5 Nationally, locally and statewide situational awareness shows there are

significant pushes to re-open in many states; with some now reconsidering actions, while other local governments and public engaging in breaks with emergency response structures for Safer at Home guidlelines both in California and elsewhere. What are the symptoms of COVID-19?

The U.S. Centers for Disease Control and Prevention (CDC) has expanded its list of symptoms for COVID-19. https://www.cdc.gov/coronavirus/2019-ncov/symptoms-testing/symptoms.html

People with COVID-19 have had a wide range of symptoms reported – ranging from mild symptoms to severe illness. These symptoms may appear 2–14 days after exposure to the virus:

Fever

Cough

Shortness of breath or difficulty breathing

Chills

Repeated shaking with chills

Muscle pain

Headache

Sore throat

New loss of taste or smell

SUMMARY OF COVID-19 CASES IN LACCD COMMUNITY as of 4/30/20

50 reported positive tests (includes 1 fatality) 27 suspected cases 31 possible exposures All LACCD figures come from independent, self-reported sources to LACCD EOC from faculty, students and staff. No cases officially verified by Los Angeles County Department of Public Health L.A. County Public Health announced May 3 that COVID-19 cases are at 25,662 positive tests and 1,229 deaths, continuing an upward trajectory. Three days earlier, on April 30, the Health Dept. announced Los Angeles County has 23,182 positive COVID-19 cases and 1,111 deaths.

COMMAND EOC DIR PIO SAFETY GOVT. LIAISON LEGAL

EOC DIRECTOR—Focus on several issues—formulating coordinated recovery plans by all EOC functions; the District and ICCs for the Colleges. Working with the Foundation on laptop supply-chain logistics and working with Human Resources and colleges for custodial training and professional development. EOC completed second full week with shift change rotation; solidified use of new reporting forms for internal workflow and ICS compliance.

PUBLIC INFORMATION OFFICER—Completed work with Chancellor for updated message to all LACCD personnel. Finalized message to go out this week to students

about mental health awareness and Student Health Centers for telemedicine and counseling. Working to finalize Chancellor reports for Board meeting May 6. Participated with Chancellor on special Higher Education Advisory Group to L.A. County Public Health; working on responses to the group. SAFETY OFFICER—Continue to log and track self-reported cases of COVID-19 made to the District and/or the colleges. Seeing continual uptick in cases; however, most limited to off-campus situations. Working to clear blacklog of other calls to hotline; will develop possible additions to website FAQs with communications for common questions. Monitored May 1 (May Day) activities in City along with LASD, no incidents reported. LEGAL—Assisting with Finance and Planning & Intel on CARES Act financial distribution by colleges; working with Planning & Intel on possible copyright issues for training materials for custodial professional development.

GOVERNMENT LIAISON—Tracking wide range of legislative issues at federal and state level that may have impact on District. Reviewing letter from state Dept. of Finance on budget, in anticipate of negative May revise to state budget due by about May 14. Working on request from Mayor Garcetti’s Office regarding PPEs.

COLLEGE INCIDENT COMMAND CENTERS AND LIAISONS

GENERAL SUMMARY: College Presidents continue to conduct variety of weekly virtual town halls, Zoom calls, and/or live social media streams for faculty, students and staff. Distribution of Chromebooks by colleges to custodial staff completed for professional development and remote training. Some basic training for custodians anticipated to begin this coming week. College ICCs throughout the week generally reported colleges are quiet; essential workers that need to be on campus were showing up and checking in at LASD on-campus stations per routine. Still some reports of trespassing. Update list of ICS 100 and 700 training completed per college distributed. CITY—Los Angeles City College quiet ASO hosting candidate forum for student elections

TRADE—Los Angeles Trade-Technical College More than 750 people (including about 475 students) plus faculty, staff and guests participated in a remote-based Artificial Intelligence Summit on May 1, organized by Rick Hodge, interim VP, Academic Affairs, with Microsoft. This was part of the ongoing effort than began more than a year ago with goal of leading to “AI” curriculum development for the LACCD colleges.

VALLEY—Los Angeles Valley College Working on some Zoom issues with EOC and IT Completed virtual town hall for students April 27. WEST—West Los Angeles College quiet; completed virtual town hall for students April 21.

OPERATIONS

Continues to look into Zoom security issues; working on coordinating training schedules and monitoring progress. Working on recovery plan details. Monitoring expansion of COVID-19 testing sites throughout county for opportunities or impact on LACCD community

PLANNING & INTEL

Student survey finished; results being finalized this week. Graduation survey ends this week. Continue working on variety of details on the custodial training as well as CARES funding distribution. When ready, will work with communications on message to students ASAP. Looking into issue with HR about vacation hour accumulation for LACCD personnel in the new normal of limited mobility and opportunity for use.

LOGISTICS

Looking into quality control issues on the KN95 masks that were purchased and distributed to the colleges. Masks do not appear to adhere to full N95 standards but can be used as face coverings.

FINANCE

Working on finance expense reports from colleges; providing data to external relations for advocacy asks on funding

BuildLACCD No construction issues reported. Approximately $408 Million in active construction projects throughout District ongoing

FACILITIES LACCD and Los Angeles City College won the award titled Walk the Walk, from the LA Better Buildings Challenge (LABBC) for our energy conservation. LABBC held its 6th Annual Innovation Awards this week (see the link below for additional information).

The LA Better Buildings Challenge is a network of LA’s Best Buildings, working to enhance the sustainability, resilience, and economic vitality of the City and County.

During the three-month competition in 2019, 11 participating teams of LACC students, faculty and staff saved a measured 105,795 kWh of electricity, generated $15,509 in cost savings, and achieved a greenhouse gas emissions reduction equivalent to 13 homes’ electricity use every year. Over the course of the 10-month Energy Blitz Initiative, LACC engaged an estimated 800 LACC students, faculty and staff, and saved 1,018,985 kWh, representing an 11.7% drop in consumption, or the equivalent of an entire month’s electricity consumption for the campus.

Both Gov. Newsom and State Health Dept. Director Sonia Angell described today’s briefing wit

“cautious optimism” and provided an outline for getting California from Stage 1 to Stage 2,

“within weeks” not months—assuming the conditions are right and the trends in stabilization

for COVID-19 hospitalization cases remain as shown in slide 2.

More than 3 million masks arrived over the weekend, with 2.87 million immediately distributed

to healthcare sites in state.

Gov. talked about possibly opening the Fall school term early for K-12 to compensate for the

learning loss from now thru summer.

Both emphasized that going into Stage 2 depends greatly on expanded testing, abil ity to track

and isolate cases and continued use of strong social distancing. Schools and classrooms will be

significantly changes and modified for social distancing and learning.

Slides 8 and 9 show steps and process to go into Stage 2. Slide 10 references ability of local

counties and cities to have ability to regional variations—while slide references counties ability

to relax rules sooner, Gov. also referenced San Francisco as extending Safer at Home through

the end of May.

Both emphasized ability to be flexible in response, especially is situation get worse.

Stages 3 and 4 are months away from happening.
