Valley MedicalCenter Challenge

Up to now few Hispanics were ob-served to be present at two pub-lic sessions concerning

SCCHHS though they make up 27% of thelocal population and use its medical servicesextensively. It is highly recommended thatlocal Hispanic leaders become engaged andinvolved because of the major changes whichwill happen soon due to the impact of the Af-fordable Health Care 2010 legislation enactedby Congress and signed by President Obama.The Hispanic community must become in-volved, engaged, and committed to learningabout the changes required by the county’sonly public hospital, SCVMC, in order toqualify for the maximum health care programfunding being ‘ramped up’ over the next fewyears.

Santa Clara County Health and HospitalSystem (SCCHHS) and its lynchpin compo-nent, Santa Clara Valley Medical Center(SCVMC), have been subjected to a compre-hensive audit by the Harvey Rose Audit firm.This audit focused on the Administration andSupport Services components of this essentialpublic hospital and its community clinics. Thebudget for Administration amounts to $173.2million and has 963 employees (per FY2010/11). This is only 20% of the total SC-CHHS operations. The audit began July 2010.Its first draft report was made December 23,2010 and an exit conference conducted onMarch 3, 2011.

This audit was recommended by the Fi-nancial and Government Operations Commit-tee (FGOC) whose chair is Supervisor KenYeager (District 4). A special study session toencourage public comment and dialogue washeld on Monday, April 18th. FGOC held itsmeeting on Tuesday, April 19th to formallyaccept this Harvey Rose Audit report. Herethe public had a second chance to make itscomments and recommendations. At the nextmeeting of the Board of Supervisors sched-uled for Tuesday, April 26th, it will receive fortheir consideration and action, the FGOC ap-proved recommendations.

This Harvey Rose Audit of SCCHHS andSCVMC made 56 recommendations. Themost important ones had to do with the needto have a reliable and accurate cost recoverysystem because the present system is inade-quate. This is most important because, at thepresent time, revenues are being lost whichmay be recovered using an accurate chargesystem. Essential to having a correct ‘chargesystem’ is the continual updating of the med-

ical coding systems and the orientation andtraining of staff to correctly use the medicalcodes to ensure accurate billing and invoicing.This results in timely payment of charges byinsurance programs and others. It is essentialto provide SCVMC management with the re-sources to make these cost recovery systemswork accurately. effectively and efficiently. Amajor requirement is to account for all equip-ment and assets with an excellent propertycontrol system. Executive and managementpersonnel must be held accountable and re-sponsible once the necessary resources are au-thorized and allocated by the Board ofSupervisors.

The SCVMC medical staff members, in-cluding Dr. Alfonso Banuelos, Medical Di-rector, properly advised the Board to notaccept and act upon the audit recommenda-tion to reduce medical staff by 14 physicians.All must realize that licensed physicians arethe ‘providers’ who make diagnoses and au-thorize medications and therapy. It is their sig-natures which payers require to legitimizepayments. No signature equals no paymentfor services provided resulting in ‘lost rev-enues’. Dr. Banuelos reported that clinicscheduling improvements have already in-creased patients seen by 13%. Further im-provements are dependent upon the futureimprovements needed in medical records,capturing of all charges, and the mitigation ofproperty and equipment losses.

The county’s health care system must beviewed as a “factory that produces medicalservice when a patient enters its portals.” It isa business and must be operated as a businessin order to recover costs incurred fromMediCare, MediCal, insurances, patients, andfunded programs.

Recall that during and after the Loma Pri-eta earthquake (1989), SCVMC was themajor medical center which continued to de-liver medical services at 100% capacity. It re-ceived patients from several hospitals whoseservice systems failed. All must realize the es-sential role of SCVMC as a medical centerwhich provides services especially after a dis-aster or a major emergency situation.

When the Board of Supervisors considerswhat to do with the very limited resources athand today, it is recommended that the localcitizenry be prepared to support their publichospital with some money. If a ‘health sys-tems tax’ is necessary, so be it. The publicneeds to support their public hospital now.

schools have lost teachers, libraries, sports pro-grams, art and music programs, clubs and more.They have put off buying new textbooks and haveincreased class sizes. All of this is detrimental to thequality of our students’ education. If you too areconcerned, then I would like to invite you to join mein the fight for better education funding by attendingour annual bus trip to Sacramento and the EducationSummit that I am hosting this May.

What does this have to do with my role asCounty Supervisor? The county, after all, doesn’toversee education. The county focuses on thingslike health care, social services, and public safety.Did you know that a student’s education has an im-pact on his or her use of county services in the pres-ent or future? A simple illustration of this is thatwithout adequate funding for education more youthget into trouble, being around negative influences,and fewer others graduate ending up in the county’sjuvenile justice system. This means that the countyhas a BIG stake in the fight for quality education.With this in mind, as both a parent and as CountySupervisor, I am going to continue to fight for bettereducation funding. I hope you will be able to joinme at one or both the events being set up for thispurpose.

For the past eight years, I have sponsored a oneday bus trip to Sacramento. I have taken more thana thousand community members, parents, students,teachers, educational leaders, and others interestedin quality education to discuss our concerns with ourlegislators. We have spoken with our legislators andtold them point blank that we are not happy with thefunding cuts we are seeing in our schools. Last yearwe had a number of students from East Side UnionHigh School District join us as part of a field triparranged through School Board member FrankBiehl. Their stories provided a real world picture ofthe impacts that funding cuts have on students. We

have gotten commitments from a number of legis-lators to stop cutting our school funding. It is veryimportant for us to keep the discussions alive. I amvery pleased that this year’s trip will be cosponsoredby the Silicon Valley Education Foundation. It willtake place on Monday, May 16, 2011 from 7:00amto 7:00pm. The trip, including lunch, is absolutelyFREE!

Two weeks before we board the bus to Sacra-mento, we will hold an Education Summit here, lo-cally. The Education Summit will take place onTuesday, May 3, 2011 from 6:00pm to 8:00pm inthe Board Chambers at the County GovernmentCenter at 70 W. Hedding Street in San Jose. TheEducation Summit is great opportunity for you toshare your concerns about cuts at your schools withpeople from schools and neighborhoods across thecounty. We will have a panel of education leaderswho can share the history of budget cuts and give abetter picture of the future of our county if the cutsare allowed to continue. We will compile this in-formation to drive the discussion with the legislatorsin Sacramento. So, by attending the EducationSummit, your voice will be heard as far away asSacramento. Who knew your voice could travel sofar? After we return, we will put out a summary ofthe commitments we have received so we can makesure they have kept their word.

Our stu-dents need and deserve a high quality education.The future of our county and our nation are at riskif the cuts continue. The greater Bay AreaMcDonald’s hosteda major one-day hir-

ing event. This event was partof a national initiative to hireup to 50,000 McDonald’sRestaurant managers and crew.

The Greater Bay Area Mc-Donald’s cooperative is com-prised of individuals who ownand operate 254 McDonald’srestaurants in the 15-countyBay Area region.

“We had one before and itwas very very successful actu-ally,” said Cosme Fagundo,owner of the McDonald”s on

Monterey and Curtner in SanJose. “The quality of applicantsis excellent.”

Fagundo recommends thatapplicants have a desire towork, be dedicated, and punc-tual. While his 14 locationshave received over 650 appli-cations, he will assess and eval-uate each of them, schedule

some interviews and then hireat least 50 new employees.

McDonald’s restaurants arelooking to fill 2,000 new crewand restaurant management po-sitions throughout NorthernCalifornia, the Greater BayArea, Central Valley,Central-Coast and Northern Nevada.

Those interested in apply-ing were encouraged to applyonline but there also were sev-eral drop ins.

“I actually just got hiredbut it’s something seasonal andI’m looking for somethingmore permanent,” said ChristyHerrera, McDonald's applicant.

Herrera is currently unem-ployed, has submitted countlessapplications and feels prepared.Yet, like many others, she hasnot had any luck in finding ajob.

The new positions will in-clude a combination of tempo-rary and permanent full-timeand part-time positions basedupon each individual restaurantneeds.

“McDonald’s is a greatstarting point for any kind ofworker because of the basic jobskills it teaches,”said ArthurSwiecke, manager, McDon-

ald’s.Recently graduated from

high school, Swiecke had noprevious work experience be-fore being hired during the lastHiring Day event in August of2010. Since then he has beenpromoted, climbed the ranks toa management position.

“My goal is to work herethroughout my college yearsbecause I have a flexiblejob,”said Swiecke. “I reallyenjoy my work.”

Redwood City, CA-- Heroes atHome, a program created by SearsHoldings and Rebuilding Together,

announced the beginning of their spring 2011Heroes at Home projects. Heroes at Home is akey initiative for Rebuilding Together, the na-tion's leading nonprofit working to preserve af-fordable homeownership, and is dedicated toimproving the lives of the military and theirfamilies through extensive home rehabilita-tions.

"So many homeowners continue to strugglethrough this difficult time," said SeanaO'Shaughnessy, Executive Director of Rebuild-ing Together Peninsula. "The Sears Heroes atHome program has been instrumental to ourability to help veterans in need on the Penin-sula."

On National Rebuilding Day, April 30,2011, Rebuilding Together Peninsula will workon three home renovation projects as part of theSears Heroes at Home initiative, two in EastPalo Alto, one in Daly City. Projects rangefrom installing handrails and ramps, landscap-ing and painting, to heating upgrades, new win-dow installation and major roof repairs. Over100 community volunteers will work alongsideskilled trades people to make the repairs thatwill have a lasting impact on the lives and

neighborhoods of these three deserving veter-ans.

"Heroes at Home is essential to the missionand vision of Rebuilding Together," said GaryA. Officer, president and CEO of RebuildingTogether. "Sears Holdings has allowed us to en-gage veterans in communities nationwide anddeliver incredible renovations to their homes.This spring, we continue to impact an increas-ing amount of lives through the Heroes atHome program."

Heroes at Home projects will be completedin more than eighty cities across the country.The projects include renovations for veteranswho are unable to live in their current homeconditions due to injuries or obstacles thatthreaten their avenue to a safe and accessiblehome.

To date, the Heroes at Home program andSears Holdings have raised over $12 millionthrough a nationwide in-store fund-raising cam-paign. This is one of the hundreds of projectsmade possible by these donations. RebuildingTogether has completed over 795 projects forveteran homeowners across the country. Thesuccess of this program is only expected to riseas more projects begin. Heroes at Home springrebuilds are scheduled to begin the first weekof April and will continue until June.

Durante mi etapa defuncionaria de ad-misiones universi-

tarias el 1 de abril era muyespecial porque compartíamoscon los estudiantes las decisio-nes sobre admisiones. Aunquealgunos estudiantes sabíanexactamente qué hacer y cum-plían fácilmente con el plazodel 1 de mayo para darnos sudecisión, muchos estudianteslatinos que eran los primeros desu familia en ir a la universidadnecesitaban un poco más deayuda en el proceso.

Fui una de esas estudiantes,aunque tuve suerte en muchosaspectos que apuntan a pasosclaves.

Tuve la guía de una granasesora académica que meayudó a lo largo del proceso.Me animó a visitar universida-des cerca de casa y a hablar conegresados en mi área de univer-sidades fuera del estado. Hoyen día, los estudiantes tienen laopción de realizar visitas vir-tuales por Internet, participaren foros o beneficiarse de visi-tas pagadas a las escuelas.

Al final elegí la universi-dad que creía que mejor enca-jaba conmigo y no la que medio más ayuda financiera.Siendo que mi carta de acepta-ción ofrecía dinero de varias

fuentes, fue importante cercio-rarnos de aclarar dudas con losasesores de ayuda financiera yaque algunos préstamos iríanpor cuenta de mis padres. Con-seguí un paquete que incluíabecas, préstamos y trabajo en launiversidad, lo cual hizo posi-ble que cubriera los costos demi educación universitaria.

Cuando estaba tomando midecisión, me hice las siguientespreguntas: ¿Qué valoro en unauniversidad? ¿En qué tipo deentorno aprendo mejor? ¿Cuá-les son mis metas y qué mehace feliz? Tuve la suerte detener padres que me apoyabanmucho y que confiaban en mí.Me permitieron tener la últimapalabra en esta importante de-cisión. La escuela que elegí, laUniversidad ClaremontMcKenna, no fue sólo dondeme titulé, sino también dondeinicié mi carrera como funcio-naria de admisiones.

Suelo aconsejar a los estu-diantes que no son aceptadosque averigüen qué sucedió en-viando una carta a la universi-dad o al representante que

visitó su escuela y que empie-cen a pedir consejos para unaposible transferencia. Y, queconsigan información sobre elinstituto universitario “commu-nity college” de su localidad yfijar una cita con el asesor aca-démico para averiguar los pla-zos en cuanto a matriculación ysolicitud de ayuda financiera.Otra opción es buscar institu-ciones con admisión continuaque todavía estén buscando es-tudiantes.

Aprovecha abril para selec-cionar la universidad que mejorencaje con tus necesidades. En-viar el depósito solicitado a laescuela que elijas para reservarlugar es crucial ya que puedehaber estudiantes en listas deespera ansiosos de tomar tulugar. authored by Assembly Mem-ber Ricardo Lara (D-Bell Gar-dens), passed the HigherEducation Committee with bi-partisan support this week.ACR 34 highlights the impor-tance of ethnic studies as anacademic discipline and rec-ognizes its research, scholar-ship and programs that studyand teach the experiences, his-tory, culture and heritage ofAfrican Americans, Asian

Americans, Chicanas/os andLatinas/os, Native Americans,and other persons of color inthe United States.

“At a time when ethnicstudies programs throughoutthe nation are under attack, itis important for me, as an eth-nic studies major, to have ourState legislature recognize theinvaluable contributions ofCalifornia’s ethnic studies de-partments and programs, in-cluding their faculty, staff andstudents,” said AssemblyMember Lara.

ACR 34 distinguishes thecontributions made by ethnicstudies to the California sys-tem of higher education andhighlights the prominent roleof ethnic studies at the state’scolleges and universities.Specifically, it recognizes thatthousands of beneficiaries ofethnic studies programs havecontributed greatly to the aca-demic rigor, prominence anddistinguishing qualities of Cal-ifornia’s colleges and univer-sities.

The Santa Clara Family Health Plan(SCFHP) is scheduled to close their Fam-ily Resource Center on Friday, April 29.

Many community members would like the Board ofDirectors to reconsider their decision and keep thecenter open.

“Two weeks ago Elizabeth Darrow, CEO,SCFHP, announced at a staff meeting that SCFHP’sFamily Resource Center located at King and StoryRoad was going to be closed,” said Felix Alvarez, Di-rector, School Outreach Programs, Santa Clara Fam-ily Health Foundation. “I was the only employeepresent who stood up to say that wasn’t a good deci-sion.”

The Family Resource Center, the only center ofits kind in East San Jose, provides access to healthcare to over 100 families on a daily basis. With morethan 120,000 members, families have come to relyon and trust the center to apply for health insurance,pay their premiums, attend health education classes,learn about their health benefits and get referrals toother services.

“There’s not an action plan. There’s no commu-nication. I want to know why they are closing it,” saidAlvarez.

The closure of the center will affect thousands offamilies who do not have access to comprehensivehealth care coverage or are not able to purchase goodhealth care at an affordable price. If the center doesclose, families will also have to travel to Campbell toobtain the same services currently available there.

“They keep saying that they are not closing,” saidAlvarez.

But Alvarez isn’t convinced. Instead, he is wor-ried that the proposed relocation will create chal-lenges for families looking to insure their children.There will not be a relocation of all the programs, orof all the services, or of everything that is provided atthe current Story/King center, and that worries this12-year employee.

“I think they have an obligation to the commu-nity to clearly say we are doing this or we are doingthat.”

As the nation's population contin-ues to become more diverse,hundreds of libraries will show-

case multicultural programs and services dur-ing national El Día de Los Niños/El Día deLos Libros (Children's Day/Book Day). Thisyear marks the 15th anniversary of the obser-vance also known as Día, a celebration everyday of children, families and reading that cul-minates every year on April 30. Librariesacross the country will host Día celebrationswith family programs, including bilingualstory hours, book giveaways and other liter-acy driven events. In today's increasingly di-verse and complex information environment,library multilingual resources are neededmore than ever. According to a study by theAmerican Library Association (ALA), Span-ish is the most supported non-English lan-guage in public libraries. Seventy-eightpercent of libraries reported Spanish as thepriority #1 language, after English, to whichthey develop services and programs. Asianlanguages ranked second in priority at 29 per-cent. Another 17.6 percent of libraries indi-cated Indo-European languages as a secondpriority.

Día emphasizes the importance of advo-cating literacy for children of all linguisticand cultural backgrounds. Through literacyevents and programs like Día, libraries areworking with parents and caregivers to spreadbookjoy. Current research on early literacyand brain development indicates that it isnever too early to prepare children for successas readers; and that avid readers are lead bythe reading habits of their parents.

Libraries are part of the American Dream,

said Julie Corsaro, President, Association forLibrary Service to Children (ALSC), a divi-sion of the ALA. As families continue to tryto make ends meet, libraries are working withnew Americans to assist with learning Eng-lish, applying for jobs, identifying e-govern-ment resources and educational tools that willenhance their quality of life. By moti-vating children and parents to read, librariesare fueling a healthier democracy.

SAN FRANCISCO – People who are readyto become U.S. citizens, but cannot affordto hire an attorney for assistance, can ben-

efit from a free citizenship workshop on Saturday,April 30, at UC Hastings College of the Law in SanFrancisco. This event, coordinated annually by theNorthern California chapter of the American Immi-gration Lawyers Association (AILA NorCal), is aphenomenal opportunity for immigrants to gain ac-cess to knowledgeable, bilingual legal counsel andreceive guidance in the often confusing process ofnaturalization.

Unlike lawful permanent residents (green-cardholders), U.S. citizens have the right to vote and areprotected against deportation. Also, U.S. citizens aregiven priority over permanent residents when theyfile immigrant visa petitions for their family mem-bers, avoiding years of waiting and heartache. U.S.Citizenship and Immigration Services (USCIS)charges a fee of either $595 or $675 to file a citizen-ship application with the government (dependingupon the applicant’s age) before the cost of hiring anattorney is even considered. With such high applica-tion fees, many would-be applicants cannot afford theextra expense of hiring a lawyer to assist with theprocess – choosing either to wait until later or attemptto complete the daunting paperwork on their own.This event provides the opportunity for quality legalassistance at no cost, from attorneys and other trainedvolunteers who speak a variety of languages.

This free Citizenship Day clinic is coordinatedby AILA NorCal and hosted by UC Hastings Collegeof the Law. AILA is a national association of attor-neys who practice and teach immigration law, and theNorthern California chapter has many members.More than 30 AILA chapters across the country willbe providing free legal advice on U.S. citizenship dur-ing the month of April. This is the fourth year that

Minneapolis, MN –Latest survey revealsthat over 57% of those polled who are re-ceiving a tax refund will use at least part

of that money for leisure travel this year. Also, 83% ofindividuals polled in Travel Leaders’ nationwide con-sumer travel survey indicated that they will spend thesame or more on leisure trips in 2011 as compared to lastyear.

This is the third consecutive year in which TravelLeaders has conducted an online consumer survey –which complements its long history of providing de-tailed travel trends based on bookings and data gatheredfrom hundreds of its travel experts from across the coun-try. This year’s survey was conducted March 10 – April10, 2011, and includes responses from 953 consumersthroughout the U.S.

“It is clear that when Americans dream about travel,they dream big. Australia continues to be the ‘ultimatedream’ international destination. Perhaps the majoritywho indicated they will use tax refund money for travelcould make that dream a reality this year,” stated RogerE. Block, CTC, president of Travel Leaders FranchiseGroup, which includes locations from coast to coast.“What is most encouraging from our latest survey is thatan overwhelming majority (89%) indicated that theyhave already traveled or will be traveling for leisure thisyear, and it seems they are prepared to open their walletsa little more, if they need to – as 83% said they would bespending the same or more this year on travel. At TravelLeaders, not only do we have the expertise and special-izations to make grand trips – such as Australia – a reality,but we also have tools at our disposal, that consumersdon’t have access to, which can make any trip affordableand a great value.”

Key Statistics and Findings:Tax Refund - Money for Travel: A majority, 57.4%,

of U.S. consumers responded “Yes” to the question “Ifyou receive a tax refund this year, will you be using anypart of that money for vacation travel?”

Leisure Travel Spending: 83% of those polled saidthey will spend the same or more on leisure travel in 2011than they did last year. Only 17% indicated they wouldbe spending less on leisure travel this year.

Australia is the “Dream”: When asked “What isyour ultimate dream international destination?” the topdestination selected was Australia – followed by Italy,Ireland, New Zealand and Mediterranean cruising, re-spectively. When the same question was posed in 2009,

the top five responses were: Australia (1), Italy (2),Greece (3), Tahiti (3), and Germany (5).

Leisure Travel – A Priority:• A vast majority (89%) of consumers polled indi-

cated that they have or will take at least one leisure tripin 2011.

• Nearly 62% indicated they have already taken atleast one trip; 22% have already taken multiple vacationtrips this year.

• When asked “Is the total number of leisure tripsyou anticipate taking in 2011 more, the same or less thanlast year?” nearly 87% indicated that they will take thesame or more trips this year. (35.6% said “more trips,”51.1% said “the same number,” and only 13.3% said“fewer trips”)

Top States Visited: When asked, “Which U.S.state(s) have you traveled to or will you travel to in2011?” the top response was Florida followed by Cali-fornia and New York. (In 2010, the top three were:Florida, California and Wisconsin.)

Hace dos semanas dos perrosaparentemente de la raza pitbull atacaron a otro perro y

la dueña de este en un parque en la zonasur de la ciudad de San José. Las autori-dades policiales y los controladores deanimales emprendieron la búsqueda deestos caninos sin dar aún con el paraderode ellos y pusieron en alerta a todos losresidentes.

Esta es una de las tantas historias queestamos acostumbrado a leer, escuchar yver sobre estos animales cuya imagen esasociada de manera negativa.

Miguel Allende, residente de SanJosé dijo que los perros pit bull siempreatacan. “En la noche desconocen a lagente y nos pueden morder”.

Por su parte Selene Lozada dice queestos perros son agresivos, peligrosos.

Pedro Pablo Paez explica que,“cuando estos perros muerden se trabala quijada y no pueden soltar a la víctimay son peligrosos”.

There are many misconceptions aboutpit bulls partly due to the recent dogattacks by that breed. Last month, a

41-year-old woman was mauled by pit bulls insoutheast San Jose. Recently, another woman wasa victim of yet another attack by a pair of pit bulls.

A common mistake is using 'pit bull' to referto the American Pit Bull Terrier breed or a type ofdog which has pit bull traits. About 20 differentbreeds are classified as pit bulls.

“There are no dangerous breeds,” said AlisonTalley, Director of Animal Behavior, Humane So-ciety Silicon Valley.

The latest attacks could have been a mix ofthings gone wrong. The canine duo could be vic-tims of irresponsible owners. That can includechaining the dog in the backyard and more impor-tantly, not providing sufficient personal attentionthat every dog needs to become social.

A ‘backyard dog’ or a dog that is ignored forthe majority of its life is usually involved in dis-asters such as the ones that have been occurringin San Jose. The environment creates those kindsof events no matter the breed.

“I wish people would see dogs as a responsi-bility. It’s not something you take home and theyknow everything,” said Lark McIntosh, proudowner of a pit bull named Lola.

Before adopting her best friend, McIntoshpictured herself with an English bull dog until herhusband brought up the idea of adopting a pit bull.She immediately thought he was out of his mindbut was convinced as soon as she saw Lola’s pho-tos.

Never having cared for a dog, research was amust. Throughout the experience, McIntosh does-n’t stop learning about her dog’s needs. She knewwhat she was looking for and found that in Lola.

“We’ve really invested in her training so peo-ple don’t think she’s something she really isn’t,”said McIntosh about her 4-year-old Lola.

It is easy to misinterpret a dog’s behavior thatcan lead to or provoke an attack. If any dog’s earsare back, tail is tucked, they are crouched and/orbacking away and their eyes are fixed on a person,the dog is scared and concerned for its own well-being. As a result, they look like they’re ready toattack. During a situation such as that, the animalbehavior team recommends standing tall like atree. Also avoid direct eye contact. Do not pokethe animal with a stick.

While spaying and neutering your pet reducesaggression, it also reduced different types of can-cer and marking (urination).

Training is also an essential part of any pet an-imal’s life. It’s also about the communication be-tween an owner and man’s best friend. Peopleneed to be willing to learn more about pit bulls.There is a breed for each different lifestyle.

Religión mística y misteriosa almismo tiempo porque no sepuede gozar a plenitud siendo un

aleyo o no iniciado. A los iniciados se les co-noce como Santeros.

La práctica y culto de la santería envuelvela realización de diversos rituales cargados deun gran valor espiritual. Cuando una personadecide ingresar en los misterios lucumí, debeexperimentar varias iniciaciones, consagra-ciones y ceremonias.

La primera de ellas consiste en recibircinco collares o elekes, fabricados con cuentasde colores. Cada Orisha o Santo detenta sucolor o colores correspondientes.

Otra importante iniciación consiste en re-cibir los guerreros, ocurre cuando la personaobtiene un caldero y es apta para obtener laprotección y bendición de cuatro Orishas:Elegguá, Ochosi, Oggún y Osún.

Osún es el Orisha que acompaña a Eleg-guá, se encarga de proteger a los santeroscuando existe una situación de peligro alrede-dor.

Para ser iniciado en santería se necesitacontar con un padrino o madrina, un santeroiniciado y experto en la religión y sus miste-rios. A los santeros en lengua yoruba se les co-noce como Olochas.

Una de las ceremonias más significativases “el asiento”, se lleva a cabo cuando el re-cién iniciado o Iyawó recibe los misterios delOrisha que le guiará y protegerá por el restode su vida. Cuando el Iyawó es iniciado de-berá abstenerse de realizar una serie de acti-vidades durante el transcurso de un año, porejemplo: bailar, verse al espejo, fumar beberlicor, tener relaciones íntimas, evitar el con-tacto fisico con otras personas y vestir diaria-mente de blanco de pies a cabeza. Arduoproceso por medio del cual el Iyawó recibirála bendición de los Orishas, alcanzando unapureza espiritual elevada.

Para conocer quien es el Orisha que regiráal iniciado, se necesitará la ayuda de un san-tero experto en iniciaciones, si existe algunaduda se consulta al sumo sacerdote, un baba-lawo o iniciado en los misterios de Orúnla.

El rito de los cinco collares, los guerrerosy el asiento, requieren ceremonias espiritualessumamente discretas, porque solamente el ini-ciado y su padrino o madrina sabrán los deta-lles.

Un iniciado en esta religión no puede di-vulgar los secretos de las ceremonias con losaleyos, lo puede hacer únicamente con sante-ros iniciados, de lo contrario estaría quebran-tando las normas y reglas establecidas de lareligión.

Un grupo de latinos continúan con sus clases de liderazgo. Las clases que se llevan en la Escuela Popular ha sido desarro-llada por la organización SIREN. El propósito es motivar, preparar y educar a más latinos a participar pública y cívica-mente con su comunidad. Caltrain is preparing to conduct a series of feasibility stud-ies to determine whether the electrification and mod-ernization of the commuter rail system can be designed

and constructed to meet Caltrain’s future operational needs, whilealso accommodating initial high-speed rail operations on the Penin-sula corridor.

The analysis marks the first time Caltrain has undertaken an in-dependent assessment of the commuter rail agency’s infrastructureneeds in a manner that focuses on the possible additional elementsthat could be necessary to operate an initial level of high-speed railservice in the future on the Caltrain right-of-way.

At its February Board meeting, CHSRA CEO Roelof Van Arkdirected Authority staff to analyze the potential for a phased ap-proach on the Peninsula. The CHSRA Board is scheduled to receivemore detail about this approach at its May meeting to be held in SanJose.

In a phased approach, the first phase is envisioned to electrifythe Caltrain system and potentially allow CHSRA to operate enoughservice to satisfy initial ridership demand. Subsequent phases wouldexpand the capacity of the system to meet additional ridership de-mand if needed.

Additional studies that will be part of the planning exercise willinclude ridership projections, service plans, cost estimates and im-pacts analyses. The planning effort would inform the HSR draft en-vironmental document, scheduled for public release in the Fall of2012.

With no dedicated source of revenue and a year-to-year struc-tural operating deficit, Caltrain has struggled to maintain existingservice. Modernization will provide significant operational improve-ment to the system and will also help create a sustainable financialstructure.

Modernization would generate additional revenue for the sys-tem by attracting more riders. If the project proceeds on time thisadditional revenue would reduce the agency’s operating deficit by45 percent in 2019. The project would also help improve air qualitythroughout the region by reducing the service’s emissions by ap-proximately 90%.

Modernization includes electrification of the corridor, installa-tion of a new signaling system and the operation of electric trains.

Without these improvements the agency’s structural deficit isprojected to grow, placing additional burden on Caltrain’s memberagencies, who are struggling to maintain existing service and fre-quently rely on one-time funding to balance the system’s budget.

WASHINGTON – With thesummer swimming seasonjust around the corner, the

U.S. Consumer Product Safety Commis-sion’s (CPSC) Pool Safely: Simple StepsSave Lives campaign is releasing its 2011television and radio public service an-nouncements (PSAs) highlighting variouswater safety steps that can be taken to savea life. In the first few months of 2011,there have been 37 drownings and 38 near-drowning incidents reported by the mediaacross America. Developed with the cam-paign’s national partners the AmericanRed Cross and the Y, the PSAs are beingreleased nationally today urging parentsand children to adopt as many safety stepsas possible in and around pools and spas.The Pool Safely campaign is the federalgovernment’s first-of-its-kind nationalpublic education effort to reduce childdrownings and near-drownings in swim-

ming pools and spas.“As the summer swimming season

quickly approaches, our message to par-ents and children is simple: stay safe inand around pools and spas by practicing asmany safety steps as possible,” said InezM. Tenenbaum, Chairman of the CPSC.“We encourage everyone to have fun inthe water this summer, but we also remindparents and caregivers to stay close to chil-dren at all times, know water safety skillslike CPR, and ensure anti-entrapmentdrain covers are installed in all pools andspas. Every drowning and near-drowningincident represents a family tragedy.”

The PSAs introduce four families andtheir stories about the simple steps thatsave lives: door alarms, knowledge ofCPR, fencing around pools and spas andsafety drain covers in pools and spas. Theradio PSAs promote the importance ofswimming lessons as a simple step that

saves lives. Available to local televisionand radio stations in both English andSpanish, the English-language versionsfeature Ming-Na, the voice of Mulan inDisney animated films and star of theNBC drama “ER”, “The Joy Luck Club”and “Stargate Universe”.

“So many of the tragic drowning andnear-drowning incidents that happen everyyear are preventable,” concluded Tenen-baum.

CPSC Chairman Tenenbaum deliv-ered a keynote speech at the NationalDrowning Prevention Symposium in Col-orado Springs, Colorado last week. Heraddress at the nation’s premiere watersafety and drowning prevention confer-ence focused on CPSC’s role in preventingdrowning, the Pool Safely campaign andits efforts to encourage compliance withthe Virginia Graeme Baker Pool and SpaSafety Act, which mandated a nationalpublic education campaign about drown-ing and entrapment prevention. Tenen-baum also provided an update on thecampaign and efforts to sustain drowningprevention advocacy through education,training and partnerships.

Since January 2010, the Pool Safelycampaign has responded to over 600media-reported drowning, near-drowningand entrapment incidents. Steps such asstaying close to children at all times, learn-ing water safety skills and having the ap-propriate equipment, can help familieshave a safer experience in and aroundpools and spas.
