The District remains committed to providing permanent employees with comprehensive benefits, including plans with 100% District paid premiums. The following benefit plan options will continue in the October 2020 - September 2021 plan year with no changes:

Pre-Tax vs. Post-Tax Deductions

The IRS section 125 allows employers, such as Palomar Community College District, to offer employee deductions for the medical and dental premiums on a pre-tax basis. Employees can opt to have these deductions made on a post-tax basis.

Dependent Verification Audit

The Fiscal Crisis and Management Assistance Team (FCMAT) report recommended that Palomar College conduct a full dependent verification audit (DVA). Most employers conduct this audit regularly to ensure their plan is covering only eligible dependents.

WHAT YOU NEED TO KNOW

• Palomar Community College District has partnered with UnifyHR for the audit• Only employees/retirees who cover dependent spouse and/or children will receive

communication• Employees/retirees must respond to UnifyHR, the District Benefits Office is not

handling any of the verification process• Unify HR will be sending postal letters and also emails• The grace period for verification will end August 26, 2020• Termination of ineligible dependents will be effective September 1, 2020• Dependents who are ineligible will not be eligible for COBRA coverage• Dropped dependents can be re-enrolled during open enrollment, if eligible

What Will Happen if I Don’t Enroll in Benefits

Due to the changes in contributions for the medical and dental PPO & Premier plans, all employees will be required to re-enroll.

If you do not re-enroll in the medical plans:• All current Anthem members will automatically be enrolled in the new Anthem HMO plan.• Current Kaiser members will continue on the same plan they are currently enrolled.

If you do not re-enroll in the dental plan:• All current Delta PPO & Premier members will automatically be enrolled in the DeltaCare USA DHMO

An email will be sent to employees in the next week with dates/times/link for open enrollment webinars with vendors, the Palomar Benefits Guide, American Fidelity and Aflac meeting information.

Open Enrollment Information

You will enroll in benefits during the month of August. The effective date of your selection will be October 1st. Your username and login for the eBenefits online platform will reset effective August 8, 2020.

No paper forms for this Open Enrollment, all changes must be made online in the eBenefits system.

All Domestic Partnerships are required to be registered with the state by August 31, 2020.
