Policy Advise For Environment and Climate Change Program

Probolinggo is a coastal city and local conditions make the city already suffer from climate change impacts such as storm, sea level rise, water-borne diseases and additional river siltation from volcano eruptions. Probolinggo and PAKLIM – GIZ have worked together to perform a systematic Integrated Climate Action (ICA) planning in order to establish an Integrated City Climate Strategy (ICCS). Approached by city multi stakeholders under a climate change task force, Kota Probolinggo has established a target for City Resilient and Adapted to Climate Change Through Integrated City Climate Strategy and 18% of GHG Reduction in Year 2020.

1. Establishment of the effective and efficient transportation system;

2. Improvement the used of energy in government buildings, water distribution and street lights;

3. Improving the conservation of water resources and forest;

4. Improvement of waste management and integrated waste water management;

5. Improvement of agriculture plantation productivity through the natural pest control;

6. Improvement of community based energy saving;

7. Establishment of an integrated flood prevention and handling; and

8. Establishment of a health city through community based institutional capacity building

Field Implementation

Most of agreed strategies have been implemented on the field, lead mostly by the mayor and city secretary of Probolinggo city, through Environmental Agency. From those strategies, the remaining issues to be held in near future are: 1. Establishment of city regulation for city transportation

system and human resources development; 2. Development of an integrated waste water management;

and 3. Integrated pest management field schools.
