Facilities
The college passed The State Fire Marshall campus inspection on March 12.
Nexus Project Phase I – RFP draft for construction of remodel project is under review.
ENMU Foundation
Sponsored Sophomore Day lunch and (5) raffled $100 Amazon gift cards.
Promotion of AIM HIGH event on June 29‐30, seeking volunteers.
Began ticket sales for AIM HIGH raffle of new Polaris.
Marketing and Recruitment New website is live. Celebrating 100 Days to graduation: the “50’s days event” on
March 20 marked 50 days until graduation. Staff, faculty and students dressed in their favorite 50’s attire and enjoyed a traditional 50’s diner lunch, complete with root beer floats.
Coordinating Graduation on May 9 at Inn of the Mountain Gods. Coordinating May 3 Student Award Ceremony.
Research and Records Implementing the NMHED Common course numbering for the
Fall 2019 semester. Updating the course rotation, course descriptions, Banner,
schedule, degrees to meet new common course numbering, and general education requirements.
Completed two courses offered through Sierra Blanca Wildland Fire Academy to fulfill member requirements for the Safety and Security committee.
Auditing graduation applications for Spring 2019 semester.
President’s Updates Legislative session has completed, with only a slight increase in
state funding, for salary increases and dual credit. We received state funds through two legislative processes to
assist in annex roof and retaining wall repair.
The election law has been modified to allow other school taxing districts who seek to join the college district to conduct a local election for that purpose. We still need to study this.
We are attempting to participate in the Perkins grant next year.
Title V Grant
Hosted quarterly Internal Monitoring Team. The grant purchased a 16 ft. enclosed trailer,
enabling transport of supplies and equipment to remote training facilities.
Mikel Ward, our Structural Fire Specialist, has been working closely with state level officials to draft a formalized MOU, which will solidify program certification requirements.
The Title V team welcomed Ramona Becker to the ENMU‐Ruidoso family. As our new Online Technology and Services Specialist, Ramona will support development of online student services. Ramona Becker has worked in IT and public education for 36 years.
The annual performance report required by the Department of Education has been completed and submitted. The grant remains in compliance and in good standing with our Federal Program Officer.
New Mexico Workforce Connections Center (NMWCC) NMWCC hosted the Spring Career Fair on March
21: supporting 17 vendors and 45 job seekers.
Several NMWCC employees participated in an “Outcome‐Driven Re‐entry Strategies & Tactics” training.
Assisted in a mass‐hiring event for Farley’s Restaurant. Supported managers with office space and on‐the‐spot interviews, while their facilities were closed for remodel.

Vice President of Student Learning
Coordinating with the Teacher Education Advisory Committee (TEAC) and Consultant Michelle Perry to develop an alternative licensure program that willbenefit school districts in the region. Project is now under review pending new legislation.
Using Canvas as the Learning Management System in all credit courses.
Re‐opened search for full‐time faculty (English).
Submitting general education documents to the New Mexico HED for re‐certification. This process will be completed by Fall of 2020 as part of HEDoverhaul of general education courses in the state.
Meeting with ENMU‐Portales and ENMU‐Roswell academic support staff to collaborate on system‐wide initiatives.
Securing an affiliation agreement with Presbyterian Health Services so that ourstudents can use the hospital as a clinical site. Not yet complete.
Math & Science
More than 15 graduates are projected for Pre‐nursing and Nursing Assisting.
Two Nursing Assisting cohorts have produced approximately 20 qualified CNAs.
The Math and Science department participated in demonstrations forSophomore Day.
Dr. Rai developed a method allowing instructors to capture instructor and workboard on video simultaneously.
Jack McCaw attended the All New Mexico Academic Team awards at the statecapital as sponsor for Frank Fragoso.
Dr. Shiva Rai attended the American Mathematical Association of Two‐YearCollege (AMATYC) national teaching conference and the New Mexico HigherEducation Assessment Conference.
New ANTH course will be offered as a summer intensive field course:Introduction to Archaeology.
Business & Information Systems
Cybersecurity Center of Excellence: Eastern New Mexico University – RuidosoBranch Community College has been re‐designated as a National Center of Academic Excellence in Cyber Defense Education through academic year 2024for the Associates of Applied Science in Information Systems (IS) Degree. Officialletters of notification are being sent to the State Governor, Members of Congress, and appropriate Congressional Committees.
John McCullough has participated in additional meetings of the NM Curriculumand Articulation Committee, which is tasked with certifying all the general ed.courses at all institutions in the state. Information from these meetings isshared with faculty at ENMU‐Ruidoso to aid in our own certifications process.
Participated in Sophomore Day with a marketing game, exposing students to the reality of marketing concepts in which customer’s needs are identified and metwith a product.
History, Humanities & Social Science
PTK: recruited 8 new members and elected new officers.
Dinah Hamilton and Dr. Orozco presented on Psychology and History, respectively, during Sophomore Day.

Dr. Orozco presented a paper at the 100th anniversary conference of the State Legislator J.T. Canales' investigation of the Texas Rangers in January at the Bullock Texas State History Museum in Austin.
Dr. Orozco presented a paper on LULAC founder Alonso S. Perales at the Texas State Historical Association in February in Corpus Christi.
Dr. Orozco presented at Selena and Hispanic Women's History for Women's History Month on March 21. At ENMU Ruidoso.
Community Education and CTE
Attended System wide meetings for academics and student services.
Hosting EMS Basic in Capitan with 26 Lincoln and Otero County students. Coordinated Child Development Certificate (CDC) course for Mescalero Tribe. Hosted 4 courses for Sierra Blanca Wildland Fire Academy on campus. Updating MOU’s with Sierra Blanca Wildland Fire Academy and the Village of
Cloudcroft. Partnered with ENMU‐Roswell to offer EMS.
Assisted in the creation of our first graduation awards night: Helped marketing with creating fillable online forms and recording responses.

Mr. Brad Treptow called the meeting to order at 5:02 p.m. and declared a quorum. Ms. Gina Klinekole
and Mr. James Paxton were present. Also present was Dr. Ryan Carstens.
Ms. Kimberly Smith and Dr. Lynn Willard were absent.

COLLEGE HIGHLIGHT
Dr. Carstens introduced Monica Gonzalez, an I-BEST teacher at the college. Monica introduced
two nursing students who are excelling in their courses: Jody Jacoby and Michelle Bradburn. Jody
gave a brief introduction of her background and her choice to come to ENMU-Ruidoso. She
emphasized that family was a large reason she chose Ruidoso. She has two CNA courses left and
plans to transfer to NMSU-Alamogordo (NMSU-A) after certification to complete her Bachelors
of Science in Nursing (BSN). She offered advice to the CNA program to adjust the humanities
requirements to align with the NMSU-A requirements. Mr. Treptow asked how she chose her
profession; she responded that job stability for her family was paramount.
Michelle Bradburn introduced herself next. She is also a non-traditional student who works nights
at an emergency room. She is commuting from Tularosa, and stated that cost was a deciding factor
in attending ENMU-Ruidoso before NMSU-A. She also has two classes left at ENMU-Ruidoso,
and will transfer to NMSU-A to complete her BSN. Mr. Treptow thanked them for their time and
congratulated them on their success at ENMU-Ruidoso.

REPORT FROM COLLEGE BOARD CHAIR
Mr. Treptow briefly acknowledged the positive outcome of Bond D in the election.
REPORT FROM ENMU-RUIDOSO PRESIDENT
Dr. Carstens provided general college announcements including the donor scholarship reception
and ongoing marketing and planning for Junior Day. The board then discussed the “college update” report, provided in the meeting packet.
1. College Board Meetings 2019 – tabled until next meeting. The board discussed reduction
to quarterly meetings. There was consensus to keep the March budget workshop and
regular meeting date.
The following items were discussed for the remainder of the meeting
1. Strategic Planning Update – Goal Two: Employer Ready – Coda Omness provided an
overview of the Strategic Update report. The board discussed how the college is tracking
many of the activities listed. Ms. Omness stated that tracking and data collection includes
attendance rates and course passing rates. The college is focusing on the first responder
program and creating better methods of capturing data. Various employment needs of
Lincoln County were also discussed.
2. College Nexus Project, Phase 1 Update – Matt Mckim presented an overview of the
layout and floor plans for the College Nexus Project Phase 1. The board discussed
timelines, costs and the RFP process.
3. Update on HB 98 and Board Elections – Dr. Carstens provided an update on board
elections and terms that are ending in 2019. A court case was filed to include Branch
Community Colleges within the scope of the Local Elections Act.
4. Update on Local November 2019 Bond Election – Due to unforeseen circumstances,
this item was rescheduled to next meeting. Lalleh Dayeny, associate of Hilltop Securities
Inc., plans to provide a timeline for the 2019 bond election during the March meeting.
5. Unrestricted Budget Adjustment Request – Dr. Carstens discussed the final page of
the Budget Adjustment Request. The board discussed budget models with Karen Massey
overseeing monthly updates. Karen suggested that budget tracking for the Nexus Project
should be done in a separate project management software.

6. Operating Agreement – Dr. Carstens discussed changes made to the updated operating
agreement. He asked if the board was in agreement with the updates. The board
unanimously agreed.
7. Bond D Election Results in Lincoln County – Dr. Carstens went through various data
breakouts on the Bond D election: by state/county/municipality/school district. The
Board discussed support by geographic location, in regards to the College’s proposed
2019 election.

Mr. Treptow announced the next ENMU Board of Regents Meeting as Friday, December 14; the
last day of the semester being Friday, December 14; and campus closure for winter holiday
December 22-January 1. Dr. Carstens also noted the upcoming End of Semester Reception at the
Jockey Club

Dr. Carstens plans to submit this copy to the Board of Regents on their 29 March meeting. Mr. Paxton questioned the frequency the chancellor was required to meet with the College Board. As long as our ENMU-Ruidoso meets at least twice a year, the chancellor does not have obligation to meet with ENMU-Ruidoso Community College Board. New Mexico state statutes requires that certain meetings be open to the public. These statutes, referred to as The Open Meetings Act, specify that all meetings of any public body shall be open to the public, and all persons so desiring shall be permitted to attend and listen to the deliberations and proceedings.
The formation of public policy or the conduct of business by vote shall not be conducted in closed meetings, except as otherwise provided by the constitution of the State of New Mexico or the Open Meetings Act. In addition, decision made at these public meetings are required to be made in public.
The Open Meetings Resolution of the ENMU-Ruidoso Community College District includes procedures for conducting open and closed meetings, work sessions, and non-regularly scheduled and emergency meetings . Minutes of each meeting will be recorded and notice of all regularly scheduled open meetings require a minimum of ten days published notification .
Attached is the Open Meetings Resolution of the College Board of the EN MU-Ruidoso Community College District. The resolution will be reviewed and approved annually by the Community College Board.

OPEN MEETINGS RESOLUTION
1. Purpose. State statutes (New Mexico Statutes Annotated, 1978, Chapter 10, Section 15) require that certain meetings be open to the public. The formation of public policy or the conduct of business by vote shall not be conducted in closed meetings, except as otherwise provided in the constitution of the State of New Mexico or the Open Meetings Act. All meetings of any public body shall be public meetings and all persons so desiring shall be permitted to attend and listen to the deliberations and proceedings. Reasonable efforts shall be made to accommodate the use of audio and video recording devices. In addition, decisions at those meetings (with limited exceptions) are required to be made in public. These statutes are referred to as The Open Meetings Act.
2. Policy. ENMU‐Ruidoso will comply with state statutes regarding the requirement for open meetings.
The foregoing purposes and policies are implemented by the following:
PROCEDURES
1. Open Meetings. All meetings of a quorum of the College Board held for the purpose of formulating public policy, discussing public business, or for the purpose of discussion or adoption of any proposed resolution, rule or regulation of the College Board or of taking any formal action within the authority delegated to the College Board, shall be open to the public, unless otherwise provided by law. Any member of the public may attend an open meeting and listen to deliberations and proceedings of the College Board.
2. Regularly Scheduled Open Meetings. Unless the business before the College Board dictates otherwise, the College Board will conduct business at regularly scheduled meetings. At least ten days prior to each meeting ENMU‐Ruidoso will publish, in news media, and mail to broadcast stations licensed by the federal communications commission and newspapers of general circulation in the ENMU‐Ruidoso community college district that have provided written request for such notice, the specific dates, times and place of each of these regularly scheduled open meetings and a statement that an agenda containing a list of specific items of business to be discussed or transacted shall be made available to the public at the ENMU‐Ruidoso President’s Office at least 72 hours prior to the meeting.

3. Closed Meetings. The College Board upon its own motion may close a meeting to the public if the subject matter of such discussion or action is allowed by law to be closed. If a meeting is closed during an open meeting, such closure shall be made on a motion which includes a statement of the authority for closure and a reasonably specific statement of the subjects to be discussed. The motion shall be approved by a majority of a quorum of the College Board and the vote of each individual member shall be recorded in the minutes. If a decision to hold a closed meeting is made when the College Board is not in an open meeting, the closed meeting shall not be held until a notice, appropriate under the circumstances, stating the specific provision of law authorizing a closed meeting and the subjects to be discussed with reasonable specificity is given to the members and to the general public.
4. Action Following Closed Meetings. Following the completion of any closed meeting, the minutes of the open meeting that was closed, or the next open meeting, if the closed meeting was separately scheduled, shall state that the matters discussed in the closed meeting were limited only to those specified in the motion for closure or in the notice of the separate closed meeting.
5. Participation by College Board Members. A member of the College Board may participate in a meeting of the College Board by means of a telephone conference or other similar communications equipment when otherwise difficult or impossible for the member to attend the meeting in person. This is allowed provided that each member participating by telephone conference can be identified when speaking, all participants are able to hear each other at the same time and members of the public attending the meeting are able to hear any member of the College Board who speaks during the meeting. Participation by a member of the College Board by telephone conference shall constitute presence in person at the meeting.
6. Non‐regularly Scheduled Meetings. If the public interest requires other formal action by the College Board between regularly scheduled open meetings, the College Board may conduct an open meeting to take formal action at such times. ENMU‐Ruidoso will publish in news media notice the specific date, time and place of each of these non‐regularly scheduled open meetings and an agenda at least 24 hours prior to the meeting.
7. Emergency Meetings. These emergency meetings shall be conducted in a manner consistent with the New Mexico Open Meetings Act. Telephone, fax, or electronic notice will be given to the news media and public at least four hours prior to an emergency meeting.

8. Working Sessions. A quorum of the College Board may also meet periodically in "working sessions." A "working session" is any meeting of a quorum of the College Board that does not involve any formal action by the College Board. Working sessions of a quorum of the College Board are open meetings and are open to the public and may be noticed as provided in this policy for regular or special meetings.
9. Minutes. The College Board shall keep written minutes of all its open meetings which shall include at a minimum the date, time and place of the meeting, the names of members in attendance and those absent, the substance of the proposals considered and a record of any decisions and votes taken that show how each member voted. Minutes shall be open to public inspection. Draft minutes shall be prepared after the meeting and shall be approved, amended or disapproved at the next meeting where a quorum is present at which time they shall become the official record of the College Board’s proceedings.

Action Item 5: Recommended Tuition Adjustment for 2019-2020 academic year
Summary
To further support rising expenses at the college, we recommend the following adjustments for tuition at ENMU-Ruidoso Branch Community College, commencing Summer 2019.
The president conducted a student forum concerning the tuition changes and received positive feedback for the recommended changes.
The recommended In-District, Out-of-District, and Out-of-State tuition rates create the following increases of 11.1%, 11.7%, and 11.1% respectively. The actual increases are below:

Action Item 6 : Recommended Flexible Tuition for Workforce Education
Summary
As we attempt to improve our capability and capacity to deliver workforce education and training, we realize that workforce education is not easily sustainable without thinking outside the normal college framework to deliver classes and programs in a non-standard way. The limited size and variable training markets available to workforce sectors require that we implement flexible tuition, class delivery and scheduling frameworks that are customized for each workforce project, and which enables the college to customize workforce instructional offerings and pricing in partnership with employers and stakeholders .
Tuition will be set by administration, case by case, for classes and programs that do not follow the traditional college semester model. The classes and programs will be designed, scheduled, and delivered in partnership with employers or community stakeholders and will specifically address employer and workforce needs and context.
Examples : Emergency Medical Services (EMS), alternative teacher certification, Wildland Fire Science (WILD), and Structural Fire Science (SFS).

Action Item 7: Fiscal Year FY2020 (2019-2020) l&G Budget
Summary Please find attached the summary report for the recommended FY20 Budget Request.
The recommended budget reflects a slight increase in overall revenue, due to an increase in the state appropriation added during the final week of legislation, supporting salary increases and dual credit costs. The budget summary also includes the .25% ERB adjustment (increase from 13.9% to 14.15%).

Strategies Activities
1. Proactive outreach that addresses the educational needs of residents in Lincoln County
a. Reach out to underserved populations and rural communities to provide access to higher education and training
To support nontraditional student schedules and needs, the Title V grant is developing online and hybrid technical education programs and resources for academic and career advising.
In collaboration with ENMU‐Ruidoso Foundation, the college hosted Sophomore Day, February 27th. Over 200 high school sophomores visited the college from the region (Ruidoso, Hondo, Capitan, Carrizozo and Mescalero). Staff and faculty highlighted the college’s programs and resources.
Student services coordinated bi‐lingual dual‐credit information packets to send home with each Sophomore Day student, in an effort to reach out to students and their families who may not know about the program.
Community Education is offering a Basic EMS course in Capitan – 26 students from Lincoln and Otero Counties.
The New Mexico Workforce Connections Center (NMWCC) began a High School Equivalency Class in Capitan on February 7, with 10 students attending.
NMWCC has obligated $142,024 in funding assistance to Lincoln County students.
NMWCC has obligated $74,520 direct salary reimbursements to Lincoln County Employers.
b. Build sustainable relationship with Mescalero Apache Tribe recognizing their unique standing in the region and community
Provided on‐site EMT basics training November 2018 – January 2019 at the Mescalero fire station. We are developing customized training to support the Mescalero Fire Department moving forward.
Fire Science courses will be offered at the Cloudcroft Fire burn building, in close proximity to the Mescalero Apache Reservation.
Coordinated Early Childhood courses onsite at Mescalero’s Head start and Day Care. With this course, 15 students will be eligible to receive their New Mexico Child Development Associate in May.
New Dual Credit offerings at Mescalero High School: Welding and Wildland Fire.
2. Active partner in supporting a vibrant community life
a. Connect small businesses to agencies and resources
NMWCC conducted career fairs in Fall and Spring. The spring event hosted 17 vendors and 45 job seekers. The Fall event hosted 12 vendors and 30 job seekers.
Ongoing advisory council meetings with Lincoln County superintendents as part of Alternative Education Licensure program development.
NMWCC assisted the Farley’s management team in promoting and conducting a mass hiring event on‐campus, in preparation of their “Grand Re‐Opening”. The management team was able to conduct 131 on the spot interviews that resulted in over 60 new hires for the restaurant.

b. Host local civic organizations, regional, and state meetings, community activities, conferences, and conventions
Title V and the Wildland Fire Academy partnered with the Sierra Blanca Wildland Fire Academy (SBWFA) to host a weeklong training event, providing 5 wildland fire and emergency response courses on campus. ENMU‐Ruidoso will have a larger role in next year’s academy.
NMWCC partnered with Cattle Baron and Farley’s Restaurants to host the “Signs of Intoxication” Training conducted by Andre Billingsley, an agent with the New Mexico State Police Special Investigations Unit. A total of 47 Cattle Baron and Farley’s employees were in attendance.
The college is host to meetings for Lincoln County Community Foundation, Lincoln County Extension Service, Resource Conservation and Development, Lincoln County Board of Realtors, and Creative Aging.
c. Develop service learning, community‐based under graduate research, and community service projects
As part of the CTE suite of programs, a community service‐based project will be incorporated into the capstone course for Structural Fire. This course and project will provide evidence of learning and also service to the community and local first responders.
d. Promote the arts and cultural events, supporting creativity and personal expression
Arts shows in the Fall and Spring. Planning Community Education Choir and Art show for May.
3. Strong champion for civility and civic engagement
a. Build community engagement through dialogue
The following Program Advisory Councils are in the planning stages for meetings in April: First Responder‐ Includes Wildland and Structural Fire and EMS
NMWCC continues to host quarterly Partner meetings with all agencies related to the Workforce Innovation and Opportunity Act funding.
b. Provide space for gatherings and trainings that address health and safety of the community
ENMU‐Ruidoso has hosted the Regional Coordination Preparedness meeting and Lincoln County Emergency Management meeting.
Creative Aging continues to offer monthly programming on topics such as transportation, dealing with grief and pain management.
c. Become a partner and/or sponsor of discussions that deal with emerging social issues that confront our residents
Creative Aging, an active resource for the senior community of Lincoln County, uses ENMU‐Ruidoso facilities to host programs which focus on a variety of issues including health, housing, transportation and other social issues. In March, they hosted a breakfast for domestic abuse support.

General O bligation Bonds Overview
Voter approval required prior to issuance of bonds Backed by full faith and credit of issuing jurisdiction Repaid with proceeds of ad valorem tax levy on all property in the District subject to ad valorem taxes Considered the most secure form of municipal debt
Most cost efficient form of borrowing Typically the highest rated debt and lowest interest cost Favorable terms with no additional security of reserve funds required
Statutory Limitations • Total outstanding debt cannot exceed 3% of total
assessed valuation • Levy not to exceed 5 mills (except any year in
which assessed valuation declines below level of year of issuance)
• Maturity of bonds limited to 20 years • Must be approved by a majority of voters voting • Bonds can be sold through a public issuance at
either a competitive or negotiated sale • Alternatively, bonds can be sold via direct
purchase or private placement with a bank or private investor
Allowable Use of Proceeds • Erecting, furnishing, constructing, purchasing,
remodeling and equipping buildings and utility facilities, exclusive of stadiums
• Making other real property improvements • Purchasing grounds • Purchasing and installing computer hardware and
software with a useful life equal to or exceeding the maturity of the bonds

Bond Cycle Program Overview
Programs that issue debt at consistent intervals, structured with declining debt service to permit additional issuance without a change in tax rate
Designed to take into account growth in tax base for minimum tax impact
Create capacity by retiring debt as quickly as cash flow from tax levy will permit
Benefits of cycling program include:
Lower borrowing cost due to accelerated payment schedule
Consistent and reliable source of capital
Long-term planning tool
Tax rate management tool / manage tax rate more effectively
Voters are generally more likely to approve a bond election if it does not result in a tax rate increase

Bond Election – Before The Election Is Called
Defining vision of student success What does the District want to be or achieve?
Engage consultants Demographer Architect Financial Advisor Bond Counsel
Starting point – two approaches: tax rate impact vs. dollar amount o Tax rate impact – for example, a district targets a tax rate impact of 1.5 mills tied to issuance
of the bonds; based on the 1.5 mills impact, that will allow the district to sell “X” amount of bonds
Preliminary finance plan is created
o Dollar amount – a district has an amount of bonds it wants to issue; this amount of bonds requires a tax rate of “X”
Board approves finance plan o Multiple scenarios o Preliminary structure of the bond issue o Projected tax rate impact to citizens
Bond counsel begins drafting election documents

Bond Election – After a Successful Bond Election
Passage of the bond election gives the Board/District the right to issue bonds, but not the obligation
Board canvasses the election results Typically occurs up to 10 days after the bond election
Financial advisor is working with Staff to get all necessary information for the Preliminary Official Statement Local economy Finances of the District Operating information of the District
Finalize the finance plan structure Apply for credit rating(s) if applicable Sell bonds; final terms subject to Board approval Delivery of bond proceeds approximately 30 days later Miscellaneous Bonds may be issued in one or more series Different methods for selling the bonds: negotiated, competitive, private placement Bond election approvals are good for 4 years
