Enhanced Access Review Committee Members Present:

Geneva Roembke, Business Services Manager for ISA, called the Enhanced Access Review Committee Meeting to order.

Approval of the October 10, 2018 EARC Meeting Minutes:

Ms. Kate Sweeney Bell made a motion to accept the minutes. Mr. Russell Hollis seconded the motion. The motion carried unanimously.

CityBase Report: Mr. Jim Murphy presented the CityBase Report. He indicated other projects had taken the attention away from the Pay Dot Backend Migration but anticipated being able to focus on the migration more fully now those other projects had been completed. There are also issues with ParkIndy and obtaining financial agreement and discussing the flow of funds between ParkIndy, the City-County and CityBase. Those talks are on-going and resolution is anticipated soon. Mr. Murphy also noted dip in transactional revenues beginning around September and lasting through December. He said this is due to the seasonality of permitting, primarily within DBNS. Numbers are expected to begin picking up again in March when permitting begins.

Treasurer’s Report

Mr. Joshua A. Peters presented the most recent Treasurer’s Report. Ms. Julie Voorhies noted a duplication in the specific line item for Dude Solutions, indicating the amount was also being reported within the total amount listed under Proposal #348 in Outstanding Liabilities. Mr. Peters concurred and indicated the correction would be made in future reporting. Chairperson Roembke requested Mr. Russell Hollis provide an update on the ePoll Books for the Clerk’s Office. Mr. Hollis indicated things were progressing very well and the new technology is being rolled out in time to be utilized in the next election. Mr. Hollis also took a moment to thank the Enhanced Access Review Committee and the Information Services Agency for the help provided. Mr. Brett Wineinger suggested it would be beneficial to pull all the purchase orders related to the four outstanding liabilities to ensure an accurate reporting. Chairperson Roembke agreed and offered to help if necessary. Ms. Julie Voorhies requested clarification on what Konnech was and how it related to the Enhanced Access Review Committee. Mr. Russell Hollis explained it is the software and hardware relating to the new voting system being put into place. The ePoll books will utilize the Konnech software and hardware in scanning voter identification, printing and scanning barcodes to ensure appropriate ballots and submission of completed ballots.

Treasurer’s Report In consideration of the change to the report as indicated by Ms. Voorhies and Mr. Peters, as of February 13, 2019, the Net Enhanced Access Funds Available (fund balance less outstanding liabilities) to be Two Hundred Sixty-Two Thousand Seven Hundred Eighty Dollars and Ninety-One Cents ($262,780.91). The next Enhanced Access Review Committee Meeting is scheduled for March 13, 2019 at 1:30PM, CCB Room 107.
