This June, Empire Clean Cities (ECC) announced the certification of its inaugural class of the Empire Green Fleets (EGF). ECC certified the public sector fleet of New York City Parks & Recreation as well as the City of White Plains and the corporate fleet of Down East Seafood.

As part of the Empire Green Fleets program, ECC partners with fleet managers to track vehicle emissions and develop strategies to improve fleet efficiency, reduce fuel costs, and decrease a fleet’s environmental impact. ECC does this by collecting fleet vehicle information and measuring vehicle emissions compared to the average emissions of similar class vehicles. Fleets whose overall vehicle emissions are lower than expected are awarded points and can earn certification as an Empire Green Fleet.

“Empire Green Fleets is an initiative we’ve been working on since 2012, gathering data from fleet managers to evaluate their emissions in GHG and criteria pollutants,” says Christina Ficicchia, Executive Director of ECC, “we are proud to certify our inaugural class who have reduced their emissions and increased their fleet efficiency by displacing a combined 100,000 gallons of petroleum this year.”

Down East Seafood

Down East Seafood: Down East Seafood is a NYC based seafood distribution company located in the Hunts Point neighborhood of the Bronx, NY. Down East was the first small business in the city to operate an all-electric delivery truck and delivers to all five boroughs, Westchester, Southern Connecticut, Long Island, and Northern New Jersey, they do this using their fleet of efficient vehicles including 2 Smith all-electric trucks.

Down East received a three green apple certification in the Empire Green Fleet program, the highest certification possible, accumulating 191 total points. They achieved petroleum reductions of 21% and greenhouse gas emissions reductions of 17%. EGF measures five pollutants from all vehicles. Down East Seafood saw -25% reduction in Carbon Monoxide (CO),

-36% reduction in Oxides of Nitrogen (NOx), -81% in Particulate Matter 2.5 (PM 2.5), and -54% in Volatile Organic Compounds (VOC).

NYC Parks

NYC Parks: The NYC Parks & Recreation Department is the steward of approximately 29,000 acres of land which is about 14 percent of New York City. They operate over 5,000 individual properties; more than 800 athletic fields, nearly 1,000 playgrounds, and care for 1,200 monuments, 23 historic house museums, look after 650,000 street trees, and two million more in parks. The Parks Department has three guiding principles that they keep in mind: increased greening, improved access to recreational, and fitness opportunities, and using parks as a vehicle for community and economic development.

“Parks is a national role model in fleet sustainability and well deserving of this recognition” says New York City Chief Fleet Officer Keith Kerman, “Biodiesel, natural gas, hybrids, plug ins, right-sizing, fuel tracking. If you name the sustainable approach, you’ll find Parks leading the way.” NYC Parks has made a commitment to operate a sustainable fleet that runs on alternative fuels. NYC Parks has a total fleet of 2,115 vehicles and was awarded 76 points out of a possible 200 to receive a two green apple certification in the Empire Green Fleet Program. NYC Parks managed reductions in their petroleum usage with an overall reduction of -54.83% and considerable reductions in their greenhouse gas emissions totals with a reduction percentage of -33.51%. NYC Parks achieved reductions of 3.22% in Carbon Monoxide (CO), -0.84% reduction in Oxides of Nitrogen (NOx), -3.49% in Particulate Matter 2.5 (PM 2.5), and -1.55% in Volatile Organic Compounds (VOC).

CC also recognizes Parks’ commitment to “all things green” with an additional special recognition for their use of bio-based products, such as astro turf fields. “Parks is a national role model in fleet sustainability and well deserving of this recognition” says New York City Chief Fleet Officer Keith Kerman. “Biodiesel, natural gas, hybrids, plug ins, right- sizing, fuel tracking. City of White Plains The City of White Plains: White Plains, situated just 25 miles north of Manhattan, has impressive credentials as one of the top suburban office and retail centers in the nation. White Plains is the Westchester County Seat and the center for corporate, retail, and Federal, State, and County courts and offices. It offers a comprehensive, efficient, multi-modal public transportation system and their Mayor Thomas Roach has made a commitment to make White Plains a “Green” city.

The City of White Plains acquired a total of 40 points to receive a certification of one green apple in the Empire Green Fleets program. The City of White Plains has taking responsibility to implement a greener fleet for their community, which has resulted in petroleum reductions of 23% and greenhouse gas emissions reductions of 12%.

The City of White Plains achieved reductions of -2.7% in Carbon Monoxide (lb) (CO), -3.1% reduction in Oxides of Nitrogen (lb) (NOx), -1.7% in Particulate Matter 2.5 (lb) (PM 2.5), and -1.1% in Volatile Organic Compounds (lb) (VOC).

Sustaining Level – The Sustaining Level is an opportunity for businesses to gain recognition. Stakeholder Spotlight, Luke Tonachel

Luke Tonachel is NRDC's senior vehicles analyst in New York City and recently joined the Empire Clean Cities (ECC) Board of Directors. Since joining NRDC in 2004, Luke’s focus has been on reducing the environmental impacts of the world's transportation demands by adopting policies that develop and commercialize cleaner, more efficient vehicles, and non-petroleum fuels. Luke holds a bachelor’s degree in mechanical engineering from the University of Rochester and received his Masters in Public Policy from University of California, Berkeley in 2004. What interests you about becoming a member of the Empire Clean Cities Board of Directors? Empire Clean Cities is in a great position to help spur the broad adoption of clean energy, particularly in transportation. The health of New York’s citizens and the competitiveness of local businesses depend on moving to sustainable energy sources like efficiency and clean alternative fuels. Empire Clean Cities has connections with key industry stakeholders and early adopters that can show clean energy is a win-win, saving money for businesses while promoting a clean environment. I’m interested in helping Empire Clean Cities build on its past success and broaden its programs that spur clean energy deployment. What is NRDC working on in regards to alternative fuels and reducing the environmental impacts of the world’s transportation demands? For over thirty years, NRDC has been advocating for federal, state, and local policies that advance clean energy in transportation including mass transit, livable community development, vehicle efficiency and clean fuels. During the last few years, I have been focused on advancing strong fuel efficiency standards for cars and medium- and heavy-duty trucks. I am pleased with the progress now that new cars must reach the equivalent of 54.5 mpg by 2025 and the first-ever efficiency and carbon pollution standards for trucks has been adopted through 2018. Work on the next round of heavy-duty truck efficiency standards is starting up. In the Northeast, NRDC has also worked to advance a clean fuels standard that would reduce the carbon makeup of the transportation fuel pool over time. The performance-based standard would provide a strong market incentive (in the form of carbon reduction credits) to deploy clean alternative fuels. A similar program is already working in California. One alternative fuel that shows tremendous promise for displacing petroleum and cutting pollution is grid-supplied electricity. NRDC has been working with the New York Public Service Commission to ensure that electric vehicle owners get access to low-cost electricity by charging during off-peak periods, which is good for the grid and good for the environment.

Where do you see the alternative fuel sector heading? Clean alternative fuels will continue to grow under technological advances and strong policies. Petroleum is the source of energy for over 95 percent of our mobility, which gives the oil industry a virtual monopoly on the transportation sector. Policies, like a state or regional clean fuels standard, help level the playing field for emerging alternative fuels while also boosting the state’s economy. Instead of spending money to import petroleum from other parts of the country or other nations, spending on locally-produced clean alternative fuels will keep our fuel dollars in the local economy. What are the biggest hurdles you see when it comes to adopting policies that develop and commercialize cleaner vehicles and non-petroleum fuels? Changing the status quo can be difficult. Even as dependence on the volatile world oil market can wreak havoc on business operations, a new way of thinking is may be needed to adopt new, cleaner technologies. While new vehicles that are more efficient or use a cheaper, cleaner fuel save on operational costs, their up-front costs may be higher than conventional systems that are well-known. Businesses and consumers need the tools to take a long view on the benefits of cleaner technologies to justify their investments. Policies can also help bring down up-front costs through R&D programs and performance standards (for efficiency and low-carbon fuels) that provide certainty to suppliers and encourage them to invest in bringing new technologies to scale. How did you get involved with alternative fuels and why? One of my first experiences with a non-conventional transportation fuel was as a naval officer; my ship was powered by two nuclear reactors. Not being dependent on oil brought specific operational advantages. In on-road vehicles, clean alternative fuels can also provide big advantages in terms of higher driver satisfaction, lower costs and less pollution. Since coming to NRDC, I have realized that cleaning up the transportation sector to meet health, climate and economic goals requires a multi-prong approach that includes more transportation choices that reduce the need to drive single-occupancy vehicles, more efficient vehicles and clean fuels. We need them all. Clean alternative fuels are one important part of the puzzle for a clean energy future in transportation. What role do you see Clean Cities playing in the greening of our regions vehicles and policies? Clean Cities is a great forum for bringing together people—particularly in businesses—that want to improve their bottom line and recognize that environmental sustainability is part of economic sustainability. Through Clean Cities, companies can share best practices and lessons learned. Clean Cities can also play a role in recognizing leaders in clean energy, which will serve as case studies for others to rely on and promote broader adoption of clean energy. New York City and the Empire State have historically been home to leaders in clean energy, and continued growth in clean energy use here can strengthen policies and practices that can be examples for other states and the federal government.

On Thursday, August 8th, Phoenix Beverages and Empire Clean Cities hosted a Compressed Natural Gas (CNG) Case Study at Phoenix Beverages’ Brooklyn facility. Noel Jimenez, Director of Fleet Maintenance, shared his insights and lessons learned in front of a packed audience. The case study focused on the history of the business’ fleet and the fleets impacts on the community and its employees prior to CNG, the process of receiving funding for CNG trucks, and the return on investment on their fleet of CNG trucks.

Phoenix Beverages introduced 17 CNG vehicles into their fleet and have made a commitment to their employees, the community, and the environment by doing so. By using CNG for 15% of their fleet, Phoenix Beverages was able to save $9,088.03 a year as compared to using diesel. These cost savings will continue to dramatically increase as the percentage of CNG vehicles in their fleet increase.

The New York State Energy Research & Development Authority (NYSERDA) sponsored a series of workshops throughout New York State to help facilitate the deployment of electric vehicles and associated charging infrastructure. The EVSE Workshop, hosted by the New York Power Authority (NYPA), provided concepts, challenges, and solutions, and best practices for the implementation of electric vehicle programs. These workshops were geared toward local community planners, building code officials, electrical installers, and electrical inspectors who wished to learn about electric vehicles and their associated charging infrastructure to be prepared for widespread rollout of electric vehicles throughout New York. At the workshop, attendees learned about the current electric vehicle landscape in New York State and projects that will expand the use of electric vehicles. Attendees heard from Brian Roy from Energetics, Ron Troyer, Westchester County IAEI, and Adam Lubinsky, PhD, AICP Managing Principal at WXY Architects + Urban Design, about planning considerations for EVs. Speakers discussed how electric vehicle infrastructure can be planned and constructed in each area and what best practices can help improve the chances for success with future projects. Best practices for zoning ordinances included: • Define what types of EVSE are allowable and appropriate in each land use type • Request developers install EVSE or wiring with new developments or significant

renovations • Establish design criteria for EVSE installations • Provide density bonuses for EVSE installations

PON 2755 Electric Vehicle-Enabling Technology Demonstration Program PON 2755, which seeks proposals for projects that research and demonstrate innovative technologies, policies, and systems that can help make electric vehicles more economically viable, reduce their impacts on the electric grid, and/or improve their (already significant) environmental benefits. Two categories of projects will be considered for funding: Feasibility and Market Research Studies Integration and Demonstration of New Technologies
