enFrame ICT Framework Introduction The enFrame ICT framework will enable schools, academy trusts, and other institutions to procure a wide range of ICT and Technology services in an easy-to-use format, utilising template documents. We have an experienced consultancy team available to guide and advise framework users on all aspects of the procurement and to help develop ICT strategies and requirements for inclusion in procurements where required. Our aim is to ensure that tender documents will be of a consistently high quality, reducing the time and cost of bidding for all parties. The enFrame ICT framework will enable our customers to procure the most frequently required elements of any ICT solution in a comprehensive framework allowing them to tailor the service to meet their exact requirements. How is our ICT framework different?

Social Value

As a community interest company, Social Value and community is something we take very seriously. All our procurements are driven by Social Value and two thirds of our profits are committed to a social investment fund, which we intend to use to award grants to projects that enhance young peoples’ life chances and fight climate change.

We will be asking suppliers to tell us about their commitments to Net Zero, how they are approaching the provision of low energy ICT solutions, how they are managing their supply chains, and their approach to promoting innovative technologies in the classroom which can help every school to achieve Net Zero status by 2035.

We believe that a commitment to Net Zero is an important part of Social Value.

How will the framework operate?

An enFrame-approved ICT specialist will provide up-front consultation to each institution where required and where feasible, helping us to clearly articulate customer requirements, and ensuring that service providers receive a more easily understood and consistent set of requirements to bid against, making the further competition process more time and cost effective for both institutions and service providers. The amount of advice and support given will depend on contract size, complexity, and in-house expertise for each customer.

Once the institution has chosen a service provider, we will continue to work with both parties over the period of the contract to help manage the relationship, conduct annual service reviews, and help to continually refine the customer’s ICT strategy and technological development.

The enFrame ICT framework will operate like any other OJEU or FTS compliant framework and will fully meet the Public Contracts Regulations 2015/16.

We have utilised our extensive experience in public sector procurement and existing ICT frameworks to create a process that minimises the effort required within each framework further competition, both for the public sector body, and for suppliers and service providers.

Hardware as a Service

With the Hardware as a Service lot, customers can move as many components as possible from the overall ICT provision to a service-based model, so that they can be consumed as a service by regular revenue payments rather than as capital purchases.

Framework Lots

The ICT framework will be split into a series of lots. Suppliers and service providers can bid for as many lots as they can deliver. Customers will be able to procure using a single lot, variations of multi-ple lots, or a single all-purpose lot.

There is no limit on the amount of suppliers on each lot, and no limit on the amount of lots a supplier can respond to.

We welcome bids from any organisation, consortia or group of companies who feel they have the relevant experience to deliver the services required.

We encourage the development of consortia and/or supply chains to deliver services. You can add a range of sub-contractors throughout the life of the framework as and when required. With service providers acting as the lead bidder, associated suppliers in their supply chain or consortium will not need to be on the framework in their own right.

Given that we will not limit numbers on the framework, we will expect each supplier to commit to deliver reporting and transaction information to us in a timely manner. We will work with suppliers to ensure that this is feasible.

Who can bid for the framework and how many suppliers will there be?

The framework will be open to all contracting authorities identified in the FTS notice. In particular, the framework will be marketed towards:

Schools, FE/HE institutions, academies, and academy trusts

Community hospitals, as well as smaller healthcare establishments

Housing associations

Local government departments

Third sector organisations

For the following lots:

1 Strategic Partnering Services 7 Hardware as a Service 9 Cloud Services10 MIS 14 Support Services

enFrame will charge service providers a management fee at a variable rate from 1.5% of the contract value depending on the size of the customer establishment, and the complexity of their requirements. For all other lots, the framework management fee will be 1% of the contract value.

We expect an initial amount to be paid on contract commencement, with annual payments for the lifetime of the contract. With this, enFrame will establish, market, and administer the framework.

Customers will be able pay for the service in regular instalments (monthly, termly, quarterly, or annually in advance), and purchase some goods and services as capital items.

How is the framework funded and how will transactions work?

Academies Enterprise Trust (AET)

The Elliot Foundation (TEFAT)

AET and TEFAT’s requirements will be included in the ICT framework procurement as lot 16 (AET) and lot 17 (TEFAT). The ITT phase has been extended to 12 weeks to allow interested service providers to bid on these lots and the ICT framework concurrently. To be the preferred bidder for the AET procure-ment (lot 16) or the TEFAT procurement (lot 17), service providers must also be a successful supplier on the enFrame ICT framework lot 1 - Strategic Partnering & Managed Services.

We have received interest from a number of other institutions, and three intend to start as soon as the framework is live.

We will set the procurement limit on the framework at £750 million.

Framework timescales

We are organising some webinars to discuss the framework with suppliers and service providers. Please email [email protected] to register your interest and we will let you know when they are planned.

We will let you know once the FTS notice has been published and will update you throughout the enFrame ICT framework procurement process.

We will work with you prior to the close periods to ensure that you have enough information and guidance to submit a competitive bid.

There will be a detailed clarifications process during the tender.

We expect the framework to be live by the beginning of December 2021.
