2. OVERVIEW DESCRIPTION
2.1. Facility Description and Product Transportation Wildboy (NEB) Area
The Wildboy Gas Plant is located in northwest British Columbia at d-75-A/94-P-11. The gas plant is owned and operated by Penn West.
Gas is gathered from the Penn West wells and transported via a sales gas pipeline from the compressor station at d-75-A/94-P-11 to a TransCanada meter station located east of the Alberta border at 01-34-120-12 W6M. The National Energy Board regulates the segment of pipeline (license XG-P166-67-98) from b-33-A/94-P-10 to the 01-34 tie-in point.
Some of the Wildboy gas wells produce H2S, ranging from 0% to 1.80%
Located at the Wildboy Gas Plant are inlet separators, compressors, amine sweetening units, dehydration (silica gel mole sieve) unit, flare system and storage facilities.
July Lake Area
The July Lake Compressor is located at b-71-G/94-P-10. The Wildboy / July Lake Area map identifies a well location at b-B64-G/94-P-10 on lease that is tied into the July Lake gathering system and a 4” underground pipeline from b-B64-G/94-P10 that will be tied into the July lake gathering system above ground at the b-64-G/94-P-10 location.

2.2. Geographic Descriptions The Wildboy / July Lake area is located in a remote mountainous and heavily-wooded area 230 km north of Fort Nelson, BC. The area is used primarily by oil and gas operators, forestry, and recreational users for hunting and fishing. The Petitot River runs through the field along with several smaller creeks. The drainage patterns follow the Liard River water shed.
There are many winter-only trails for access to wells and facilities. There are no roads along the NEB regulated pipeline.

Critical Wildlife Areas are used to preserve, protect and enhance the natural environment, wildlife and fish habitat through the management of any activities which contribute to environmental degradation and watershed and lake contamination. Recreational activities are restricted which could disturb natural areas, particularly during critical periods. Future development and / or recreational activities in the Critical Wildlife Areas must promote environmental responsibility and control of activities that contribute to environmental degradation.
There are SPECIAL PLANNING ISSUES within the EPZs.
Helicopters transport Penn West personnel and contractors during spring, summer and fall months to the Penn West camp, located approximately 500 m from the gas plant. Personnel at the Wildboy facility work on a 2-week-in and 2-week-out rotation. There are approximately 10-20 employees and contractors at the gas plant on most days. Due to the remote location of the Wildboy plant and few local resources, a Wildboy Camp Emergency Response Plan has been developed to address medical emergencies, fires and motor vehicle accidents (Refer to Wildboy Camp ERP in Section 3).

2.3. Mutual Aid for Other Area Operators Penn West Exploration conducts operations in conjunction with Canadian Natural Resources Limited, Spectra Energy and TransCanada PipeLine in the Wildboy Area. All Penn West operations are covered under the Wildboy Production ERP. If Penn West were to have an incident with a well or pipeline that Penn West contract-operates for any of the above- named operators then Penn West responders will activate the Wildboy Emergency Response Plan, notify the appropriate operator and invite them to participate at Penn West’s local Incident Command Centre; the affected operator would then support Penn West’s response as they are able. The Emergency Contact Numbers for the other operators in the Wildboy Area are listed in the External Contact List, on page 15. Penn West responders are able to contact the appropriate responders in the event of an emergency.

2.5. Alarms, Communications and Radio Frequencies The following alarm systems have been installed at the facilities:
• Call-out for all emergencies (local Penn West operator on-call in an emergency).
• Wells are equipped with high and low pressure emergency shutdowns.
Operations for this property are coordinated from Penn West’s operators who tend to wells, facilities and pipelines on a daily basis. Penn West’s operators live in the immediate area while on shift.
When working in the field, operators maintain communication through cellular phones and 2-way radios. After-hours emergency calls are forwarded to the operator on-call.
The primary method of communication in the event of an emergency will be the cellular phones that all operating personnel carry. Also, all vehicles are equipped with radios.
Interplant SCADA alarms are in place throughout the entire Wildboy facility. SCADA will alarm through to the control room which is manned 10 hours/day and also through the camp which is manned 24 hours/day.

In some circumstances where distance is a factor, it may be necessary to position a radio operator at a halfway point or utilize a helicopter with Penn West Operator equipped with a mobile radio to relay messages from air.
EMERGENCY MEDICAL COMMUNICATIONS
Medical emergencies at the Wildboy facility will most likely require emergency transport to a hospital or medical facility by helicopter or fixed wing. If no medical attendant is required for transport, call a private Helicopter company. Contact Numbers are located in Section 1.2, External Contacts, (page 11).
If fixed wing is the most suitable mode of transportation, an Emergency Transport Vehicle (ETV) must be used to move the injured or ill person to the nearest airstrip. An ETV is stationed at the Wildboy facility year-round. One Penn West operator or medic, certified in Advanced Life Support (ALS), will be stationed at Wildboy at all times. This certified medical person, along with a designated driver, must accompany the person being transported. Have detailed information ready to provide helicopter or emergency personnel:

• Available 30 minutes before sunrise to 30 minutes after sunset.
• Cannot fly in poor weather conditions.

Fixed Wing
• Available to fly 24-hour/day with less weather restrictions than a Helicopter. • The nearest airstrip is the Helmet Airstrip, located at km 11 of the High Grade. • A designated driver with one medically certified person (ALS, if required) will
transport injured or ill person in an ETV to airstrip.

• Operating under a mandate set by Parliament, its purpose is to promote safety and security, environmental protection and efficient energy infrastructure and markets through the regulation of pipelines, energy development and trade.
• The NEB is responsible for ensuring that oil and gas companies comply with regulations concerning the safety of employees, the public and the environment as they may be affected by the design, construction operation, maintenance and abandonment of a pipeline.
• The relevant legislation for NEB pipelines is the Onshore Pipeline Regulation, 1999 (OPR).
• Companies are required to call the Transportation Safety Board (TSB) to report significant incident on National Energy Board (NEB) regulated pipelines and facilities, report all events in the NEB’s Online Event Reporting System (OERS) (http://apps.neb-one.gc.ca/ers) and the kind of events to report. This might include:
“A significant incident” is an acute event that results in:
a) death;
b) missing person (as reportable pursuant to the Canada Oil and Gas Drilling and Production Regulations (DPR) under the Canada Oil and Gas Operations Act (COGOA) or the Oil and Gas Operations Act (OGOA));
c) a serious injury (as defined in the OPR or TSB regulations);
d) a fire or explosion that causes a pipeline or facility to be inoperative;
e) a LVP hydrocarbons release in excess of 1.5 m3 that leaves company property or the right of way;
f) a rupture; or
g) a toxic plume as defined in CSA Z662
• NEB response procedures depend on the severity of the accident.
Minor Incidents – For less significant accidents such as minor gas leaks or oil spills, the NEB
normally accepts a company’s report without on-site investigation by the Board.
•Major Incidents – For major accidents involving serious injury of the release of large volumes of oil or natural gas, the National Energy Board (NEB) normally conducts detailed on-site investigations and may produce a report containing its findings and recommendations. Should recurring similar accidents or a major accident cause a concern with a company’s safety practices or facilities, meetings between the company and a Board staff member may result. An accident file is not closed until the NEB is confident that all reasonable corrective measures have been taken to prevent future similar accidents.

Roles & Responsibilities Alberta Environment Parks enforces the Environmental Protection and Enhancement Act and the Water Act to support and promote the protection, enhancement and wise use of the environment. AEP ensures the Responsible Party is held accountable and meets their legislative responsibilities. AEP:
• Provides the oversight role in ensuring air monitoring needs and activities associated with public safety around the incident site are adequately addressed by the Responsible Party.

(Example: worker who has been rendered unconscious (knocked down) due to hydrogen sulfide exposure is a reportable
incident).
Section 172 of the Workers Compensation Act ("Act") states:
172 (1) An employer must immediately notify the Board of the occurrence of any accident that
(a) resulted in serious injury to or the death of a worker,
(b) involved a major structural failure or collapse of a building, bridge, tower, crane, hoist, temporary construction support
system or excavation,
(c) involved the major release of a hazardous substance, or
(d) was an incident required by regulation to be reported.
Failure to immediately notify WorkSafeBC of a serious injury or fatality will be considered a breach of section 172 of the
Act, and may result in an administrative penalty.
Further Level 1, 2, and 3 reportable incidents to the Oil and Gas Commission are reportable to WorkSafeBC.

3.9. Hazard & Risk Assessment For the purpose of emergency preparedness and response planning, Penn West has established Hazard Planning Zones (HPZs) and Emergency Planning Zones (EPZs) for their operations, by evaluating Penn West’s existing wells and pipelines to determine the most significant off site hazards associated with a hydrocarbon release. As a result of these evaluations, hazard planning distances for Penn West’s operations in BC have been calculated based on flammability and thermal radiation for all hydrocarbon products, as well as toxicity levels associated with hydrogen sulphide (H2S), if present in the hydrocarbon stream.
Hazard planning zones for these hazards are calculated using scientifically accepted methods for determining distances based on accepted endpoints, resulting in hazard planning zones that permit holders can adopt as geographic areas surrounding their assets, which may require additional planning and preparations to protect public safety during an incident.

APPENDIX A – BRIDGING STATEMENT Mutual aid is an agreement between 2 or more companies / agencies in an area outlining how they will assist each other in responding to an emergency. The agreement defines each responder’s responsibilities for providing aid and support during an incident. At this time Penn West has no formal Mutual Aid Agreements in place for the Wildboy / July Lake Field.
