Through the LPA Service Centre website (lpa.nlis.com.au), LPA accredited livestock producers can create/submit, print, and receive the following industry declarations for their consignments: LPA NVD/Waybill (Cattle, Bobby Calf, Sheep & Lambs, and Goat); LPA Cattle European Union Vendor declaration (EUVD) – available to EU accredited livestock producers; Meat Standards Australia (MSA) Declaration – available to MSA accredited livestock producers; National Health Declarations (Cattle, Sheep & Goat); National Feedlot Accreditation Scheme (Delivery Docket, Form B, EU GF HQB Delivery Docket) – available to NFAS accredited livestock producers. If the receiver of the livestock is not ready to accept declarations electronically, producers will be asked by the website to print a copy of the NVD/Waybill to pass to the receiver of the livestock. Producers may also print a copy of the NVD/Waybill to pass to the transporter of the livestock to meet any state waybill requirements. The NVD/Waybill is in exactly the same template/format as the LPA eDEC, except for a reference in the title to indicate that the declaration was created via eNVD instead of eDEC. The eNVD can be completed and submitted entirely online, resulting in less paperwork and a more accurate and cost-effective transfer of information. Like a standard paper LPA NVD, a LPA eNVD transfers the food safety, animal health and product assurance information of your livestock through the supply chain from property to property or from your property to feedlots, saleyards and abattoirs. Introduction to the industry eNVD websiteIntegrity Systems Company (ISC) has developed an electronic NVD (eNVD) website for use by industry.

How to create an eNVD

1. Log in to the LPA Service Centre at https://lpa.nlis.com.au/ using your PIC, LPA User ID and LPA Password to enter or log in via myMLA (www.mla.com.au – choose the ‘MYMLA LOG IN’ option in the top right-hand corner of the home page).

2. From the top right-hand row of tabs on the homepage, choose Access NVDs

4. Any eNVDs you’ve created or that have been consigned to you are listed. Select from this list if you wish to view the details of an eNVD by clicking on the consignment number. To create a new eNVD, in the top left-hand corner of the main window, click on + Create new consignment.

From the dropdown list, choose your species and type: Cattle, Bobby Calves, Goat, or Sheep and Lamb.

5. Select the destination for the consignment by entering your search criteria and clicking ‘search’ to find the property.

You can also begin your search by entering the PIC, state, property name, town or property owner’s surname. Confirm the destination by selecting the correct PIC and address from the search results. (Note: If the destination address cannot be identified via the onscreen window, the recipient of your livestock will not be able to retrieve this eNVD electronically; instead, print out the eNVD or use a paper NVD from your book, or purchase an eDEC token.)

Check that the destination you searched for is the correct recipient and click ‘select’ to choose that PIC as the destination.

6. Under AVAILABLE FORMS, tick the box(es) beside the form(s) you wish to complete – the options for each species will include National Vendor Declaration and Waybill, National Health Declaration, and Image and File Attachments. The Image and File Attachments option gives you the flexibility to upload a picture or text file of your own choosing for your livestock recipient’s use, such as a JPG, PDF or Word document.

7. Click Next

Work through the onscreen form, entering the consignor (vendor) and the recipient’s details into the blank fields as you would on paper (Note: Many of the details will automatically be inserted by the LPA eNVD system; manually complete any fields that remain blank.) Ensure any fields marked with an asterisk (*) are completed, as these are mandatory fields.

Complete the ‘Quantity information’ fields

Complete the ‘Food safety’ fields

Complete the ‘Declaration’

Complete ‘Part B – Livestock transporter details’ if you are the person in charge of the livestock while they are being moved.(Note: This is optional in Victoria and South Australia)

Click Save and then Submit to submit your eNVD and make it available to the recipient in your supply chain (If you have already identified that your livestock’s recipient is not yet able to accept eNVDs, print out and sign your completed eNVD to provide to them in hardcopy instead.)
