| DESIGNATION AND APPLICATION

Multifunctional high-voltage three-phase electric power meters MIRTEK-135-RU (hereinafter HVPM) are designed to measure active and reactive electrical energy of forward and reverse direction at time-differentiated tariffs in three-phase three-wire AC networks of commercial frequency at the voltage of 6 (10) kV. The meter is designed to replace commercial accounting units (hereinafter CAU)

GPS/GLONASS module is used to synchronize the time of the integrated real time clock (hereinafter RTC) of each MU and to detect phase shifts required for calculating asymmetrical voltage.

Without a GLONASS signal, the RTC may be synchronized manually via unterfaces RF1 or GSM/GPRS.

The diurnal course of RTC, where automatic synchronization is not available, does not exceed 1 second per day within the operating temperature range.

With the transition to market economy, all resources consumed by household and utility services became a commodity subject toaccounting and payment by their consumers, regulated by the state standards. Inaccurate accounting for energy resources generally leads to foregone profits in supplying organizations which lose a part of their financial resources essential for their business activities. During transition periods when the state subsidizes tariffs, inaccurate accounting for energy consumption lays an additional burden on the state budget.

The problem of creating electricity metering systems has been solved for each specific area: for industry, for urban and rural residential areas, etc. The introduced automated electricity metering systems has already demonstrated a significant economic effect: the technical and commercial loss, non-payment by consumers and power theft have been reduced.

WATER GAUGING

1. Water supply networks depreciate faster than any other utility systems (aggressive corrosiveenvironment, impossibility of visual monitoring). Local accounting without an automated data collectionsystem does not ensure a clear picture of the loss, leaks and accidents for making expedient decisions.

2. The introduction of the automated system is particularly important for the transitional periods oftariff raising. Since the beginning of the year, water tariffs have increased by 85%. Besides, differentiatedwater consumption tariffs can be introduced (up to 140 l per day per person - basic tariff,overconsumption – a different tariff), with up to 2.5 times difference. In such a situation, the peoplewould naturally refuse to pay more for water consumption than they used to before the tariffs increase.Consumers under-report their own water consumption, providing incorrect data. They manipulate thedata: having exceeded the low-tariff threshold of water consumption in one month, they try to consumeless in the next month, therefore the mean does not exceed the low tariff threshold.

3. Avoid inaccurate reporting and losses at various stages of water supply.

4. High energy consumption of water pumping station equipment is also a serious factor in favour of theintroduction of automated accounting systems.

All these factors contribute to large financial loss of water supplying organizations and therefore reducefunding, otherwise allocated to the modernization of water supply networks, which, in it turn, results inaccidents, losses and tariff increases.

The automated water consumption measurement system visualizes losses, discloses dishonestconsumers and payment dodgers, increases the payment discipline. The proceeds will be invested inthe modernization of water supply networks, reducing losses and stabilizing tariffs.

Solutions for general heat metering in high-rise buildings and at industrial facilities have been on the market for a long time. Individual household heat metering is less common. However, it is increasingly common, mostly locally, without the heat meters being integrated in a system.

Automated heat metering systems allow to minimize commercial (non-payment) and technical (poor heat insulation) loss, and to respond efficiently to emergency situations.
