Client: Former Chemical Storage Company Location: South Boston, Massachusetts Compliance and Engineering Assistance for Commercial Redevelopment of Former Chemical Repackaging Facility GeoInsight, Inc. (GeoInsight) provided environmental and engineering consulting services to a developer of impaired properties. After being part of a project team for several residential redevelopment projects that our client took over from the City of Boston, GeoInsight provided compliance and engineering assistance to facilitate the commercial redevelopment of a former chemical repackaging facility. The site formerly contained bulk quantities of many chemicals, including chlorinated solvents and various petroleum products that were repackaged into smaller quantities for resale. The chemical company went bankrupt and left behind significant environmental issues. Tetrachloroethylene and its degradation products were encountered at concentrations indicative of dense non-aqueous phase liquid, although none was found during the investigations or sampling. In addition, significant concentrations of petroleum products, including mineral spirits, toluene, and fuel oil, were identified. Due Diligence Evaluation GeoInsight performed multiple phases of due diligence evaluation of the site, with each phase being progressively more detailed, to characterize the nature and extent of the impacts for our client. This approach allowed our client to balance self-funded Brownfields due diligence costs incurred against the risks identified in support of iterative evaluations of the viability of the proposed transaction. Remedial Design and Construction A remedial system (soil vapor extraction with off-gas treatment and air sparging) was designed to significantly reduce mass within the source area at the site, with a future remedial measure preliminarily planned (chemical injection) after initially addressing the source area. GeoInsight designed and constructed a trailer-mounted remedial system to facilitate future salvage and coordinated the remedial work with site demolition, regrading, and pavement installation in a manner to allow consistent, rapid progress of the redevelopment. Securing Brownfields Insurance GeoInsight participated in numerous discussions with the Brownfields insurance agent for the site to facilitate development of a site-specific, remediation cost gap policy.
