United States Navy GeoReadiness Program
Background •To address the geospatial needs of the Navy shore installation management community, the Navy created the GeoReadiness program.
•The program, led by HQ NAVFAC was established to maximize the use of maps, aerial imagery and other geospatial data and technologies to provide situational awareness and improve time to decision on the impact of shore installation activities, incidents and investments.

GeoReadiness Explorer (GRX) ASK the Map
Access Shore Knowledge GRX supports the Navy’s global mission by providing a seamless view of worldwide Navy geospatial assets. GRX provides map based access to a variety of Navy business systems and the ability to overlay Navy data with other web based map services. Enabling single interface access to a variety of data increases situational awareness, increases timeliness, and allows Navy leadership to make more informed decisions. What is FIAR?
Financial Improvement and Audit Readiness (FIAR)
•The Office of the Under Secretary of Defense issued a FIAR Guidance document which describes specific financial management assertions in support of the DoD’s goal to achieve financial improvement and audit readiness objectives in accordance with the National Defense Authorization Act (NDAA) of FY2010.
•Two of these important financial management assertions are Existence and Completeness (E&C).
•The Department of the Navy must ensure that all assets recorded indeed exist (Existence), and that all assets are indeed recorded (Completeness).

Internet Facility Assets Data Store (iNFADS)
•The Internet Navy Facility Assets Data Store (iNFADS) is a system which provides the means by which data on Navy and Marine Corps property is collected, processed, stored and displayed for its facilities.
•The system provides data on each facility (building, structure, utility and land) that the Navy has a legal interest in.
• iNFADS meets the real property reporting requirements for OSD, the Federal Real Property Council (FRPC) and the information requirements for Navy facilities planning and management.
• iNFADS is the official system of record of the Navy's real property assets.

Periodic Virtual Inventory (PVI) Process
•DoD policy requires the Navy to perform E&C asset reviews and physical inventories every 5 years.
•NAVFAC Asset Management started a Periodic Virtual Inventory (PVI) process to support these E&C reviews and inventories.
•To support this vital business process, a Data Reconciliation Tool was developed to compare Navy real property records in iNFADS to GIS records.
•Existence is proved if the asset record in iNFADS has a corresponding feature in the GIS.
•Completeness is proved if an asset in the GIS has an accurate, corresponding record in iNFADS.

Using GIS to Ground Truth Assets: The Data Reconciliation Tool
The GIS/iNFADS Data Reconciliation Tool can be used for a virtual iNFADS to GIS and GIS to iNFADS examination of Navy real property assets
• Compares iNFADS property record to GIS based on selected category codes • Produces a reconciliation report of iNFADS property records that do not link to a corresponding GIS feature

GIS Provides the Foundation for FIAR Compliance
•Current and accurate GIS data provides visual evidence for proving the Existence of assets.
•Reconciliation between iNFADS and GIS validates Completeness as it proves that the assets have been accurately recorded
• iNFADS and GIS data are collected using different methods – this provides additional validation and ultimately will improve the quality of BOTH databases.

•Data quality feedback loops – correcting data that doesn’t match.
•FIAR has driven GIS staff to communicate geospatially with RPAOs, collaborating using GIS.
•FIAR has brought credibility and discipline to GeoReadiness through the recognition of its value to the validation process
•As a result GeoReadiness is considered an authoritative business data source

Summary
• One I&E Geospatial Enterprise System (GES) combined with the Navy Data Model provides an enterprise foundation for geo-enablement of Navy installation processes
• When GIS use spans across Navy regional boundaries and business lines it helps users discover common business objectives, and eliminate duplicate efforts
