Enhance Regional FY2017 QUARTERLY UPDATE MOBILITY

The City of Arlington is part of a Texas-wide group that recently was designated an autonomous vehicle (AV) proving ground by the U.S. Department of Transportation. A total of 10 pilot sites across the U.S. were designated in January 2017, selected from a pool of over 60 applicants. According to the U.S. Department of Transportation, the goals of the AV proving ground designations are to foster innovation to safely transform personal and commercial mobility, expand capacity, and open new doors to disadvantaged people and communities. The designated sites will test various uses of AV technology, share information and data, and build a community of practice around automated vehicle research and use. Arlington offers a range of valuable potential test environments for AV technology, from movement on local streets to higher speed testing along the managed lanes on Interstate Highway 30. Additionally, the City of Arlington has a state-of-the-art Transportation Management Center that can facilitate the communication necessary for AV technology deployment. Autonomous Vehicle Proving Grounds Designation

The Abram Street (Cooper Street to Collins Street) project is currently in the design stages for water, sanitary sewer, paving, drainage, landscape, LED streetlights and traffic signals along Abram Street between Cooper Street and Collins Street. The project will also include the following streetscape improvements: pedestrian lighting, tree plantings, parkway landscape improvements, stamped concrete/pavers at intersections, LED pedestrian lighting, parkway benches, and trash bins.

Planning for high speed rail (HSR) in Arlington and the DFW region is moving forward. Recently, the North Central Council of Governments (NCTCOG) announced that a team led by WSP | PB will conduct the high speed rail station area planning study for Arlington. A team led Lockwood, Andrews & Newnam was selected for the downtown Dallas study, and a team led by the Gateway Planning Group will conduct the Fort Worth study. According to Kevin Feldt, program manager at NCTCOG, the HSR line between Dallas and Fort Worth will be designed to meet the needs of regional commuters as well as travelers from other metropolitan regions. Station locations will be designed to support each City’s planning and economic development efforts and to provide passengers a seamless travel experience.

The DFW HSR is going through the National Environmental Policy Act (NEPA) process, including an Environmental Impact Statement (EIS) study lead by the Texas Department of Transportation and the Federal Railroad Administration. The EIS analyzes rail line alignments, station locations, and standards for design and operations.

Recently, the North Central Council of Governments (NCTCOG) announced that a team led by WSP | PB will conduct the high speed rail station area planning study for Arlington. A team led Lockwood, Andrews & Newnam was selected for the downtown Dallas study, and a team led by the Gateway Planning Group will conduct the Fort Worth study. According to Kevin Feldt, program manager at NCTCOG, the HSR line between Dallas and Fort Worth will be designed to meet the needs of regional commuters as well as travelers from other metropolitan regions. Station locations will be designed to support each City’s planning and economic development efforts and to provide passengers a seamless travel experience.

The DFW HSR is going through the National Environmental Policy Act (NEPA) process, including an Environmental Impact Statement (EIS) study lead by the Texas Department of Transportation and the Federal Railroad Administration. The EIS analyzes rail line alignments, station locations, and standards for design and operations.

The University of Texas at Arlington (UTA) won three national U.S. Department of Transportation grants that could be worth approximately $12 million in funding to UTA during the next five years. A UTA College of Architecture, Planning and Public Affairs-led consortium received a $7.7 million grant to establish the Center for Transportation Equity, Decisions and Dollars (C-TEDD). The award will fund the Center and transportation research, teaching, and outreach on transportation-related projects and issues for the North Texas region and beyond. C-TEDD plans to assist transportation leaders and elected officials in making wiser, more informed choices about transportation through the information and data it provides. It will focus on preserving the existing transportation system, while aligning transportation decision-making and funding sources and mechanisms to achieve efficiency, equity and upward social mobility.

SH 360 South Street Closures

The SH 360 South Project is a $330 million design-build construction project in partnership with the Texas Department of Transportation, North Texas Tollway Authority, the North Central Texas Council of Governments, and local cities and counties to improve mobility, enhance safety, and connect communities. Once complete, the toll road will be operated by NTTA.

Beginning in fall 2015, the 9.7-mile project stretches from Green Oaks Boulevard to US 287. The project will provide through lanes to improve mobility, in addition to improving traffic flow for local businesses and residents along the frontage roads. Various lane closures are in effect as construction continues on this project, with construction anticipated to be complete in spring 2018.

Work continues to transform the I-30 and SH 360 connection into a modern, fully-directional interchange with complete connection ramps. Construction has caused lane closures on I-30, Lamar Boulevard, Avenue F and G, and Copeland Road. Construction is scheduled to be complete in 2020.

30/360 Project Continues

The City of Arlington Transportation Advisory Committee (TAC) has held five meetings to date, as part of a yearlong process to develop a strategic multimodal approach to frame future decisions on transportation in the City. The TAC meetings have included presentations from City staff on current transportation elements, as well as representatives from the North Central Texas Council of Governments (NCTCOG), Dallas Area Rapid Transit (DART), and the Fort Worth Transportation Authority (FWTA). The TAC members have also held wide-ranging discussions on the groups of people who use the City’s transportation system and goals for the future of the system. The Committee will continue to meet monthly through September 2017. All meetings are open to the public and include time for public comment. In the first quarter of FY2017, Handitran continued to be a high-demand service for Arlington residents with disabilities and for seniors. Of the trips received, 44% were provided by Handitran buses, and 56% were provided by partner taxi services. The majority of trips provided were demand trips, at 86%, with the remaining 14% being subscription trips. Handitran customers also travel outside Arlington; the total number of rides provided includes 298 connections to the TRE and FWTA stations this quarter.

The MAX bus contract was extended through December 31, 2017 by the City of Arlington, in partnership with DART, the FWTA, and UTA. The Collins Street stop was relocated in early February to E. Randol Mill Road and Six Flags Drive. In its fourth year of service, the MAX bus ridership remains steady and passengers continue to enjoy the alternative commute option.
