This One-day Introductory Crisis Management workshop is conducted in context to ensuring continuity for businesses and broader communities during Global Public Health Crisis and Bioterrorism. It is a critical synthesis of credible sources of information and guidelines which includes scientific reports, credible news, Singapore’s ministries, United States Centers for Disease Control, World Health Organization and ISO 31000.

The rapidly developing 2019-nCoV/ ‘Wuhan’ virus epidemic holds promise to develop into the worst global pandemic in recent history. As such, this workshop centers on the awareness and management of Biological threats, especially for the ‘Wuhan/ 2019-nCoV’ virus, with expansion towards other recent Public Health Crisis. The workshop is intended to be relevant to continuity for businesses, hospitality, transportation and broader communities. The nature of public health challenges and bioterrorism exceeds the norm in general Risk Management disciplines.

Disease outbreaks are caused by Biological agents, including Bacteria, Viruses and Toxins, which are spread through various means – naturally or worse, with malicious intent. This workshop seeks to demystify science, fake/ overly optimistic news and conspiracy theories from actual reality and threats. This is to ensure continuity of businesses and communities. Enhancement of asset (people and infrastructure) protection, operations and security will be discussed by identifying and reducing risks from public health and biological vulnerabilities. In view of recent Public Health crisis, discussions and credible guidelines will be given with regards to business and daily activities.

Biological agents’ unconventional nature and potential for assassination, mass casualties and disruption are major incentives for its adoption by states and terrorists. This is evident from its use by extremists, such as the ever-present Aum Shinrikyo and JAD, to other historical and contemporary uses. Core biological awareness are important augmentation towards target hardening in the counter-terrorism spectrum. It is also an increasingly crucial component in Continuity and Risk Management plans in the wake of recent disease outbreaks and ever-denser international connectivity.

This workshop gives a concise definition of Biological agents, Public Health, Terrorism, Continuity and Risk Management. Biological agents, its signs and syndromes as well as suspicious items or syndromes are described. Case studies are also given to better understand how exposure to biological agents may occur. A variety of factors, indicators and activities which are adoptable by unknowingly infected personnel, terrorists or disgruntled individuals which increases disruption are also introduced. Corresponding pre-emptive, response and recovery measures are also given through scenario play.

This 1 day workshop is conducted as a combination of lectures, discussions and table-top exercises. The outcome is to provide breadth of insights towards maximizing awareness of Biological Agents towards its prevention, detection, risk reduction, mitigation and response. By gaining these insights, participants from the business, transport, civil services and wider community will be better aware and equipped to ensure continuity of usual activities. This includes various perspectives which includes macro- and micro-economic scanning, business planning, labour, health, occupational safety and case management.

Core subjects covered in the workshop include but is not restricted to: Biological threats; Stakeholder mapping, engagement and public relations; Understanding recent public health crisis, management and confidence building; Basic anatomy, physiology, psychology and their implication on incident management; Threat, Vulnerability and Risk assessment and management; Guidelines to labour, health, environmental and occupational safety and security; Major Emergency Management; as well as key actions, decisions and templates for Outbreak and Biological response.

In summary, the workshop provides participants with the knowledge to be aware, design continuity, risk management programs for civilians and businesses. Participants will also obtain the perspective of an adversary with an analysis of the outcome. The depth of actual Biological equipment and operational know-how, Biosecurity Audit, adjoining Red Teaming and penetration components are addressed in separate courses.

Su Weixin has served as a military combat engineer with further training in counter-Improvised explosives devices (C-IED) and demolitions. He has been trained in Singapore, Brunei and Thailand for various operational requirements. Additionally, he has been commissioned to serve as an instructor and platoon commander for Chemical, Biological and Radiological Defence (CBRD). He is certified by the international Offshore Petroleum Industry Training Organization (OPITO) in Major Emergency Management Training Initial Response and has been involved with training international candidates to OPITO standards. Apart from hosting and training international delegates, he has travelled to Baku, Azerbaijan to facilitate the establishment of a new Major Emergency Management training centre at the Caspian Sea.

Apart from the military and incident management experiences, Weixin is a trained structural biologist. He has performed various research involving human cognition, bioanalysis, stem cells, protein production and drug development. He has solved the very first structure from a broadly transferable antibiotics resistance class of proteins, proving its decades long controversial ribosome protection hypothesis. These proteins have the potential to render the common bacteria untreatable by conventional medical intervention, increasing potential for pandemics. This further fuel the global antibiotics crisis and issues regarding bioterrorism as cautioned by World Health Organization (WHO). Weixin’s scientific work is featured in Proceedings of the National Academy of Sciences of the United States of America (PNAS) and on the cover page of Protein Science journal. Additionally, his work has been strongly recommended by Faculty of 1000 (F1000) under F1000Prime and F1000 Pharmacology & Drug Discovery. Apart from publishing in scientific journals, he has served as a reviewer for a military study with another research journal. He is currently waiting for his oral defence while pursuing his interest towards post-doctorate in Synthetic Biology. He is interested in harnessing the myriad opportunities of Synthetic Biology while improving public health and security.

Apart from these experiences, Weixin has been a delegate to the United Nations Commission on Sustainable Development in its New York headquarters. He is concerned with the international linkage between Sustainable Development and Terrorism in this age of uncertainty and pandemics. With his multi-disciplinary experiences, he is interested in CBR / Weapons of Mass Destruction defence, public health threat assessment and risk mitigation to ensure safety, security and continuity for businesses and communities.
