OBJECTIVES

1)GREEN STRATEGY & DEVELOPMENT PLANS.

Introduction of new statutory requirements

oPort Klang Authority (PKA) has adopted statutory requirements in

compliance with Environmental Quality Act 1974 consisting of Clean Air,

Water Quality, Emission Control and Waste Management.

COMMITMENT AND WILLINGNESS

Provision of waste collection services and treatment facilities.

oPort Klang Authority (PKA) has provided collection service of general

waste throughout the port areas and from vessels. Management of waste is

in compliance with Environmental Quality Act 1974 (EQA 1974) and

MARPOL Convention 1978.

Participation of the shipping industry.

oPort operations and practices are in compliance with ISO 14001

oGarden Port Award

COMMITMENT AND WILLINGNESS

1)GREEN SUPPORT FUNDING.

The funding allocated for waste management, environmental preservation and

personnel competency training is approximately RM 6 million per year.

1)GREEN ANNUAL REPORTS.

The terminal has produced a Sustainability Report – 2014/2015 to show

commitment.

Audit conducted and report published for environmental management

(ISO14001) for year 2016

1)GREEN TRAINING PROGRAMS.

Environmental Induction Training.

Scheduled waste management training.

Provided environmental & safety training for all port users.

Provided training on requirements of EQA 1974 to Port staff and tenants.

Provided training on MARPOL 73/78 – Marine Pollution Prevention to Port

staffs and tenants.

COMMITMENT AND WILLINGNESS

1)GREEN PROMOTION CAMPAIGNS.

National Policy on Climate Change.

oTerminals developed carbon credit inventory and monitoring to support

reduction of carbon emissions by 40% by 2020.

oSea level rise were taken into consideration in the terminals design.

oThe Euro 4 Emission Standards were incorporated into the requirements

for the new terminal tractor fleet.

Extensive landscaping programs to meet “Garden Port” concept and to

provide a conducive environment for staff and port users alike.

COMMITMENT AND WILLINGNESS

1) USING RENEWABLE ENERGY SOURCES.

Installed solar powered hybrid air conditioning system at PABX Room in Port Fire Station Tower.

2) USING COLD IRONING (SHORE POWER).

Facilities for ship shore power supply for low consumption vessels and boats at

recently constructed Wharf 8A.

Basic Infrastructure for onshore power supply for vessels at Container Terminal

4 (CT4) to be installed only when demand arises.

ACTION AND IMPLEMENTATION

1)USING ENERGY-SAVING DEVICES & TECHNOLOGY.

Mobile version of e-Terminal Plus (eTP) system allowing access to the customers

anytime and anywhere from their smartphones across the globe relaying real-time

information. Use of energy efficient lighting systems, i.e. LED’s to reduce utility overheads.

Utilization of e-RTG, Hybrid RTG’s & Variable Speed RTG’s resulting in

significant fuel saving.

Installation of Inverter Air Conditioners at equipment operators cabins and

replacement of old air conditioners with new units using greener refrigerant gas.

ACTION AND IMPLEMENTATION

4) AIR POLLUTION PREVENTION.

Maintaining emissions inventory (Air quality management)

oRubber Tyred Gantry (RTG) emissions are being analyzed through the

Ringleman Chart which complies with Factory Machinery Act 1967 (FMA)

standards.

RTG utilizes the Ringleman Chart to ensure reduction of emissions maintained

at 20% and will not exceed 40%. This is frequently conducted under corrective

maintenance.

ACTION AND IMPLEMENTATION

Indoor Air Quality (IAQ)

oConducting Indoor Air Quality Assessment in main office buildings with a

total of 39 sampling point in compliance with Industry Code of Practice. This

IAQ assessment is to ensure employees and occupants are protected from

poor IAQ that could adversely affect their health and well-being.

Use Euro 4 emissions standards for new Terminal Tractors.

ACTION AND IMPLEMENTATION

5) WASTE TREATMENT (LIQUID AND SOLID).

In compliance with Environmental Quality Act 1974 by having oil and grease

traps at maintenance and repair (M&R) areas and workshops.

Use of a scrap yard management system to enable recycling of scrap metal.

Consistent monitoring of the effluent from sewage treatment plant on a

monthly basis. Water sampling analysis carried out at various outlets flowing

into sea on yearly basis.

ACTION AND IMPLEMENTATION

Scheduled waste is stored and disposed accordingly by appointed licensed

contractors as required by Environmental Quality Act 1974. The amount of

scheduled waste is reported online via ‘e-SWIS’ (Scheduled Waste

Information System) to the Department of Environment of Malaysia.

A new Effluent treatment plant system at workshops to conform with the

Environmental Quality (Industrial Effluents) Regulation 2009.

A sludge collection system from ships and the new Bunkering Procedures

were implemented in compliance with Environmental Quality (Scheduled

Waste) Regulation 2005 and MARPOL Annex I & II respectively.

ACTION AND IMPLEMENTATION

6) GREEN ENVIRONMENTAL MANAGEMENT SYSTEM.

Terminals comply with Environmental Quality Act 1974 through ISO 14001.

Terminals comply with Occupational, Safety and Health Act 1994 through the

certification of OHSAS 18001.

Paperless transaction to reduce the usage of paper through e-Terminal Plus (eTP)

system which consists of e-Berthing, e-Submit, e-Special Service Request (Essr), E-

Loading, e-Deliver Order (eDO), e-Gate Pass, e-Terminal Departure Report (Etdr),

e-Billing and others.

ACTION AND IMPLEMENTATION

1)ENERGY CONSUMPTION REDUCTION.

Usage of Variable Speed (VS) and Hybrid Rubber Tyred Gantry (RTG) and e-

RTG have reduced the consumption of fuel and contributed to saving of 33%

and 53% respectively.

Usage of LED lighting has contributed to a saving of up to 50% of electricity

consumption as compared to conventional lighting.

EFFICIENCY AND EFFECTIVENESS

2) AIR QUALITY IMPROVEMENT.

In house engine injector servicing for RTGs.

oTo reduce the effect of heavy white / black smoke during injector failures of

the machine by 10%.

No – smoking policy

oEnsure all premises within the port vicinity are free from pollution due to

smoking. Signages on Prohibition of Smoking have been installed throughout

the terminal.

EFFICIENCY AND EFFECTIVENESS

Conducting Environmental Monitoring Plan for all development along the

coast to monitor Marine Water, Air and Noise pollution.

Use Euro 4 emissions standards for new Terminal Tractors.

EFFICIENCY AND EFFECTIVENESS

1)NOISE CONTROL RESULT.

Conducted boundary noise level assessment which shows that the boundary

noise level at 10 checkpoints were found to be within the Malaysian

Recommended Limit.

4) LIQUID & SOLID POLLUTION CONTROL.

Established procedures for prevention of pollution, Emergency Response

Plans (ERP) and availability of Pollution Control equipment.

Third party laboratory conducts monthly tests on water quality to ensure

incoming water supply is deemed safe for human consumption.

Ensure compliance in accordance to MARPOL discharge standards for ships

discharging Ballast Water.

INTERNATIONAL RECOGNITION

FOR GREEN PORT INITIATIVES

Port Klang Authority (PKA) has received an international recognition from

APEC Port Services Network (APSN) under the Green Port Awards System

(GPAS) for its efforts to enhance environmental management in the port.

Port Klang Authority (PKA) and its terminal operators, Northport and

Westports received the award from the Deputy Minister of Transport,

Malaysia, Datuk Ab Aziz Kaprawi during the APSN Workshop on Safety of

Dangerous Goods at Ports which was held in conjunction with the 9th APEC

Port Services Network Council Meeting in Penang 8 - 10 November 2016.
