CITY’S DEVELOPMENT STRATEGY

The strategic plan of development of the city until 2027 (approved by the decision of

the Enerhodar City Council of 27.01.2017, No.4) has been developed in cooperation

with the DTEK Company within the framework of social partnership with the cities

and the project of international technical assistance “Partnership for local economic

development” (the PLEDDG project) implemented by the Federation of Canadian

Municipalities (FCM) with financial support from the Government of Canada. The

strategic plan has been developed subject to a comprehensive analysis of strengths

and weaknesses of the city, population survey with regard to their visions of the

city’s future development.

In order to achieve the desired goals, the continuous monitoring and assessment of the

performance results of introduction of the projects of the Strategic plan of development of

Enerhodar were introduced and followed by posting the results on the official website of

Enerhodar is a city of Zaporizhzhia region significance. Its territory is 63.5 sq.m., and the

population density is low. During 2017 the city limits were not changed.

The number of population of Enerhodar is 53.8K people. The share of the city’s population

is 0.13% of the population of Ukraine and 7.2% of the regional population.

The city of Enerhodar — is the energy capital of Ukraine — the city’s energy complex (two

powerful electric plants — Zaporizhzhia nuclear power plant and Zaporizhzhia heating

station) holds the quarter of the annual general generation of electrical energy in Ukraine.

The operation of the energy complex of Enerhodar is an important conditions for stability

not only in the region, but in Ukraine in the whole.

The city is the mono-functional one (the key enterprises are Zaporizhzhia nuclear

power plant and Zaporizhzhia heating station that set an industrial specialization of

the city and are the largest employers and taxpayers), but its economy, considering the

industry specialization of the largest local employers, is stable against macro-economic

fluctuations.

The city of Enerhodar is a leader among the regional cities in social and economic

development and the amount of revenues of the municipal budget per capita.

Foreign economic activities of the city are defined by cooperation with international

organizations (German Development Cooperation Agency (GIZ), International

Organization for Migration (IОМ), Polish-Ukrainian Cooperation Foundation (PAUC),

Eastern Europe Fund) and implementation of projects for internatonal technical assistance

— the project of the Federation of Canadian Municipalities (the PLEDDG project) and the

EU project “The Mayors for Economic Growth” (M4EG).

During a long period of time the joint socially oriented projects have been implemented

under the framework of the Strategy of social partnership between the DTEk Company

and Enerhodar City Council.

Credit Rating, National Rating Agency has assigned a credit rating and evaluated a

level of investment attractiveness of the city of Enerhodar. The credit rating has a high

investment grade of uaАА- that the city has a sufficient creditworthiness compared

to the other Ukrainian obligors. The city was assigned an investment attractiveness

rating of uaINV4. In other words, the attractiveness for investments is high

compared to other cities in Ukraine.

An upward trend of the city’s social and economic devel-

oped is supported, inter alia, by stable operation of the

largest local employers — two powerful electric plants

Zaporizhzhia Nuclear Power Plant NPP of Energoatom

NNEGC (Zaporizhzhia Nuclear Power Plant) and Zapor-

izhzhia Heat Power Plant of Dniproenergo PJSC (Zapor-

izhzhia Heat Power Plant). The susceptibility of the city’s

economic complex and the budget to economic risks, con-

sidering the peculiarity of operation of the city’s leading

enterprises and the preservation of a relatively stable elec-

tric energy demand, is lower than in the most Ukrainian cit-

ies having the similar administrative-territorial status and

the number of population.

The high level of employment and developed communal

and social infrastructure ensure a sufficient level of com-

fort living conditions and social well-being of the citizens

as well as a low level of social tension in the city that mini-

mizes the risks of anticipated losses of investors.

HISTORICAL BACKGROUND

In ancient times, the place, where Enerhodar is located in, was a

suburb of the Scythian capital. Next to the village of Znamianka,

there was an ancient settlement and over it there was a Scythian

field (todays territory of the city). Today, the city of Enerhodar is

known as the energy capital of Ukraine as there are two powerful

energy enterprises in its territory — a nuclear power plant and a

heat power plant.

The city’s history is closely related to the construction of Zapor-

izhzhia Heat Power Plant started on June 12, 1970. On November

23, 1972 the village was renamed Enerhodar. The comprehensive

development of Enerhodar was conducted alongside with the

construction of Zaporizhzhia Heat Power Plant. Simultaneously

with the station’s units, the residential blocks, kindergartens, ho-

tels, and the Palace of Culture “Suchasnyk” (Contemporary) were

constructed. Zaporizhzhia Heat Power Plant started operating

at its full capacity in September 1977. Today, Zaporizhzhia Heat

Power Plant is a structural unit of Dniproenergo PJSC.

A decision on construction of Zaporizhzhia Nuclear Power Plant

was taken in 1978, and on April 1, 1981 the first cubic meter of

concrete was put in the foundation of a reactor of the first pow-

er-generating unit that was commissioned on November 9, 1984

and the sixth one and the last one were commissioned in 1995.

Today, it is the biggest nuclear power plant not only in Ukraine,

but all over the world. For all the time of operation, two elec-

tric power plants have generated, in aggregate, 1 trillion kilowatt

hour.

In 2018, the city celebrated its 48th birthday. The citizens con-

sider their city small and comfortable for living. The city’s visitors

point out that the city is quiet, clean and comfortable.

Among the citizens of the city there are well known sportsmen,

artists, musicians and a large number of experienced specialists.

Considering that the work on two giant stations require wide ex-

perience and background scientific knowledge, the city’s citizens

have a high level of intellectual development and strive that their

children to get relevant education and to step into their shoes.

GEOGRAPHIC LOCATION

The city of Enerhodar is located in the south of Ukraine, on a left bank of the Kakhovka Reservoir

(in the Lower Dnieper region), at the distance of 132km from the city of Zaporizhzhia and 20 km

from the regional center, the city of Kamianka-Dniprovska. A transport link with the city is provided

by rail and by road. The regional highway P37 (Enrhodar-Berdiansk) starts in the city.

HIGHWAYS SERVICES About 60 departures per day are made from Enerhodar’s bus station

along the routes in 17 directions. Passengers are transported by road in

five directions subject to the agreements, made between Department of

Communal Ownership and the carriers (private entrepreneurs).

RAILWAY SERVICES There is a railway station in the city. Railroad passenger services are

performed from the Enerhodar departure platform of the Pridniprovska

Railways of Zaporizhzhia Directorate of Railway Services in the direction

“Enerhodar-Zaporizhzhia 1” twice a day. The traveling time from Zaporizhzhia

to Enerhodar is about 2-3 hours.

AIR SERVICES The closest airport is located in the north-east part of the city of Zaporizhzhia

— the Zaporizhzhia International Airport that provides services to all types

of aircrafts. Direct flights are performed to Minsk, Antalya, Istanbul, Warsaw,

Sham El-Sheikh, Dalaman, Batumi, Burgas, and Tel Aviv. The Zaporizhzhia

International Airport sends daily flights to Kiev, from where flights to many

countries are operated.

POPULATION, HUMAN RESOURCES,

AND LABOR MARKETAccording to the number of population, Enerhodar is a small-scale city of Ukraine. As at 01.01.2018, the

number of present population was 53.8K citizens that was 7.2% of the total number of population of

Zaporizhzhia region.

The city’s density index (0.85K people per 1 sq.km.) is below the indicator of similar cities that is

indicative of the available undeveloped areas.

During a long period time, the indicators of natural increase in the city have been positive; however

for two recent years the demographic situation is defined by small fluctuation of the number of

population due to a negative migration balance and natural population decline. The age index during

the abovementioned period increased, but the city’s human resources remain significant. A share of

the able-bodied population in the city’s age structure is above the national average and amounts to

71.4% as at 01.01.2018 (in Ukraine — 67.8%).

The city’s labor market has a high concentration by key employers. In 2017, a share of the largest (ac-

cording to the average number of staff employees) employers — Zaporizhzhia nuclear power plant and

Zaporizhzhia heat power plant — was 57.3% and 6.4% respectively.

Considering the structure and peculiarities of the city’ economy, the influence of the negative national

trends on development of the labor market of Enerhodar is limited.

A positive trend in operation of the city’s largest local employers ensure a steady demand for labor re-

sources, and the official occupational level is significantly above to the national average. According to the

2017 results, a share of the city’s employed population in the total number of the present population was

36% and exceeded the relevant national indicator almost in two times.

The city has unused labor resources that can be used by investors for the expansion of economic activity:

as at the end of 1Q2018 there were 398 unemployed people in the city and there were 6 people per one

vacancy.

In general, the salary growth rates in Enerhodar have a positive trend, mainly, due to stable operation

of the key employers. Besides, an increase in the minimum wage resulted in the growth of salary in the

branches financed from the budget.

According to the 2017 results, the payroll rate increased by 21.1% in the city. The amount of average

monthly salary of staff employees was UAH 11,578.66 in 2017 that was in 1.6 times more than the national

average.

The level of living and social well-being of the citizens of Enerhodar is supported by stable opera-

tion of the energy enterprises (Zaporizhzhia nuclear power plant and Zaporizhzhia heat power

plant), developed social and cultural infrastructure, and satisfactory condition of the housing and

utilities infrastructure.

The city’s labor market has highly-qualified personnel. The city has all the opportunities for de-

velopment — regardless a low unemployment level, the city has the unused labor resources that

forms potential for active economic activities, the high level of revenues of the population makes

additional advantages for development of the business in the city, provision of consumer services,

trading and related branches.

SOCIAL INFRASTRUCTURE

The social infrastructure of Enerhodar is sufficiently developed — a wide network of elementary and

secondary education establishments, medical establishments, cultural establishments and physical

culture establishments, as well as a retail store network enable the citizens to live comfortably.

Medical services are provided to the citizens of Enerhodar by Specialized Hospital No.1, State Establish-

ment, consisting of: in-patient department, adult outpatient department, child health center, dental care,

emergency department, diagnostic department, and related units and services.

In the healthcare, primary medical assistance is being constantly improved. Staring from September 2018,

Municipal Center of Primary Medical Assistance, Communal Noncommercial Enterprise of Enerhodar City

Council has started to operate. The center was established subject to the decision of Enerhodar City

Council of 15.03.2018 under No. 26 in order to take properly action for introduction of the medical reform.

The citizens can get medical assistance in the center — on weekends, holidays and outside the working

hours it is planned to organize duty shifts.

In the city, there are two health care centers with the patient capacity of 120 people per month. The cen-

ters belong to Zaporizhzhia nuclear power plant, Manufacturing Enterprise of Energoatom NNEGC and

DTEK-Servis, LLC.

Considering the needs and demographic situation in the city, education services are provided by 13 pre-

school education establishments, 8 out-of-school education establishments and 10 general education

establishments, of which: 3 general education schools, 1 lyceum, 1 gymnasium, 5 teaching and educa-

tional facilities, the structure of which consists of a collegium, physico-mathematical school, pre-school

groups, interscholastic vocational training facility. The city has 1 high education establishment of the ІІІ-rd

level of accreditation — the Enerhodar Institute of Public and Municipal Administration named after R.H.

Khenokha “Classic Private University” that provides education subject to the following specializations:

management, law, software engineering, economics, accounting and audit, and social work.

Department of Education conducts joint activities with the institutions with regard to the pre-professional

education and professional identity of the graduates. For that purpose the information meetings are held

between high school seniors and the representatives of education establishments of Ukraine, with which

the contracts of creative interaction are made. In October-November of every academic year, the event

“The day of future student” is held and the representatives of high education establishments from Kyiv,

Zaporizhzhia, Odesa, Kharkiv, Dnipro, Kryvyi Rih, Melitopol, and Dniprorudnyi participate in the event.

A wide network of elementary and secondary education establishments, located in the territory of the

city, ensure the provision of educational services in the close proximity to the place of living. During 2017,

the actual network of education establishments was not changed, and the level of education coverage of

school-aged children is 100%, and the level of coverage of five-year old children with different forms of

pre-school education is 100%.

EDUCATION

The out-of-school education is being actively developed

in the city — there are 8 specialized out-of-school estab-

lishments, including: children’s music school, children’s

art school, youth athletic center, youth boxing center

named after V.R. Manzuli, the club of youth sailors “Equa-

tor” with a fleet, Enerhodar Junior Academy of Sciences,

Center of Youth Creative Work, and Center of Tourism,

Home Science and Sports.

Considering a good condition of local finances, the mu-

nicipal authorities annually allocate the funds for provision

of material and technical assistance for the teaching and

educational process at the education establishments. For

example, in 2017, within the framework of the Program of

development of the education system in the city of Ener-

hodar for 2016-2018, UAH 35.3m of budgetary funds was

spent, of which 96.2% — from the municipal budget.

meets the needs of the citizens

of Enerhodar as well as it is a sig-

nificant advantage that makes the

city comfortable for living. In turn,

the city of Zaporizhzhia, as the

closest education center of the re-

gion, can provide effective educa-

tion and training of the specialists

of different branches of the econ-

omy with a sufficient level of pro-

fessional development for future

employment.

The city of Enerhodar has the required infrastructure for meeting the citizens’ needs and financing

the enterprises of different branches, and the housing and utilities infrastructure ensure the provision

of public utility services to the different groups of consumers. The comprehensive development of

Enerhodar started from 1970 together with the construction of Zaporizhzhia heat power plant. From the

time of establishment of Enerhodar, the residential properties and objects of the housing and utilities

infrastructure had been on the balance sheet of Zaporizhzhia heat power plant and Zaporizhzhia

nuclear power plant and were transferred to the communal ownership in 2002 and 2004.

In general, a condition of the municipal property, related to the housing and utilities infrastructure, is

satisfactory. The problems in the housing and utilities infrastructure, in particular the deterioration of

the housing sector and objects of the engineering infrastructure and transportation infrastructure that

are, in general, typical for the most cities of Ukraine, are not very urgent for Enerhodar. Considering

the financial capacity, the amounts of budgetary financing for the branches “Housing and utilities

infrastructure” and “Construction” in the city of Enerhodar are higher than in the most cities of Ukraine

similar in the number of population. The municipal authorities implement infrastructure projects in

order to improve the branch’s condition and quality of the services.

RETAIL

CITY’S INDUSTRIAL SECTOR

In Enerhodar there is a stable trend towards an increase in retail turnover of the retail store network that

is a key figure characterizing a purchasing power of the population. According to the 2017 results, the

retail turnover of enterprises (legal entities), the key type of business activities of which is a retail trade,

increased by 8.1% in comparative prices. The retail turnover per capita is 35.2% higher than the rel-

evant national figure.

The increasing demand for consumer goods in Enerhodar resulted in the increased number of organized

trading places. Over the past year, the area of trading places increased and amounted to 80 K sq. m.

According to the 2017 results, the supply of trading places to the population was high: as at 01.01.2018 in

the city there were 522 trade enterprises, of which: 336 stores, including 113 food stores and 223 nonfood

stores. The largest trade enterprises of the city are Slavutych retail store network, ATB-Market, Fozzy-

Sich, LLC (Silpo), and Brusnytsia retail store network. There is a shopping mall of Mercury V, PJSC that

operates as a market in the city. The total area of the shopping mall is 37.7 K sq. m., a shopping floor space

is 13.2 K sq. m. (designed for 2 053 market places).

The levels of employment and salary that are above the national average ensure the increase in a con-

sumer demand of the population and, respectively, it is expedient to develop a civilized retail trade,

consumer services and related branches in the context of investments. This type of activities makes a

stable cash flow, and the payback period of projects is from 5 to 7 years.

The industry is a strategic branch of the economy of the city of Enerhodar — the largest electric power

stations in Europe are located within the city’s territory — Zaporizhzhia Nuclear Power Plant NPP of

Energoatom NNEGC (Zaporizhzhia Nuclear Power Plant) and Zaporizhzhia Heat Power Plant of Dni-

proenergo PJSC (Zaporizhzhia Heat Power Plant) that define the city’s industrial specialization and

are the largest employers and tax payers to the budgets of all levels.

Besides the energy enterprises, the city’s industrial complex is represented by the following companies:

Atomenergomash, Manifacturing Enterprise of Energoatom NNEGC» (the manufacture of line tubes

and nonstandard equipment for nucreal and heat power stations), Enhol, PE (the design of systems

and equipment for nuclear power station, their installation, adjustment, repair and maintenance, and

maintenance of refrigerating appliances), Velych, LLC (the manufacture of bakery products and con-

fectionery), Pidpryemstvo Komunalnoi Vlasnosti, Public Utility Enterprise (the provisions of services for

maintenance of constructions, buildings and surrounding grounds, centralized heat and water supply,

and water disposal).

Enerhodar is among the most industrially developed cities of Zaporizhzhia region and the south of

Ukraine, and its share in the regional sales revenue in 2017 was 13.2%. Per capita, the enterprises

of Enerhodar traditionally sale industrial products significantly more than on a nationwide scale — in

9 times more according to the 2017 results.

The ley type of products manufactured and sold by the largest employers of Enerhodar is electric en-

ergy. In 2017, it was generated 40.8 billion kW/hour of electric energy that amounted to 107.9% of

the 2017 scheduled indicator and 112.7% compared to the 2016 result.

The growth rates of sales revenues of the city in 2014 and 2015 were high (121.5% and 138.1%

respectively) mainly due to a significant increase in prices for electric energy for different groups of

consumers. During 2016 the trend of industrial product sales volume slowed down, but in 2017, due to a

significant growth of the production volumes at the Zaporizhzhia nuclear power plant, the growth rates

were renewed.

According to the 2017 results, the industrial enterprises of Enerhodar sold the products to the amount of

UAH 24.7b that was in 1.3 times more than the similar index of the previous year in actual prices.

A contribution of nuclear power in the national

energy independence, as in previous years, is

crucial — a share of electric energy of Ener-

goatom NNEGC (15 power-generating unit of

4 nuclear power plants and 4 storage pumps

of the structural units of South-Ukraine Nuclear

Power Plant) in the national electrical energy

industry in 2017 was 55.2% of the volume of

production (52.4% in 2016) and 56.6%

in the structure of the energy market. Zapor-

izhzhia nuclear power plant is still the largest

power producer among the Ukrainian nuclear

plants and the most powerful nuclear station in

Europe — in 2017 Zaporizhzhia nuclear power

plant generated 34.5 billion kW/hour of electric

energy that amounted to 40.3% of the total

production of nuclear power plants (38.2%

in 2016) and 22.2% of the total production of

electric energy in Ukraine. The payments, made

by Zaporizhzhia nuclear power plant (together

with land rentals paid by Energoatom NNEGC)

amount to 2/3 of revenues of the general fund

of the city’s budget, excluding transfers.

During 2014-2016 the performance indicators

of Zaporizhzhia nuclear power plant were af-

fected by a sales slowdown from industrial

consumers of Zaporizhzia region. In the short-

run, Energoatom NNEGC plans to employ its

reserves to increase the generation of current

at the premises of the existing facilities. In

particular, in the current year it is expected to

commission a power supply line of the power

transmission line of 750kW “Zaporizhzhia nu-

clear power plant — Kakhovska” that enable

to settle a problem of the “closed capacity” at

the Zaporizhzhia nuclear power plant and to

increase the volumes of electrical supply.

The second enterprise according to the vol-

umes of production and compulsory payments

to the budget of Enerhodar is Zaporizhzhia

heat power plant that is a part of Dniproenergo,

DTEK, PJSC — one of the leading heat energy

generating company in Ukraine. Zaporizhzhia

heat power plant forms a significant share

of revenues to the general fund of the city’s

budget and, considering the negative impact

of the production on the environment, it pays

an environmental tax to the municipal budget.

Enerhodar — is the city with non-diver-

sified economy as the trend of social and

economic development and pumping up

the city’s budget depends on stable opera-

tion of two powerful energy enterprises —

Zaporizhzhia nuclear power plant and

Zaporizhzhia heat power plant. Considering

the peculiarities of operation of the city’s

leading enterprises and the preservation of

a relatively stable demand for electric en-

ergy, the level of susceptibility of the eco-

nomic complex and the city’s budget to

economical risks is lower than in the most

cities of Ukraine with a similar structure of

the economy and the number of population.

Besides, the Strategy of development of the

city until 2027 provides for the increase in

the competitiveness of the city’s economy

due to creation of conditions for develop-

ment of other economic types of business,

in particular due to the development of

small and medium business.

As at 01.07.2018, 1 605 business entities (of which 1518 active business entities),

147 small entities and 8 medium entities are registered in Enerhodar.

The specific character of operation of the most business entities is stable — the non-

productive sphere is the most popular one, in particular wholesale and retail trading,

public catering, consumer services, and transportation services.

Small and medium-sized enterprises account for 99.8% of the total number of all

economically active enterprises, but, considering the mono-functionality of the

city, the most citizens (about 70% of the employed population) employ with large

energy enterprises of the energy complex — Zaporizhzhia nuclear power plant and

Zaporizhzhia heat power plant.

The amounts of payment of a single tax are still increasing. In 2017, the business

entities paid UAH 16m of a single tax to the budget of Enerhodar — by 35.8% more

compared to the year 2016.

A total share of small and medium business in increasing in the municipal budget —

in 2017 the amounts of funds paid to the municipal budget by the business entities as

taxes and charges were UAH 34.4m or 7.1% of all receipts to the general fund of the

budget of Enerhodar and increased by 23.7% compared to the year 2016.

SMALL BUSINESS

The development of small and medium business is one of the targets of the Strategic plan of

development of Enerhodar until 2027. With assistance of the Project of international technical

assistance “Partnership for local economic development” (the PLEDDG project) and in cooperation

with the business, Enerhodar City Council developed and approved a municipal Program of support

and development of small and medium business in the city of Enerhodar for 2018-2022.

Under the Program, it is planned to implement some projects developed to improve skills and

knowledge of self-employed individuals; to introduce the methods of financial support of business

entities; to create information data bases and registers of undeveloped land plots, communal property;

and to optimize the process of provisions of administrative services, etc.

In the current year, under the project “Improvement of professional competence of active and

prospective business entities for business diversification in Enerhodar” and with support of ESCO

DTEK Energy Company, the trainings on energy management and energy audit have been held for

the city’s citizens, who can use their knowledge and skills to set up their businesses in the field of

energy efficiency.

TRENDS IN PAYMENT OF A SINGLE TAX TO THE BUDGET OF ENERHODAR

At present, the development of small and medium businesses in the city is supported by operation of

certain institutions and enterprises, established to simplify business activities, to provide information,

referral, and consulting support. The Joint Office, Administration Service Centre was established in En-

erhodar. In June 2018, under the project “Support of territorial communities due to an increase in the

number of the displaced”, the Joint Office, Administration Service Centre of Enerhodar City Council

was granted a mobile case for onsite provision of administration services. The cooperation between the

business entities and the municipal authorities is ensured by the municipal coordination council on entre-

preneurial development that consists of representatives of the municipal business by 80%. Besides, the

public reception office on entrepreneurial development of the executive committee of the city council

was established and where a business entities can get advices on business establishment and operations.

In order to provide business entities with practical and methodological assistance, the trainings are held

with support of the representatives of the regional divisions of the Association of Ukrainian Cities and

Agency of Local Development of the city of Enerhodar, Public Organization.

The city authorities have determined the development of small and medium businesses and improve-

ment of their competitiveness as one of the top priority was of the city’s development. The creation

of conditions for development of the business will favor the diversification of the city’s economy

and, respectively, enhancement of the capabilities for economic growth. Besides, the improvement

of skills and knowledge of the representatives of small and medium business and development of

the business as a key professional competence, especially among the youth, will reduce the outflow

of unemployed able-bodied population to cities.

INVESTMENTS AND SUPPORT OF INVESTMENT ACTIVITIES IN THE CITY

The trends in capital investments in development of the economic complex of Enerhodar is significantly

characterized by investment activities of the city’s primary tax payers. The city’s primary tax payers par-

ticipate in implementation of the education, culture, health care and public projects important for the city.

Besides, Energoatom NNEGC, Subsidiary performs residential development in the city. Under the social

partnership with the cities, where DTEK Company operates, the city’s public interest groups participate

in the competition of mini-grants “The city with your own hands” for the fifth year in a row (maintenance

and development of children’s and sports playground, establishment of a site for workout, etc.). During

the current year, DTEK, LLC has held a competition to get the “Great Grant”.

It should be noted that however the amounts of capital investments of the city’s enterprises, except for

Zaporizhzhia heat power plant and Zaporizhzhia nuclear power plant, per capita are below the national

averages, but, in general, their trends (except for 2016) have been positive — according to the 2017 re-

sults, the increase was 266.5% compared to the previous year’s index.

In order to improve the level of investment attractiveness by creating the favorable conditions for invest-

ment raising, improvement of the city’s investment image, creation of favorable conditions for new jobs

and establishment of new enterprises as well as prolongation of the previous years’ positive experience,

the Program of development of investment and innovation activities in the city of Enerhodar for 2017-

2021 was developed. The city’s investment policy is aimed to improve the city’s image regionally and

internationally, to facilitate the attraction of domestic and foreign investments to the economy, and to

implement active information and promotional activities.

improvement of the level of servicing for a multi-story sector, thermos-modernization of

municipal constructions, replacement of home elevators, separation and reprocessing of

MUNICIPAL INFRASTRUCTURE — development of the Park of Culture and Rest (establishment of cafes, restaurants, rides,

and architectural structures), establishment of an ice rink, shopping mall, and cinema.

EXTERNAL ECONOMIC ACTIVITIES OF THE CITY’S ENTERPRISES AND DEVELOPMENT OF INTERNATIONAL COOPERATION

Considering the industrial composition of the city’s industrial complex, the bulk of manufactured goods

are sold in the national market and the amounts of export-import operations performed by the city’s en-

terprises, are low. Today, the dependency of the city’s enterprises on foreign capital is low.

In turn, the city authorities have successfully cooperated with international partners. The experience in

implementation of the projects of international technical assistance, important to the city, in the field of

public services, energy efficiency and development of the local government, bears the evidence of trust

in the city authorities and that the city meets the requirements to participation in such projects.

In 2017 the participation in the project of international technical assistance “Partnership for local econom-

ic development” (the PLEDDG project), implemented by the Federation of Canadian Municipalities (FCM)

with financial support from the Government of Canada, was carried on. In 2018, the project “Creation of

a positive image of Enerhodar as an investment-attractive city” has been launched. The expected cost of

the project is UAH 560K, of which UAH 400K is financed by the PLEDDG project and UAH 160K — from

the municipal budget.

In June 2017, the city of Enerhodar was one of the first 20 Ukrainian cities that signed a new Initiative of the

European Council “The Mayors for Economic Growth” (M4EG), according to which the city of Enerhodar

undertook to develop and implement a plan of local economic development for 2-3 years, aimed at ac-

celeration of the local economic development and creation of new jobs. Within the framework of the Initia-

tive, the priority ways of economic development of the city until 2020 have been determined, in particular:

development of a marketing strategy and brand of the city as well as creation of an industrial part and

establishment of a business center.

The public interest group of the city of Enerhodar became the winner of the competition “Contributing

to the reconstruction and settlement of problems of the internally displaced persons and conflict-stricken

Ukrainian population”, held by the International Organization for Migration. The projects is expected to

be implemented in 2017-2018 and the expected amount of financing is UAH 204K to be used to take the

measures to unite the citizens.

Besides, in 2017 a draft decision of Enerhodar City Council “On Joining the Initiative “The Agreement of the

Mayors” — a leading initiative launched by the European Union and covering the local and regional authori-

ties that make voluntary commitments to improve energy efficiency and to expand the use of renewable

power sources within their territories — was prepared. In case of joining to the Initiative, the city of Enerho-

dar undertakes to reduce its emission of СО , at least by 30% until 2030. In turn, the city will get meth-

odological, technical and financial assistance in the field of reduction of energy consumption in the city;

reduction of financing from the local budget, attraction of investments, creation of new jobs, improvement

of the environment and, as a result, improvement of living conditions.

The budget revenues of Enerhodar consist of tax receipts, non-tax receipts, revenues from capital trans-

actions, special-purpose funds and transfers. The tax receipts are the key element of the budget revenues.

The trend in the revenue item of Enerhodar’s budget (excluding transfers) over 2015-2017 was positive.

The key items of expenditures of the city’s budget are the financing of budgetary institutions (education,

health care, culture and sports, arts), social protection and social security, government control (opera-

tions of the self-governing authorities) as well as housing and utilities infrastructure.

Enerhodar City Council has not raised borrowed funds to the city’s budget and as at 01.07.2018 Enerho-

dar City Council has not direct debt. The high level of fiscal capacity of Enerhodar, compared to other

Ukrainian cities, enables to make capital investments, including to implement investment projects of de-

velopment of the city using the revenues of the local budgets.

FINANCIAL SUPPORT FOR THE ECONOMIC AND SOCIAL GROWTH (BUDGET PROFILE)

The budget of the city of Enerhodar is considered a local budget. Enerhodar is a city of regional signifi-

cance and the consolidated budget of the city consists of the budget of one level — the municipal one.

The level of fiscal capacity of the budget of Enerhodar compared to others cities is high: a ratio of the

city’s consolidated budget revenues per capita significantly exceeds the ratio of the local budgets in gen-

eral (excluding transfers). Considering the budget implementation in 2017, the level of fiscal capacity of

the budget exceeded the relevant national average almost in 2 times.

The level of budget independence is high and there is no base grant. Enerhodar is a donor city as it annu-

ally transfers a reverse grant to the state budget (in the amount of 13-14% of revenues of the general

fund, excluding transfers), the funds of which are used to support other local budgets.

The budget of Enerhodar is characterized by a significant level of industrial concentration of the sources

of the revenue item of the general fund: Zaporizhzhia heat power plant and Zaporizhzhia nuclear power

plant that are a part of the Ukrainian energy complex are the largest tax payers and form significant

amounts of the revenue item of the city’s budget. Besides, the susceptibility of the revenue item of the

city’s budget to economic risks, considering the specialization of the city’s industrial complex, is lower

than in other cities of Ukraine having the similar economic structure.

A satisfactory condition of the local finances is one of the main factors specifying the quality of the

environment, where the investors operate. The amount of financial resources of Enerhodar enables

not only to finance current expenditures of the budgetary institutions in full using the funds from the

city’s budget, but successfully to implement investment projects for development of the municipal

infrastructure.
