1. The status of the Nuclear Power programme in
Bangladesh
• The idea of nuclear power program was first conceived in 1961 and
Rooppur site was selected in 1963 out of 12 possible sites.
• From 1960s to 1980s, several feasibility studies were carried out, which
confirmed and reconfirmed the financial and technical viability of the
project.
• The Pre-project activities were carried out in the second half of 1990s and
Bangladesh Nuclear Power Action Plan was approved by the Government
in 2000.
• National decision on introduction of nuclear power becomes a reality for
Bangladesh; the necessity for implementation of NPP project was reflected
in the electoral manifestos of all major political parties in 2008.
• According to the INIR Mission Report of 2011, Bangladesh reached
Phase-1 of IAEA Milestone; with two pending issues. Namely (1)
Management system and (2) Funding and Financing still require
attention.
• The INIR Mission Team also concluded that Bangladesh nuclear
power programme in general has progressed into Phase-2, being in
the stage of preparation to negotiate agreement(s)/contract(s) with
selected Vendor.
• It is to be noted that Bangladesh has taken steps for getting Supplier’s
Cooperation for implementation of NPP through bilateral negotiation
instead of bidding approach as mentioned under Phase-2 of the IAEA
Milestone doc.
• To bridge these gaps, in the meantime Bangladesh has already signed
an Agreement with Russian Federation on State Export Credit for
financing the project.

IAEA in Bangladesh
HE Dr. Yukiya Amano, Director General,
IAEA visited Bangladesh in December
2010 and assured his kind support in
implementation of Rooppur NPP.
2. Plans/programs for developing the first NPP &
nuclear power infrastructure in Bangladesh
• Bangladesh plans to develop national Nuclear Power programme
taking assistances from the IAEA and the vendor country.
• Accordingly,
A framework agreement on the co-operation in the field of peaceful use of
atomic energy was signed on 21 May, 2010 between Bangladesh and the
Russian Federation.
An Intergovernmental Agreement (IGA) on Cooperation Concerning the
Construction of a Nuclear Power Plant in Bangladesh was signed between
Bangladesh and Russian Federation on 2nd November 2011.
An agreement on cooperation in the field of nuclear and radiation safety in
the use of nuclear energy for peaceful purposes was signed on 27 Feb
2012 between the Russian Federation and the People's Republic of
Bangladesh

An MOU between Ministry of Science and Technology, Bangladesh
and ROSATOM, Russian Federation on the training of the staff of
nuclear power sector was signed on June 2012.
An Agreement between Ministry of Science and Technology,
Bangladesh and ROSATOM, Russian Federation on the
establishment of Information Centre of Nuclear Energy in
Bangladesh was signed on 15 January 2013.
A Financial Agreement has been signed between Government of
Bangladesh and the government of Russian Federation on 15
January 2013.
A contract on Feasibility Evaluation and Engineering Survey has
been signed between Bangladesh Atomic Energy Commission and
JSC Atomstroyexport of Russian Federation.

• Nuclear Power infrastructures:
Regulatory Infrastructure
The government of Bangladesh enacted an Act entitled “Bangladesh Atomic
Energy Regulatory Authority Act” (BAERA Act-2012) for establishing an effective
independent Regulatory Body as well as for introducing Nuclear Law in the country
on 19 June 2012.
The Atomic Energy Regulatory Authority
has also been established under
BAEARA Act 2012.
Provisions of the BAERA Act-2012 have
covered nuclear safety, security and
safeguard for nuclear /radioactive
materials and also have ensure d the
civil liability for nuclear damage in the
event of an accident.

• Implementation of first NPP
A General Contract will be signed between the Customer (BAEC)
and Contractor in light of EPCM turnkey contract for construction of
the "Rooppur" NPP.
The General Contract will make the Contractor (Joint Stock
Company "Atomstroyexport“ of RF) entirely responsible for
detailed engineering design of the project, procurement of all
equipment and materials necessary, and also for construction
works, construction management as well as installation, startup and
commissioning the NPP plant within an agreed time and budget.
Development of HRD will also be included in the contract.
3. Engaging the Public and Local Communities in the
Development of Nuclear Power Programme.
• Ministry of Science and Technology has taken strategy to
involve the local people, Local Government bodies, Local
Member of the Parliament, local elites, local and national
journalist, local administration and the general people to
foster public acceptance for Nuclear Power Programme.
• An International Seminar was held jointly by the MoST
and Rosatom on 29-30 May 2013. The people from the
Local Government bodies, Local Member of the
Parliament, local elites, local and national journalist, local
administration and the general people of NPP site area
(Rooppur) participated in the Seminar.

3. Engaging the Public and Local Communities in the
Development of Nuclear Power Programme.
• A series of meeting has been arranged in the site area
and site locality to aware the people for developing the
NPP.
• Meeting and Dialogue has been presided over the remote
villages with the village people to disseminate the theme
and prospects of NPP.
• The young generation has been addressed to unlock their
potentials in devloping NPP.
