On behalf of the Board of the European Public Choice Society and the Economics Department at the Hebrew University of Jerusalem, it is my great pleasure to welcome you to the Society’s annual meeting.
The Society received a larger number of high-quality submissions on research at the frontier of Public Choice and Political Economy. They went through a rigorous reviewing process by the Scientific Committee consisting of the Board of the Society. I hope that you will find the resulting scientific programme as stimulating as I do. I am also delighted to welcome Francisco Veiga for his presidential address as well as Oded Galor and Mathias Thoenig as keynote speakers
Beside the appeal of the scientific programme, I hope that you will find time to enjoy the historical and modern city of Jerusalem. As always, an exciting social programme is on offer. Keynote Addresses
Political Budget Cycles at the Local Government Level
Francisco Veiga, the current president of the European Public Choice Society, is Professor of Economics and Dean of the School of Economics and Management of the University of Minho, in Portugal. Holding a Ph.D. in Economics from the University of South Carolina (USA), he teaches and researches in the areas of Political Economy, Macroeconomics, International Monetary Economics, and Economic Growth. He is a member of the Editorial Board of the European Journal of Political Economy and of the Scientific Committee of the Journal of Public Finance and Public Choice. He has published in the Journal of Development Economics, the Journal of Money, Credit and Banking, the European Economic Review, the European Journal of Political Economy, in Public Choice, and in several other journals.

Oded Galor
Diversity and Conflict
Oded Galor is the founder of Unified Growth Theory. He has contributed to the understanding of process of development over the entire course of human history and the role of deep-rooted factors in the transition from stagnation to growth and in the emergence of the vast inequality across the globe. Moreover, he has pioneered the exploration of the impact of human evolution, human genetic diversity, and inequality on the process of development over most of human existence. His interdisciplinary research has redirected research in the field of economic growth to the exploration of the long shadow of history and to the role of biogeographical forces in comparative economic development. It has spawned the influential literatures studying the impact of inequality on

the process of development, the interaction between human evolution and economic development, the transition from stagnation to growth, and the impact of human diversity on comparative economic development.
Oded Galor has led the NBER research group on Income Distribution and Macroeconomics and he is a Research Fellow of the CEPR and IZA, a Research Associate of the NBER and CESifo, a Sackler Fellow at Tel-Aviv University, and a Fellow of the Economics Department at the Hebrew University. Furthermore, he is the Editor in Chief of the Journal of Economic Growth, Editor of the Journal of Population Economics, Co-Editor of Macroeconomic Dynamics, a member of the editorial board of several journals, including Economics and Human Biology, the Journal of Economic Inequality

Mathias Thoenig
The Refugee’s Dilemma: A Structural Model of Outmigration from Nazi Germany
Mathias Thoenig is Full Professor and co-director of the Department of Economics at the School of Business and Economics (HEC), University of Lausanne. He is also a CEPR Research Fellow in the international trade and macro programs and an elected Council Member of the European Economic Association. Mathias Thoenig received his Ph.D. from University Paris-1 Sorbonne and his B.A. in engineering from Ecole Polytechnique.
He has held visiting appointments at International Monetary Fund, MIT, SciencesPo Paris, University of British Columbia and University Pompeu Fabra. He also served on the editorial boards of Journal of European

Economic Association and International Economics. His research interests include development, international trade and political economy of conflicts. He is a regular academic consultant to various development agencies. In 2013 he was awarded a consolidator grant by the European Research Council (ERC) for his work on the role of distrust and grievances in ethnic conflicts. He has published papers in the American Economic Review, Econometrica, Journal of European Economic Association, Quarterly Journal of Economics, Review of Economic Studies, and other academic journals.

Wicksell Prize Each year, the EPCS awards the Wicksell Prize, in honor of the Swedish economist Johan Gustaf Knut Wicksell, to the best paper presented at the annual meeting by a young researcher.
To qualify for the prize, the presenter of the paper as well as all co-authors must be under 30 years of age as of December 31, 2019.

Gala DinnerThe Gala Dinner will follow the guided tour of the Old City of Jerusalem and will be held on Wednesday, April 3rd, 2019, within the Beit Maiersdorf Conference Center of the Mount Scopus Campus of the Hebrew University of Jerusalem.

Format of Parallel Sessions.
Each Session is chaired by the presenter of the last paper. The Chair is in charge of allowing 30 minutes for each paper including presentation (20 minutes) and comments by the discussant (5 minutes). General discussion (5 minutes) should be considered as a buffer to ensure that each session runs smoothly on time. After each session, during coffee-break or lunch, time will be allowed for further discussions among participants. Each paper has a discussant: the second presenter discusses the first paper, the third presenter discusses the second paper (and so on in case of four papers). The first presenter is in charge of discussing the last paper. Presenters are also allowed to let co-authors of their paper to act as discussants.
To avoid losing time during the session, we kindly ask presenters to upload their slides (both presentation and discussion) at least 10 minutes before the start of the session. Technical support will be available in all rooms throughout the meeting. Candidates for the Wicksell Prize are identified in the program with (W).
