he economic liberalization of the early 90s unleashed the true intellectual and entrepreneurial

potential of India. The resulting economic growth enabled millions of Indians to get a better life and aspire for a brighter future for their families. These aspirations cut across urban and rural India. Narendra Modi, as the head of the first majority Government in 30 years will have to shape its agenda to fulfill them in every aspect, such as creating jobs, providing better amenities and enabling an environment where the creative and entrepreneurial energies of our people are positively channelized for the benefit of the country. This will entail massive financial investment and decisive, unprecedented, good governance. The nation, agog with anticipation, can hardly wait. Modi as well as some of his ministers have been keeping their noses close to the grindstone for grueling 18-hour work days.

A general theme of this Government should be to reduce and eliminate subsidies, re-engineer doles, and go in for more productive investment. Infrastructure is one of the growth engines for uplifting the economy. Once infrastructure development is put in place, the economy is sure to grow at a much faster pace.

A study by the National Council of Applied Economic Research, for instance, shows that the modernisation of Delhi's airport contributed 0.45 per cent to the national GDP and 13.53 per cent to Delhi's GSDP in 2009/10.

Developed countries including the US and even China have focused on infrastructure development first and that has had a phenomenal impact on the overall economic development.

The 12th Five Year Plan has envisaged an investment of US$1 trillion (INR 60000 billion) in infrastructure development, of which about half is expected to come from the private sector through the PPP mode. Over the next few years the key focus

India's Infrastructure Sector and its Challenges

areas in infrastructure at a national level will have to be Energy(exploration, generation, transmission, distribution) and connectivity (roads, railways, airports, ports, and internet). In spite of the recent additions in power generation capacity, we continue to have a peak power deficit and even some of our metro cities face severe power shortages. While the Golden Quadrilateral National Highway network was a successful road project, it accounts for just 2% of India's road infrastructure but carries 40% of total national freight traffic. Similarly there is an urgent need to significantly expand the railway network capacity and further improve air connectivity to smaller cities. At the same time new initiatives will have to be put in place to address urban issues of transportation, water management and sanitation. We must ensure that the new wave of urbanization is sustainable and well-planned infrastructure will have to be the foundation on which we create thriving new cities of modern India.

The initiative of new government to put similar portfolios under one ministry has ensured better co-ordination, integration and having a holistic view.

Most infrastructure projects are of long

duration ranging from 25 to 60 years with very long gestation periods. Most projects also take a minimum of five years to stabilise operations. There is no cost effective financing available for the longer duration (25 to 30 years) which is the biggest challenge the sector is facing today. We require structural changes in the form of policies and reforms for sustainable long term growth of the sector.

In this context, ability to meet infrastructure investment has two aspects:

1. Availability of funds from various sources including budgetary support, internal generation & borrowings.

2. The ability of private sector to execute infrastructure projects and take up new investments under PPP model.

The world over, bond markets are used to finance Infrastructure. The absence of a developed corporate bond market in India like that in Europe and the US is affecting the growth of the sector. Indian infrastructure developers require 15 to 30 year bonds at fixed rates to finance their projects. For this we have to ease access to bond markets for private developers and provide credit enhancement by multi-lateral agencies and bank guarantees to

enhance ratings. This would enable infrastructure companies tap the long term insurance and pension funds. Sector specific bonds like Railway Bonds can also be thought of.

We do not have development financial institutions and as of now only India Infrastructure Finance Co is assisting the sector in a limited way. Brazil, which is at par with India in terms of its size and economic development, has a dedicated institution known as 'BNDES' (Brazilian Economic Development Bank) which provide funds to the infrastructure sector at 30 to 40 per cent lower cost as compared to market rates. Development financial institutions providing long term funds at cheaper rates are essential to revive the growth sentiment and initiate Infrastructure development at a rapid pace.

Today around 40 per cent of the adjusted net bank credit (ANBC) is for the priority sector (including agriculture). But the cost subsidisation given to it is offset by having higher lending rates for the balance 60 per cent. The infrastructure sector should be given special status and taken out of the 100 per cent limit of ANBC for the calculation of priority sector. Alternately the infrastructure sector itself may be given priority sector status. This will bring down cost of funds for the developer by two to three per cent.

When Infrastructure sector was opened up the government gave ample tax incentives, such as exemption from minimum alternate tax and dividend distribution tax to attract private participation. However, after some time the government began levying these taxes and the situation today is that an infrastructure company has to pay effectively around 44 per cent as corporate tax and DDT and 34 per cent as MAT and DDT of its earnings, which is the highest across the globe. This limits the amount of internal accruals that can be ploughed back in the business. If proper and adequate incentives and tax holidays are offered, the private sector will participate in the development of infrastructure in the country.

The FIIs which have spontaneously pumped in $25 billion into the Indian stock market have eased the situation to a great extent, strengthened the rupee, added to hard currency reserves, and vastly improved market sentiment. But much more needs to be done to attract more FII and FDI monies by way of liberal reform and market-friendly procedures. Various sectors will be opened up to 100 per cent FDI and others will have their limits

enhanced.

The self-help part of this, which will have a salutary knock-on effect, is important. One idea is to allow a proportion, about 30 per cent, of Indian pension funds to invest in the equity markets. This will let them seek returns higher than 8 per cent, quite inadequate in such inflationary times. It, along with hopefully continued large FII inflows, will provide funds for companies to raise money for development and growth.

The advent of pension funds in the stock market will also provide a stable flow of domestic monies, which won't be volatile as FII money can sometimes be. At present, pension funds add up to Rs 6.50 lakh crore, but none of it is coming into the bourses.

Another source of very cheap funds right now could be from low interest economies abroad, awash in liquidity. Such External Commercial Borrowings (ECB) are likely to be encouraged by the Government, given the fairly strong hard currency reserves position.

Foreign investors, have been requesting tax concessions for manufacture and this should most likely be granted to remove an irritating roadblock. In addition, the Government has already indicated that it will get rid of retrospective corporate taxation.

With the experience of the first wave of projects behind us, the private sector is now well poised to work with the government in next phase of growth in infrastructure. Our main expectations from the new government will be:

1. Follow a well-articulated and stable policy regime that encourages private investment in infrastructure

2. Speed up administrative decision making to enable timely clearances and implementation of projects a. Facilitate land acquisitionb. Set up land bank corporationc. Expedite freight and industrial

corridord. Promote low cost housinge. Hasten project approvalsf. Incentivize investmentsg. Coal sector reformsh. Price pooling for power sector /

power sector reformsi. Creation of Business infrastructure

trustsj. Conducive tax environmentk. More special infrastructure zonesl. Have smart cities

m.Creating a priority list of 100 must do infrastructure projects

3. Further build capacities within the government to bid out large infrastructure projects

4. Put in place robust and independent mechanism for dispute resolution.

5. To find a balance between labor relations and competitiveness.

6. Generating Employment & emphasis on the quality of employment

It is imperative for the new government to have a clear view on attracting investment in India as there is increasing opportunity around the world for developers and investors in the infrastructure sector. The boldest move made so far is the hike in the Railway fares and freight rates, fearfully avoided by the predecessors. The rural areas should receive massive infrastructural attention to create what Modi has called 'rurban' facilities inclusive of 100 new cities. to bring about this transformation to benefit over 600 million people.

Emerging economies in Asia, Central Europe and Latin America are planning to spend heavily on new infrastructure. Even some developed countries such as United States are planning to renew their infrastructure. This means India will have to compete with other countries to attract capital and technology. This would require clarity in planning and determination in implementation.

While so much needs to be done in India, Indian companies are gaining experience in overseas projects, competing winning projects. A few of the examples are:

In the aviation segment, GMR Infrastructure has received a contract to upgrade Mactan Cebu International Airport in the Philippines.

In the roads segment, Punj Lloyd has received a 'Letter of Award' for the construction of a 42 km, 2x3 lane dual carriageway project between Doraigh and Noubat Dokaim from Ministry of Public Works and Highways, Yemen.

In another development, Larsen & Toubro (L&T) received order from Qatar Railways Company for design and construction of the Gold Line of the Doha Metro project.

Lets move from Entitlement to Empowerment.

he economic liberalization of the early 90s unleashed the true intellectual and entrepreneurial

potential of India.

Private ports in the maritime states of Gujarat, Maharashtra, Goa, Karnataka, Kerala, Tamil Nadu, Andhra Pradesh, Orissa and West-Bengal across Indian peninsula have grown leaps and bounds since process of privatization was initiated in port sector. In the east coast Krishnapatnam, Gangavaram, Kakinada in Andhra Pradesh, Dhamra in Odissa, Karaikal in Puducherry and Kattupalli in Tamil Nadu have developed large capacities. In the west coast Mundra, Hazira, Dahej, Sikha, Pipavav in Gujarat have come up in big way with State Maritime Board taking the lead in developing private ports.

The above table clearly shows that Gujarat and Maharashtra are leading in growth of private ports.

Private ports have been playing a vital role in catering to Energy security of the country. With India being major importer of POL and Coal, the private ports have played a major role for their imports.

The future projected growth of private ports does confirm domination of private ports over major ports and also their strong role in catering to Indian exporters and importers.

ndia has been rightly called a country of sub-continental proportions. This statement is

true not only in terms of the vast geographic expanse of the country but also its maritime trade, which serves a vast land-locked hinterland that extends into Jammu & Kashmir in the North to landlocked countries like Bhutan, Nepal and Tibet (China) and North Eastern regions. The vastness of India's Northern Gangetic plains, which encompass large agriculturally prosperous states like Madhya Pradesh, Uttar Pradesh, Rajasthan, Punjab, and Haryana coupled with long Peninsular Coastline of over 6,000 kilometres shared by nine littoral states of Gujarat, Maharashtra, Goa, Kerala, Tamil Nadu, Andhra Pradesh, Orissa and West Bengal form part of a formidable natural endowment, impregnated with the possibilities of economic growth that can push up India as a significant global maritime trading nation.

Quite remarkably, some of India's states, given the length of their coastline and many natural deep harbours have a maritime economic potential, which is comparable to some of the most favoured maritime nations of the world.

The latent potential however, needs to be largely tapped in terms of building extensive coastal shipping networks, inland waterway linkages to hinterlands, coastal ferry services, cruise industry and other marine and offshore based industries. As borne out by the experience of maritime development being witnessed in case of states like Gujarat, with about a dozen bustling ports and rapidly growing cargo traffic volumes, the potential for development of several under-developed ports along the coastline are immense. Though some of the coastal states have been not very aggressive in pushing the

development of their coastline port industry and trade.

Two decades ago the private ports ( non major ports) handled eight per cent of Indian's sea borne cargo traffic.

However during last fiscal year 2012-13 the private ports have handled 390 Mt which account for 42% of the total cargo traffic. This clearly indicates that private ports have been more aggressive and exporters and importers friendly. The private ports registered 9% growth over previous year but the major ports recorded only 2.5% of growth over previous year.

Ports are no more mere physical loading and discharge points for ships, they are rather focal points of several contending and competing business interests from shipping lines, port regulatory

authorities, terminal operators to freight forwarders and logistics operators, including the shippers whose cargo is being handled.

Taken together, ports thus, emerge to be rather a complex mosaic of regulatory, contractual and business relationships, which in turn give rise to maze of operating routines and regulatory procedures. The competitive framework in which ports actually operate is thus, largely derived from the level of development of institutional and market forces in the port industry and this often manifests initially in terms of contest for primacy between regulatory jurisdiction (to restrict or induce competition in ports) and independent market-driven forces that seek to enlarge the scope of their activities.

Inter-port competition between various regional ports and intra-port competition between various terminal and port service operators at a single port location further signify a more developed port services market, where the role of the regulator is to rather monitor compliance level with existing rules and ensure that competition does not result in disruption of port operations or unfair consequences for port users. The port regulatory framework in India must currently focus itself on enlarging the scope of market forces in the port services sector and provide a level playing ground between the public and private operators.

The evolution of the port sector in most countries of the world has followed a uniform pattern of a dominant role for the government in the initial phase of development of ports, followed by gradual commercialisation of all port operations, involving a range of private players and withdrawal of State to more pressing socio-economic domains. The transition from a natural monopoly. Status held by public ports to a situation where a mixed pattern of ownership of assets and operation of services, involving both public and private sector interests, however does not take place by isolated actions of individual public ports.

GROWTH OF PRIVATE PORTS IN INDIA

PES in association with MNRE/CWET has installed 88th Solar Radiation Resource

Assessment at the campus area. With this facility, the R&D team will access to various weather parameters (recorded by SRRA site) for future research.

Ministry of New and Renewable Energy (MNRE) has initiated a major project in 2011 on Solar Radiation Resource Assessment (SRRA) station across the nation to assess and quantify the solar radiation availability along with weather parameters with a view to develop Solar Atlas.

Centre for Wind Energy Technology (CWET), Chennai is implementing the project with a target to install a network of 111 SRRA stations (87 SRRA stations are already operational) in different States using high quality, high resolution equipment/instruments.

The 88th SRRA station has been installed,

completed and commissioned at UPES campus (rooftop of the existing food-court). As per the signed MoU with CWET, UPES is allowed to harness this data for non-commercial usage, including R&D.

Each SRRA station consists of two towers of 1.5 m and 6 m tall each. The 1.5 m tall tower houses a Solar Tracker equipped with Pyranometer, Pyranometer with Shaded Ring and Pyrheliometer to measure solar parameters, such as, global, diffused and direct radiation.

The 6 m tall tower houses instruments measuring rainfall, ambient temperature, atmospheric pressure, relative humidity, wind speed and direction. Each SRRA station is totally powered by 160 Watt SPV Panels and consists of 13 equipments/instruments and records 37 parameters inclusive of both measured and derived.

The data from each SRRA station averaged to 10 minutes and is transmitted to a Central Receiving Station established at CWET, Chennai through GPRS mode. The implementation of the project has started from February 2011 and the monthly average (daily)data received from each SRRA station is available with CWET. The quality checking process of the data is on.

The total cost of the system, Rs. 30 lakhs was borne by MNRE/CWET (personal communication with CWET). Though the cost of maintenance will be borne by UPES, partial maintenance cost will be provided by CWET.
