GENERAL CONDITIONS

1. The applicant shall provide facility forcollection of environmental samples andsample of trade and sewage effluents, airemissions and hazardous waste to the Boardstaff at the terminal or designated points andshall pay to the Board for the servicesrendered in this behalf.

Yes, it is ensured. Designated points forsampling, such as V-notch & samplingport, ladder, Platform for all the stacks, etcare provided as per CPCB guidelines, forcollection of environmental samples andsample of trade and sewage effluents, airemissions and hazardous waste.

2. If the MIDC pipelines is broken/overflowing chamber, in such casesindustry shall not discharge their treatedeffluent into MIDC drain, it shall be sent toCETP by tanker

3. Industry should monitor effluent qualitystack emissions and ambient air qualitymonthly/quarterly.

Yes, it is followed. Monitoring of effluentquality, stack emissions and ambient airquality have been done through MoEFapproved laboratory on quarterly basis.The results obtained for all the abovementioned parameters are well within theCPCB permissible limits. The results forthe same are attached as Annexure1

4. The applicant shall provide ports in thechimney/(s) and facilities such as ladder,platform etc. for monitoring the airemissions and the same shall be open forinspection to/and for use of the Board’sStaff. The chimney(s) vents attached tovarious sources of emission shall bedesignated by numbers such as S-1. S-2, etcand these shall be printed/displayed tofacilitate identification.

Yes, it is followed. The industry hasprovided ports to the chimney/(s) and hasalso provided facilities such as ladder,platform etc for use of the Board’s Staff, asper CPCB guidelines. Numbering to stackshas also been done.

5. Whenever due to any accident or otherforeseen act or even such emission occur oris apprehended to occur in excess ofstandards laid down, such information shallbe forthwith Reported to board, concernedpolice Station, Office of Directorate ofHealth Services, Department of Explosives,Inspectorate of Factories and Local body. Incase of failure of pollution controlequipments, the production processconnected to it shall be stopped.

8. The industry shall recycle /reprocess/ reuse/recover Hazardous Waste as per theprovision contain in the HW(MH&TM)Rules 2008 which can be recycled/processed/ reused/ recovered and only wastewhich has to be recycled/reprocessed etcshould go for that purpose, in order to reduceload on incineration and landfillsite/environment.

The hazardous waste generated from theindustry is Chemical sludge containingresidue Pesticides and ETP Sludge (Chemical Sludge from Waste TreatmentPlant) which cannot be recycle /reprocess/reuse, hence the hazardous waste generatedis disposed to CHWTSDF, Ranjangaon.Hazardous waste manifest (Form-13) isattached as Annexure3

9. The industry should comply with theHazardous waste (MH & TM) rules,2008and submit the Annual Returns as per Rule5(6) & 22(2) of Hazardous Waste Rules2008 for the preceding year April to Marchin Form-IV by 30th June of every year.

Yes, the industry complies with theHazardous waste (MH & TM) rules, 2008and submits the Annual Returns as perRule 5(6) & 22(2) of Hazardous WasteRules in Form-IV. The same is attached asAnnexure4.

10. An inspection book shall be open and madeavailable to the Boards officers during theirvisit to the applicant.

Inspection book has been maintained atsite.

11. The applicant shall make an application forrenewal of the consent at least 60 daysbefore the date of the expiry of the consent.

12. Industry shall strictly comply with the Water(P&CP) Act.1974 Air (P&CP) Act, 1981and Environmental Protection Act, 1986 andindustry specific standard under EP Rules1986 which are available on MPCB website(www.mpcb.gov.in).

It will be ensured. Monitoring of AmbientAir, stack monitoring and Water analysishas been done through MoEF approvedlaboratory. The results obtained are wellwithin the limits of CPCB standards. Thesame is attached as Annexure1.

Environment Protection.14 Separate drainage systems shall be provided

for collection of trade and sewage effluent.Terminal manholes shall be provided at theend of the collection system witharrangement for measuring the flow. Noeffluent shall be admitted in the pipes/sewage downstream of the terminalmanholes. No effluent shall find its wayother than in designated and providescollection system

Separate drainage systems are provided fortrade and sewage effluent. The sewageeffluent drains are connected to STP andthe trade effluent drains are connected tothe ETP. The effluent after treatment in theSTP and ETP facilities is reused forgardening and as cooling tower makeupwater respectively.

15 Neither storm water nor discharge fromother premises shall be allowed to mix theeffluents from the factory.

It is ensured. Separate Storm waterdrainage line is provided which further isconnected to the MIDC drainage system.

16 The applicant shall install a separate metershowing the consumption of energy foroperation of domestic and industrial effluenttreatment plants and air pollution controlsystem. A register showing consumption ofchemicals used for treatment shall bemaintained.

Yes, the industry has installed a separatemeter for showing the consumption ofenergy for operation of industrial effluenttreatment plants. . A register showingconsumption of chemicals used fortreatment has been maintained.

17 Condition for D.G. Seta) Noise from the D.G. Set should be

controlled by providing an acousticenclosure or by treating the roomacoustically.

b) Industry should provide acousticenclosure for control of noise. Theacoustic enclosure/acoustic treatmentof the room should be designed forminimum 25 dB(A) insertion loss orfor meeting the ambient noisestandards, whichever is on higherside. A suitable exhaust muffler withinsertion loss of 25 dB(A) shall alsobe provided. The measurement ofinsertion loss will be done atdifferent points at 0.5meters formacoustic enclosure/room and thenaverage.

c) Industry should make effort to bringdown noise level due to DG set,outside industrial premises withinambient noise requirement by propersitting and control measures.

d) Installation of DG set must be strictly

18 The industry should not cause any nuisancein surrounding area.

19 The industry shall take adequate measurescontrol for control of noise levels from itsown sources within the premises so as tomaintain ambient air quality standard inrespect of noise to less than 75dB(A) duringnight time. Day time is reckoned in between6a.m. and 10 p.m. and night time is reckonedbetween 10 p.m. and 6 a.m.

The industry has taken adequate measurescontrol for control of noise levels. Themeasures taken are as follows, The D.G. set is provided with Acoustic

20 The applicant shall maintain goodhousekeeping

21 The applicant shall bring minimum 33%ofthe available open land under greencoverage/Plantation. The applicant shallsubmit a yearly statement by 30th Septemberevery year on available open plot area,number of tress surviving as on 31st marchof the year and number of trees planted bySeptember end.

Yes, it is ensured. An alkaline scrubber of capacity 1500

CFM is provided to cater the gaseousemission form the process.

25 The industry shall submit quarterlystatement in respect of industries obligationtowards consent and pollution controlcompliance’s duly supported withdocumentary evidences (format candownloaded from MPCB official site)

The industry submits statement in respectof industries obligation towards consentand pollution control compliance’s in theformat of Form-V. The same is attached asAnnexure2

26 The industry shall submit official emailaddress and any change will be dulyinformed to the MPCB.

27 The industry shall achieve National AmbientAir Quality Standards prescribed videGovernment of India Notifications dt.16.11.2009 as amended

Yes, Air Monitoring has been donethrough MoEF approved laboratory. Theresults obtained are well within the CPCBpermissible. Copy of the same is attachedas Annexure1

28 The industry shall recycle/reprocess/rrecover hazardous waste as per the provisioncontained in the HW (MH & TM) Rules2008, which can be recycled/ processed/Reused recovered and only waste which hasto be incinerated shall go to the incinerationand waste which cannot be used for landfilland cannot be recycled / reprocessed etcshould go for that purpose in order to reduceload on the incineration and landfill site/environment.
