ABSTRACT
• Cable penetration assemblies (CPA) designed for applications
in safety-related systems of nuclear power plants (facilities) shall
follow general and specific design principles described by
the standard IEEE Std 317-2013. CPA perform two important general
safety functions. The first intended safety function is ensuring
the pressure boundary of the containment and, in the case, keeps
the harsh environment generated by accident conditions just inside
hermetized zones. The second intended safety function is providing
a conductive channel through a wall for medium voltage, low voltage,
and coaxial/signal/optic cables in any service and postulated design
conditions.
• Although, the design of CPA is represented as passive component, it
is formed into several functional groups comprise polymeric
compounds, metallic and ceramic components integrated one tubular
piece.

ABSTRACT
• In general, the mission time of CPA is limited primarily by used
polymeric materials that are mostly sensitive for thermal and radiation
ageing. Equipment qualification process as is recognized in the new
dual-logo standard IEC/IEEE 60780-323:2017 defined principles for
determination of the qualified life. Important part of the process is
performance of equipment type testing program during whose shall
be simulated, in part, accelerated ageing conditions of thermal,
radiation, wearing, vibrational (etc.) effects occurred during mission
time (qualification life), thus, environmental conditions generated by
accident conditions (severe radiation; sharp thermo-hydraulic
elevation). Qualification process of CPA for long-terms mission is
demanding and results are frequently wide scattered and ambiguous.
Therefore Condition Monitoring (CM), as is introduced by IEC/IEEE
60780-323:2017, should always accompany qualification process.

ABSTRACT
• Company Kabelovna Kabex (a.s.) are developing the new generation
of CPA that are specifically designed for applications in nuclear
facilities towards long-term service. Inseparable part of equipment
qualification program is determination of CM indicators, nomogramig
of predictive indexes, prescriptive guide for follow-up plant in-situ data
gathering and benchamarking surveillance program encompassing
natural aged witnessing samples. The complex qualification program
involving ongoing qualification fully complies with nuclear quality
requirements as are determined by Czech nuclear legislation.

Equipment Qualification
Concept in Four StepsThe EQ program shall include an assessment of aging effects on
equipment. Significant aging mechanisms shall be identified and
addressed as part of the program. Significant aging mechanisms are
defined as ones satisfying four criteria:
1. An aging mechanism promotes the same failure mode during
normal environmental conditions and from exposure to abnormal
or design basis event service conditions.
2. The aging mechanism adversely affects the ability of the
equipment to perform its safety.
3. The deterioration caused by the aging mechanism is not
amenable to assessment by in-service inspection or surveillance
activities.
4. In the normal service environment, the aging mechanism causes
degradation during the design life of the equipment that is
appreciable compared to degradation caused by

Counterfeit
– Intentionally manufactured or altered to imitate a legitimate product
without the legal right to do so.
– A counterfeit item is one that has been fabricated in imitation of
something else with purpose to defraud by passing the false copy for
genuine or original or is an items copied without the legal right or
authority to do so.
Fraudulent
– Items that are intentionally misrepresented with intent to deceive.
Fraudulent items include item provided with incorrect identification or
falsified or inadequate certification.
Substandard
– deviating from of a quality lower or scope of qualification than that
prescribed by required standard

Suspect items
are items that are suspected of being counterfeit, fraudulent or
substandard
– It may not always be cost effective to verify if a suspect item is indeed
counterfeit, fraudulent or substandard
NOTE: Legally, it may not be appropriate to call an item counterfeit or
fraudulent unless it is verified as such.
– In case of authentication testing, simply obtaining an authentic item or
one that complies with the specification may be the prudent course of
action.
– Conclusive investigation (electrical testing and used advanced
invasive methods) is always time consuming and expensive.

Implementation of „CFSI Protection Information System“ – website
platform for data exchange between manufacturer (Kabelovana Kabex),
vendors and equipment end user.
CFSI-PIS ensure exclusion of suspicious item and verification of
genuineness in order to elimination of:
• an unauthorized copy;
• conformance to original OCM design, model, and/or performance
standards;
• production by unauthorized contractors;
• off-specification, defective, or used OCM product sold as "new" or
working; or
• incorrect or falsing markings and/or documentation.
