EXECUTIVE SUMMAlRY

1.0 BACKGROUND

Uttar Pradesh is the most populated State of India Ureawise it is third largest State ofthe country. The power supply to this vast geographical area (294411 Sq. Km.), is beingmaintained through various load centers and approx. 2,37,3(10 C.Km. (1997) of transmissionlines. The system comprises 11 Nos.of 400 KV. 33 Nos. 220 KV and 196 Nos. 132 KV Sub-stations. For further industrial growth and overall development of the State, UPSEB hasenvisaged several power transmission and distribution schemes some of which shall be fundedby financial lending agencies.UPSEB realizes that power transmission projects may have someunavoidable environmental and social implications. Social issues are addressed through socialpolicy and procedures separately and environmental issues are covered in this document.

UPSEB has great concern for clean environment and conservation of naturalresources.This document intends to deal with the environmcntal issues associated withtransmission projects so as to provide system reliability & effliciency on one hand and cleaner,safer and healthicr environment on thc other hand. Thc Environmental Safeguards of UPSEBprovides environmental framework and safeguards for transmission project of UPSI,B takinginto account the policies. rules, acts and legal requirements of Government of India andGovemmcnt of U.l'.. This document identifies and provides a framework and methodology toaddress environmental issues of Sub-stations and lines and formulats guidelines for preparingthe Environmcnt Management Pl'ans (LMlPs) for the proposed projects.

This document has been prepared in-house by the 'Social and Environmental Cell" ofUPSEIB and the process of preparing it included desk research on legal and institutionalframework,analysis of priority issues in power transmission sector.consistency check withenvironmental policies of other SlBs and with operational policies of World Bank. Discussionswithin and outside UlSl'B were also held for giving due importance to the views / suggestionsof all concerned .The provisions of this document will he implemented in all future transmissionprojects of the Ul'SI,II by field units responsible for construction, operation and maintenance ofthese projecus.

2.0 P.oliCy. al and .Addo ton

UPSEB undertakes itS trnsmission activities within the purview of Indian Laws keepingin mind appropriate obligations and guidelines of statutory and funding agencies.UPSEB views its responsibility under the present legal framework as twofold with regard totheir transmission/distribution projects, fir-stly , the mandatory requirements under the law and,secondly, requirements which influence management procedures addressing envirounmentalissues. Mandatory environmental requirements for UPSEB transmission/distribution worksinclude Techno-economic clearance by CEA under Electricity(Supply) Act- 1948; Forestclearance under Forest (Conservation) Act, 1980 and Forest (Conservation) Rules, 198 1,clearance from Telecom department and perview of Power & Telecommunication Co-ordinationCommittee; provisions and guidelines for safety regulations as per Indian Electricity Rules -1956. Mandatory requirements vis-A-vis Funding Agencies is an EnvironmentReview/Assessment as per World Bank's Operational Policy (O.P.) 4.01 and as per O.P. 4.04and 4.36 regarding Natural Habitats and Forestry respectively. £nvironmental ImpactNotification -1994 lays down specific project categories that require clearance from MOI&F.Power transmission projects are not included in Schedule- I of Einvironmental ImpactAssessment -1 994 , hence environmental clearance is not required for power transmissionprojects. Even as per World Bank's Operation Policy (OP 4.() 1) the transmission projects areclassified as type B projects which would require limited environmental analysis andEnvironmcntal Management Plan (EMP) only.

3.0 Environmental Policy:

Ul'SEB is committed to provide a clean environment/ecology and sustainabledevelopment in all its developmental activities. All its transmission/distribution projects are tobe, therefore, carefully planned to ensure least possible, if any, adverse environmental impacts.Guidelines for construction activities are framed such that these works do not damagc/disturb theenvironmental health of the area. Environmental Policy of UPSI,B also stipulates the guidingprinciples to be followed during operation and maintenance stages of projects which ensuresafcty against occupational haymrds, electrocution, fire hazards. accidents. sound pollution,elecrincal interferences and also ensure that cnvironmental health of the arca is well maintainedand, if possible, improves.

The key principles of Ul'S1,13's environmental policy are:- Avoiding Right of Way (ROW) through Environmentally and Socially sensitivc areasso as to avoid / minimize Environmental & Social Impacts. The principle of avoidance ispracticed so as to circumvent environmentally sensitive areas during project planningstage.- Best construction practices/norms are adopted to ensure minimization of impacts inenvironmentally sensitive areas.

Adoption of advanced Technologies, expertise and management techniqucs formitigation of any unavoidable negative impacts arising out of its project duringoperation and maintenance.

4.0 PMiect DaiRtion:

UPSEB has a wide spread network of transmission lines (19403 ckm length). Forstrengthening the present tnmission system so as to ensure reliable, efficient and sufricientpower supply to consumers, UPSEB will undertake constructions of new Sub-stations;installation of additional transformers, installation of shunt capacitors, laying of newtransmission lines, interlinking of lines of existing Sub-stations, second circuit stringing ofexisting transmission lines etc.. UPSEB has also idendfied many schemes for augmenting powersupply to different zones/districts. For examining the technical suitability , feasibility andjustification of proposed schemes, load flow studies are conducted.

UPSEB places great emphasis on management and quality service by foHowing a verysystematic approach for planning and implementation of its projects by properly integratingFnvironmental & Social issues in its project cycle.

5.0 Basdne Conditos

Uttar Pradesh is the most populated State of the country with a geographical area of294411 sq. Km.. UPSEB has got vast experience in implementation of transmission projetsalong the length & breadth of the State. It has planned. constructed & operated appmx.19403 ckmn of transmission lines (132 KV and above) and runs a transmission system comprisingof 11 No. 400KV Sub-station, 33 No. 220KV Sub-stations and 196 No.132KV Sub-stations apart from 66KV, 33KV, 11 KV LT lines and Sub-stations.The landacquired for transmission Sub-stations, is usually Govenunent land, barren land, waste land ordry agricultural land. Against loss of negligible extent of dry agricultural lands for transmissionprojects agricultural production in respective areas increases considerably due to better supply ofpower resulting in increased irrigation. Cultivable waste lands can be put into use foragriculture. Thus the new transmission projects of UPSEB would have beneficial impacts andultimatelly they will improve the land use pattern.

6.0 Investigation of PCB based eauipments in UPSEB & its safe disposal:-

Polychlorinated Biphenyls (PCBs) have been manufactured by companies of USA.Japan, Germany. UK and have been cxtensively used in electrical equipments, such astransformers and capacitors, because of there outstanding propertics of thermal stability,dielectric properties, non-flammability etc.. However PCBs were later on found to be veryhazardous environmentally and thus restrictions on use of PCBs began and there productiondecreased through 1970's, on account of voluntary limitations and Government restrictions.1Final restrictions on use of PCls were published by US-EIPA in 1985 and council of OECD in1987. As per the report published by World Bank titled "Management of PCBs- India" and ascorroborated by "Environmental Framework and Safeguards for Transmission Projccts ofAPSIB" it is clear that all old imported transformers (purchased prior to 1985) are vulnerable tocontain PCBs. However transforners manufactured indigenously, do not contain PCB matter.As far as capacitors are concerned, BHEL has intimated that capacitors manufactured by themprior to 1985, did contain PCB.

UPSEB carried out detailed investigation to find existence of PCB based equipments 18No. imported tranormers of Hitachi/Mitsubishi make and 76 No.capacitors having PCBcontents have been identified. It is proposed that adeast two saunples each of both manufacturersof transformers (viL M/s Hitachi & Mls Mitsubishi) be tested for PCB contamination.Capacitors are sealed units from which there is no provision to draw oil sample for testing. Oilused in capacitors, is hardly I to 2 liLer and being sealed units capacitors, do not cause muchconcem. However, safe disposal of phased out capacitors and tansformer oil shall be carriedout as per PCB management plan listed in Chap 6-(6.8).

7.0 Analysis of Alternatives:

The analysis of various possible alternatives forms a very important part of projectplanning. In order to select the best possible shortest and economical route for the line, thoroughand detailed reconnaissance survey is carried out so as to analyze different alternatives. Tleenvironmental advantages and disadvantages of the various altematives are analyzed foridentifying the environmentally superior project altemnative which fulfills the requirement ofEnvironmental Framework and Safeguard Policy of UPSEB and at the same time, is also safe,reliable and economical. For selection of environmentally superior ansmission line route, thebasic principle of AVOIDANCE of protected/reserved forsts, national parks, structures andplaces of culturalistorical importance; religious places; tourist places; human habitats; villages;schools; hospitals; areas subject to submergence/settlement; interference with railway circuitsand telecommunication lines etc. is adhered to. Comparative study of diffcrent alternatives, iscarried out and route which is found to be feasible; safe; economical and with least possibleadvcrse environmental impacts is selected and approved for taking up construction work Forland acquisition for Sub-stations - GovtL land; waste land; barren land/dry agricultural land, aregiven preference in the same order.

8.0 Environmental hnpacts of Tnssion Projects:

The electricity power transmission system includes and incorporates the transmissionline; its Right of Way (ROW), Switchyards, Sub-stations and access or maintenance roads. Theprinciple structures of the transsmission line includes the line itself, conductors, towers andsupports etc.Thc voltageicapacity of the transmission line affecLs the sizes required for theseprincipal structures. The ROW in which transmission linc, is constructed ranges in width from 7meters (for I I KV line) to 85 meters (for 800KV line).

The major environmental impacts of power tansmission system can be the loss ofvegetation; loss of forests; change in land use pattem; loss of human habitats and involuntaryrcsettlement environmcntal hazards due to PCBs in the electrical equipmentsand impact in culturalhistorical heritage of area, and interference with telecommunication linesdue to EMF induced effects; Besides these, minor envionmental impacts of transmissionsystem can be, electrocution hazards; noise problems in Sub-stations; chemical contamination ofsites; fire hazards and loss of sensitive areas like wild lands/wet lands etc..

The above mentioned environmental impacts could ocCur during different stages ofproject life viz. Planning, Construction, and Operation & Maintenance of power trwnsmissionline.

During planning stage because of inherent flexibility in route selection factors likeimpacts in sensitive areas, loss of human habitations and impact on land use,aviation hazards etc.can be eliminated or managed in such a way that environmentud impacts are minimized.

During construction stage impacts can be minimized I eliminated by proper grading ofSub-stations sites/tower locations; proper fencing to avoid electrocution hazards;properdesigning of tower bases and revetments vis-a-vis land slide impacts; proper storage and liquidimpoundment for fuels, waste, raw materials so as to prevent spills/leakages and contaminationsof soil/surface water etc.

Similarly during operation and maintenance stage by maintaining proper clearances inROW (i.e. cutting and trimming of trees); by preventing noise from transfonners etc. (i.e.periodical examination of core bolts, core plates, loose external fittings etc.); by checking oilleakages from joints of transforners; by lire precaution from hazards due to ignition ofinsulating oil in oil filled switchgears/transformers, the environmental impactscan be minimized /eliminated.

9.0 Environment Manafement Plans:

UPSEB places great emphasis on environment management and quality of service byaddressing environmental issues in its projects. The impacts of transmission projects onenvironment are identified.While the projects are planned,constructed.operated and maintainedthe mitigation measures are taken for addressing the environme;ntal impacts.

Mitigation measures at planning stage include avoidance of environmentally sensitiveareas, avoidance of environmentally adverse features (high mountains, steep slopes, land slideprone areas, marshy lands etc.); giving priority to Govt land/barren or waste land/dryagricultural land; total banning on use of PCii based electrical equipments etc..

Mitigation measures at construction stage include keeping level of switchyards atleast500 mm above HFL; provision of dike bunds/embankments - if required; avoiding constructionduring harvesting season, usage of modern and best technology to ensure least pollution duringconstruction activities; installation of GI) tubes/underground cabling/microwave systemrequired for preventing interference with telecom lines; restriction of access topublic/childrcn/animal for preventing electrocution hazards; providing clearances as per IndianE-lectricity Rules - 1956 etc.

Mitigation meaSures for operation & maintenance stage include allowing regeneration inROW,clearing the undesirable growth by manualmechanical methods, adopting sprinklersystem or other fire control measures to check/control fire hazards; regular checking to preventoil leakage and noise pollution from transformners; keeping frrst aid kits readily available at Sub-stations etc..

The-institutional framework for carrying out all the above works include interactionbetween tanmission organization; design wing of transrnission organization; civil wing; Socialand Environmental Cell of UPSEB and, for training partwith Director General. HumanResources Development Directorate, UPSEB as elaborated in this chapter.

10. Public Awareness:

Transmission projects do not create much environmcntal impacts which may result inresistance from public. Inspite of this, UPSEB has a firrm commitmnent towards public awarenessof possible environmental impacls, however minor these may be. As a first step, as per Section -29 of Electricity (Supply) Act- 1948 ,public notification in local newspaper shall be publishedto invite objections from public within 60 days. Public contact drivcs shall also be organized bythe field units to create awareness about social & cnvironmental impacts. Public suggestionsshall be given due weightagc and good suggestions shall be incorporated in EnvironmentalManagement Plans.

Land Selection and Environmental Features-.

The site of the Sub-station has been selected after inspecting/examining twoalternative sites. The site found to be most suitable andl having minimum environmentalimrpact has been selected. The recconaitory survey of the area was done by Er.Kharangar, S.D.O. The site is located on Muzaffar Nagar-Jolly Road, and therefore noconstruction of the approach road is required. The land is of Dhandhera and Sikhreravillage. The area of this land is mostly sandy. However, some portion of the land isagricultural. There will be no dislocation of the people from the land and this land hasalready been acquired. The land is free from habitations, culturally/historically importantstrucLures, natural habitats, wild life sanctuaries, bird sancluaries, water reservoirs etc.There is no airport around this land within fifty Kilo meters.

Presently, the load of 132 KV S/S Surajpur. Bulandshahar Road, Industrial Areaand Sikandrabad, feeding 80-90% industrial load of NOIDA and Ghaziabad andBulandshahar District are connected radially from 220 KV SIS NOIDA , Muradnagar,Sahibabad and Khurja. The failure of any of these four lines effects the supply ofrespective sub-stations, so the proposed 220 KV S/S Dadri with 2xl00 MVA 132133 KVT/F and lx40 MVA 132/33 KV T/F from where 132 PIV DADRI-SURAIPUR, 132 KVDADRI-SIKANDRABAD AND LILO of 132 KV Bulandshahar Road-Industrial area S.C. lineare also proposed for construction. It will provide an alternate route for the supply toabove four 132 KV Sub-stations. The 33 KV S/s Dadri fed at present from 132 KV Sub-station Bulandshahar Road, will be fed from 220 KV Sub-station Dadri, thus giving reliefto 132 KV Bulandshahar Road Sub-station where 2x2( MVA 132t33 KV T/Fs are fullyloaded. The benefit in terms reduction in line losses will be reflected in lower losses inthie distribution network, through realignment of the loads to the nearer primarytransmission sub-stations, besides improvement in voltage profile at both primary andsecondary Sub-stations .

Land Selection and Environmental Features:The site of the sub-station has been selected after inspection/examining altemate

sites. The site found to be most suitable and having minimum environmental impactshas been selected.The necessary survey of the area was done by Er. A.P. Singh. SDO.The site is located 5 Kms. away from Dadri and 2 Kms. from Ghaziabad-Bulandshaharmain road. An approach road of 0.3 Km. will be constructed. The land is purely Govt.land .The land is waste land and flat and there will be no dislocation of people. There iswater logging in its area as well as it is a level below the road level. Description:Presently, 220 KV Sub-station NOIDA, with 2x160 MVA, is fed radially as

single circuit line via Sahibabad and Gazipur, from 400 KV Sub-station Muradnagar,where 3 nos. ICT (240+240+315 MVA) are overloaded. This sub-station feeds bothNOIDA and Greater NOIDA town-ships having much Industrial, Institutional andresidential complexes developed adjacent to capital Delhi. The load growth in these twotown-ships is expected to be 400 MVA in near future, which cannot be met by existingsingle circuit line. Moreover in case of breakdown of this line between Sahibabad-Gazipur-NOIDA, the supply to both towns remains stopped. The proposed 220 KV DCDadri (NTPC)-NOIDA line will not only improve the power supply position of bothtowns as having an alternate route but also cater the load growth of this area. Thebenefits are reliability of supply in this area, more revenue to the Board and alsoimprovement in voltage.

The Sub-station will provide relief to these over-loadedSub-station and shall be able to meet out the growing demand of Meerut town as well as industrialarea Partapur.

However single row of tees on both sides of the Meerut Powali Road, Meerut-Sardhana Road, Meerut- Baraut Road, Meerut - Bhola Road, Meerut - Bagpat Road andMeerut - Delhi Road where only the chopping of the branches will be required .Thereconnaitory survey has been done by Er. In North Eastern Region of Uttar Pradesh, there is only one 220 KVSub-station, capacity 2xlO0 MVA situated at Gorakhpur. This Sub-stationfeeds 10 Nos. 132 KV Sub-station situated in Gorakhpur, Maharajganj,Kushinagar and Deoria Districts. The 220 KV Substation, Gorakhpur isoverloaded and has exhausted its capacity. Thus the proposed 220 KVSubstation Deoria with capacity Ixl O0 MVA shall share load of 4 Nos. 132KV Substations presently being fed from 220 KV Sub-siation Gorakhpurlocated 50 to 60 Kms. away and its benefit in terns of reduction in linelosses and availability of spare loading capacity at 220 KV Sub-station,Gorakhpur shall consequently reflect.Route Selection and Environmental Features:

The site of the sub-station has been selected after inspecting andexamining two alternative sites with due consideration of convenience inincoming and outgoing transmission line. The site, which was found mostsuitable and with least environmental impacts has been chosen. Therecconnaitory survey of the area was done by Er R.P.Srivastava J.E., Er.SK Tripathi, S.D.O. and Er. K.C. Srivastava, E.E.. The site is located on abypass road Deoria to Rudrapur near village Katrari and Malkauli, thusinvolves no construction of approach road. The land is USAR and flat andaway from living vicinity of village, thus involves no dislocation of people.The land does not involve any human habitations, cultural/historicallyimportant structure and monuments, natural habitats, wild life sanctuaries,bird sanctuaries, water reservoirs, religious places, play grounds. schools.hospitals etc. The land is approx. 50 Kms away from nearest Air port atGorakhpur. The level of the land is lower than road level. TIhc load ol 132 KY Sub-stations of DeoriaDistrict, Kushinagar District and major portion of Gorakhpur including town is fedthrough 132 KY Gorakhpur-Mohaddipur-Shatrughanpur-Deoria-Kasia linecarrying load upto 140 MW which causes cascade tripping and even black out inthe three districts. In the event of flood 220 KV Sub-station Gorakhpur getsdrowned in floor water leaving no source of feeding for above districts. Thusconstruction of 220KV Sub-station at Deoria to be fed through this proposed 220KV line shall overcome the problem and its benefits in terms of reduction in linelosses shall consequently reflect.Route Selection:

Target date of commissioning: 31.3.2001.

Description : Presently 132 KV NKN Sub-station and 132 KV Neebu Park, are beingfed from 132 KV TRT Sub-station. The capacity of 132 KV TRT Sub-station has fullyexhausted. Also presently 33 KV Balaghat, Gaughat, Mal and Malihabad localities arebeing fed from 132 KV Neebu Park & 132 KV TRT Sub-stations and their capacity hasfully exhausted. The proposed 220 KV Hardoi Road Sub-station will cater the loadgrowth of the above 132 KV Sub-stations and will also improve power supply position ofthe above localities. The benefits in terms of reduction in line losses will be reflected inlosses in the distribution network through realignment of the loads to the nearest primarytransmission Sub- station.

Land Selection & Environmental Features: The site of the Sub-station was selectedafter inspecting/examining alternative sites. The site which was found to be mostsuitable and having minimum environmental impacts was selected by the Site SelectionCommittee. The site is located on Ring Road (under construction) connecting HardoiRoad and Sitapur Road. The recconaitory survey of the area was done by Er. NeerajSwarup, SDO. The land has been acquired from Lucknow Development Authority. Theland is presently not near metal road but on one side of the land 60 m. wide ring road isunder construction. The land is mostly waste/barren land and very little agricultural land.Presently there is no human habitations/colonies near the land. The is no historical place.National Park, Reservoir, Lake, Hospital etc. in the vicinity of this land. The land isapproximately 20 Kms. away from Lucknow Airport and 30 Kms. from Bakshi Ka TalabAirforce Station. However it will not create any hindrance in civil aviation or air forceaviation. The land is at a level lower than the road level.

Description: 220 KV Hardoi Road Sub-station is proposed to be fed from 220 KVSarojini Nagar Sub-station through existing 220 KV, Sarojini Nagar - Sitapur line. Thisline will be diverted and LILO of this line will be made at the Sub-station. Thus therewill be two 220 KV feeders from the Sub-station viz. Hardoi Road - Sarojini Nagar andHardoi Road - Sitapur. The Sub-station would get power on Hardoi Road - SarojiniNagar circuit and will feed power to Sitapur,132 KV TRT. 132 KV NKN and 132 KVNeebu Park Sub-stations. This will improve power supply posilion of these Sub-stations.The benefits in terms of reduction in line losses will be reflected in reduced losses in thedistribution network through realignment of the loads to the nearest primary transmissionSub-station.

Route Seleclion and Environmental Features: 220 KV Sarojini Nagar - Sitapurline is passing just above the land selected for the construction of 220 KV Hardoi RoadSub-station. Therefore no new construction of 220 KV line is required. Onlyrealignment of this existing line has to be done within 1.0 Kilometer of the Sub-station.Hence geographical conditions of this line work remain the same as that of Sub-station.Tlhe recconaitory survey of the area was done by Er. Neeiraj Swarup. SDO. The ROW isfree from habitations. There are no culturally Ihistorically important places/structures,natural habitats, wild life sanctuaries, gardens. orchards, villages, bird sanctuaries, waterreservoirs etc. in the ROW. There is Amausi Airport at Lucknow nearly 20 Kms. andAirforce station at Bakshi-Ka-Talab nearly 30 Kms. from Sub-station site. However, linewill not create any hindrance in the operation of these airports/airbase stations.

Description: Existing 132 KV Double Circuit TRT - NKN and TRT -Chinhat linepasses over the land for construction of 220 KV Hardoi Road Sub-station. The LILO ofthis D.C. line will be made at the Sub-station. After LILO, there will be two Nos. 132KV feeders from Hardoi Road to TRT Sub-station, 132 KV feeder to NKN and ChinhatSub-stations. NKN Sub-station at present gets power either from Chinhat or Sitapur.Due to long distances, there is problem of voltage regulation. The diversion of theselines through Hardoi Road Sub-station will improve voltage conditions and will also helpin reduction of line losses.

After construction of 220 KV Sub-station on Hardoi Road,which is near Neebu Park Sub-station, the LILO lines will be diverted to Hardoi RoadSub-station. Thus Neebu Park 132 KV Sub-station will now get power from 220 KVHardoi Road Sub-station. This will help reduction in the loading of TRT and ChinhatSub-station. This will also help in better voltage regulation of Neebu Park and reduceline losses.

Route Selection and Enviromnental Features: 132 KV DC Neebu Park LILO lineis passing nearby the land selected for the construction of 220 KV Hardoi Road Sub-station. Therefore no new construction of 132 KV line is required. Only realignment ofthis existing line has to be done within 2.5 Kilometers of the Sub-station. In order to provide continuous/un-interrupted power supply keeping in view thefuture development of this area. it has become very essenitial to construct a new 132 KV Sub-station in the central part of Lucknow city. The best suited placed. as per load requirement isMatinpurwa where a new Sub-station can be constructed. and land acquisition is beingpursued-This Sub-station shall be fed through LILO of 132 KV Chinhat - SGPGI line underconstruction. The benedlLs in tenns of un-interrupted power supply and reduclion in line losseswill also be available wlhich will increase the revenue of the Board also.

Land Selection and Environmental Features: The selection and acquisition of land forthe Sub-station, is under process. The land, which has been selected, is in the possession ofLAt-Martiniere Sociery, Lucknow and this is the best suited land in the area. The recconaitorysurvey of the land was done by Er. M.P. Srivastava. SDO and Sn M.K. Jhumib. Jr. Engr. Thesite has been inspected by C.E.(T) and S.E.T), Lucknow and found to be the best suited place.The LA-Martniere Society Manaeemnent , is being pursued to provide this land to I -PSEB forconstruction of Martinpurwa Sub-station.The land is situated in- between Goiti riverembank-ment and Kalidas Maro, near raliway line at Dilkusha. The land is free fromhabitations. apgriculturally/historically important place/structure. natiral habitals. wild lifesaumcn.aries, bird sanctuaries, water reservoir etc.. The Air Force Station Bakshi Ka Talab isabout 25 Knis. awav anid Amausi Airport as well as Air Foice Stationi Maniaura are about 15Knis. & 25 Knis respectively from this Sub-station site. The site is most suitable and will notcreate any hindrance to any air fliehts.

Presently 132 KV Sub-station Orai is being fed from 132 KV SingleCircuit Panki -Jhansi line by tapping at Orai. Apart from this, the line isalso tapped at 132 KV Sub-station Jainpur, Pukhrayan and Moth. Thus theline is fully saturated. Therefore, in order to meet the growing load demandof newly developed industrial area in Orai and improving the power supplyposition, it is very essential to provide a separate dependable source ofPower supply to Orai.Present line is proposed to be constructed to meet thepower growth. The line in the first stage is proposed to be charged on 132KV Voltage and with subsequent growth and installation of 100 MVAtransformer (220/132KV) at Orai the line will be charged on its scheduled220 KV Voltage and will then be fully utilised.Route Selection:

The right of way (ROW) of the proposed 220 KV line has beenselected after inspecting the route/site and avoiding the fast developingresidential colonies (Hanspuram and Avas Vikas)near 220 KV Sub-station Naubasta. The route of the line has been chosenin such a way that maintenance of the line in futurre may be easily done.For this a consideration has been given to keep the line nearer to roadwithout unnecessarily increasing the length of the line. The route chosenwill have minimum environmental impacL The reconnoitary survey of theline/area was conducted by Sh. H.P. Srivastava, J.E. and Sh. R.S. Niranjan,AE 220 KV Sub-station Naubasta. Presently R.P.H. and adjoining areas are fed through 2 Nos. 33 KVInter-connector from 220 KV Sub-station Panki and 9 Nos. 33 KV feedersfrom 132 KV Sub-station Azadnagar. The capacity of both these Sub-stations has fully exhausted. There is no altemate supply arrangement forabove KESA feeders. The proposed 220/33 KV R.P.H. Sub-station willgive load relief to loaded 220 KV Sub-station Panki and 132 KV Sub-station Azadnagar and also cater supply to the load growth of this area. Theproposed 220 KV R.P.H. Sub-station will improve the power supplyposition of the area and also meet the load growth. It will also reduce theline losses being situated at load center which will reflect financial benefits.Route Selection:

Thc roulc ol' the proposed LILO - 220 KV R.P.H. line has becn selectcdalong the Ganga river band on the up stream of Ganges Barrage and in the Gangesbed on the down stream of Ganges barrage being constructed by the Irrigationdepartment. The route found to be most suitable and having minimumenvironmental impacts has been selected. All the other 3 sides of the R.P.H. siteare thickly populated. Reconnaitory survey of the area was done by Er. D.S.Shukla, S.D.O. (Trans.)-I, Kanpur. The ROW is free from habitations,culturally/historically important places/structures, natural habitats, wild lifesanctuaries, gardens, orchards, villages, bird sanctuaries and water reservoirs etc.It is about 30 Kmns. away trom Chakery Airport of Kanpur.

Annexure - I

ENVIRONMENT MAiNAGEMENT PLANS

The emivironmental impacts, which are possible when the transmission Imes and Sub-stations are constructed . have been enumerated . While the prolects are being planned,constmucted and maintained /operated the mitigation measures are required to be taken foraddressin2 these environmental impacts . The mitigation measure for various possibleenvironmental impacts are suggested in this Chapter. Institutional arrangements forimplemenlation . monitoring and training aspects are also disctissed in this Chapter.

Mitigation Measures

The mitiation measures proposed for planning. construction. operation and maintenancestages of the transmission projccts arc sugoested as under:

Mitigation measures for planning stage:

(a The environmentally sensitive areas such as reserved forests, wild lands. wetlands, natural habitats of indigenous and foreign birds, bird sanctuaries. wildlife sanctuaries and culturally/historically importaut places are as far aspossible. avoided while deciding the route of the transmission line. WAhen it

is not possible/feasible to avoid the reserved forests. compensatory aftorestaionprocedures, as laid down in the Forest Conservation Act .1980 are followed.

b While finalizing the route of the twrsmission line. the environmentalivadverse features like high mountains. huge boulders. steep slopes. hillyareas prone to land slides, large lakes, reservoirs, large stretches of brokenlands. marshy places .religious places, schools . hospitals . large play2rounds. other establishments and villages etc. are also avoided.

(c) As far as possible, human habitations, gardens and agricultural lands areavoided while deciding the route of transmission lines or site of Sub-stationbut when it is not possible/feasible to avoid these then suitable compensationis paid and resettlement and rehabilitation of affected population. is done asper the noris/crileria fixed tinder the Scwial policy and procedures of the

UPSEB fonnulated separately.(d) While selectmg the site for Sub-station, prioritv is -Qiven to the

Government land .barren or waste Land. dry agricultural land in the ordermcntioned so that the loss of a2ricultural resources and of land usc isminimized.

(e) Routes through nesting sites and crucial bird habitats are avoided to preventaviation hazards.

(f) Polychlorinated biphenyles are not allowed to be used in any equipment

(a) Although durino tvie planning stage itself the possibility of erosion problem istaken care of by avoidine sloped areas but to eliminate the erosion problems altogether.the level of swiichyaids of the Stih-slaiioin is kept alleasi 500 inuni higher thai tIhe highestflood level dHFLi of the area and a sood drainaee system is also provided to ensurequick run off. The levels of the switchvard are also fLxed in such a manner that the areais well graded/sloped so that there is no possibility of stagnation of water. Transmissiontowers arc to bc so placed that there is no possibility of erosion problems cropping up.

(b) IJf it is not possible to keep the level of switchyard higher than HFI. becauseof excessive cost mivolvement then dike bunds and/or embankments are to be provided.In any case the equipmenits have to be installed at levels higher than HFL.

(c ) 'Problem of erosion is also mitigated bv constructing retaining walls andstone pitchinu. To prevent the erosion of tower pad-s in case of wet lands the towerfoundations are designed with eXtrd care aid revetment is done around tower basis.Foundation of towers to he laid in the rivers are designed witlh utm ost care bv specialistin the field.

(d) Construction activities are avoided in the cropping season.

(e) Mlodern and best technologies and equipments are adopted/used to ensure leastpollution due to construction activities.(f) Safety measures are adopted to minimize the possibility of any accidentsdurino construction periods.(g_) When the PTCC approval is sought. sometimes PTCC. while communicating itsapproval. suegests several protection measures to be implemented to eliminate thechances of electrical inierferences to telecomn lines dtie lo indiued voltages. TheplotectioIn measures may iinclude installation of Gas Discliarge (GDt Tubes. cablinig oradoption of microwave svsteni to telecom. lines.

(i) Installation of GD Tubes: These are restoring type glass tubes filledwith inert gas. WVhen the fault current duc to induction, arises andcxcceds certain limits,thc gas m the GD) tubes become conducting

and induced voltages are earthed without causinLg affect to telecom.lines. Afier discharge of high voltage,the GD tubes restore its normalconditions and become non-conducting.

Oi) Cabling.Q: When a number of GD tubes are necessitated forprotection. underground Telecom cable is used in place of overhead

(iii ) Microwave System: Nhere many telecom lines pass parallel to thepower line and where economy in cost is not a crucial factor.

Mitigation Measures for Operation and Maintenance Stage

(a) Only manual or mechanical methods are adopted for cleamin the risht-off-way (ROW) area to miinimize the chances of damage to vegetationand habitat fiamenitation. No chemical methiods are adopted for'mamtenance of ROW.

(b) Regeneration of vegctation beneath the transmission lines arc encouragedto avoid habitat fragmcntation and edgc cffccts.

(C) To abate the fire hazards latest technologies (like sprinler svstem etc.)are adopted. the equipments are replaced from time to time, by the latestprevalent equipmentlsystems. For this the guidance/help of the fire controlwino of the UPSEB and State/Central Govt is taken.

(d) To ensure minitnum environmental impact due to oil leak-ages fromtransformers and other equipments the oil seals are regularly checked andremedial measures are imnediately taken.

(e) To minimiize the noise pollution the core belts. core plates, coil clampsand external fittings are regularlv checked and , if required. tightened . Tominimize the noise pollution due to strong/stormy winds the vibrationdanpers are provided with the conductors.

(f) Preventive mechanism are installed on all sub-stations and transmissionlines for preventing accidents due fire hazards. electrocution hazards andother potential daneers.

kg) First aid kits are kept readily available at the sub-stations.

(h) Safe.efficient and advanced technologies are adopted for operation andmaintenance activities for ensuring safety.

() Public awareness regarding possible hazards/nsks . is created throughdistribution of pamphlets, notice boards, personal contracts and throughN.G.Os

Cost Provision for the mitigation measures is made in the projects and accordinolythe budget provision is made.

Monitoring

The monitoring of the mitigation measures is done regularly by the officers byconductine inspections of construction sites and sub-stations and also throush reviewmeetings. Check lists for these inspections is enclosed at Attachment-15 .The followinsisStles shall be nionitored vert carefuilly to ensure the effectiveness of ulitigarionmeasures and to take timely conective/reniedial mueasures.

During Construction Stage

(a) That thc vibration damnpcrs have bccn properly ILxCd to conductors.

(b) That the quality of the construction of the foulndations of the transformerlinie towers and Sub-station structures. is as per the required specificationsand the materials beinm used are of desired quality/strenoth.

c) D That the safety norms are being strictly followed by the contractor. Thisis essential for miniimizino the chances of accidents.

(d) That the equipments are being properly slored, transported. handled anidplaced in place. This is necessary to eliminale the chances of damages tothe equipments.

(e) That the standard rules and specifications are being followed whilepullino and tightening the conductors.

(f) That proper arrangements have been made by the contractor fordrauiage of the undesirable water in and around the construction area.

(g) T'hat nmnimun, if any. crops are disturbed/damaged due to transportationof materials/structures and construction activities.

(h) That area is properly fenced to restrain the entry of ignorant villaoers,animals and cattle etc. and anti-climbing devices are properly faxed.

During Operalioni and Mainienance Stage

(a) Roads. pathways. soling. culverts, buildings. switchyards, towers etc. areto be reeularly inspected to ensure that there is no water logging in and

around them and also that erosion problem is not cropping up.

(b) Sub-station land, access roads and ROW are to be regularly inspected toensure that these areas are not being encroached by undesirable elemenls.

(c) Clearance of undesirable growths in the Sub-stations and ROW is to beregularly done. Trees in the ROW are also to be truimmed regularly to keepthe desired clearance between trees and concluctors maintained.

SOCIAL AND ENVIRONMENTAL CELL

UPSE13 has created a separate Social and Environmental Cell under ChiefEngineer (Plannine) which is responsible for preparing the Social Policv and

Environmental Safeeaurds of the Board. It will also guide the Uansmissionorganization for preparation and implcmcntation of thc EMPs and RAPs .

TRAINING

The training will be imparted to the field officers/staff to upgnrade their skills andto make them conversant with the environmental issues and mitigation measuresproposed for tackflini these issues. For this purpose experts in the field ofenvironmental studies are to be engaged. The training programmes will be
