The rapporteur asked the Commission to clarify which animal tests were considered as necessary with regard to the exclusion criteria adopted during the vote. Furthermore, the rapporteur asked for the Commission's opinion on data requirements, and on what tests could be replaced by in vitro methods in order to keep the number of animal tests to the minimum.

Decision: The chairman was appointed rapporteur for this opinion.
B.5. Commission communication on Strengthening Chemical, Biological, Radiological and Nuclear Security in the European Union - an EU CBRN Action Plan
The papers for the meeting included a letter of 1 June 2010 from Mr López Aguilar and Mr Leinen to Mr Lehne [re the LIBE own-initiative report on the CBRN Action Plan - Rule 50].
Decision: Rapporteur to be appointed by the GUE/NGL Group.

C.2. COP16 in Cancún, Mexico, 29 November-10 December 2010 - preparation of Oral Question plus resolution - appointment of Members of ad hoc delegation
Decision
1) The coordinators are invited to decide that
- ENVI as the committee responsible for climate change shall prepare Oral Questions to the Council and the Commission plus a Resolution in order to define Parliament's position on COP16; this resolution should be adopted by the plenary in November at the latest;
The following timetable was agreed:
- Draft resolution ready: July- Consideration resolution in ENVI and adoption oral question: 6 September 2010- Deadline for amendments: 9 September 2010 at 12.00- ENVI vote: 5 October 2010- Plenary vote : 22 to 25 November 2010
This option would allow an ENVI vote before the Environment Council on 12 October 2010.
- each group shall nominate one 'co-sponsor' (whose name would appear on the cover page) for the resolution;
- as for COP15, the resolution could also draw on contributions from other interested committees, in particular ITRE and DEVE.
2) The coordinators mandated the chairman to write to the President of the European Parliament in order to invite the bodies responsible proceed quickly with the nominal appointment of the Members on the official (15-Member) ad hocdelegation. The coordinators also agreed that the chairman should ask the President to facilitate also the accreditation of any other interested Members wishing to travel to Cancún outside the official delegation.

C.3.1 Oral questions and motion for resolution
Decision
The coordinators decided to launch the procedure for the adoption of oral questions (to the Council and the Commission) and a motion for a resolution in accordance with the following timetable:
- First draft to be drafted by the secretariat, with the input of political groups
- Exchange of views on the draft motion for a resolution and adoption of the oral question(s) in ENVI: 13-15 July 2010
- Deadline for AMs: 15 July 2010 12.00
- Vote on the draft motion for a resolution in ENVI: 6 September 2010
- Oral question(s) and adoption of draft motion for a resolution in plenary: 6-7 October 2010
- that this resolution shall be sponsored by a group of interested Members (no more than one per group, viz. Ms de Lange for the EPP, Ms Kadenbach for the S&D, Mr Gerbrandy for ALDE, Ms Bélier for the Greens/EFA, Ms Girling for the ECR; other groups would nominate their draftspersons later).
C.3.2 Composition of the delegation to the high-level segment of COP10 of the Convention on Biological Diversity in Nagoya, Japan, from 27 - 29 October 2010
Decision
The coordinators agreed that the total delegation would consist of a number of Members resulting from the nominations made by the political groups within the available quotas.(1)The political groups were invited to indicate the names of those of their Members who would participate in this delegation.
C.3.3. Briefings
Decision
The coordinators agreed to requests briefings on the main issues at stake for the CBD COP10. These briefings would be financed from the committee's expertise budget.

C.4. Event with national parliaments - Topic: implementation of the climate change legislation and preparation of international negotiations on climate change
Decision
The coordinators held an exchange of views on the possilbe options and for the organisation of an event on 'implementing the EU climate change legislation and preparing international negotiations on climate change' which would involve national parliamentarians at committee level.
The coordinators agreed to discuss the matter again at their next meeting.
C.5. Expertise budget: presentation by Policy Department A on the possibilities of using the expertise budget
Decision
The coordinators were given a presentation by Policy Department A, followed by an exchange of views. The coordinators took note of the availability of the Policy Department to inform again all the ENVI Members of the services was offering and welcomed their readiness to approach rapporteurs in a more targeted manner.
