BACKGROUND Council approved award of Contract 2009-04, Water Transmission Main and Twin Sanitary Force Main Installation - Maclure Road and Charlotte Avenue to Sandpiper Contracting Ltd on June 1, 2009. The main scope of work to be executed under this contract consists of the installation of 2.7 km of 1200 mm diameter steel water transmission main along Maclure Road. The water transmission main will be installed on the east bound lanes of Maclure Road from east of Crossley Drive to the Gladwin Road intersection. Attachment 1 details the location of the 1200 mm water transmission main. DISCUSSION Traffic Management Plan To ensure traffic and public safety it was decided to completely close both east bound lanes of Maclure Road to traffic during construction. In order to minimize traffic impacts and disruption to traffic flow, the following measures will be taken: a minimum of one lane of north/south traffic will be maintained at all intersections of Maclure Road; traffic control persons will be positioned during work hours to direct/control traffic; and traffic diversion routes have been identified in association with City staff. Detour signs will be installed on affected roads and will be advertised through local media.

RECOMMENDATION

THAT Report No. ENG 70-2009, dated August 13, 2009, from the Project Engineer, regarding Traffic Management and Communication Plan for Water Transmission Main Installation on Maclure Road, be received.

BACKGROUND

Council approved award of Contract 2009-04, Water Transmission Main and Twin Sanitary Force Main Installation - Maclure Road and Charlotte Avenue to Sandpiper Contracting Ltd on June 1, 2009. The main scope of work to be executed under this contract consists of the installation of 2.7 km of 1200 mm diameter steel water transmission main along Maclure Road.

The water transmission main will be installed on the east bound lanes of Maclure Road from east of Crossley Drive to the Gladwin Road intersection. Attachment 1 details the location of the 1200 mm water transmission main.

DISCUSSION

Traffic Management Plan

To ensure traffic and public safety it was decided to completely close both east bound lanes of Maclure Road to traffic during construction. In order to minimize traffic impacts and disruption to traffic flow, the following measures will be taken:

The contract specifies that no more than one section of Maclure Road will be closed at any given time. In order to comply with this requirement, the contractor has scheduled construction work along Maclure Road, involving a complete east bound road closure, within following approximate time frames:

Section 1 - Crossley Drive to Clearbrook Road, September 21 to October 12

Section 2 - Clearbrook Road to Trethewey Street, October 12 to November 4

Section 3 - Trethewey Street to Gladwin Road, November 4 to November 23

For the watermain crossing of westbound Maclure Road, scheduled for September 14, construction will be staged and traffic will be routed so that both east and west bound traffic will be accommodated.

FINANCIAL IMPLICATIONS

This project is included in the Abbotsford/Mission Water Sewer Commission (WSC) financial plan.

COMMUNICATION PLAN

The plan developed to minimize traffic disruptions and delays and to protect public safety will be communicated as follows:

• an open house was held prior to the call for tenders on April 16, 2009 which was advertised in newspapers, on the City web site as well as individual letters that were sent to all property owners on Maclure Road;

• all nearby property owners were subsequently informed about the award of the contract to Sandpiper Contracting and their proposed work schedule;

• before the start of construction in September, residents in the area of Maclure Road will be provided with updated information on construction dates and traffic detours;

• notices of construction have been installed along Maclure Road;

• newspaper advertisements will be placed detailing road closures, detours and construction work schedules for each section of Maclure Road (a sample newspaper advertisement is enclosed as Attachment 2);

• local radio and traffic reporters will be updated regularly about road closures;

• a special project web page will be developed giving updates as construction progresses;

• information will be provided to School District No 34, BC Transit and local trucking associations; and

• additional traffic signs will be placed at key locations that will suggest alternate routes for truck traffic.

SUMMARY

Construction on Maclure Road will begin on September 14, 2009 through to the end of November. During this time, sections of the east bound lanes will be closed to traffic. A detailed traffic management plan will assist in preventing driver frustrations and delays during this time .

On Monday September 21 to Sunday October 4 Maclure Road east bound-lanes will be closed to all traffic from Old Yale to Clearbrook Road.

Limited access to local traffic to and from Crossley Drive will be allowed.

\jVatermain contruction on Maclure Road will continue in sections until November 23. Motorists are advised that long delays will be experienced and are advised to plan an alternate route. Detour routes will be marked.
