Emigration was a constant feature in Spain during the 20th century, withemigrants originally going overseas to the Latin-American countries. Later,during the second half of the century, when northern and western Europeancountries began to employ foreign wor ers, Spanish emigration altered its
direction. !or many years, the outward "ow of migrants balanced thee#cess of wor ers, particularly in rural areas. $owever, the seventies andeighties saw a large drop in emigration, aggravating Spain%s unemploymentproblems.
&ut there has been a signi'cant change in the migratory tendenciesduring the last 20 years or so and Spain, which for years was a traditionalcountry of emigration, has at present become a new pole of attraction of migration "ows. (he reasons for Spain%s transformation from an emigrationcountry into an immigration one are diverse and caused both by Spain%sdomestic situation and socioeconomic and political developments abroad.
(he country%s membership in the European )nion and its relativelycontinuous economic growth have made Spain an attractive destination.
*mmigrants have helped increase the Spanish population by over + millionlegislation been modi'ed many times in order to eep pace with thissituation. !rom the beginning, the focus has been on controlling themassive arrival of immigrants and combating illegal migration, whichrepresents a central problem for Spain.
Signi'cant changes have ta en place in this country, not only at thedemographical level, and immigration has become an important topic bothas a social and a political issue in the public debate.
