Department of Agriculture, Food and the Marine Notice March 2012SPECIFIC REQUIREMENTS – HORSES AND OTHER EQUINESPremises RegistrationAs from 1 May 2012, any premises (which includes shows, fairs and markets) where horses or other equines are gathered must be registered with the Department. Owners/persons in charge of such gatherings are required to submit a completed application form for registration and to keep records of movements on/off their premises.Records must be retained for at least 3 years as they may be required by the Department for the purposes of tracing disease. Records required areThe name and address of the owner/person in charge of the premises from which the equine came and premises registration number from which the equine came and Passport number/UEL number of the animal. It is important therefore that Show organisers should contact their localDistrict Veterinary Office in advance so that consideration can be given to compliance with the requirements outlined above. Any further information on the requirements for moving horses andequines to shows will be provided on the Department’s website athttp://www.agriculture.gov.ie/animalhealthwelfare/animalidentificationmovementDepartment of Agriculture, Food and the Marine. CLASS 8A: BANTRY SHOW SOCIETY PRESENT THE BANTRY SHOW I.D. FOAL MUNSTER CHAMPIONSHIP Prize Fund: €2,000 RULES AND CONDITIONS 1. The aim of this championship is to encourage the breeding of Irish Draught Foals. 2. The Championship is open to all foals eligible for R.I.D. status.. 3. One Foal to be selected at each qualifier. A second foal may be selected at the discretion of the judges 4. The Dams passport must be produced for inspection at the qualifying rounds and at the final. 5. The foals passport must be produced at the final. 6. One of the judges at the qualifying shows to be from the from the Irish Draught Horse Judges list if possible.

7. Foals competing at the final are ineligible to enter any other class at Bantry Show 8. There will be separate classes for colt foal and filly foals at the final 9. The following changes are being introduced for keepers of bovine animals who wish to show cattle - these changes apply from the 2013 Show season.Keepers of cattle are now required to obtain a Certificate of Compliance prior to the movement of an animal to a Show. Certificates of Compliance can be obtained online from the Animal Identification and Movement (AIM) system through the www.agfood.ie facility or from the Cattle MovementNotification Agency. When applying for a Certificate of Compliance, keepers should not specify a destination herd.On the day of the Show, the Certificate of Compliance should be presented to the Show Secretary along with the bovine passport for the animal.The keeper and the Show Secretary will then sign the MovementNotification section of the Certificate which will then be sent to the local DVO for recording onto the AIM system.Please note that only cattle for which a valid Certificate ofCompliance is provided to the Show Secretary will be allowed to the shown on the day of the Show. These Certificates will replace the previously-used CMMS 4 forms.

T.B.All animals must come from herds, which are offically TBfree (OTF) (i.e. not restricted) and the herd and relevant animals must have had a clear test within the previous twelve months - this test must be recorded on the Department's Animal Healt Computer System (AHCA). No pre movement test is required for T.B. However, it is recommended by the Department that a 30 day pre-movement test for TB should apply to all Shows.Brucellosis All animals must come from herds which are officially Brucellosis free (OBF) (i.e not restricted). Certain animals (i.e. females aged 24 months and over and bulls aged 24months and over) must have passed a test for Brucellosis within the previous 60 days and this test must be recorded on the Department's Animal Health Computer System (AHCS).IdentificationAll cattle must bear two plastic tags with the same number (one in each ear) as issued under the Department's identification system. They must be accompanied by their passports.Bulls for A.L StationsIn addition to the T.B. and Brucellosis tests, bulls destined for A.I. stations must betested for I.B.R. (Infectious Bovine Rhynotracheitis), E.B.L. (Enzootic BovineLeukosis), B.V.D. (Bovine Virus Diarrhoea) and Johnes Disease, within 30 daysprior to movement into such stations.

SPECIFIC REQUIREMENTS – SHEEPIdentificationAll sheep must be identified individually with appropriate ear tags issued in accordancewith the requirements of the National Sheep Identification System (NSIS).Movement DocumentationAll consignments of sheep being moved must be accompanied by a completed dispatch document. Individual details of each sheep in the consignment must be recorded on the document. Sheep from non-restricted flocks only can be moved to shows. In the case of flocks restricted following diagnosis of scrapie, sheep possessing the ARR/ARR genotype only may be exhibited. The movement of these ARR/ARR genotype sheep must be accompanied by the relevant movement permit (SCR/10), which can be obtained from the local District Veterinary Office in the county where the flock is located.AIM NotificationThe movement of sheep to and from an Agricultural Show within the State must be recorded on AIM. This is done using a copy of the owners sheep dispatch document as follows:The owner/keeper presents the signed and completed dispatch document to the showsecretary who checks it to ensure that it is completed in full.The show secretary fills in the MART section of the dispatch document with (i) the show number, (ii) the date of the move back to the source holding (iii) stamps it with the show stamp and (iv) signs the dispatch document.The show secretary then forwards the completed pink section of the dispatch document to the local DVO within 7 days of the show movement. The show secretary keeps white copy for his/her records.The source/destination keeper keeps the bottom yellow copy to enter it into their flock register.Ultimate responsibility for fulfilling this requirement lies with the Show Secretary.Flock RegisterAll movements of sheep to and from shows must be recorded in the keeper’s flock register.

General Rules1. The object of the Show is the improvement of Agriculture and Livestock in all its branches.2. Age will be calculated from the 1st of January of year of birth and if the exact age is known it will be stated in the Entry Form.3. All Exhibits must be bona-fide property of the Exhibitor and in his or her possession at time of entry.4. Persons making entries and failing to send exhibits shall forfeit all entry fees paid.5. * The Committee will not be responsible for loss or accidents of any kind which may occur either to exhibitors, visitors or otherwise.6. Unless there are three entries in each class there will be only one prize. There must be four entries in each class for award of third prize in that class.7. The Judge may withold any prize where sufficient merit does not appear, and the decision of the Judges will be final, except where misrepresentation or breach of Rules is discovered.8. All objections must be handed to the Secretary, in writing, accompanied with deposit of €50 before the close of the Show, and the question in dispute shall be brought before the Committee, whose decision shall be final and binding and there shall be no appeal to a Court of Law, and all entries are accepted under these conditions. Should the Committee consider the objection frivolous, the deposit of €50 shall be forfeited to the funds of the Show.9. *A competitor will not be awarded more than one prize in any class unless there are three other competitors in the class.9a. Shows may charge an entrance fee for each qualifying class. The I.S.A. will award a rosette to all animal(s) appearing at the finals.10. The Committee reserves to itself the right of receiving ant entry, or of removing any animal from the Show Grounds without being in any way liable for compensation.11. The Committee will not be liable in any way for any compensation or otherwise, arising out of the holding, abandonment or alteration of date of Show, or for any other claim arising out of or in connection with the Show.12. * All animals must be provided with a suitable head-stall or halter, and bulls must be secured by a ring in the nose with a chain or rope attached.12a Intending Exhibitors are advised to ensure that their Public Liability Policy covers the exhibition of livestock at Public Shows.13. Any act of discourtesy or disobedience to the officials or judges on the part of any owner or servant will disqualify the exhibitor from being awarded a prize and will also disqualify the exhibitor from exhibiting at future Shows.14. No committee member can steward and exhibit animals in the same class.15. No liability in respect of injury, illness, loss or damage caused by or in connection with or arising from the moving under power of any vechicle in the car park or show grounds.16. All vehicles in Show Grounds are parked at owners risk. No responsibility is accepted for loss or damage to property17. Each exhibitor should be solely responsible for any consequential or other loss, injury or damage done to or occasioned by or arising out of, any animal or article exhibited by him or her for its description given in the catalogue and indemnify the Society against all legal or other proceedings in regard thereto.On the day of the Show the Grounds will be open at 8.30 a.m. All exhibits in the Horse, Pony, Cattle and Sheep Sections must be in their places not later than 10.30 a.m. and exhibits in the Home Produce, Crafts, Baking and Youth Sections must be in place not later than 10 a.m. Exhibits arriving after above times may be refused admission by Stewards.Crafts and Home Produce Exhibits must not be removed from Vocational School before 5.00 p.m. The prizes awarded may be forfeited if any prize-winning exhibit is removed before the time specified in this Rule. Exhibits will be handed out between 5 pm and 6 pm. The Committee reserve the right to refuse admission to Show.

GENERAL RULES FOR IRISH SHOWS ASSOCIATION CHAMPIONSHIPS 2012

Shows wishing to participate in the 2013 Championships and be eligible to hold qualifiers must have collected the Championship Fund Levy (currently 5%) from Horse, Pony, Cattle and Sheep class prize money for the year 2012 and forwarded the amount so collected, in full, to the Irish Shows Association Head Office within the stipulated period of not more than 30 days from the date of their show. Alternative methods of meeting this obligation are not acceptable. Any show or competitor in breach of the Rules set out below will be disqualified from participating or competing in these championships.These General Rules and those relating to individual championships (where applicable) should be published in the show schedule and catalogue of the participating shows and must be strictly observed.

B. QUALIFYING ROUNDS (QUALIFIERS)Qualifying rounds will take place at eligible shows selected by the Irish Shows Association.

C. RESPONSIBILITY OF SHOWS HOLDING QUALIFYING ROUNDSa. Selected shows should hold a separate class for each qualifier fromb. which the highest placed animals will qualify.b. The qualifier class if possible should be held as the first (1st) class in thec. relevant section of the show.c. Shows must ensure that the qualifiers are held strictly in accordance with the relevant rules.d. No other sponsor may be involved in qualifying classes.e. Shows may charge an entrance fee for each qualifying class.The I.S.A. will award a rosette to the successful Qualifiers on appearance at the Finalf. No show hosting a Championship Final may hold a qualifier for that Championship on the day of the Final other than by agreement with the Irish Shows Association.” However Shows who hold qualifiers for Horses, Ponies & Cattle may ask exhibitors to enter the exhibit in at least one other class at their show on the day”g. Animals qualified for Finals are not eligible to enter in any other class at the Show where the Final is held other than a Qualifying Class for another CompetitionH. Shows should appoint competent well-briefed persons to act as Stewards, who must ensure that only animals (or other exhibits) which are eligible to compete and those whose documentation is in order are allowed to proceed to the judging ring.I. Animal Passports and Micro Chips should be read by a Veterinary Surgeon appointed by the show.J. On completion of judging, Stewards should instruct the successful competitors to attend at the Show Secretary’s Office within one hour and to complete the necessary documenta-tion for entry to the championship final.K. The show must appoint a well-briefed officer, who will be in attendance at the Secre-tary’s Office, and who will assist exhibitors to complete the necessary documentation for participation in the final and to collect the relevant entrance fee.L. Show Secretaries must forward complete result cards, together with appropriate fees to the Irish Shows Association within three (3) days following the holding of the show.N.B Shows must return results card marked “No Competition” for any or all of the events for which no animal (or exhibit) has been selected.

D. RESPONSIBILITY OF EXHIBITORSA. Exhibitors accept that the Judges decision is final in all cases.Any abuse of Judges will not be tolerated. Where a dispute or case for complaint arises the matter should only be dealt with under f. below.B. Winners of qualifiers are themselves responsible for entering their animals (or exhibits) for the final in accordance with j. and k. above, within one hour of qualifying.C. Winners of qualifiers will compete in the final.D. The Irish Shows Association in conjunction with the sponsor reserve the right to alter or amend the rules of any competition as may be necessary or appropriate.E. Shows and competitors must contact the National Irish Shows Office for details of any championships and not the sponsor involved.F Objections must be lodged in writing with the I.S.A. representative at the show or the Show Secretary within half an hour following the completion of judging, together with a fee of 50 euro, or other stated fee, which is refundable in the event of the objection being upheld.G Any Exhibitor who makes a false declaration or misrepresents a fact regarding them-selves or their exhibit is liable to disqualification and or forfeiture of any prizes awardedE. RESPONSIBILITIES OF SHOWS HOSTING CHAMPIONSHIP FINALSA. A deduction of 5% of the prize money is to be collected by the Show and forwarded to the Irish Shows Association within 30 Days of the finalB. Championship finals must start not later than 2 pm on the day of the show and the ad-vertised time of starting must be adhered to as far as practicable, if necessary, other show classes should be either postponed or relocated to allow for this.

NOTICES OF INTEREST TO CHAMPIONSHIP PARTICIPANTS IRISH LAW (EU DIRECTIVE)

Under Irish Law all horses moving from one location to another must be accompanied by their passports. It is in your own interest to ensure this is the case. Failure to do so is an of-fence under Irish Law and is liable on summary conviction to result in a fine up to €3000. All passports must be registered with the name of the current owner.» Embryo Transfer: Where a foal is produced by this method the dams passport must bear a declaration dated, stamped and signed by the stallion owner (or accredited practi-tioner where AI is involved) stating the date on which the dam was last covered (or insemi-nated) and the name of the covering stallion.» The owners of Champions and Reserve Champions are invited to submit the animals’ passports to the I.S.A. head office where the placing will be endorsed and officially stamped with the seal of the Irish Shows Association as a permanent record. It is in the in-terest of Shows hosting championship Finals that photograph’s and results are forwarded to the Irish Farmers Journal immediately following Judging.

Shows who hold qualifiers for Livestock may request exhibitors to enter the exhibit in at least one other class at their show on the day
