member States.

It cooperated closely with its Heads of State and Government, who prominently participated in the cam-paign; the Campaign Managers of its member parties; and the EPP Group in the European Parliament.

THE NEW PARLIAMENT / ELECTION RESULTS: The Gallup Opinion Poll commissioned by the EPP and CES in February 2009 (sample size 16.500) revealed that “Strengthening the economy” and “Making Europe a safer place” were of greatest interest to the citizens in all EU Member States. The opinion poll clearly showed that only the European People’s Party knew the answers to the concerns of Europe’s citizens. The country by country results and analysis were distributed to the EPP member parties and were considered a useful contribution in the preparation of their election programs.

Further EPP services to the member parties included access to the EPP Photo Archives via a Search Engine, the Joint Portal Campaign Site with the EPP Group, Google Ads and EPP Speakers Pool.

In order to nourish the European political debate and offer citizens a clear choice, the EPP was the only European party that openly supported its candidate for the Presidency of the Commission during the campaign. José Manuel BARROSO was the symbol of the EPP’s victory at the June 2009 European elections. Thiswas why the Left tried desperately to prevent his re-election following the EPP’s resounding victory. Their efforts failed and José Manuel Barroso was re-elected with the strong backing of the EPP to renew his mandate as President of the European Commission.

Since candidates for the European Parliament (EP) are not chosen amongst transnational European Party lists, European Elections are organised by means of national elections with a European Result. European Elections are therefore often viewed as ‘second order’ national elections fought by national parties on national interests and centered on national debates. In many Member States, citi-zens did not use the EP elections to voice their preferences over EU-level political alternatives, but rather to express their opinions about national parties, national politicians, and national issues.

Therefore, the EPP positioned itself as a campaign service provider to its member parties and candidates, offering a wide range of tools and position papers that proved to be very efficient during the national campaigns.

One of the determining factors in pre-paring the election campaign was the drafting of the EPP Manifesto “Strong for the People”. Most of the member parties were closely involved in elaborating the document that covered five key subjects of great concern to the citizens:

1. Creating Prosperity for Everyone2. Making Europe a Safer Place3. Combating Climate Change4. Tackling the Demographic Challenge5. Uniting Europe on the World Stage.

The Manifesto was unanimously adopted at the Warsaw Congress in April 2009 and was widely used as a reference point in the national campaigns. The EPP Logo “Strong for the People” and Slogan were used in many campaigns alongside the national party logo.

With the launch of “DialogueTV” the EPP proved that it had understood the impor-tance of political communication through new media and E-campaigning. Many of the clips produced by DialogueTV on the aforementioned themes as well as other footage covering EPP related topics were used by the member parties on their web-sites and during their campaigns.

“We have adopted a solid pa-ckage of proposals to deal with the main challenges faced by our European society. I am convinced that the EPP will receive once again the confidence of the European citizens and re-main the largest political force in the European Parliament after the June elections,” stated EPP President, Wilfried Martens.

Representatives of the 74 EPP members parties unanimously approved the electoral document during the second session of its Extraordinary Congress held on 29 and 30 April in Warsaw under the EPP slogan for the elections: “Strong for the People”.

The electoral document details the EPP’s propo-sals on five major areas: economy and how to deal with the current crisis; climate change; the response to the challen-ge of demographic change; security (including immigrati-on, food security and the threat of terrorism); and the role of the Europe in the world.

The Presidents of the European Commission and European Parliament (José Manuel BARROSO and Hans-Gert POETTERING) also participated along with many leaders of the EPP member parties, as well as Lech WAŁĘSA, former leader of Solidarność.

The EPP Congress also adopted several resolutions on the economic crisis; Unemploy-ment in Spain; the Freedom of Religion; Child la-bour; the rights of the Europeans residing outside their country of origin; the role of Regions and ci-ties in dealing with the economic crisis and clima-te change; the role of women in the integration of migrants; the work of the EPP’s European Senior Citizens.

The EPP Congress was a huge event at-tended by more than 3.000 representatives from EPP member parties, EPP associations and inter-national guests.

Amongst the leaders present were EPP Heads of State and Government including Donald TUSK (Poland), François FILLON (France), Angela MERKEL (Germany), Kostas KARAMANLIS (Gree-ce), Jan-Peter BALKENENDE (The Netherlands), Jean-Claude JUNCKER (Luxembourg), Silvio BERLUSCONI (Italy), Herman VAN ROMPUY (Bel-gium), Fredrik REINFELDT (Sweden), Andrius KUBILIUS (Lithuania), Lawrence GONZI (Malta), Emil BOC (Romania), Ivo SANADER (Croatia), Sali BERISHA (Albania), Nikola GRUEVSKI (FYROM) and Mikheil SAAKASHVILI (Georgia).

The Warsaw European Elections Congress was not only the biggest event ever staged by the EPP, but it also took place in one of the most symbolic venues the EPP could have chosen for this occasion.

For many years the Warsaw Palace of Culture and Sci-ence was the symbol of Communism. The Palace was built in 1955 as a ‘non-returnable gift’ from Stalin’s Soviet Union to the people of Poland. In 1990 the former Communist Party of Poland held its last Congress in the same building.

As in 2009 Europe commemorated 20 years of the fall of the Berlin Wall and the opening of the Iron Curtain, and Poland

celebrated 20 years since its first free elections, the Warsaw Palace of Culture and Science offered all the ingredients for this historic EPP event.

Thanks to the excellent cooperation with our host party, the Civic Platform, the innovative stage and setting, and the use of historical footage plus other audiovisual interactive means, the EPP offered more than 3.000 delegates and guests a congress pro-gramme to remember.

The EPP’s recognised associations also actively contribut-ed to the success of this congress by organising a series of interes-ting and well-attended meetings as part of the sideline program.

In recent years, the EPP has developed its international pro-file in the global arena. In view of the European Union’s expanding relations with many countries around the world, the EPP is actively assisting in the promotion of these relations on a political level, whilst influencing Europe’s foreign policy priorities.

TRANSATLANTIC RELATIONS

Transatlantic relations are the cornerstone of the EPP’s external policy. The EPP continues to develop and strengthen these deeply rooted relations on a political level. It aims to co-operate on the basis of a construc-tive and mutually beneficial dialogue with North American politicians and organisations for the promotion of common goals and values.

In the United States, the EPP continues to strengthen its relation-ship with the International Republican Institute (IRI). Since 2008, a number of high-level political delegations from the EPP and the IRI have met in Washing-ton and Brussels, and there has been regular cooperation on many issues of common interest, including the fight for freedom, democracy, human rights, the rule of law and the rules of the market economy.

In October 2009, President Wilfried MARTENS led a successful EPP delegation to Washington. The purpose of the EPP’s visit was to strengthen relations with the Republican party, to get a first-hand insight into the new foreign and security policy of the Obama administration (meetings at the White house, State Department and Pentagon), and to discuss prospects for both global economic recovery and the future of the global financial archi-tecture with the International Monetary Fund (IMF) and relevant experts.

BEYOND THE EU

Beyond the European Union, the EPP continues to strengthen links with candidate EU countries: in October 2009 in Zagreb, October 2009, EPP President Wilfried MARTENS met with Croatian Prime Mini-ster and HDZ leader Jadranka KOSOR .

The EPP also supports the progress towards democracy in coun-tries where European standards do not already apply, especially in Belarus. In October 2009, EPP Vice President, Corien WORTMANN-KOOL, participated in the European-Belarusian Forum held in Minsk, organised by Alexander MILINKEVICH together with the political parties in opposition. In Brussels November 2009, both President MARTENS and Secretary General LÓPEZ-ISTÚRIZ met a delegation from the Belarusian opposition.

The EPP also promotes its values through numerous meetings bet-ween President MARTENS and Party leaders or Ambassadors from all over the world (Sri Lanka, Armenia, Azerbaijan, Kazakhstan, China, and Taiwan).

EPP FOREIGN MINISTERS - EPP DEFENCE MINISTERS

In 2007, the EPP inaugurated a new political process with the gathering of EPP Foreign Affairs Ministers, which continued successfully into 2008 and 2009. The purpose of the Foreign Ministers' meeting is to discuss, in a private and informal setting, the EU’s wide-range of foreign policy priorities. These types of meetings have proven to be particularly successful since the EPP Foreign Ministers now convene on a regular basis and discuss issues such as the Western Balkans, Eastern Partnership, Me-diterranean Union, Middle East, Iran, and Afghanistan.

The same political process was launched in 2009 with the EPP Defence Ministers who met for the first time in November 2009.

As the most influential political force in Europe, the EPP actively supports the national campaigns of its member par-ties on a political level. In 2009, EPP leaders were present in the most significant election campaigns, in which the EPP political family was able to score many important victories. The President and Secretary General of the EPP, Wilfried MARTENS and Antonio LÓPEZ-ISTÚRIZ also travelled personally to take part in several key campaigns and conventions of EPP member parties.

The EPP was present in Sofia, Bulga-ria to support the campaign of the GERB that led to its landslide victory and Boyko BORISOV becoming the new Prime Minister. In Albania, the EPP actively supported the campaign of the DP that lead to the re-election of Sali BERISHA as Prime Minister. In Germany, the EPP offered strong support to the CDU and CSU resulting in Chancellor Angela MERKEL’s re-election and the formation of a centre-right coalition govern-ment. In Romania, the EPP gave its full backing to Traian BĂSESCU’s Presidential campaign which was also victorious.

The EPP is particularly proud of its support in the YES campaign in Ireland for the ratification of the Lisbon Treaty. Enda KENNY, EPP Vice President and Fine Gael leader, spearheaded the YES campaign and managed to reverse the negative result of the 2008 referendum. The victorious result in Ireland opened the way for final ratification of the Lisbon Treaty, which came into force on 1 December 2009.

The EPP Congress (9-10 December 2009) in Bonn, Germany attracted over 1500 delegates from 71 parties and 39 countries, as well as hundreds of international guests from across the world. Hosted by the Chair of the German CDU, Chancellor Angela Merkel, and re-elected EPP President Wilfried MARTENS, the Congress was attended by Commission President José Manuel BARROSO, Council President Herman VAN ROMPUY and the President of the European Parliament, Jerzy BUZEK . Besides the Presidents of the European institutions, 17 Heads of State and Go-vernment addressed the Congress delegates, including Fredrik REINFELDT, Angela MERKEL , Jan Peter BALKENENDE , Traian BĂSESCU, Silvio BERLUSCONI , Boyko BORISOV, Valdis DOMBROVSKIS, François FILLON , Lawrence GONZI , Jean-Claude JUNCKER , Yves LETERME , Donald TUSK , Sali BERISHA , Nikola GRUEVSKI, Jadranka KOSOR , Mikheil SAAKASHVILI and Yulia TYMOSHENKO.

The EPP Congress also discussed and adopted the document “The Social Market Economy in a Globalised World” in which the EPP makes proposals on how to deal with the f inancial and economic crisis. The Congress featured two high-level policy debates on “The Social Market Economy and the Solutions to the Global Finan-cial and Economic Crisis” and “Climate Change – Final Call for a Global Agreement in Copenhagen”.

On 9 December 2009, the EPP organi-sed a high-level policy debate in the framework of the EPP Congress in Bonn, Germany. The aim of the conference was to promote innovative and brave approaches on how to overcome the recent financial and economic crisis, and on how to implement appropriate policy solutions which would focus on restoring the needed trust in the European banking system. In addition, it dis-cussed the state-of-play of the reform efforts of the international and European financial systems, and in particular which coordination mechanisms at European and international level were the most effective in order to overcome the negative effects of the European-wide economic recession.

EPP High-Level Conference on Finding Solutions to the Global Financial and Economic Crisis

The EPP was very proud to welcome key-note speakers Paul VOLCKER, former Chairman of the US Federal Reserve Board and today Chairman of the US President's Economic Recovery Advisory Board, and Mario DRAGHI, Governor of the Italian Central Bank and Chairman of the Financial Stability Board. Both speakers made an important contribution to the EPP's policy proposals, thereby enhancing the role of a truly European-wide mechanism for a more transparent financial regulation and supervision.

Other panel participants included high-level personalities such as Rodrigo RATO, former Ma-naging Director of the IMF and today Senior Managing Director of Investment Banking at Lazard Ltd., and Jyrki KATAINEN, Deputy Prime Minister and Finance Minister of Finland. The debate was moderated by the Co-Chairman of EPP Working Group 2 on Economic and Social Policy, Peter JUNGEN.

EPP Communication - getting our message across

Moreover, in 2009 and as part of its campaign for the European elections, the EPP added a high-end audiovisual component to its communication strategy, which manifested itself in ‘DialogueTV’. Prior to the elections, this webTV plat-form hosted numerous ‘Voxpops’ with the citizens, interviews with EPP leaders, and campaign videos featuring the EPP Heads of State and Government and José Manuel BARROSO, the EPP’s candidate for re-election as Commission President. In or-der to expand its webTV efforts, the EPP has recently begun cooperation on an ad hoc basis with the ‘EPP Group TV’, ‘the Zoom’ of the Centre for European Studies, and the webTV channels of its member parties. This webTV cooperation will be streamlined even further in 2010 through the overhaul of its internet gateway site www.epp.eu.

The mission of the EPP’s Press and Communication department is to dis-seminate and promote the party’s positions on a regular basis to the general public and the European and international media. The team works closely with the EPP’s like-minded colleagues in the EU institutions and with the communication depart-ments of its member parties in the national capitals, in order to streamline its mes-sage and maximize its impact on public opinion.

In 2009, the EPP upgraded its communication strategy to close the gap between the EU and its citizens, and explain its policies through a set of new web-based platforms that are in wide use by the general public. Thus, the EPP is currently present in all of the main social networks and is reaching out to people who want to engage with its work. Through Facebook, Twitter, Flickr, YouTube and many other social networks, the EPP is ideally positioned to listen to the public, to explain its policies, and connect with people who share its point of view on Europe.

The European Union budget for 2009 set aside 10.8 million EURO for party funding.

15% of the budget was distributed among the parties in equal shares. 85% was distributed on the basis of the number of Members of the European Parliament (MEPs) accounted for by every Party. The EPP accounted for 248 MEPs (MEPs elected on the list of an EPP member party and Individual Members who have signed a declaration of EPP affiliation). The results of the 2009 European Elections were not taken into account for the distribution of the 2009 subventions.

The European Parliament funds constitute two-thirds of the EPP’s income. The rest of the income is gene-rated through membership fees. The membership fees of the ordinary mem-ber parties are calculated on the basis of the party’s political strength and its number of MEPs. The membership fee of the associate and observer member parties is calculated by the Political Assembly on the basis of the votes ob-tained by these parties during the last national election.

A Genuine European Statute for European political parties

The Report by Jo LEINEN, President of the Committee of Constitutional Affairs in the Parliament 2004-2009, and the report by the Secretary General of the European Parliament both state that “the 2004 Regulation on the financing of European political parties constitutes a first step towards a legal frame for European political parties” and underline “the necessity to reach a genuine Eu-ropean Statute for European parties … based on EU Law”.

The EPP has taken the lead in elaborating concrete proposals to that end and has invited the other main European political parties to use a common strategic approach aiming for, inter alia, a European statute for the Staff of Euro-pean political parties and foundations and a multiannual financial framework.

EDS is the official students’ organisation of the EPP. It is a pan-Europe-an centre-right student and youth political association representing over 200 000 students in 35 member organisations from 32 countries in Europe. The Centre for European Studies’ tellBarroso.eu survey was an innovative web-based platform, which invited European citizens to participate in the political decision-formation process. This pioneering initiative was personally endorsed by José Manuel Barroso. It was the latest in a long line of initiatives ta-ken by the Centre to bring policy-making closer to the citizens by stimulating debate, proposing new ideas and providing a base for centre-right political research. TellBarroso.eu sought to engage European citizens in the question: “What areas affecting your dai-ly life should the EU focus its energies on?” Participants numbered 153,479, and gave President Barroso 12,092 proposals.

As the official foundation of the EPP, the Centre monitors, analyses and contributes to the debate on the EU’s policy priorities. A wide range of specific political issues were covered under the umbrella of research, such as:

‘The European Factbook 2009: The European People’s Party and Centre-Right Politics’ is a regular CES Publication, provi-ding a snapshot of the centre-right’s political activities each year.

In 2009, the Centre for European Studies (CES), the official think-tank of the EPP, played a significant role in reaching out to the people of Europe and enabling them to better understand the concept and processes of politics at European level.

Through research, policy papers and more than 60 events across Europe, CES addressed crucial European issues from the point of view of the core values of the European centre-right. As such it ex-erted a significant influence on the politi-cal scene, and acted as a catalyst for raising awareness of citizens’ mutual responsibili-ty for the future of Europe. CES’ renowned academic journal, the European View, also offered a unique platform for open and in-novative European academic debate.

Activities and Research

The Centre for European Studies engaged in a wide range of research and debate initiatives throughout 2009. The International Visitors’ Programme (IVP) was one example of this, bringing together leading members of civil society from all over the world to participate in high-level discussions at both EPP Congresses.

The successful IVP Meeting in spring 2009 in Warsaw, thanks to the high caliber of participants and speakers involved and the support and trust of its sponsors, encouraged CES to con-tinue and expand this scheme at the EPP Congress in Bonn in De-cember 2009.

In Bonn, the Centre offered both its sponsors and par-ticipants a strong and enriching programme with notable inter-ventions from EPP Heads of State and Government, European Commissioners, ambassadors, parliamentarians, and scholars, all tackling the theme of the Economic Recovery Post-Crisis.

As an integral part of the IVP, all participants were given access to the EPP Congress, where over 1500 delegates and participants from across Europe and around the world wit-nessed the adoption of the Party’s statutory document on the Social Market Economy, and celebrated the re-election of EPP President Wilfried MARTENS and Secretary-General Antonio LÓPEZ-ISTÚRIZ.

On 7 September 2009, the Centre for European Studies organised an open roundtable discussion with the President of the European Commission, José Manuel BARROSO, high-level panelists and more than 200 guests and visitors, many of whom were prominent MEPs. It was the first public presentation of Barroso’s political guidelines for the next five year mandate and the first opportunity for representatives of renowned European think-tanks to examine these guidelines.

On 9 September, the Centre for European Studies presented the book ‘Europe: I Struggle, I Overcome’ by Wilfried MARTENS . The book launch took place at the Con-cert Noble in Brussels and welcomed high-level political f igures from the entire continent, including the President of the European Commission José Manuel BARROSO, the President of the European Parliament Jerzy BUZEK , and the President of the European Council Herman VAN ROMPUY.

Europe: I struggle, I overcome

So far the book has been presented in :

Brussels, Madrid, Dublin, Washington DC, Vienna, Budapest, Zagreb, London, Helsinki, Bratislava, Ljubljana and Bonn.

Wilfried MARTENS has devoted his entire life to politics: starting out as a student leader and youth activist, becoming the President of the Flemish Christian Democrats, Prime Minister of Belgium, President of the European People’s Party, and European statesman.

In his autobiography, Martens offers the inside story behind the running of a complex country like Belgium, fighting for European integration and unification, and transforming the Europe-an People’s Party into a strong, united centre-right movement and leading European political family. Above all, this is a book about the intricacy of European politics, including how policy is made and what ideas, values and principles inspire them.
