Executive Summary

Bangladesh Gas Fields Company Ltd. (BGFCL) is executing this project “Gas Seepage Control and Appraisal & Development of Titas Gas Field'' being financed by Asian Development Bank (ADB) and local currency being financed from Government of Bangladesh (GOB) & BGFCL funds. A project has been taken named Drilling of 4 new wells (23-26) and installation of two process plants at Titas Gas Field. Of them two package have been planned under the financial assistance of ADB named 'Natural Gas Access Improvement Project, Part-B: Safety & Supply Efficiency Improvement in Titas Gas Field' with a view to enhance the capacity for gas production as well as to meet the gas demand of Bangladesh. BGFCL as executing agency (EA) of the project has signed two turnkey contracts with M/s SINOPEC International Petroleum Services Corporation, China and Consortium of Zicom Equipment Pte. Ltd. & SINOPEC Petroleum Engineering Corporation for drilling of 4 wells and installation of two gas processing plants at Titas Gas Field respectively.

BGFCL has carried out Environmental Assessment and obtained Environmental Clearance Certificate (ECC) from DoE. Accordingly, Health, Safety and Environmental (HSE) issues and implementation of EMP were included in the contracts with the contractors to attract compliance with these issues. Simultaneously, BGFCL and its contractors working in the field are regularly monitoring the implementation of EMP, HSE issues, provided with guidelines for safety and Environmental Parameters. As for now, task need to be considered in priority are to establish an institutional mechanism to manage and monitor the EMP.

The objective of the environmental management and monitoring is to record environmental impacts resulting from the project activities and to ensure implementation of the “mitigation measures” identified earlier in order to reduce adverse impacts and enhance positive impacts from specific project activities. Besides, it would also address any unexpected or unforeseen environmental impacts that may arise during construction and operation phases of the project.

Chapter 1: Project Background

1.1 Basic Information

Bangladesh Gas Fields Company Ltd. (BGFCL) is one of the largest state-owned natural gas producer of the country. It is a company of Bangladesh Oil, Gas & Mineral Corporation (Petrobangla) under Ministry of Power, Energy and Mineral Resources. BGFCL operates Titas, Habiganj, Narsingdi, Bakhrabad and Meghna Gas Fields. Natural gas is a significant source of commercial and domestic energy in Bangladesh. The government emphasizes on the expansion of gas production capacity for augmenting power generation in the country for promoting extensive industrialization. Country's demand for natural gas is increasing day by day. Current energy policy and the development plans are focused to reduce import of petroleum products and thereby reduce the pressure on the foreign exchange through exploration, production and marketing of natural gas. Accordingly the main objective of the project is to sustain/increase the current production of natural gas from Titas Gas Field. Natural gas is an intrinsically clean fuel compared with most alternatives.

A project has been taken named “Gas Seepage Control and Appraisal & Development of Titas Gas Field''. Of them Drilling of 4 new wells (23-26) and installation of two process plants at Titas Gas Field has been planned under the financial assistance of ADB named 'Natural Gas Access Improvement Project, Part-B: Safety & Supply Efficiency Improvement in Titas Gas Field' with a view to enhance the capacity for power generation as well as to meet the gas demand of the country. BGFCL is the executing agency of this program.

1.2 Objective:

The main objective of the project is to establish a sustainable gas production to meet the demand for gas of the country. BGFCL has taken up this project in consideration of the present situation and the future higher gas demand of the domestic, commercial and industrial consumers of the country.

The objective of the environmental management and monitoring is to record environmental impacts resulting from the project activities. Besides, it would also address any unexpected or unforeseen environmental impacts that may arise during construction and operation phase of the project.

1.3 Project Implementation:

Two international tender was called for engagement of contractors to implement this project in two separate packages. Under the project, a contract has been signed with the successful bidder on December' 2014 for drilling of 4 wells (23-26) at Titas Gas Field. Drilling of 4 wells (Titas well no. 23, 24, 25 & 26) were completed. Another contract for installation of gas processing plants has also been signed on December’ 2014 with the successful bidder. Based on approved design gas processing plant has been manufactured and fabricated in contractor’s country. Installation of two gas processing plants has been completed at site. All physical activities of the project had been completed within May, 2017. Now, 68 MMSCFD gas is being produced from 4 wells (Titas well no. 23, 24, 25 & 26) and processed through two gas process plants. All four (4) producing gas wells (Titas well no. 23, 24, 25 & 26) and two gas process plants have been handed over to the Operation Division of BGFCL from project office in June, 2017.

1.4 Project Location

The project area is administratively located in the district of Brahmanbaria. Drilling of 2 new development wells (Titas-23 and 24) and installation of 1 process plant has been completed at the southern part of Sarail upazila and other 2 new wells (Titas-25 and 26) and 1 process plant at the mauza Chhatian, Jangalisar & Malihata of Sadar upazila under district Brahmanbaria. The location of the drilling wells and process plant has been shown in the district map (Map 1).

1.5 Major Components of the Project

I. Drilling of 4 (four) New Wells (Well Nos. 23-26); and

II. Installation of 2 (two) Gas Processing Plants (each capacity 75 MMCFD) at Titas Gas Field with related civil works.

The following environmental impact may occur due to project construction and operational activities:

- Emission of greenhouse gas due to combustion of fuel from vehicles, generators, equipment and field camp during drilling and process plant construction/installation.

- Contamination of surface water by discharge of liquid waste during drilling operation from rig and gas processing plant.

- Contamination of soil by generating solid waste from drilling activities, process plant construction/installation and field camp.

- Noise and vibration by movement of vehicles, electricity generation and operation of drilling rig.

- Health hazard due to welding and equipment installation/operational activities.

All the above environmental impact are temporary and continued till project running.

1.6 Environmental Category

The Safety and Supply Efficiency Improvement of Titas Gas Field Project has been classified by ADB as a Category B project. As per the ADB’s “B” categorization an Initial Environmental Examination (IEE) is sufficient to meet the environmental requirements. An IEE report with Environmental Management Plan (EMP) was prepared and submitted to ADB.

1.7 Physical Progress of Project Activity

Drilling of 1st well (Titas-25) has been started on 17 December’ 2015. Drilling of another 3 wells (Titas well no. 23, 24 & 26) were completed one after one. Installation of two gas processing plants has been completed at site. All physical activities of the project had been completed within May, 2017. Now, 68 MMSCFD gas is being produced from 4 wells (Titas well no. 23, 24, 25 & 26) and processed through two gas process plants. All four (4) producing gas wells (Titas well no. 23, 24, 25 & 26) and two gas process plants have been handed over to the Operation Division of BGFCL from project office in June, 2017.

1.9 Compliance with National Environmental Laws

The environmental legislation of GOB emphasises reducing the negative impacts of development projects and enhancement of the positive impacts. This conforms to Bangladesh Environmental Conservation Act (BECA) 1995 and Bangladesh Environmental Conservation Rules (BECR) 1997. The Bangladesh Environment Conservation Act of 1995 (BECA '95) is currently the main legislation in relation to environment protection in Bangladesh. This Act is promulgated for environment conservation, environmental standards development and environment pollution control and abatement. Environmental Conservation Rules (1997) promulgated under the Environmental Conservation Act of 1995 (so far there have been three amendments to this set of rules. The Environment Conservation Rules of 1997 has provided categorization of industries and projects and identified types of environmental assessments needed against respective categories of industries or projects. The Department of Environment (DoE) executes the Act under the leadership of the Director General (DG). Prior permission is required from DoE for extraction and production of mineral resources under this act. Before any new project can go ahead, as stipulated under the rules, the project promoter must obtain Environmental Clearance from the Director General. Failure to comply with any part of this Act may result in punishment.

1.10 Compliance with ADB’s Safeguard Policy Statement

ADB has issued Safeguard Policy Statement (SPS) in 2009. ADB emphasizes assisting developing member countries to pursue environmentally sustainable growth and is also committed to ensuring the social and environmental sustainability of the projects. In this context, the goal of the SPS is to promote the sustainability of the project outcomes by protecting the environment and people from projects’ potential. An IEE report with Environmental Management Plan (EMP) was prepared and submitted to ADB. The EMP was incorporated into the tender documents and has then become a part of the contract. The cost for the implementation of the EMP has been included in the Contract. The project is also in conformity with the guideline of ADB i.e. Safeguard Policy Statement 2009.

The objectives of ADB’s safeguards are to:

i) avoid adverse impacts of projects on the environment and affected people, where possible;

ii) minimize, mitigate, and/or compensate for adverse project impacts on the environment and affected people when avoidance is not possible; and

iii) help borrowers/clients to strengthen their safeguard systems and develop the capacity to manage environmental and social risks.

Safeguard Policy Statement applies to all ADB-financed projects and their components including investment projects funded by a loan and/or grant. ADB do not finance projects that do not comply with its safeguard policy statement.

1.11 Environmental Clearance

The environmental clearance for the project was obtained from Department of Environment (DoE) on 30 April 2013 vide their memo no. DOE/Clearance/4042/2009/97. Subsequently renewal of the environmental clearance certificate is going on from DoE.

1.12 Key Findings in IEE

BGFCL will maintain standard quality of implementation of the program with due consideration to standing rules and regulations. Well drilling and gas process plant construction and operation usually have a temporary environmental impact compared to that of the other industrial projects. The use of best engineering and management practices, mitigation procedures and control will contribute positive impact on environment. Project construction and operational activity have minimum adverse impacts on the environment. The most important measure to achieve a good level of environmental acceptability of the project is adoption of best practices

in design and construction. Avoiding environmentally sensitive location should be an integral part of the process.

The potential environmental impacts of the projects components covered by the IEE are insignificant, and temporary, which will mostly occur only during the operational stage. All the potential environmental impacts can be mitigated to an acceptable level by adequate implementation of the measures.

1.13 Environmental Management Plan

The Initial Environmental Examination (IEE) contained an Environmental Management Plan (EMP) for mitigation measure in view of the possible impacts due to project activities. The EMP also includes a monitoring plan for taking corrective measures. Implementation of EMP would minimize the effect of negative impact and increase the benefits of the positive impacts. EMP mitigation measures are defined in the institutional responsibility table. The Environmental Management Plan contains associated monitoring programs during project implementation period.

1.14 Institutional Arrangement for Monitoring and Compliance

The monitoring has carried out by the Executing Agency (EA). Project Implementation Unit (PIU) personnel stay at site full time during project operation period to oversee the activities. In addition EA has Environment and Safety department headed by Deputy General Manager to oversee the environment and safety activities of the company including the projects. During project operation environment and safety departmental personnel visit project area every week and consult with contractor’s personnel to take necessary steps for protection of the environmental pollution resulting from their activities. Also, a monitoring firm (Mia Environmental Monitoring Center) was engaged to monitor and tests the environmental parameters time to time. They have collected samples from the project area and conducted test in laboratories.

Chapter 2: Environmental Monitoring

2.1 Environmental Measures

Environmental monitoring requires a set of indicators that could be conveniently measured, assessed and evaluated periodically to establish trends of impacts. All development project must co-exist satisfactorily with its surrounding environment so as to reduce the environmental impacts caused due to this activity. To control the adverse impact on ambient air, water, noise and safe environmental management plan has to be implemented by the proponents. In view of the possible impacts as assessed in IEE following monitoring program are considered for the impact assessment:

- Air quality monitoring

- Noise monitoring

- Occupational health and safety monitoring

- Water quality monitoring

- Health and safety monitoring

- Monitoring for disaster management and emergency response preparedness

2.2 Monitoring Results

Construction phase of project has been started earlier. Drilling of well Titas – 23, 24, 25 & 26 has already been completed. To see the adverse impacts of the project or see the activities following parameters were measured and shown in table 3.2

- underground water : pH, chloride, calcium, magnesium, iron and arsenic.

2.3 Enhancement Measurement

- Construction of sanitary latrine and septic tank system (one latrine for 20 persons)

- Waste minimization, recycle and reuse

- Proper disposal of solid waste (in designated waste bins)

- Speed reduction to 10 km per hour within the Project area

- Keeping vehicles under good condition, with regular checking of vehicle condition to ensure compliance with national standards

- Use of noise suppressors and mufflers in heavy equipment

- Avoiding, as much as possible, construction equipment producing excessive noise at night.

- Avoiding prolonged exposure to noise (produced by equipment) by workers

- Not using equipment such as stone crushers at site, which produce significant amount of particulate matter.

- Keeping construction equipment and generators in good operating condition

- Using equipment, especially generators with high levels of emission control

2.4 Mitigation Measure

2.4.1 Air Quality

Construction materials at the site are properly covered while hauled and stored, roads properly cleaned and water sprayed in order to minimize concentration of dust in air when dust increases. Vehicle movement to and from the site are properly managed to ensure that is does not significantly aggravate the traffic problem and air pollution. Stone (aggregate) crushing activities are properly done in fine tune batching plant which is far away from the construction site and not allowed within the project premises. Health status of all workers is monitored regularly at the Health Center established at the project site.

2.4.2 Water Quality

The human wastes from the labour camp are appropriately disposed off through construction of sanitary latrines connected to appropriately designed septic tank system (consisting of septic tank and soakage pit). Wastewater generated from different construction activities is not likely to be significant in volume. Disposal of such wastewater are carried out by draining them in shallow pits (1 to 1.5 m deep) dug in the ground at appropriate locations, and filling them up with sand at the end of the construction phase. In all cases, the wastewater streams are separated from the storm water stream, which is disposed off separately utilizing the storm water disposal system at the project site.

2.4.3 Noise Level

- Used “quiet” equipment (i.e., equipment designed with noise-control elements);

- Routed truck traffic away from noise-sensitive areas, where feasible;

- Installed sound barriers for pile driving activity, where practicable (e.g., use an acoustic curtain or blanket around the point of impact);

- Unnecessary vehicle movement are avoided

- Switch off the engines while remain unused.

2.4.4 Solid Waste

The solid wastes of domestic nature generated mainly in the labor sheds are collected and stored separately (i.e., without mixing it with construction wastes/debris) in appropriate containers within the construction site. The solid wastes generated during project operation period will be collected properly and deposited to designated place within the company’s own premises.

Impact on Water Quality

The surface water samples were collected from drilling site of Titas 23 & 24. The tested results are presented in Table 3.2.1. It may be mentioned here that there is no surface water, cannel or river to the side of the T-25 & 26 project area.

Impact on Noise

At the operational period, source of noise is from process plant and well site. The noise sample were collected from different point of the Titas-23 & 24 (Location-I) and Titas-25 & 26 (Location-J) area.

Plant Operator and Generator Operator always used ear protection at the project site.

3.3 Safety Assurance of the Project Site

Personnel Safety Equipment (PPE): Use of proper safety materials are mandatory for all at project site. Workers use appropriate personal protective equipment, such as safety boots, helmet, safety belt, safety harness, gloves, protective clothing, goggles and ear protection etc. So long as safety does not suffer due to this action. There is no fatality and other casualty.

3.4 Compliance Measures

Environmental Management Plan (EMP) is the integral part of contract document. So, both the Drilling and Process Plant Contactors have taken necessary environmental and safety measures at worksite and plant area. This includes reuse/recycle of water, safe disposal of water and other solid waste, prevention of spillage and leakage of polluting materials, periodic checks of personnel health and safety, availability of first aid and medical service, use of personnel protective equipment (PPE) etc. 3.5 GoB Guidelines for Air and Noise Quality

For carrying out the production, the standard for air and noise quality of the environment shall be determined in accordance with the standard specified in Schedule 2 and Schedule 4 in the Environment Conservation Rules 1997, compiled by DoE, Ministry of Environment and Forest, GoB. Schedule 2 and 4 are presented in the Table 5.1. The revised National Ambient Air Quality Standards and Noise Level Standard is shown in Table 5.2 and Table 5.3 respectively.

The guidelines for acceptable noise level, especially outside well site / process plant boundary have been considered as levels recommended by internationally acclaimed standards. Bangladesh has categorized the noise by the following levels.

3.6 Progress of Work

Drinking water monitoring: Drinking water sample was collected from supply water for analyzing.

Under ground water monitoring: Ground water sample was collected from supply water for analyzing.

Noise level monitoring: Noise level monitoring is also necessary during construction period, because use of heavy construction equipment may increase the noise level at the work location. So, Noise level data were collected from selected locations.

Waste management and process waste monitoring: Disposal of construction debris away the site and their appropriate disposal sanitary landfill are ongoing. Hazardous waste and non-hazardous waste are also disposing by proper way.

Trees cutting: The project site is in bare field. So, there was no scope of tree cutting.

Others: There is no significant impact on the existing road network in the project area. Major transportation of plant and construction material are done by the road with unloading of materials by crane owned by the contractor which is within the existing BGFCL area.

Health and Safety: The general health and safety of workers is safeguarded with the provision of medical and health facilities on-site, the provision of personal protection equipment (hard hats, ear plugs, masks as required). There is an emergency response system and workers and supervisors are received training on any accident and immediate medical facility in its own round the clock medical center.

3.7 Statement on Site Inspection

During the project operation, project office personnel are engaged full time at site to oversee the contractor’s activities. Environment and Safety departmental personnel also visit the project area every week and consult with contractor’s personnel to protect environmental pollution resulting from their activities. One complaint was received against crops damage and which was met up through distribution of cash compensation. No noncompliance notice was issued by BGFCL.

3.8 Grievance Redress Mechanism

Grievance Redress Mechanism had been established to ensure stakeholders participation in the implementation process. Through public consultations, the AP’s had informed that they have a right to grievance redress from BGFCL. The AP’s had called upon the support of the RP Implementing committee engaged to implement the RP to assist them in presenting their grievances or queries to the GRC. Other than disputes relating to ownership right under the court of law, GRCs had reviewed grievances involving all resettlement assistances, relocation and other supports.

The EA had hanged two grievance receiving boxes at the main gate of project locations (Sarail & Bohdol). The affected 7 (seven) farmers of Sarail Location claimed that some crops (Paddy field) of their land adjacent to boundary wall had been damaged at the time of Drill Stem Testing (DST) operation of Well no 23.

GRC consulted with Sarail Union Parishad Chairman, Member, Agricultural Extension Officer (Sarail Upazilla) and 7 AP’s. After consultation, the GRC fixed up the value of the damaged crops Tk 31,365.00. All AP’s were invited on 28.02.2017 at BGFCL’s head office and BGFCL distributed Tk. 31,365.00 among the 7 (Seven) AP’s as cash compensation.

3.9 Follow up of the recommendations of mission aide memoire:

As per the recommendations of mission aide memoire, EA has ensured good and safe cover of the base of 4 wells and cleanup of the construction garbage at Titas gas field. Photos are attached in Annex-1.

Chapter 4: Recommendation and Conclusion

The environmental monitoring report is consist of environmental monitoring reporting based on measured ambient air, noise, underground and surface water quality parameters. The work has been done in laboratory. Noise quality was done by noise level meter. House-keeping is also in good condition at the project site. All solid, liquid and hazardous waste are disposed into the designated container at the plant site. Most of the solid wastes are disposed by landfill. The usable solid wastes are handed over to proper party for recycling. Liquid hazardous waste is conserved and properly clean of the storage area. Hazardous waste is kept at designated places by labeling.

Finally it can be concluded that the project areas has minor detrimental impact for short period on the environment in terms of ambient air and ambient noise during the construction period. The plant provides a good working environment for the workers.
