Enhancing Industrial PolicyHow much impact industry has on poverty eradication, environmental sustainability and food security is ultimately defined by the pattern of industrialization a country chooses to follow. A long-term industrial policy strategy is thus necessary which puts in place a framework of stable economic, legal and political conditions and creates policy incentives for investment and the generation of employment and accelerated economic growth. Concrete action will depend on country-specific challenges, endowments and levels of integration in the global economic system.

Considering what matters most to policymakers today – how to sustain growth, increase their country’s participation in international trade and globalization, create lasting jobs that generate income and to advance the overall well-being of their society – it comes as no surprise that sound industrial policymaking remains a top priority around the globe.

The programme provides participants with an opportunity to bring up to date their knowledge on the diverse issues relating to the conceptual/theoretical and operational/practical aspects of industrial policy and industrial policy management in the context of current trends in global manufacturing, and to reflect on the effectiveness and dynamism of such policies.

ConceptThe course will provide participants with a comprehensive overview of all three stages of effective industrial policy development: industrial performance diagnosis, strategy and policy instruments.

The first module sets the background and provides participants with some of the key concepts and tools for a comprehensive and integrated industrial performance diagnosis. Participants will learn about core principles of industrial data analysis and be introduced to different tools to evaluate the current situation of their countries’ manufacturing industry. The module will include sustainability and other environmental indicators not considered in traditional industrial policy approaches.

The second module focuses on the role of strategy in framing effective industrial policies. It will evaluate various pathways for the development of industries and compare them. It will review different industrial policy objectives and priorities that can lead countries to a more advance stage of industrial development and provide a toolbox of industrial policy methods to promote structural change, economic growth, employment and the greening of industries.

In the final module, participants will be introduced to a broad set of policy instruments to achieve objectives and priorities. The module will discuss the implications of different choices as well as experiences in developing and developed countries worldwide. In addition, it will address the practicalities of industrial policymaking.

Course DesignThe programme is designed for mid-level policymakers, government officials, civil servants and technical experts involved in the design and implementation of their countries’ industrial policies which try to position the manufacturing sector as leverage for inclusive and sustainable economic growth.

The 21-day professional programme will offer a dynamic mix of lecture-based and active learning sessions and include several field trips to research institutions and manufacturing facilities in the Republic of Korea.

Throughout the course, participants will be working on a case study assignment for which they they will be asked to apply the acquired knowledge.

The course will be supported by a number of online tools and materials.

Participants: The number of participants is limited to 30 persons. Participants will be selected from the nominations submitted by the respective ministries. Gender and geographic balance will be taken into account.

Eligibility: The course is open for participants from OECD Development Assistance Committee recipient countries, who meet the following requirements: » Nominated by the respective government » Work at the Ministry of Industry, Economy, Trade or

associated institutions » Be a mid-level government official, public servant

or technical expert involved in the design and implementation of his/her country’s industrial policy

» Have sufficient proficiency in English to be able to understand the lectures and fully participate in the programme

Course faculty: International experts in the area of industrial policy and industrial policy experts from UNIDO and the Republic of Korea.
