Employer Instructions: Creating an Online Services Account

While creating an online services account you will be asked for specific filing information related to your New York account for validation purposes. If the information you submit does not match what is on file, please call the New York State Department of Taxation and Finance Withholding Tax unit at (518) 485-6654. Their hours of operation are Monday through Friday 8:30am to 4:30pm, EST.

If you have a Sales Tax account with New York, and do not have information regarding those returns, it may be easier for you to contact the New York State Department of Taxation and Finance. The New York call center will verify the information above and simplify the account creation process for you.

Before contacting the New York call center you will need to provide the following information:

1. EIN

2. Business Name

3. Address on File

4. Line 15 from any Form NYS-45 filed in 2013 (total tax withhold) or Line from any Form NYS-1 filed in 2013

(total tax due).



1) Go to the Tax Department’s homepage (www.tax.ny.gov) 2) Select ‘Account Login & Create Account’

3) Select ‘Create Account’

Select “Create Account”



4) Select ‘Business’ For the account type.

Select “Business” as the account type



5) Select ‘Gain Access to all available Services

Select “Gain access to all available services”. This option allows you to take full advantage of all features currently available.



6) Select ‘Yes’ or ‘No’. Please Note: you may have received a 5 digit PIN in a letter from the Tax Department. This Number is used to simplify the account creation process. If you have an active PIN then select ‘Yes’ and fill out the required fields on the next page. You will continue with these instructions on Page 9. If you have not received a 5 digit PIN then select ‘No’ to continue.

Select “Yes” or “No” to continue



7) Enter in your information indicated in each section. Please note: at the bottom this screen the code is required to continue, this is not the 5 digit PIN. This is a code provided by the agency’s system to ensure you are a live person registering for an account.

Enter your 9 digit Federal ID number

Select the tax types of all New York State returns your business has filed in the past 12 months for the Federal ID number you indicated

Enter the CODE provided and continue

Dollar amounts must be rounded to the nearest dollar

Enter Total Tax Withheld from Part B, line 15 of the NYS-45 for referenced period. Total should only include State and Local/City Withholding tax. If you do not have your NYS-45 please see your Statement of Deposit for this information

You can select the NYS-45 (Quarterly Filing) or the NYS-1 (Deposit Coupon)

Payroll date = date payroll was actually paid to the employees (check date)

If you have completed a sales tax return in the past 12 months please complete the sales tax section. See page 1 for additional help



Are you getting errors? Please continue to page 9 if you did not receive an error at the top of your screen like the ones listed below.

If you get one of the following errors after indicating information on page 7 please do the following:

This message will display if the address on file for your account needs to be updated. If you receive this error please contact the New York State Department of Taxation and Finance Withholding Tax unit at (518) 485-6654 to verify and update your address information.

2)

This message will display if the information entered on page 7 does not match New York’s system based on what you reported for the period indicated. Please Note: If you are using the third quarter 2013 period as verification you will receive this error. Please use information for periods prior to third quarter 2013 or periods after third quarter 2013 for this part of the validation process. Please contact New York State Department of Taxation and Finance Withholding Tax unit at (518) 485-6654 for additional questions.



8) Enter in your information indicated in each section. Please Note: you are entering a temporary password here you will need to save this for future steps. New York State has advised us that the temporary password is necessary for users that are setting up other users for access to the website.

Agree to the terms & conditions. Then select “Submit”.

Create a Username and Temporary password

Enter your personal information



9) Select ‘Continue’.

Select “Continue”



10) When you log into your account again you will enter in your temporary password. You will also be required to create your new regular password here.

Choose a new password and select Change Password



12) Complete the information for your security question. This will allow you to reset your password, should you need to, from the Login page.

Select a security question. Type in the answer to your question and select Submit.



14) Congratulations! You have successfully created your Online Service Account. For additional information on Navigation and Tips please click here. You will be re-directed to New York’s Website.
