EN 14399-3 System HR Class 8.8 High Strength Bolting Assemblies for PreloadingThe EN 14399 suite of bolting standards was prepared on the basis of a mandate given to CEN by the European Commission under the EU Construction Products Directive (89/106/EC). The Construction Products Regulation (EU No. 305/2011) made it mandatory for manufacturers to issue a Declaration of Performance (DoP) and apply CE marking to their construction products covered by harmonised European Standards.

EN 14399-3 HR Cl8.8 High Strength Bolting Assemblies for Preloading are manufactured to the highest international standards and require the implementation of Initial Type Testing (ITT), third party accredited Factory Production Control (FPC), individual component testing and assembled Suitability Testing for Preloading. Legal responsibility for conformity of the products lies with the manufacturer and includes its Declaration of Performance (DoP) with inclusion of the Conformité Européene CE marking.

CE marked products provide a high level of protection with regard to health, safety and environmental hazards and provide satisfaction to the end user that they have received products that will both conform and perform as directed in the harmonised standards.

AS/NZS 1252:2016 Revision to Include EN 14399-3 System HR Class 8.8 Bolting AssembliesStandards Australia’s ME-029 Committee for Fasteners declared that a review and revision of AS/NZS 1252:1996 was necessary due to the declining quality levels of some imported product and to improve the procurement outcomes in the Australian market place. The objective of the revised Standard is to provide manufacturers of high-strength steel bolt assemblies with improved requirements, tests and conformance to ensure that bolting assemblies are suitable for bolted connections in steelwork construction, consistent with the steel design Standards AS 4100 and NZS 3404.

The appraisal process identified the addition of EN 14399-3 System HR Class 8.8 High Strength Bolting Assemblies for Preloading as an ‘Alternative Assembly Type’ that can be directly substituted and is deemed to comply with AS/NZS 1252:2016. Transition to the EN 14399 suite of Standards will be introduced into Australia in the near future as AS/NZS 1252 bolting assemblies are phased out.

The revision of AS/NZS 1252 adopted principles from EN 14399-3 including Initial Type Testing (ITT), Factory Production Control (FPC), Torque – Tension relationship, Suitability for tensioning by assembly testing and the Supplier’s Declaration of Conformity (SDoC).
