Environmental Justice Case Study:Marcropper in the Philippines

The Frame:

The said case happened on the year 1996, where the accident became known as the "Marcopper Mining Disaster".

The government of the Philippines supports Multinational Corporation and actively seeks to bring in their investment, like mining into the country.

Very poor area Relies heavily on agriculture and fishing The mining area has polluted waterways The island is one of the poorest part of the country

Opportunity:

Provides electricity for the province Provides $30M a year for local gods and services.

Threats:

The Government of the Philippines might stop the operation of Marcropper. May endanger the lives of the people and its habitants.

Alternative Course of Action (ACA):

Investigate means of the intervention for the affected community people. Conclude the criminal cases against Marcopper/Placer Dome. Collect unpaid taxes from Marcopper/ Placer Dome. Ensure the Tapian Pit will not leak again. Immediately proceed with Marcopper/Placer Domes best option to

rehabilitate Boac River. For Marcopper/Placer Domes to set up a Health Trust Fund. Require Marcopper/Placer Domes to compensate them for the time since

1996. Maintain the closure order against Marcopper so they cannot operate

again.

Decision Matrix:

The group suggest that the best way to solve the problem is to immediately proceed with marcopper to rehabilitate the Boac river, wherein the environmental concerns of the people will be answered, and to set up a Health Trust Fund for the people of marinduque to ensure they are well and healthy.
