• Direct lending of large stand alone industrial, power production and municipal EE projects;

• Sustainable Energy Financing Facilities (SEFF) - “One-Stop-Shop” dedicated loan facilities through local banks for EE or RE small and medium size projects;

• EE technical assistance on projects within pipeline of banking teams i.e. Agribusiness, Municipal and Infrastructure, Property&Tourism, Transport, etc;

• Policy dialogue as assistance to national governments and regional authorities;

• Capacity and institutional building;• Promotion and dissemination;

Two framework contracts over period of 18 months; – Procurement start - 2Q 2010;

Total budget: about € 500,000; Work plan:

– EPA and (where applicable) energy certificate of up to 15 large commercial development projects; – Corporate EE & environmental guidelines for at least 5 Developers;– Advise on implementation of BMS; – Cost benefit analysis of specific EE investments;– Capacity building and trainings of about 5 Developers;

Consultant profile:

– Technical expertise, qualification, references, knowledge of ISO EN and national standards; – Existence of local technical partners on regional basis;– Good communication skills and experience with capacity building;
