• Kyle was born and raised in Orlando, graduated from Lake Howell High School and UCF.

• He is certified as a Park and Recreation Professional through the National Park & Recreation Association.

Kyle L. Kent 25 Years

• In 1988, Kyle was hired to work in the Building Department as a Plan/Permitting Coordinator.

• In 1989, he moved to the History Center, and was instrumental in acquiring two historic fire trucks to the Fire History Museum.

• The last history project he coordinated involved World War II accounts from local citizens.

Kyle Kent - 25 Years

• Kyle was promoted to Site Supervisor at the Marks Street Senior Center where he established the first computer teaching program for seniors.

• In 1997, he transferred as a Site Supervisor II to Jay Blanchard Park where he assisted with the YMCA construction, and initial phase of the Little Econ Greenway.

• In 1999, he moved to Downey Park, trained lifeguards, and served as the Division’s Coordinator for Computer based revenue and registration.

• In 2005, he was promoted to Program Manager, and in 2008 to Assistant Manager.

• Kyle has been married to Barbie for 21 years (says he stole her from Ken), and they have two children: Travernor, 20; and Traelynn, 12.

Kyle Kent - 25 Years• In his spare time, Kyle works with area churches through

Mission Interact; enjoys loud music, strong coffee, whistling, good Science Fiction, family get-aways, and training his miniature donkey.

• Betty was born in Kissimmee, and grew up in Orlando, and graduated from Apopka High School.

Betty Stuckey 25 Years

• In 1988, she was hired as a Staff Assistant for Community Corrections, and in 1999 was transferred to Fiscal Services.

• In 2008, Betty was promoted to Administrative Specialist.• She has received numerous awards, certificates and

letters of appreciation during her 25 years with Orange County.

Betty Stuckey - 25 Years

• Betty has assisted with office training projects and programs, retirements, and awards.

• She has been married to Donald for 25 years, and they have two children: Michele, and Jarrett.

• In her spare time, she enjoys reading, gardening, biking, crocheting, and decorating.

• Betty is involved in a number of community organizations, and assists with the annual Thanksgiving lunch for the Lakeside Behavioral Center, and the Christmas Program for Cherokee School.

• Bill was born in Philadelphia, and moved to Central Florida when he was 2 weeks old.

• He graduated from Rollins College with a degree in Economics.

William O. Fenner III 30 Years

• Bill was hired by Orange County in 1983 as a Correctional Officer and worked in Central Booking when it was located at the Municipal Justice Building downtown.

Bill Fenner – 30 Years• Bill was promoted to Corporal in 1986, Sergeant in

2000, and Lieutenant in 2005.• He has worked all of the jail facilities, including

transportation, inmate affairs, records management, and emergency management.

• He is currently assigned an Operational Lieutenant.• Bill is married to Jan, and they have one daughter:

Ashley, currently attending Lake Sumter State College.

• Bill loves water sports—skiing and jet skis, and traveling.

• Melanie was born in Atlanta, moved to Orlando in 1979 and graduated from Oak Ridge High School.

• She was hired in 1983 to work in Corrections’ Main Facility.

Melanie M. Monroe 30 Years

• Melanie was promoted to Corporal in 1987, Sergeant in 1991, Lieutenant in 1999, and Captain in 2011.

• She has received numerous Team Work and Outstanding Service Awards.

Melanie Monroe – 30 Years

• Melanie has been assigned to all of the detention facilities and various administrative positions.

• In 2003, she was tasked with developing an Internal Affairs Unit which she managed for six years.

• During that timeframe, she attended the Cross-Over Law Enforcement Academy.

• Her hobbies include: Golfing, biking, traveling, mud runs, gardening, and reading.

• When she retires, she plans on traveling to Mexico and Hawaii.

• Debra was born in Starke, FL and moved to Central Florida in 1969.

• She graduated from West Orange High School.

• In 1988, she started with Orange County Animal Services as a Field Officer.

Debra Lavon Villella 25 Years

• She has held numerous positions, including: Field Supervisor, Program Coordinator, and is now Program Manager.

• Her greatest achievement has been increasing adoptions through outreach programs in the community, developing a network of rescue agencies, finding foster parents, and teaming with PetCo and Pet Smart to do in-house adoptions.

Debra Villella – 25 Years

• Debra now manages the kennel and clinic operations.

• She has one son: Bryan, 27.• She has dedicated her career and life to finding

new homes for as many animals as possible.

• James was born and raised in Lamont, Florida.

• He graduated from Oak Ridge High School and is currently working toward a degree in Business Administration with a Certificate in Human Resources from Barry University.

James O. Crum Jr. 20 Years

• Upon graduation, James will then pursue a Master’s in Business Administration.

• He served in the US Marine Corps from 1985 to 1993, and was part of the Panama invasion and Desert Storm.

James O. Crum Jr. – 20 Years• James was hired by Orange County in 1993,

promoted to Engineer in September 2002, and Lieutenant in 2008.

• He is currently assigned to the training division, where he manages the recruit orientation program and other training initiatives.

• James has been married to Liquinda for 13 years and they have one son: Parker, 9 years old who attends the Central Florida Preparatory School.

• In his spare time he enjoys exercising, traveling, and helping Boy Scout Troop 604.

• James was born in Cheverly, MD and moved to Central Florida when he was 18.

• He graduated from Duval High in Maryland.

• In 1978, he enlisted in the US Army and served as a Medic until 1980.

James L. Butler 30 Years

• James attended the State of New York University for Nursing and became a Registered Nurse.

• He attended Brevard Community College for paramedic training and obtained his Fire Standards at the Central Florida Fire Academy in 1983.

James Butler – 30 Years

• James was hired by Orange County in 1983.• He was recognized as the Employee of the Month

in Fire Operations in 1992.• He has worked in Operations for his entire career,

and has been the preceptor of many paramedics.• James was promoted to Lieutenant in 2003.• He has been married to Rebecca for 21 years and

they are now raising their three grandchildren: Christen, 16, Becky, 15, and Michael, 13.

• In his spare time, James enjoys Scuba diving and running.

• Rodney was born in Marion, Indiana and grew up on a farm.

• He graduated from VMI with a degree in Civil Engineering.

Rodney J. Lynn 25 Years

• Rodney served in the US Army as a combat engineer officer, and is a graduate of the Army’s Airborne and Ranger Schools.

• While stationed in Frankfurt, Germany he met and married Irene, from Chicago.

• Rodney was hired as a Senior Engineer in Stormwater Management in 1988, and is currently serving as the Chief Engineer in that division.

Rodney Lynn – 25 Years• He is responsible for managing the County’s primary

drainage system, retention ponds, canals, control structures, and administers FEMA’s Floodplain Management Program for mapping, permitting, and community rating system.

• Rodney oversees the division’s capital improvement projects to ensure that Orange County has a safe flood-free environment.

• He completed the Orange County Leadership Institute, Rollins College Leadership Training Program, and is on the Board of Directors the Florida Stormwater Association.

• He has been married to Irene for 33 years, and they have one son: Richard, and one daughter: Kristen.

• In his spare time, Rodney enjoys gardening, hiking, bird-watching, and assisting the Wildlife Rehabilitation Centers, such as “Back to Nature”.

• Oscar was born in Puerto Rico and moved to Florida in 1988.

• He graduated with a degree in biology from the University of Puerto Rico.

Oscar F. Ramos 25 Years

• He was hired by Orange County in 1989 to work in the Wastewater Division as a Wastewater Operator.

• Oscar was promoted to Environmental Specialist in 1993, and to Environmental Coordinator in 1994.

• He has been instrumental in Orange County’s Household Hazardous Waste Program winning State and National awards.

• Oscar has directed the Household Hazardous Community Collection for 21 years.

Oscar Ramos – 25 Years• He has also increased Orange County’s special waste and

recycling programs for refrigerant recovery, LP tank and mercury recycling.

• Oscar investigated and found methods for recycling costly previously disposed of items, such as thermostats, coolant, and used oil filters.

• He has been instrumental in improving the quality of compliance and saving the County funds for previously contracted items.

• Oscar has been married to Mary Ann for 34 years, and they have two daughters: Natalia and Pamela, and one son: Oscar Manuel; and grandchildren: Josef-9, Mathias-7, and Lana, 9 months.

• In his spare time, Oscar enjoys playing the guitar, taking dancing classes, and participates in social events.

• David was born and raised in Orlando, graduated from Boone High School and Valencia Community College with 4.0 GPA.

David M. McNamara 35 Years

• David holds the following certifications: Florida Water & Pollution Control Operator; Class “A” Wastewater Collection, and Class “A” and “C” Water Distribution Technician; Florida EPD Class I Distribution Systems Operator; Underground Utilities Pipeline Contractors; National Association of Sewer Service; and Manhole Assessment.

• David was hired in 1977 as a Maintenance Person, left for one year, and returned as a Maintenance Person II with the Sewer and Water Department.

• In 1988, David won 1st place in the Florida Pollution Control Association Operator Challenge Closed Circuit TV Inspection Event.

• He has been recognized for many other accomplishments including: Supervisor of the Year (1989); Employee of the Quarter (2002); and Distinguished Service during the 2004 Hurricane Season.

• David has been promoted to Lead Worker, Foreman II, Utility TV Inspection and Geotechnical Supervisor, Assistant Supervisor, and is now Utilities Supervisor.

• He has been involved in a number of projects, including: Water Reclamation Pipeline Inspection, Hydraulic Pipe Cleaning, Cured-In-Place Pipe Lining, Man Hole Coatings, and the repair and replacement of wastewater piping systems.

• David has been together with Cheryl for 23 and ½ years.

• In his spare time, he enjoys anything aquatic, beaches, rivers, lakes, boating, and camping.

• He has traveled to France, Belgium, the Netherlands, Bahamas, and Jamaica.

• He is a current member of the following: Water Environment Federation; Florida Section of the American Water Works Association; Florida Water and Pollution Control Operator’s Association; and the National Association of Sewer Service Companies.
