"Pipelines shall be pressure tested with water at a stabilized pressure of at least 1.25 times the MAOP for at least 8 hours when installed, relocated, uprated, or reactivated after being out-of-service for more than 1 year ". By email dated August 11, 2017, the above mentioned departure request was denied; however, the Bureau of Safety Environmental Enforcement (BSEE) would review altemate procedures according to Title 30 CFR 250.141. Dear Ms. Gobert:

In accordance with the provisions of Title 30 CFR 250.1008 (c). Renaissance Offshore, LLC (Renaissance) submitted a 60-day written notification that Segment No. 13755 was placed out-of-service July 17, 2016. The 6" gas Right-of-Way Pipeline originates at a South Timbalier Block 317 and tenninates at Ship Shoal Block 332.

Segment No. 13755 is a lateral SSTI pipeline to Williams (Transco) DOT Pipeline Segment No. 15187. The 15187 pipeline segment was placed out-of-service while preparations were being made to decommission and abandon Shell's South Timbalier 300 facility.

By letter dated August 3, 2017, Renaissance requested a departure from regulations contained in Title 30 CFR 250.1003 (b) (1). "Pipelines shall be pressure tested with water at a stabilized pressure of at least 1.25 times the MAOP for at least 8 hours when installed, relocated, uprated, or reactivated after being out-of-service for more than 1 year ".

By email dated August 11, 2017, the above mentioned departure request was denied; however, the Bureau of Safety Environmental Enforcement (BSEE) would review altemate procedures according to Title 30 CFR 250.141.

Mobilize ROV Vessel

Valve 1 to remain closed. See attachment 1.

Verify valves 2, 3, and 4 or open.

Verify valves at ST317 "A" gas bi-directional meter are closed. See attachment 2

Open valve 1 in attachment 1 until pipelines are at 300 psig and monitor at ST317 "A" and close

Valve 1.

Fly SSTI assembly with ROV to check for leaks. 30 Minutes

Ramp up pressure to 600 psig monitor at ST 317 "A" and fly SSTI assembly with ROV again to

check for leaks. 30 minutes

Ramp up pressure to 900 or stabilize less psig monitor at 317 "A" and fly SSTI assembly with ROV

again to check for leaks. 30 minutes.

Reposition ROV vessel to ST317 "A" check for any leaks of riser or pipeline tie-ins.

Fly ROV from ST317 "A" to SSTI SS 332 assembly to check for leaks.

Demobilize ROV Vessel

As per our telephone conversation August 15, 2017 and subsequent meeting on August 25 th 2017, the following considerations are of focus for an alternate departure procedure request. The considerations are: allowances provided by Williams DOT 49 CFR 192.605 O&M- "Gas Pipeline Operations, Maintenance and Emergency Manual", "Safety Related Conditions", "Abnormal Operations", limiting pressure testing to 1400 psi, Williams' reactivation procedures concerning newly modified pipeline segment 15187, along with Sat. Diving operational personnel safety concerns due to water depth, historic process flow and mechanical soundness of gas pipeline segment 13755, and limiting environmental release by not disturbing proven components.

Therefore, Renaissance respectively submits a Supplemental Departure Request to perform a "Pressure Test" (reference attached) in lieu ofthe Title 30 CFR 250.1003 (b) (1). "Pipelines shall be pressure tested with water at a stabilized pressure of at least 1.25 times the MAOP for at least 8 hours when installed, relocated, uprated, or reactivated after being out-of-sei-vice for more than 1 year".

In support of Renaissance's request, attached is a copy of the Pressure Test Procedure, for your review.

Renaissance Pressure Test

Pressure Test Procedures

1. Preform Job Planning Procedure and JSA (Job Steps, Potential Hazards, How to minimize

identified Hazards and responsible Party).

2. Mobilize ROV Vessel so SSTI Location.

3. Valve #1 is to remain closed during Williams' Leak Test and subsequent reactivation of Pipeline

Segment 15187. See below "2017-08-28 Subsea Valve Config."

4. R/U Natural Gas or N2 as an altemate source, supplying test media to pipeline segment 13755.

5. Verify Williams 'pipeline system 15187 is up to normal operating pressure of 800 to 900 psi.

6. Begin Pressure test of pipeline segment 13755, pressuring pipeline to 350 psi low (significantly

above hydrostatic water column), monitor surface gauge and run ROV from SSTI to ST-317 Riser,

if inclement weather allows also provide aerial surveillance e via field helicopter.

7. Hold 350 psi on pipeline segment 13755 for a minimum of 1 hour.

8. Raise Pressure to 1400 psi, run ROV from ST-317 to SSTI, continue monitoring surface pressure

gauge and fly line with aerial surveillance.

9. Hold 1400 psi on pipeline segment 13755 for a minimum of 8 hours.

10. Once confirmed that ROV and aerial visuals provide positive leak surveillance and no leaks, stop

test.

11. Reduce pressure in pipeline to balance upstream and downstream of valve #1 (800 to 900 psi).

12. Contact Williams

13. Open Valve #1.

14. Commence normal production flow.

15. If N2 is used as the pressure source, reduce pressure at least 150 psi below downstream

segment's 15187 whereby when valve #1 is opened, pipeline segment 13755 can be purged

from SSTI through ST-317 vent system with contaminating and of the Williams Pipeline System.

16. Demobilize ROV Vessel and equipment.
