What is House Bill 5?“A student entering Grade 9 in the

2014 - 2015 school year and thereaftershall enroll in the courses necessary to

complete the curriculum requirements forthe foundation high school program andthe curriculum requirements for at least

one endorsement specified in HB 5.”§74.12 §74.13

House Bill 5HB 5 provides flexibility for students to develop their talents and pursue their interests.

HB 5 redesigns High School graduation requirements and significantly reduces high-stakes testing among high school students.

HB 5 eliminates the current graduation plans currently in place beginning with Freshman Class of School Year 2014-2015.

House Bill 5ASSESSMENT:● Reduces over-reliance on standardized testing to evaluate student performance● HB 5 reduces the number of End-Of-

Course assessments from fifteen (15) to five (5)● HB 5 allows students to meet their

graduation assessment requirement for the TEA by passing ELA I &II (reading and writing), Algebra I, Biology, and US History.

Graduation EndorsementsHB5 creates a single “Foundation Diploma”and one of five endorsements for graduation:● STEM

1. Science 3. Engineering 2. Technology 4. Math● Business and Industry● Public Services● Arts and Humanities● Multidisciplinary Studies

HB 5 provides a student an opportunity to earn Distinguished Achievement by completing Algebra II.

WOMS will: ● Offer qualified students the opportunity to take

online courses to receive HS credit.● Expose students to various career opportunities● Provide opportunities to schedule meetings with

each 8th grade student/parent to discuss HS course choices as well as areas of strength for the student and possible endorsement choices

Future Events/Dates● December 12, 2013 – WOHS and WOMS

administration will meet with 8th grade parents and students to discuss HB 5 and introduce the graduation plans and endorsements.

● End of January 2014 – State Board of Education will approve a list of courses that count as advanced courses, as well as the list of courses needed for the 5 endorsement areas.

● February 2014 – WOHS and WOMS administration will meet with 8th grade parents/students for a second time to outline the process for HB 5/Graduation Plans.

● March 2014 – WOHS and WOMS Counselors will begin meeting with 8th grade parents/students to outline course schedules and select endorsement plan for high school
