This document is about the SIGZEEN Color-Coded Identification and Interoperable Communication (SCI-IC) system innovated and developed for first responders (Law Enforcement, Fire and Rescue, Medical, Paramedics) and Essential Service “ES” personnel (Military, Border Services, Sheriffs and CBRNE Personnel).

The SCI-IC system is developed based on the objectives of the Emergency Management Treaty - E105173. Specifically to support the U.S. and Canada emergency management and CBRNE Strategy Action Plans, and their emergency preparedness goals and objectives. The SCI-IC project would provide both nations to build close cooperation with better preparedness to respond to save lives and property in the event of a CBRNE attack.

The U.S. and Canadian government, the U.S. Department of Defense (DoD), Department of Homeland Security (DHS), and Canadian

Department of National Defence (DND) and Public Safety and Emergency Preparedness (PSEPC) are concerned that there would

be a potential Chemical Biological, Radiological, Nuclear and Explosive (CBRNE) event that could happen within the next few years.

Weapons of Mass Destruction: The intelligence community and security experts major concern is that potential weapons of mass

1. INTRODUCTION - THE EVOLVING THREAT

“Yellow Vest” Safety and Security Implications: Today, first responders across the globe are facing another significant safety implication concerning “Yellow Vest” movement. They recognize that these yellow vests are creating a significant security threat to emergency responders personal safety and operational capabilities that could ultimately disrupt saving lives and property in the event of CBRNE or other catastrophic events.

About “Yellow Vest” Demonstrators: On November 25, 2018, around 280,000 of “Yellow Vest” demonstrators massed the famous city boulevard the Champs-Elysees and 2,000 locations across France. This incident turned into one of the most complicated and hazardous events for French law enforcement. Because first responders groups, media, and the general public failed to recognize “who’s who” at the incident area, whether they were law enforcement personnel or demonstrators and rioters.

“Yellow Vest”- Global Symbol: Today the “Yellow Vests” are becoming a symbol of protest beyond France and multiplying internationally, spreading from Europe to the Middle East to the western world the U.S. and Canada. This movement is becoming a growing concern for first responders and the emergency response community, not only for identification purpose, personal safety of first responders as well.

“Yellow Vest” Studies - Risk Assesment: In 2009, we carried out comprehensive studies relevant to vulnerabilities and risk assessment that involved first responders wearing common high visibility vests. The outcome of studies predicted and indicate that the “Yellow Vest” would distract and disrupt first responders emergency operation capabilities, therefore, it is important to create an exclusive identification system for first responders. To achieve these objectives, we innovated and developed the SCI-IC system and introduced to law enforcement personnel during the 2010 Vancouver Winter Olympics, and it was well received. Presently a large number of first responders are using this system for their members.

Coordinated Approach: To respond to CBRNE disasters, and protect public lives

and property, the U.S. and Canadian governments individually established the CBRNE Strategy

Action Plans. The Strategy Plans proceed with related objectives, mainly to protect lives and

property. The ultimate purpose of the Strategy Plan is to set out specific actions based on five

strategy objectives, prevention/ mitigation, preparedness, response, and recovery.

Protect First Responders: The Strategy Plan recognizes that first responders and ES

personnel are the center of any disaster since they are the first on the scene in the line of defense

during a catastrophic event. Therefore, it is essential that every emergency personnel is protected

and facilitated with an efficient work environment to have the ability to build an effective

collaboration, coordination, and communication capability towards emergency operations.

This approach would provide immediate attention, medical intervention to save lives, transport

victims to medical facilities, and special operations that would help to prevent civil disturbances,

control people, evacuation support, traffic control and more.

Effective Work Force: The Strategy Plan recognizes, to respond to a complex

environment needs an efficient workforce and well-defined interoperable communications

system. These actions will provide the ability to build an effective operational and functional

interoperability, including confidence and approaching efforts to integrate among respond

groups so that they can save public lives, protect property and the environment in a timely and

safe manner.

2. ABOUT SCI-IC SYSTEM

SCI-IC Project and Objectives

The SCI-IC project is focusing on contributing to being tailored to address CBRNE equipment

standards by 2020. The SCI-IC goal is to bring relevant emergency response groups together, to build an

interoperable workforce and coordinate a management operating system that benefits to protect emergency

response groups to save public lives and property.

From 2008 - 2018 we have completed comprehensive research and studies, carried out numerous

discussions and participated in local and international government agencies, meetings, including NATO

CBRN workshops and conferences. The first phase of the project was launched in 2009 and introduced

to law enforcement personnel during the 2010 Vancouver Winter Olympics, and it was well received.

Presently a large number of law enforcement personnel in Canada and the U.S. use the SCI-IC system for

their members.

The SCI-IC comprises of two systems

• Color-Coded Identification and Visual Communication System

• Color-Coded Incident Command System that can easily be integrated

into existing command system or systems.

Our mission: Target 2020 CBRNE Strategy Plan Preparation.

• Pilot Project: Launched in 2009

Research Area

• Canada and the U.S. government, the U.S. Department of Defense (DoD), Department of Homeland

Security (DHS), and Canadian Department of National Defence (DND), the Public Safety and Emergency

Preparedness (PSEPC) research materials that are relevant to CBRNE threats and disaster preparations.

• Discussions were carried out with various CBRNE experts, relevant officials and international agencies,

including participation of NATO CBRN workshops and other organizations.

• Lessons learned from various catastrophic incidents and evaluating the consequences of these events. Also,

assessing numerous models, casualty predictions and assessment of analytical elements concluded by the

U.S. DoD and Canadian DND, FEMA, NATO, and other relevant agencies.

• The SCI-IC project is part of our Unmanned Aerial System (UAS) concept innovated for possible use

of future military readiness. This deterrence readiness concept developed by our affiliated company

EQQUERA Inc. www.eqquera.com. During this UAS concept development, we acquired valuable

and exceptional knowledge about mass destructions and possible future nuclear incidents, including

consequences that may be encountered and the importance of the emergency preparation strategies before

a disaster occurs.

Year Past and Future Performances 2008 Carried out research studies on how to protect first responders in the event of a chemical and biological attack.

2009 SCI-IC project is developed based on the conclusion of the research program. The project focused on how to protect law enforcement personnel during the 2010 Vancouver Winter Olympics.

2010 The SCI-IC system was introduced to law enforcement personnel during the 2010 Vancouver Winter Olympics.

2010 Introduced the SCI-IC system nationwide to law enforcement and other emergency responders.

2011 Launched "Safety Awareness Program" and introduced the SCI-IC system to federal and local governments and their relevant agencies.

2012 Introduced the SCI-IC system to first responders community in Canada and the U.S.

2014 Speaker presentation at the NATO CBRN defense conference Prague, Czech Republic. The topic presented was Cyber, EMP and Physical attacks on power grids and the safety of first responders. Various follow-up meetings and discussions were continued.

2015 -2016 Launched SCI-IC awareness program among first responders and ES personnel groups.

2017 Concluded studies about cyber and EMP attacks on power grids and telecommunication infrastructure.

2016 -2018 Carried out a comprehensive research program regarding “Psychological Behavior and Social Implications on Human without Electronic Communications and Safety of First Responders and the public". The Final Report to be released in mid-2019.

2019 - 2020 Launching a full-scale implementation plan about the SCI-IC project. The target is for National CBRNE Security Strategy Plan for 2020. (U.S. and Canada).

Our Approch

• Provide a reliable exclusive identification system for first responders and ES personnel.

• Provide a unique identification system to visually communicate when responders’

communication equipment malfunctions due to disruption on power grids and

telecommunication infrastructure.

• Provide an exclusive identification system to eliminate or minimize confusion caused

among responders and the public during a catastrophic event.

• Establish an interoperable performance standard that would help to build confidence

among first responders, as well as among public towards responders.

exclusively designed for first responders and Essential Service “ES” personnel. This system provides a

method to differentiate first responders and ES personnel from other high visibility clothing wearers,

such as construction workers, private security guards, road workers, non-emergency workers, and

the general public, including the “Yellow Vest” movement. The system also provides a method to

enhance effective coordination approaches, including the ability to identify individual emergency

response groups and their representation.

Establish a Color-Coded Interoperable Communication System

The communication system is specially developed to visually communicate when first responders’ communication equipment is interrupted or malfunctions, and unable to communicate among emergency response groups. Such situations can arise due to disruptions on nations’ power grids and network communication infrastructures in the event of cyber and EMP attacks.Incident Command System Comprises of Color-Coded number identification system. The number system developed with specific colors, numbers, and shapes of patches that coordinate between emergency groups, jurisdictions they arrive and specific responsibilities of individual members.

coordination capabilities among local responders in an

incident area and respond groups who arrive from other

jurisdictions.

• Law Enforcement Black/Silver Checkered - Black color represents power, security, authority, and capability to control the situation.

• Fire and RescueRed/Silver Checkered - Red color often associates warm, vibrant, and intensity and grabs attention. The color red has a long history related to fire and rescue.

• Medical and Paramedics Blue/Silver Checkered - Blue Color is associated with inspiration, sadness calming and care. Mostly, this color is used by medics for hospitals and medical care, which provides a calm feeling and efficient interaction with people who need help.

• Military Green/Silver and Green/Yellow - Green color is associated with nature, also with military uniforms for decades. The Military personnel has two color combinations, one with the silver background and green checkered in the center for military commanders, and other yellow background and green checkered in the center for the military, and the U.S. national guards.

Color PsychologyWe also examined the importance of color psychology and how specific colors affect emergency operations. It is

essential that when the public is disorientated and in a chaotic environment, they should have the ability to quickly and

easily recognize emergency personnel at the incident area, and it’s vicinity.

Multi-Jurisdiction and Multi-Agency InteroperabilityClear interoperable communication is a critical element for multi-jurisdictional and

multi-agency task force joint operations. During mass destructions, emergency response efforts

not limited to a single jurisdiction and single agency. Such efforts require large-scale support, in

particular, intervention from multi-jurisdiction participation.

It is imminent that jurisdiction involvement needs effective and efficient coordination actions that

collaborate with responders at the incident area, and emergency responders arriving from other

jurisdictions, particularly working together under a single control command structure.

Incident Command System: The system is developed to support a multi-

jurisdiction coordination workforce approach. This coordination function provides a

relevant operational and tactical confidence of power to control the situation in order to

coordinate an effective response to CBRNE incidents.

Number System: The unique characteristic feature of the incident command
