In order to safeguard public health and maintain the natural recovery, in 1980, The Water Pollution Control Ordinance (Chapter 358) was enacted; and HKSAR Government has been implemented controls on wastewater discharges. Any activity which involves the discharge of effluent from industrial, institutional and commercial premises within the water control zones, the discharge licence must be required. It declares the water control zones in Hong Kong and sets the acceptable limits that make effluents discharge into foul sewers, storm water drains, inland waters or coastal waters.
