W-APT (LEP Identifier)

• After completing the Home Language Survey, if a language other than English is determined, the W-APT is administered to determine if the student is Limited English Proficient (LEP)

begins and as new students enter throughout the school year

• Ensure parents are notified within 30 days of 1st day of school or 14 days after enrollment.

ALL charter schools should:

1) have a designated person to work with LEP data via the authoritative source, even if they currently have no LEP students.

2) be aware of the NC process for identifying Limited English Proficient Students (LEPs) (HLS/W-APT)

3) be aware of the annual ACCESS for ELLs test of English language proficiency

ALL charter schools should:4) attend an LEP informational webinar

5) be made aware of LEP support documentation such as:

  a. the WIDA web site (http://www.wida.us/)

b. ESL website (http://eldnces.ncdpi.wikispaces.net/)

  c. ESL quick start guide

  d. LEP Coordinator LiveBinder (http://bit.ly/NCLEPHandbook)

Charter schools with LEPs should:6) join the LEP coordinator listserv (email 

[email protected] with your contact information and title)

7) provide contact information for the LEP Coordinator statewide list (email [email protected] with your contact information and title)

8) utilize the NC ELD Essential Standards (WIDA Standards) (http://www.wida.us/standards/eld.aspx - Download 2007 and 2012)

Charter schools with LEPs should:9) complete an LIEP service chart and submit to ESL

at NCDPI by the beginning of the school year

10) complete the October 1 and February 1 headcounts

11) follow proper W-APT and ACCESS test training procedures

12) validate Tiers for ACCESS testing13) attend the beginning of year LEP Coordinator’s meeting hosted by NCDPI (October 2-3 at the DoubleTree by Hilton formerly known as the Brownstone in Raleigh.)

• Funding is determined by US Census Data
