WHY, WHEN, WHAT …
12
PrefaceToday’s business environmental, organizational, and technological factors
require businesses to operate efficiently and effectively in order to be competitive.Toward those goals, managers employ many strategies to improve productivity, including standardization, automation, and business process reengineering.Additionally, they restructure the business organizations to be lean and flat so thatthey can become flexible in responding quickly to changes in environment andcustomers’ needs.
Outsourcing is another valuable strategy managers use to achieve the above goals.
Historical BackgroundIn 2002, for instance, India had 90% of U.S. organizations’information technology (IT) off-shore business.
China looms as India’s biggest competitor, although some considerthe two as noncomparable at this time. Other countriesconsidered to be attractive as off-shore outsourcing sites includeMalaysia, the Czech Republic, Singapore, the Philippines, Brazil,Canada, Chile, Poland, Hungary, Russia, and Vietnam.
13
Historical BackgroundIn the age of the Internet and World Wide Web, a company’s
location hardly matters. In the past, the educated and skilled labor from low-cost countries immigrated to the U.S. During the last decade, fastercommunications and improved information allow companies to easily sendinformation oriented work to any location on the globe. Ultimately, countrieswith low-paid but well-educated workers will benefit greatly. However, thecountry of origin of the outsourcing also benefits.
Why Do Firms Outsource?
Companies outsource functions for reasons that are organizationallydriven, improvement driven, financially driven, revenue driven, or cost driven.Outsourcing can be viewed as a component of corporate and industry internationalexpansion and restructuring.
Five horizons of the global industry value chain
14
Market entry
Entering a country for purposes of market expansion
Product specialization
Specialization takes place in different locations. Each location may engage in final goods trade with each other
Value chain disaggregation
Product components are manufactured in a certain location and assembled elsewhere
Value chain reengineering
Reengineering processes to capture additional advantages from production cost differentials
New market creation
New market segments are penetrated as a matter of capturingthe full value of the company’s global activities.
15
When to Outsource?Factors that Support Outsourcing
Characteristics of today’s outsourcing environment are many and varied. The strategic change to outsourcing is highly evident in the software industry.Frequent changes to software especially often result in an organization turning tooutsourcing as a solution. Reasons studied for this can be generalized to alloutsourcing, and include:
The turbulent market will need corporations to becustomer focused
There are pressures on corporations to continuouslydevelop new product at reduced cost
Extensive customization is enabled by IT through masscustomization
The market need can be fulfilled by flexible & adaptableorganizational structure which is possible with IT-enabledprocesses
Previously identified factors includetime compression, short product life cycles, strategic discontinuity, increase in knowledgeintensity, and customer-focused approach. Thesechanges are:

Customer focus
Shrinkage in product/systems life cycle
Societal, political, and ethical factors3

The Risks of Outsourcing Despite the purported benefits ofoutsourcing and the wide range of success stories thathave stimulated an unprecedented growth rate, thereare potential risks as well. An outsourcing project mightfail because of poor selection of the vendor, mismanagement of the outsourcing contract, inferiorperformance by the vendor, lack of acceptance by theend consumer, or other reasons
Inferior Performance by the VendorSelection of the Vendor
If a task is a both a core competencyand a critical success factor, it should
not be considered for outsourcing. Such tasks are at
the heart of the company.
Tasks that are core competencies but not critical success factors should be reassessed.
Those tasks which are not corecompetencies
are the most likely candidates foroutsourcing.
If an organization intends to bring an outsourced task back in-house a some future time, managers should be cautious. Once the
expertise has been released to the outsourcer, it is difficult — if not impossible — to regain
such expertise in-house.
17
What to Do and Not Do?Core Competencies and Critical Success Factors
Decisions as to what and whether tooutsource should be tied to an identification andunderstanding of an organization’s core competenciesand its critical success factors. Such an identificationand understanding can be a lengthy process. However, itis the one true way to determine whether a projectshould be or should not be outsourced.

Outsourcing Trends and Future Projections
Outsourcing of information technology functions is a hugemarketplace. IT outsourcing began as a cost-reduction tool, but hasevolved into a component of businesses’ overall corporatestrategies. It has grown from simple applications to a much wider setof business functions: logistics, payroll, human resources, legal, andso forth. It has become pervasive and strategic.

Growth Areas inIT Outsourcing
19
Outsourcing of pharmaceutical functions traditionally has taken the form ofoutsourcing drug development and manufacturing to contract research organizations(CROs) and contract manufacturing organizations (CMOs).
Outsourcing of customer care functions by moving entire contact centersoff-shore has become very popular. The functions performed by customer servicecenters are more important than their location. The discrepancy between labor, realestate and infrastructure costs on-shore vs. off-shore, makes this a logical function tooutsource. Customer contact centers are a $650 billion industry (Cleveland, 2003).
Outsourcing of human resource (HR) functions, such aspayroll, recruitment, hiring, training, benefits management, employeeassistance programs, executive compensation, as well as health, safety, and regulatory compliance, is gaining momentum.
Outsourcing finance and accounting (F&A) functions havebeen prevalent since the beginning of business. Now, there is a growingtrend for F&A functions to be outsourced off-shore, primarily to savelabor costs.
Outsourcing of research and development (R&D) functions takesvarious forms. Drug companies contract with outside firms to explore newcompounds for possible testing and launching. A different form of R&Doutsourcing is used by companies such as Dell, Motorola, and Philips which buycomplete design of digital devices from Asian developers, tweak them to theirown specifications, and attach their own brand names. Another approach is thatused by Boeing Co. which contracts with India’s HCL Technologies to co-developsoftware for everything from the navigation systems and landing gear to thecockpit controls for its upcoming 7E7 Dreamliner jet.

Finance Management Platform
Challenge
For its web application that manages prepaid bank cards, the customer wanted to have UI that
would enable to create and manage its end-user individual accounts with ease, while allowing
system admins to instantly access the statistics and other necessary information about end-user
accounts.
Solution
In a matter of a few weeks PJ Software provides the Client with a full-functional User Interface,
smoothly integrated with rich and comprehensive back-end features. Implemented features include
generation of statistic charts and pies, notifications engine, monitoring of user transactions. User-
oriented features: topping-up credit card via on-line and offline payment systems, transactions

Mobile Identification & Payment Solution
Challenge
The idea was to create a service that can be used like Near Field Communication for purchasing,
without having to have an NFC chip or even an Internet connection on consumer’s device.
Solution
The software generates a unique, secure, one-off ID tag in the form of a 2D barcode that guarantees
end-users’ identity on their own mobile devices for a whole bundle of different situations (payment
transactions, loyalty programs, ticketing, couponing, etc.) without using Internet connection.
As a result the service assures the identity of a mobile device owner at the point of sale, whereas the
device itself can be used to purchase a product or service.

Application for Online Trading
Challenge
The software for traders must guide and manage financial operations online, being enable to work
via the Financial Information eXchange (FIX) Protocol, a messaging standard developed specifically
for the real-time electronic exchange of securities transactions.
Solution
The provided web-based solution enabled the traders to enjoy such feature-reach functionality as fast
orders and real-time execution reporting; intuitive multi-broker, multi-asset blotter for staging lists, as
well as entering orders, and managing brokers’ daily workflow; rapidly load orders and block trades
from thousands of accounts. The application also could handle pre- and post trade allocations during
a day or at the end of a day, translate allocation file to and from sponsor; having completely integrated
trade history, enhanced profit and loss reporting functionality and being available to export data to
Excel or PDF, monitor brokers’ daily performance and track and send instant alerts on critical
thresholds.
