CHAPTER 1: SUMMARY OF THE PROJECT

1.1. PROJECT INTRODUCTION

Thanh Hoa city has received a Loan valued 117,9 million US$ from Asian Development Bank (Loan 2511 - VIE) and the Government of Korea (#VNM-24) for The Thanh Hoa City Comprehensive Socio-Economic Development Project (CSEDP) (referred to as “the Project” hereafter). These funds will finance the development of urban basic infrastructures of Thanh Hoa city.

The project aims to contribute to the establishment of Thanh Hoa City as a liveable, competitive and sustainable city, strengthening its role as provincial capital serving the social and economic development of the province. It is a coherent and multi-sectoral project that targets strategic infrastructure and socio-economic development to support industry and tourism development and lay the foundation for achieving the Thanh Hoa Province SEDP goal of Class 1 city status for Thanh Hoa City by 2015. This will contribute to building a back-bone of intermediate towns playing an important role in the region as well as at the national level. The expected long term impacts of the comprehensive development of Thanh Hoa City will be urban growth, reduction of rural migration to Hanoi and Ho Chi Minh City and employment creation leading to poverty alleviation. The project also intends to establish a model of well-managed and functional urban development that can be replicated in other medium sized cities.

The Project is a multi-disciplinary project that encompasses different components of work. These include: (i) urban road and urban basic services; (ii) water supply upgrading and expansion; (iii) drainage and wastewater treatment; (iv) human resource development; and (v) tourism development through upgrading of facilities and preparation of a tourism plan. The scope for each component as the bellowing:

Component 1 – Urban road development, consistent with the THC master plan, will initiate an intermediate stage of urban development. The objective of Component 1 is to contribute towards the expansion of the southeast administrative boundary of the Thanh Hoa city. Therefore, the subproject is expected to promote social and economic development for the suburban areas as well as urbanization process of the City through providing transport links, creating business opportunities for the project area. It comprises 9.76 km of new ring belt road and includes also the civil works of the accompanying facilities, i.e. wastewater, power, street lighting and telecommunication. The ring belt road of Component 1 is located in the urban and suburban areas of the east and the west area of the Thanh Hoa City. The proposed road goes through the areas of following communes of Quang Hung; Quang Thanh; Quang Thanh; Dong Ve and wards of Tan Son.

• Starting point: Join with Highway 47 at the Km12 +887.10 (currently known as Le Lai street, Quang Hung Commune, Thanh Hoa City).

• Ending point: Join with Highway 47 at the Km16 +928.80 (currently known as Nguyen Trai Street, Tan Son Ward, Thanh Hoa City)

Component 2 - Water supply upgrading and expansion : It intends to renovate and improve the water supply network in the urban core and to extend the water

supply network all along the new roads and in the connected housing areas, which are planned in the first component. It plays an important part in the improvement of living conditions both in the urban core and in the West, the South and the East of the city. The component consists of i) replacing about 13.811 km of corroded or leaky pipes in the urban core as planned in the last study of the WSC, ii) extending the network along the roads to be constructed in the first component to 17.5km in order to serve the current village population and the forecasted 63,700 inhabitants in 2025 within the influence zone of the first component. This component entails neither resettlement nor land acquisition

Component 3 - Drainage and wastewater treatment will improve the drainage system and wastewater treatment plan with the upgrading of the tertiary combined sewer system in the urban core, construction of 9.7km interceptor sewer, construction of six pumping stations for the city centre, the construction of a wastewater treatment plant with a capacity of 15,000 m3/day and the construction of two smaller wastewater treatment facilities for the City’s hospitals as well as improvement two detention ponds inside the core urban area. It is expected to reduce flooding in the City and the amount of pollutants discharged into the Ma River..

Component 4 - Human resource development; the component implements the renovation or/and construction of facilities in vocational centres supported by the training of vocational center teaching staff in various skills. The component will help 5 schools in expanding or upgrading their existing facilities to meet demand. The benefit school under this component include: i) Vocational College of Industry located in Dong Cuong commune ; ii) Intermediate of Construction in Quang Hung commune; iii) Intermediate of Handicraft in Phu Son ward; iv) school of city’s Blind association in Nam Ngan ward and v) Intermediate of Tourism & Trade in Quang Tam commune

Component 5 - Tourism development : The development of tourism activities in Thanh Hoa city participates to the overall objective of the Project. The physical investment aims to create three tourism spots and related activities in order to participate into the beautification of the City and enhance its natural resources and historic culture. It focuses on i) the construction of the THC information centre, ii) Bortanical garden in Quyet Thang hill, Ham Rong ward ; and iii) Pedestrian road and climbing road in Mat Son tourism area, Dong Ve ward.

CHAPTER 3: RESULTS OF THE MONITORING FOR THE IMPLEMENTATION OF

ENVIRONMENTAL MANAGEMENT PLAN (STAGE 2)

The Provincial Project Management Unit (PPMU) of the Comprehensive

Socio-Economic Development Project for Thanh Hoa City and Ha Thanh

Environment and Land Techniques Limited Company signed a consultancy contract

on November 19th 2013 on consultancy provision for the service of “Independent Environmental Monitoring Consulting Services” of the Comprehensive Socio-

Economic Development Project for Thanh Hoa City (CSEDP) with implementation

period of 14 months from 19th November 2013 to 31th December 2014.

From the commencement of its work, the Environmental Monitoring Consultant

(EMC) has implemented activities as following:

- From November 19th 2013 to 25th November 2013, EMC prepared

inception report and submitted to The Provincial Project Management Unit (CSEDP);

- In the late of November 2013 to the beginning of December 2014, EMC

implemented the first monitoring mission in the area of 05 sub-projects. At the time of

monitoring, all 9 construction packages of the 05 sub-projects were in the middle

stages of construction phase;

- From December 2013 to January 2014, EMC implemented the second

monitoring mission in the area of all 09 construction package of the 05 sub-project;

- From January 2014 to April 2014, EMC conducted the third monitoring

mission in the area of all 09 construction package of the 05 sub-project;

- From April 2014 to July 2014, EMC conducted the fourth monitoring

mission in the area of 8 construction package of the 05 sub-project.

The main objectives of the consultancy service are to enhance the

environmental managing capacity, to ensure sustainable development and

compliance with ADB’s environmental policy as well as Vietnamese Law on Environmental Protection.

EMC’s main responsibilities in each monitoring mission include:

- Monitor the contractors’ compliance with Environmental management plan;

- Monitor through sampling in order to control the quality of the environment;

- Build management capacity and provide technical support for environment

management activities

- Prepare periodic reports every month and quarter after EMC’s monitoring missions.

The results of the monitoring missions were presented in the quarterly report

by EMC with the main contents focused on the assessment of the bidding packages

deployment progress and the contractors’ implementation of the Environmental

Management Plan in the sub-projects. Each activity conducted by EMC is

accompanied by illustrative pictures.

In this monitoring report, EMC will present the results of community

consultation, the results of environmental monitoring in bidding packages of 05 sub-

projects, the summary of the main findings at 05 sub-project since the consutation

contract was signed on November to the end of January 2014 and the suggestions

for additional measures, responsibilities and budget for implementation.

3.1. Results of community based monitoring

3.1.1. Implementation contents

Conducted interviews with local authorities and local people about the impact of the construction activities on natural environment and social issues as well as conflict resolution that have been incurred in the construction process. Number of people interviewed was 353, of which:

- Classification based on sex: 280 males and 73 females

- Classification based on positions: 18 chairmans of Commune People’s Committee, 22 deputy chairman of Commune People’s Committee 72 management staff, local leaders and 241 local people in the affected areas. Details of the monitoring is shown in Appendix 5.

3.1.2. Results of community based monitoring

3.2. The results of environmental monitoring of Construction Monitoring Consultant (CMC)

3.2.1 Implementation content

(i) Collecting information and data on environmental regard recorded by Site inspectors of the mamagement consultant (Sinclair Knight Merz).

(ii) In addition to the technical supervision, site inspectors also frequently reminded contractors on compliance of measures about occupational safety, traffic safety, site sanitation, public health, etc.

3.2.2. Environmental monitoring results of CMC

- The monitoring documents of construction supervision consultant (CSC) offers a full range of 05 project components CSEDP (including preparation of bidding documents, bidding and construction) as planed.

- CSC implemented monitoring according to construction procedures, supervision of technical criteria and construction schedule of the contractor etc. In addition, CSC also has an important task is to monitor the implementation of measures to minimize the environmental impact of the contractor. The units of construction supervision consultant in 09 packages that are being constructed meet the staffing requirements and work plan specifically to serve the Management of Sanitation and Safety health on and around the site. The monitoring results of the

CSC is synthesized through the monitoring results at 09 construction packages as follows :

i. Most contractors have taken serious measures to minimize adverse impacts on the natural environment and socio-economic.

ii. Constractors comply transporting and disposal of excavated soil at disposal sites as regulations.

iii. Most vehicles used for transporting construction materials have traffic license, their body were coverred by cannvas. Operation of these vehicles was complied with regulations on traffic speed and flow.

- However, some of contractors have not often taken mitigation measures or not seriously in some packages :

i. Community health (Health): Dust still arised in days without rain at some of the routes along Nguyen Trai, Le Lai, Nguyen Phuc, Ha Huy Tap, Ve Yen, Highway 45 (under component 1); the construction area of wastewater treatment plant, the route of interceptors at Le Thanh Tong Street, Ngo Van So Street, Thoi Huu street (under component 3);

ii. Safety of construction site (Safety) Some contractors did not pay much attention to labor safety, not remind their workers to regularly use labor protective equippments at some construction sites such as construction area of the industrial college (under component 4), the construction area along the route of interceptors, intention lakes and wastewater treatment plan (under component 3) and some construction sites (under component 1).

iii. Environmental Sanitation (Environment): Environmental Sanitation of some construction sites was not complied with regulations. For example, construction materials are not tided up, many kinds of wastes are not still messy.

iv. Transportation management (Transportation):Traffic safety situation took place well however there were still some cases of signboards not being regularly used at some construction sites and of materials transporting vehicles not being coverred with cannvas at some locations such as intersection with Highway 45, intersection with residential area of Quang Hung, Quang Thang communes (under component 1), the area along the route of interceptors and detention lakes (under component 3) ...

- During the monitoring, construction supervision consultants frequently reminded, requested contractors to implement mitigation measures, overcome delaying issues. Therefore most of the contractors have stricly complied regulations on occupational safety, traffic safety, sanitation at construction sites. However there are still some outstanding issues that need to be addressed in the next phase of construction (summary in table 3.2) as follow:

- Most of analysed indicators are lower than the alowable value of QCVN 08:2008/BTNMT.

However, at sampling locations such as Nha Le River (Component 2; Component 5, sub-project G2P5), Dinh Huong River (sub-project G1P5), DO, TSS are the main pollutants that their concentration exceed allowable standard (QCVN 08:200//BTNMT). According to the obsevation of consultant and locality’s feedback, water quality at sampling location has been mainly polluted from residential area. Nha Le and Dinh Huong are drainage rivers of Thanh Hoa City therefore construction activities did not impact on river water quality.

3.5. Synthesing monitoring results

The pending issues in the monitoring, implementation responsibility and implementation time are synthesized in Table 3.8.

CHAPTER 4: CONCLUSION AND RECOMMENDATION

4.1 Conclusion

4.1.1. Achieved results

- Construction contractors have collaborated with local authorities and PMU in resolving arsing problems. Construction activities have not much impacted on environment, society in region . The sub – projects which are assessed well implematation of EMP include: Sub-project G3P3 - Waste water treatment facility of Hospitals; G2P4 - The Vocational School of Handicraft; The School of City’s Blind Association; The Intermediate School of Tourism and Trade; G2P5 - Mat Son Tourism Spot.

- Construction supervision/monitoring consultant has fully recorded and submitted monitoring forms to PMUs of sub – projects. They have given fully and exactly feedback the implemtation of mitigation measures for environmental impact, occupational safety, traffic and arising problems at construction site

- People’s Commitee of communes in project area have taken right their responsibility to monitor community, regularly inspect, give feedback to PMU about construction’s impact on environment, society. They support PMUs and construction contractors to manage worker and resolve arising problems

- Regarding construction’s impact on environmental quality, based on analysis results, there has not significantly impacted on air quality and surface water environment in region.

4.1.2. Pending issues

- Labor safety:

+ Labour protection for workers during construction time has not fully equipped at most of sub-project.

+ Temporary fence to separate construction works from residential area is not available (Sub-project Construction of transport road, interceptor sewer)

+ Warning sign board for deep holes at construction site has not been available ( sub – projects of interceptor sewer)

+All construction contractors have not implemented periodical medical examination for workers at construction site (6 months/ time).

- Traffic safety: Construction sign board has not been installed at some intersections (Sub-project -Construction of transport road)

- Community safety: Arising dust at some construction sites affect community’s health and production activities (Sub-project - Construction of transport road, interceptor sewer)

4.2. Recommendation

- PMU of CSEDP need to have measures to force construction contractors into implementing recommendations and implementation time for regulations in table 3.8 and minutes have been made while on –site inspection (appendix 4).

- Cnstruction contractors need to overcome the pending issues of the previous monitoring (according to table 3.8).

- Construction supervision/monitoring consultant, beside filling in form no. 1, monitor the implementation of recommendations in the previous monitoring; arising problems need to be filled in form no.2 and promptly reflect to PMU.

- People’s Committee of communes where the project is under construction need to promptly reflect the pending issues of construction contractors, avoid extending the pending issues.

4.3. Next monitoring plan

The next monitoring plan of Environmental monitoring consultant will be implemented in September and November 2014 with the following contents:

- Implement on – site inspection

- Synthesize monitoring forms of construction supervision consultant

- Implement community based monitoring

- Implement sampling to evaluate environmental quality

II. Dust and exhaust generation

1- The construction sites must be covered with fence of at least 2m height to avoid the release of dust

2- Excavation and demolition at site must be watered to minimize dust dispersion. The cleaning activities is proposed to be undertaken at least once a day during the rainy season and twice a day during the dry season in the working areas

3- The cleaning activities is proposed to be undertaken at least once a day in the rainy season and twice a day in the dry season in the transport routes

4- Contractors must cover the material storage areas, set up appropriate of mobilize material to the site to ensure that material will not obstruct at the site

5- The construction machines and equipments have to comply with Decision No. 249/2005/QĐ-TTg dated 10/10/2005 of Prime minister, regulation on emission roadmap for road transportation vehicles

6- Every material storage area must be far from residential houses at least 50m

7- The trucks which carry waste/ construction materials must be covered by fence; The trucks using in the construction process must have appropriate size and allowed load

8- Provide washing stations at the gates of the construction site

storage areas, load/unload construction materials activities must be located at least 200 m far from the surrounding watercourse

2- Storage of fuel, chemical substances, paint, and food shall be sited on the sheltered areas. Filling and refueling activities have to be carried out within and secured by fencing to avoid the leaking out in the environment

3- Use temporary ditches to divert water flow from construction sites to a designated receiving area where be agreed by the investor and TVGS.

4- Provide portable toilets at the construction site

5- Cover material storage areas when raining. Temporary storage of construction waste in the sites will be no longer than 24 hours

6- Set up appropriate construction schedules to avoid the rainy season, flooding time in the construction areas as well as in the upstream of the rivers

7- The placement of washing instruments/vehicles next to the water body will not allowed avoiding the leaching of waste, sludge, soil and oil contaminated water

1- Ensure safe storage of fuel and other hazardous substances

2- Filling/refuelling and equipment/vehicle maintenance activities must be carried out within approved areas

3- Storage of fuel and chemical substances shall be sited in a roofed areas

4- Ensure all storage containers are in good condition with proper labelling

5- Collection, transportation and treatment are carried out via contract with a company allowed in the field of hazardous substance treatment

VI. Health and safety for the workers

VII. Public safety 1- Install barriers (temporary

fence) at construction areas to prevent people from accessing to the site

2- Provide security man working in the high-risk areas such as excavation sites and areas where heavy equipment is in operation to keep people out

3- Remain the red light during the night time

4- Limit the speed of transport vehicles passing through residential areas

5- At the completion of construction works, borrow areas must be backfilled or fenced

6- Trucks carrying out granular materials must be covered. All trucks used should not be overloaded and clean wheels of vehicle before leaving construction site, dispose location and material quarries

7- Ensure safety and avoid traffic jam during erecting process of culverts under the dykes

8- Load/unload activities on the dykes (if any) need to be planned to avoid peak time

9- Get on agreement with local authorities on using the transport routes and if there is any transport route which is downgraded because of material and waste transportation, the contractors have to provide the full compensation.
