EXECUTIVE SUMMARY The main aim of work package 2 of the EOPOWER – FP7 European Project on Earth Observation for Economic Empowerment is capacity building. As part of this work package, different sets of training materials for the GEO Societal Benefit Areas (SBA’s ) were developed. The objective of the development of training packages is to facilitate capacity building in environmental applications of earth observation for economic development. The training packages target on an individual level as well as on the level of society with a clear focus on (but not limited to) the regions covered in the project. Task D 2.31 includes the design of nine three day courses for professionals in the following Societal Benefit Areas (SBA’s):
• Disasters • Health • Energy • Climate, • Agriculture • Ecosystems • Biodiversity • Water • Weather
Building blocks of 3 day courses were developed which correspond to 1 European Credit (EC). Students/learners following five of those 3 day courses would accumulate in this way 5 EC’s, which resembles for example a regular module at ITC, the Netherlands. The courses have a standardised set up and include an introductory video and poster, a description of main aim and learning outcomes, a course structure composed by different learning units with prescribed workload per learning unit, learning materials, hard-‐ and software requirements and references to additional information. In Task D 2.32 the regions involved in the project receive capacity building support in the form of a course.

Not every region in the project has the same knowledge gaps, requirements and wishes. Annex 1 shows the results of a needs analysis done during the mid-‐term project meeting in Thessaloniki, Greece (May 2014). According to the needs analysis matrix the Czech Republic and Slovakia region, for example, requires capacity building in the thematic areas:
• Disasters • Agriculture • Ecosystems • Biodiversity • Water
For each region in the EOPOWER project a region specific course was set up. All region specific courses are made available through the ITC e-‐learning platform Moodle. The Moodle server can be reached by using the hyperlink:

Annex 2 illustrates how the region specific course for the Czech Republic and Slovakia region looks like in the ITC e-‐learning environment Moodle.
