INTRODUCTION
Scooters India Limited (SIL) A Govt. of India Enterprise under Ministry of HI & PE
at Lucknow is Automobile Industry manufacturing 3-wheeler with brand name
VIKRAM .
It is a totally integrated automobile plant, engaged in designing, developing, manufacturing
and marketing a broad spectrum of conventional and non-conventional fuel driven 3-
wheelers.
Companys plant owes its origin to M/s. Innocenti of Italy from which it bought over the plant and machinery, design, documentation, copyright etc. The company also possesses
the world right of the trade name LAMBRETTA / LAMBRO.
In 1975, company started its commercial production of Scooters under the brand name of
Vijai Super for domestic market and Lambretta for overseas market. It added one more
wheel to its product range and introduced three wheelers under the brand name of
VIKRAM/LAMBRO. However, in 1997, strategically, the company discontinued its two-
wheeler production and concentrated only on manufacturing and marketing of 3 wheelers.
These three wheelers have become more relevant in the present socio-economic
environment as it transports goods and passengers at least cost.
The company has its own marketing network of Regional Sales Offices all over India,
catering to customers requirements in the areas of sales and services.
Scooters India Limited makes various & versatile types of three wheelers: Vikram
450D,Vikram 1000CGVikram 750D, Vikram 1500CG.
The products have a high payload capacity and efficiency. These are specially designed and
developed for local transportation. However, the generation of Vikram run successfully in
different countries also. Our product is very demanding in various countries all over the
world . Germany, Italy, Sudan, Nigeria, Nepal, Bangladesh are few of the countries. For

OBJECTIVES OF THE PROJECT
It is desired to develop the New Diesel, CNG and LPG Engine for our Product to curtail the
market need of cheaper transportation need.
(i) Development of improved technology (ies) for the latest engine technology.
(ii) Improved fuel consumption (fuel cost), lube oil consumption, horse power, (break
specific) power output, mean time between failures (MTBF), maintenance and overhaul
requirements.
(iii) Reduced life cycle costs (prolonged service life).
(iv) Suitability for all fuel qualities.
(v) Development of indigenous parts/sub-assemblies/components.
(vi) Improved reliability of the engine.

OBJECTIVE OF THE EOI
Scooters India Limited intend to invite Expression of Interest (EOI) from reputed,
manufacturers, suppliers and service providers for development and setting-up of
R&D test facility for automated test bed for dual fuel (CNG/LNG, Diesel) engine on
turn-key basis. The objective of the EOI is to ensure transparency in finalization of
the technical draft specifications for the project, so that, the specifications prepared
are generic in nature as per our requirement.
SCOPE OF THE PROJECT
The project includes, design, development, supplying, Testing and certification facility
through ARAI for an automated test Details of the proposed draft specification and the
diesel engines are given in Annexure- I & II.
PROCESS
Process for development to be followed is as given below:
1. Calling for Expression of Interest to develop the draft specifications for the system [draft technical specifications attached for further discussions] through wide
publicity and advertisement.
2. Meeting in SIL to discuss the draft specifications including presentations if any by the firms. The presentations shall be held separately for each firm to ensure
Intellectual Property (IP) safety. This will then be followed by a joint meeting with
all the firms.
3. Finalization of specification by SIL any further comments from vendors/ other organizations.
4. Incorporation of suggestions etc. received from the vendors, other sources to finalize the specifications.
5. Pre-bid conference.
6. Calling of Open Tender.
7. Opening of tender.
8. Tender committee examination.
9. Placement of purchase order.

CREDENTIALS OF THE FIRMS DESIROUS OF PARTICIPATING IN THE EOI
Qualifying Requirements of Firms-
The firm and/or its partners should have designing, manufacturing, programming, hardware/software facilities for design, development and manufacture of the
automated test bed and systems for at least last past three years so as to meet the
requirements as detailed in these specifications.
The firms should have designed, developed and installed such automated test beds. It can tie-up with complimentary firm(s) to offer the design, development,
manufacturing, proto-testing, and freezing of specification as a turn-key solution.
The firm should have supplied & commissioned at least three sets of automated test beds during last five years. The supplier should submit the certificate of Satisfactory
Turnover of the firm should not be less than 10 corer INR or equivalent in any other countries currency on the date of opening, in the last three financial/calendar
years.
USE OF INFORMATION
SIL reserves the right to use information received in the replies to EOI for further
development of the project. Mere fact of responding to the EOI, however, shall not confer
any Right on the parties to preferential treatment at the subsequent bid/ development stage.
DISQUALIFICATION
SIL would like to caution that the respondents shall be ineligible to bid for or participate in
the EOI discussions to be held at SIL in the following cases: -
(a) In regard to matters relating to the security and integrity of the Company or country, any charge sheet by any agency of the government/ conviction by a court of law for
an offence committed by the company or any sister concern of the company would
result in disqualification. The decision in regard to the relationship between the
sister concerns would be taken by SIL, based on the relevant facts and after
examining whether the two concerns are substantially controlled by the same person
/ persons.
(b) In regard to matters other than security and integrity of the company, any conviction by a court of law or indictment / adverse order by a regulatory authority
against the company or against any sister concern which relates to a grave offence,
or would constitute qualification. Grave offence is defined to be of such a nature
that it outrages the moral sense of the community. The decision in regard to the
nature of the offence would be taken on case to case basis after considering the facts
of the case and relevant legal principals by SIL.
(c) In regard to matters of International Trade, any conviction by an International Agency like U.N or any other Government besides the Government of India,
against the company or against any sister concern which relates to grave offence, or
would constitute disqualification.

RIGHT TO ACCEPT OR REJECT ANY OR ALL APPLICATIONS
Notwithstanding anything contained in this EOI, the authority reserves the right to accept
or reject any application to annul application process and reject all applications, at any time
without any liability or any obligation for such acceptance, rejection or annulment and
without assigning any reasons thereof.
The authority reserves the right to reject any application if
At any time, a material misrepresentation is made or uncovered, or
The applicant does not provide, within the time specified by the authority, the supplemental informations sought by the authority for evaluation of the application. Such misrepresentation/ improper response shall lead to the is
qualification of the Applicant. If the applicant is a Consortium, then the entire
Consortium shall be disqualified / rejected. If such disqualification/rejection occurs
after the applications have been opened and the applicant gets disqualify/ rejected,
then the Authority reserves the right to take any such measure as may be deemed fit
in the sole direction of SIL Authority, including annulment of the Application.

Engine required for SIL make Vehicle to conform, to all applicable rules as per CMVR for L5M/L5N category of vehicles. To ensure the vehicle performance in terms of fuel efficiency, load carrying capacity, acceleration, ruggedness, stability, reliability etc should be at par with similar model available in the market.
